Description

Caesar Cliff Esentepe is a planned residential complex of apartments and semi-detached villas by Afik Construction LTD (Afik Group) at Esentepe, in the Kyrenia (Girne) district of Northern Cyprus, listed by the developer with 296 units. This guide sets out what the developer publishes about Caesar Cliff Esentepe, which figures survive only on archived pages from 2021 to 2024, how the location can be tested, and what the 2026 purchase rules mean for a planned scheme. No price is published. Legal points are stated as of 23 October 2026.

Overview of Caesar Cliff Esentepe

Afik Construction LTD shows Caesar Cliff on its projects page as “296 Units Planned” in “Esentepe, Girne, North Cyprus”, with the lines “Semi-detached villas & apartments”, “Payment plans without interest”, “Flexible payment plans” and “Seaview property”. The page was read on 23 October 2026.

Its HTTP header shows it was last modified on 13 March 2025 and its footer still carries a 2021 copyright line, so it is treated here as an old statement of intent and not as a current price list.

The live page gives no delivery date, price or unit size. Sizes, facilities and a distance list come from two older developer documents: a presentation dated 2021 and an archived copy of the former caesarcliff.com site taken on 17 January 2024. That domain now redirects to the booking site caesar-projects.com, operated by Afik Rentals LTD, which describes a Cliff Resort in Esentepe with studio, one-bedroom and two-bedroom accommodation.

It is a holiday-let site, not a sales page, and its pool count of 15 is text that the developer’s other resort pages repeat.

Two points need early attention. The unit total differs by source: 296 on the projects page and 333 in a developer blog post dated 30 April 2025. The map pin on the projects page also lies about 9 km from the pin on the archived site, a gap the location section sets out. Everything below is limited to what these developer pages and the official packs support.

Unit types and archived sizes at the Esentepe scheme

The developer lists four unit types: studio, 1+1, 2+1 and semi-detached villa. The live projects page shows no area for any of them. Areas exist only on the archived site of 17 January 2024, which prints a main figure plus a second figure (“41 m2 + 8 m2” for the studio) and does not say what the second figure measures for the apartments.

For the villa it names terraces, with 11 m2 on the ground floor and 15.2 m2 on the first floor. The 2021 presentation gives a different main area for the villa.

Unit type Archived site, 17 January 2024 (m2) 2021 presentation (m2) Bedrooms (from the name) Note
Studio 41 + 8 Not shown 0 Second figure not explained
1+1 68 + 13 Not shown 1 Second figure not explained
2+1 108 + 10 Not shown 2 Second figure not explained
Semi-detached villa 112, terraces 11 (ground) and 15.2 (first floor) 3+1: 120 + 26.2 3 The two main areas differ by 8 m2
Caesar Cliff villas with the infinity pool and lawn

Because the villa terraces add up to 26.2 m2 (11 + 15.2, calculated) and the 2021 deck prints the same 26.2 m2 beside its 120 m2 main area, the two documents agree on the terraces and disagree only on the main area. The table below turns the published figures into ratios. All inputs are the developer’s archived numbers, and every ratio is calculated from them.

Size comparison (calculated from the developer’s figures) Main area (m2) Second figure (m2) Main plus second (m2) Second as % of main Main area per bedroom (m2) Main area per room, bedrooms plus living room (m2)
Studio 41 8 49 19.5% not applicable 41.0
1+1 68 13 81 19.1% 68.0 34.0
2+1 108 10 118 9.3% 54.0 36.0
Semi-detached villa, archived site 112 26.2 (11 + 15.2) 138.2 23.4% 37.3 28.0
Semi-detached villa, 2021 deck 120 26.2 146.2 21.8% 40.0 30.0

Reading the ratios shows where the data thin out. The step from studio to 1+1 adds 27 m2 (65.9% more), and the step from 1+1 to 2+1 adds 40 m2 (58.8%). The step from the 2+1 to the villa adds only 4 m2 (3.7%) on the archived figure, although the villa has a third bedroom and two storeys; on the 2021 figure it adds 12 m2 (11.1%).

The 8 m2 gap between 112 m2 and 120 m2 is 7.1% of the smaller number, large enough to matter in a contract.

The second figure falls from about 19% of the main area for the studio and the 1+1 to 9.3% for the 2+1, and nothing on the page explains why. The 2021 presentation helps only with layout. It shows first-stage plan sheets for seven blocks named Topaz, Pearl, Sapphire, Aquamarine, Ruby, Amber and Jade, with ground, first, basement or gallery levels, and the developer’s virtual tour labels interiors “Pearl 2+1”, “2+1 Basement”, “1+1 Gallery”, “Studio” and “Villa”.

The number of units per block and per type is not published, so the split of 296 units cannot be calculated.

The archived site also offers furnished design packages that cover interiors and roof tops, with no prices. A buyer should ask for the net and gross area of the exact unit in writing, whether the second figure is a balcony, terrace or covered area, how a gallery or basement level is counted, which of 112 m2 and 120 m2 applies to the villa, and which plan sheet forms part of the contract.

Location of Caesar Cliff Esentepe: the village, the Kyrenia coast and the distances listed

The developer places the project in Esentepe, Girne (Kyrenia). Esentepe is a village on the Kyrenia coast, about 23.7 km east of Kyrenia Castle in a straight line (calculated from OpenStreetMap points). At the 2011 census, the latest published, the Esentepe municipality counted 2,414 residents, 1,754 of them in the Esentepe ward itself, against 69,163 for the whole Girne district (census table 3).

The census lists Esentepe and Çatalköy (5,652 residents) as two municipalities. OpenStreetMap now names the area “Çatalköy-Esentepe Belediyesi”, and a BRT report of 26 June 2025 on the foundation of a new Esentepe primary school, with 1,650 m2 of enclosed space, uses “Çatalköy–Esentepe Municipality”.

A buyer should ask which municipal office holds the permit and supervision records for the plot, because municipalities issue permits and, after an amendment of the Municipalities Law, are bound to have supervision done by project authors (a KTMMOB statement of 14 February 2023, secondary). Against the 2011 figures, 296 planned units equal about 12% of the municipality’s residents and 17% of the ward’s (calculated; the census counts people, not dwellings).

Three coordinate sets exist in the developer’s own material, and they do not agree.

Coordinate set Source and date Latitude, longitude Position against the others (calculated)
Pin 1 Map embedded on the archived caesarcliff.com, snapshot of 17 January 2024 35.346233, 33.576402 1.0 km north-west of the OpenStreetMap village point; 1.8 km by road

Caesar Cliff pool with loungers facing the sea

Pins 1 and 2 sit within 0.5 km of each other near the village; pin 3 lies near the Alagadi side of the coast and fits neither. Pin 1 is also 1.0 km from the village point in a straight line, against the “2.5 km from Esentepe village” in the 2021 deck. None of this fixes the plot.

The parcel number from the sale contract, checked against a Land Registry search, is the only reliable position, and the plot plan should show it.

The sea distance is also contested. The 2021 deck and the archived site say “only 100 meters away from the well equipped beach”, while the 2025 blog says 300 m from the sea. The OpenStreetMap coastline way passes about 290 m from pin 1 and about 170 m from pin 2 (point-to-line, calculated on 23 October 2026). OpenStreetMap maps a sand beach 1.2 km from pin 2 and none within 1.5 km of pin 1.

Neither pin is a plot boundary and the map is hand-drawn, so no figure is confirmed; the measuring point and the meaning of “beach” should be written into the contract.

Alagadi, the mapped nesting beach 7.5 km west of pin 1, is a monitored turtle zone. The Environment Protection Department’s 2024 monitoring note records 1,585 nests for Alagadi and Akdeniz together and bars umbrellas within 35 m of the sea on nesting beaches in the May to October season, so beach-club and lighting claims on this coast should be tested against those rules.

Tatlısu village centre Village in Famagusta district to the east Not given 16.3 km / 21.3 km, 22 min OSRM estimate

The developer’s road distances to Kyrenia, the golf area, Famagusta and Nicosia are within 3 km of a routed check from pin 1, so the list is broadly honest about driving.

It gives a longer Ercan figure than the check (46 km against 41.8 km by road, which the router puts at 57 minutes), a Larnaca figure 5.9 km shorter (80 km against 85.9 km), and cannot be matched for “Turtle Bay Beach” (5 km against 9.1 km to the nearest mapped nesting beach). Road times come from a public routing service on OpenStreetMap data, ignore traffic and border queues, and measure from a map pin, not from the plot.

For daily services, the 2021 deck lists an Esentepe hospital among the village facilities, but the Statistical Yearbook 2024 (table C1) shows one state health facility and no private hospital under Esentepe, and the Ministry of Health’s list of six state hospitals names Girne Dr. Akçiçek as the one in the district.

The yearbook’s tables C7 and C13 give the Esentepe Health Center 8 staff in 2024 (one general practitioner, one dentist, three nurses, one pharmacist assistant and two others) and 5,778 polyclinic applications. In-patient care is therefore in Kyrenia, 25.8 km away by road.

The nearest official weather station is Girne, 7 m above sea level and about 23 km west. In 2024 it recorded monthly mean temperatures of 15.0 °C in January and 30.7 °C in July and 510.2 mm of rain over the year (yearbook tables A2 and A4, one year only).

Antiphonitis, the church named in the deck, is dated to the 12th century by the Cyprus Institute, which records that looters stripped its frescoes after 1974 and that more than 70 fragments are held in Nicosia. It is a visit, not a buying factor.

Caesar Cliff Esentepe as a planned scheme: permits, contract registration, delays and refunds

The word “planned” on the live page does not say what exists. Older material shows more than a plan. The 2021 deck has a section headed “First stage of construction” with plans for seven blocks; the archived site of January 2024 shows a Café Paris & Bakery with opening hours and a rental and maintenance office; and the virtual tour contains interior scenes.

None of it states which blocks are finished, handed over or registered, and the booking site’s Cliff Resort page does not settle that either. The developer’s own wording is the only status label, so a buyer needs block-by-block status in writing: foundations, frame, completion and final approval (nihai tasvip). The Statistical Institute counts only buildings that have final approval.

The legal frame for an unfinished unit is set by Law 52/2008. Before a purchase-permit application, a condominium easement (kat irtifakı) or condominium title (kat mülkiyeti) must exist for the unit under Law 35/2010, and selling without it is an offence. For two years from its entry into force, Decree-Law 89/2026 (Resmi Gazete 147, 7 August 2026) also accepts a building permit or a Planning Approval from the Town Planning Department where condominium title could not be established.

The decree is a Council of Ministers decree whose 90-day validity ends about 5 November 2026 unless Parliament enacts it, and the consolidated Law 52/2008 still shows the older text.

Two quotas matter in a scheme of this size. The decree caps sales to foreigners in housing projects in zoned areas at 80%, which is at most 236 of 296 units or 266 of 333 (calculated), and it bars foreign first-degree relatives or buyers of one nationality from holding together more than half the units on a parcel, which is 148 of 296 (calculated).

Whether Caesar Cliff Esentepe is in that category is a planning question, but a buyer can ask how many units the registry already shows as sold to foreigners.

Delay and refund terms are the weakest point in the public record. The fact packs report no statutory delay compensation or refund rule for off-plan sales, and the UK government’s property guidance lists the problems that recur in Cyprus: lawyers acting for both vendor and builder, building without correct permits, payment plans not included in the contract, difficulty obtaining completion certificates and title deeds, and developer mortgages on the land.

The contract should therefore state a long-stop date, the compensation for each month of delay, the refund route with interest and whether the plan is secured against the land.

The payment line needs the same treatment. The developer offers plans “without interest” and publishes no percentage, number of months or currency for Caesar Cliff. Its other pages show how much the headline varies: the Resort line reads 80, 60 or 40 months depending on the language, and the Blue line 36 or 24.

Stamp duty on a foreign-currency contract is computed in lira at the official effective selling rate on the stamping date, and consumer prices rose 35.02% in the 12 months to September 2026 (Statistical Institute), so the currency of each instalment matters.

Several claims in the older material are statements about third parties. The 2021 deck lists “municipality plans” for a bicycle path, a sidewalk, three to four cafés and a traditional bazaar. These are municipal plans, not developer commitments, and only the municipality can confirm them.

The facilities lists also disagree: the deck names a gym, indoor and outdoor pools, a playground, a tennis court, an e-bicycle road, a restaurant, a supermarket, barbecue areas, a beach bar, mini golf, a sauna and a bar; a developer blog counts four open pools, one indoor pool, a fitness centre, a playground and a barbecue area; the booking site counts 15 pools in text shared with other resorts.

The archived site says the membership card is for apartment owners, their families and their tenants, with no current terms.

Site area gives one more yardstick. The 85,000 m2 in the archived material equals about 287 m2 of site for each of 296 units and 255 m2 for each of 333 (calculated). The figure covers roads, facilities and any unbuilt land, so it says nothing about plot sizes.

In 2025 the Statistical Institute recorded 344 urban and 1,460 rural dwelling units with final approval in Girne district (Construction and Parcel Statistics 2025), a total of 1,804, so 296 planned units equal 16.4% of one year of approvals in the district and 333 equal 18.5% (calculated; the bulletin gives no village breakdown).

Checklist before the first payment

  1. Ask for the parcel number and obtain a Land Registry research document (araştırma belgesi) from the district office where the parcel is registered.
  2. Compare the registered owner, title category, mortgages and restrictions with the seller named in the contract.
  3. Ask for the condominium easement or title number for the exact unit, block and floor.
  4. Ask for the building permit, the Planning Approval and the municipal supervision record, and confirm which municipality issued them.
  5. Obtain a written status per block and a handover date, with the remedy for delay stated in the contract.
  6. Confirm in writing which area applies to the unit (net, gross, terrace, gallery) and attach the plan.
  7. Fix the payment schedule, currency and late-payment terms in the stamped contract, not in a brochure.
  8. Ask how many units the register shows as sold to foreigners, to test the 80% and half-parcel limits.
  9. Check the contract against the 1-month registration deadline and diarise the permit, transfer and fee deadlines.
  10. Use an independent lawyer who does not also act for the developer, and keep the 2021 deck, the archived site and the live page as dated evidence.

Buying in Northern Cyprus in brief: the offices a buyer deals with, in order

For a unit bought before completion the purchase runs through a fixed set of offices, and the order below follows the offices, not the money. The rules are stated as of 23 October 2026 and depend on Decree-Law 89/2026 (Resmi Gazete 147, 7 August 2026) staying in force or being enacted before about 5 November 2026. The consolidated Law 52/2008 on mevzuat.gov.ct.tr still shows the stricter earlier text, and where the two differ the table gives both.

Office and step Who acts Deadline or time stated Source
Land Registry of the district where the parcel is registered: search report Buyer’s lawyer Before signing; the announcement says transactions are temporarily handled only at the district office where the property is registered Land Registry announcement

Interior Ministry Property Unit: purchase-permit file Buyer Passport, police record, location plan, title copy; fee half of the gross monthly minimum wage, TL 35,446.50 (TL 70,893 / 2, calculated) document list ; minimum wage notice

Land Registry: sign the transfer Buyer Within 1 year of publication (decree) or 6 months (consolidated Law) Decree-Law 89/2026
Land Registry: pay transfer fees Buyer Within 75 working days (decree) or 60 (consolidated Law); 4% on a first property, 5.5% on a second, 6% on a third, valid to 5 January 2027 Resmi Gazete 197
Tax Department: VAT and later gains tax Developer and seller VAT 5% schedule covers housing up to 300 m2 closed area, 10% from 300 m2; gains tax on a resale is an effective 2.8% of value (calculated from the law’s formula) VAT regulation ; Income Tax Law
Utilities Buyer No permanent water or electricity connection until all taxes and fees are paid Decree-Law 89/2026

Under the decree a foreign buyer may hold up to three apartments, or a house on land of at most 3,300 m2, or other combinations; nationals of states that recognise the TRNC may hold six apartments. The consolidated Law still shows one apartment. A foreign buyer needs the Council of Ministers permit in every case, and no agricultural or forest land may be sold to foreigners.

Foreign purchasers are also capped at 7% of any district’s area and 3% of the country’s, and the packs found no published figure for how much of Girne district is already used. Residence follows the purchase only in part: a unit bought by contract needs at least one-third of the price paid and the permit application lodged before a property-based permit can be requested (Residence and Visa Regulation).

See the residence guide and the citizenship guide for the routes, and the cost guide for a wider cost view. Fees and the decree are time-limited, so each should be re-checked before signing.

Payment and financing add three practical points. Remittances in and out of the country are free if banks are used and names and addresses are recorded (Foreign Exchange Law 38/1997), and a mortgage costs 1% of the secured debt to register.

Agency pages disagree on how much banks lend to foreigners, and one agency guide says developer instalment plans dominate off-plan sales, so the developer’s plan is a contract term to be read line by line and not a headline.

Two seller questions belong at the start. The decree lets a licensed intermediary investor take up to 10 homes a year into disposal without taking title, with transfer to buyers due within two years of final approval, so a buyer should ask whether the unit is sold directly or through such an investor.

The UK guidance also notes a separate bar association for each district, Kyrenia among them, so the lawyer’s district should match the parcel’s, and the lawyer should not also act for the developer.

Risks, title and due diligence

The first risk is title. The UK government states that ownership of many properties in the north is disputed, that the European Court of Human Rights treats pre-1974 owners as continuing legal owners, and that even for Turkish-title land a foreign buyer may be refused permission without reasons (UK guidance). The ECHR Demopoulos decision treats the Immovable Property Commission as the remedy to use first, and Law 67/2005 keeps applications to the Commission open until 21 December 2027.

The Court of Justice held in Orams that Republic of Cyprus judgments on land in the north can be enforced elsewhere in the EU (press release 39/09). The packs say nothing about the history of the Esentepe plot, so its status has to come from its own deed and register entry.

The second risk is the gap between sale and completion. For a planned scheme the permits, the condominium documents and the mortgage position on the land are the evidence that the unit will exist, and the developer’s marketing is not. The third is currency and timing: the lira is the legal tender, contracts may be written in pounds or euros, and the fee schedule of 7 October 2026 ends on 5 January 2027.

The fourth is the Republic of Cyprus criminal-law exposure for dealing in land held by a registered owner without permission, which the UK guidance describes and which the packs do not link to any specific plot.

Building quality is a fifth point. The Chamber of Engineers and Architects said in 2023 that structures need static calculations to the earthquake regulation, that project approval checks seismic compliance and that supervision by project authors is required of municipalities, and in November 2025 that the 2015 regulation should be reviewed periodically. No official change after 2023 was found. A buyer can ask for the structural engineer’s name and the supervision certificates for the relevant blocks.

The title-deed guide explains the deed categories in more detail.

How the Esentepe scheme compares with the other Afik projects on this site

The table lists all eight Afik Group listings on this site with the developer’s own wording. It uses the projects page, read on 23 October 2026, and the dated archives noted in each row; “not published” means that none of the pages read gives a price. Caesar Cliff Esentepe is the only one of the eight in Kyrenia district.

Project (compared with the Esentepe scheme) Status (developer wording) Units Area Unit types Published price
Caesar Resort Iskele Ongoing; developer says over 5,000 of 7,000 sold (marketing) 7,000 (developer) İskele, Long Beach area Studio to three-bedroom, penthouse, commercial Not published (Persian page: from GBP 42,000, unit type unstated)
Caesar Blue Bogaz Ongoing; no status line 1,600 plus 98 villas Boğaz, Karpaz main road (page says Dipkarpaz) Studio to two-bedroom, penthouse, villas Not published (archived January 2024: penthouse from GBP 315,103)
Caesar Palm Jumeirah Bogaz Ongoing; blog says upcoming 836 Boğaz, Karpaz main road (page says Dipkarpaz) Studio, 1+1, 2+1, penthouses Not published

Caesar Bay Tatlisu No status line; described in the past tense 50 Tatlısu Villas, semi-detached villas, garden apartments Not published

Caesar Cliff Esentepe is the fourth largest of the eight by the developer’s unit counts, with 296 planned units against 836 at Caesar Palm Jumeirah and 50 at Caesar Bay. With Caesar Resort and Caesar Blue it is one of three projects for which archived sizes exist, and it is the only one on the Kyrenia coast. The developer’s card puts Caesar Bay in “Tatlisu, Kyrenia”, whereas the 2011 census places Tatlısu in Famagusta district.

For a neighbouring Famagusta-district comparison, Hillside Tatlisu and Natulux Tatlisu are other developers’ listings in Tatlısu, whose village centre is about 16 km east of the archived map pin. No project here is presented as better than another.

Afik Group and Afik Construction LTD

The developer’s About page says Afik Construction LTD is an international development and construction company operating in Turkey and Cyprus, and names reliability and quality of construction as its hallmark. It says the company has implemented high construction standards in its Turkish and Cypriot projects and is focusing on expanding in those markets. It gives no founding year.

The Team page names Mr. Afik Yaacov as chief executive officer and lists him as CEO and director of Afik Group projects from 2006. These are the developer’s statements and have not been verified independently.

Other developer pages are less consistent. The booking site caesar-projects.com and a blog post give 1995 as the founding year, and the blog post on the largest project describes the portfolio as the Caesar Projects brand. The footprint is given as Turkey and Cyprus on the About page, as the Middle East and Europe on the booking site, and as Cyprus, Turkey and property in the United States in a blog post.

The About page footer carries a 2021 copyright line.

The sales entity on the project cards is Afik Construction LTD, while the booking site names Afik Rentals LTD as its operator. A buyer should confirm in the contract which legal entity sells the unit and which entity owns the land. No awards or certifications appear on any page read, and none are claimed here.

Frequently asked questions

What is Caesar Cliff Esentepe and who is the developer?

Caesar Cliff Esentepe is a residential complex of apartments and semi-detached villas that Afik Construction LTD (Afik Group) lists at Esentepe, in the Kyrenia (Girne) district. The developer’s projects page, read on 23 October 2026, shows “296 Units Planned”, payment plans without interest and a seaview label, and it was last modified on 13 March 2025. A 2021 presentation and an archived 2024 website give a site area of 85,000 m2.

No price, delivery date or title-deed category is published on any page read.

Is the Esentepe scheme finished, and when is delivery?

The developer publishes no delivery date, and the live page says planned. Older material points to partial progress: a 2021 presentation shows a first stage of construction in seven named blocks, and the 2024 archived site shows an on-site café and a rental office. None of this states which blocks are complete or handed over.

A buyer should ask for a written status for each block, a handover date and the remedy if it is missed, and should treat marketing images as evidence of intent only.

How many units does Caesar Cliff Esentepe have?

The projects page gives 296 planned units in the language versions that carry a count, and a developer blog post dated 30 April 2025 gives 333. The difference is 37 units, or 12.5% of 296 (calculated). Neither source splits the total by unit type, block or phase, and neither says whether the figure includes the first-stage blocks drawn in 2021.

The contract should name the unit, block, floor and parcel, so that the register and the contract describe the same home.

Which unit sizes are published?

The live page publishes none. The archived site of 17 January 2024 gives a studio of 41 m2 plus 8 m2, a 1+1 of 68 plus 13, a 2+1 of 108 plus 10 and a semi-detached villa of 112 m2 with terraces of 11 and 15.2 m2. The 2021 deck gives the villa as 3+1 with 120 plus 26.2 m2. The second figure for apartments is not explained.

Net and gross areas for the exact unit should be requested in writing with the floor plan.

What is the price of a unit?

No price or starting price is published for Caesar Cliff on the projects page, the archived site or the 2021 presentation, so none is quoted here. The developer says plans are without interest and flexible, but gives no percentage, number of months or currency. Any figure a seller states should be put in writing with its currency, the date and what it includes, and costs such as stamp duty, Land Registry fees and VAT should be listed beside it.

How far is Caesar Cliff Esentepe from the sea?

The developer’s 2021 presentation and archived site say 100 m from the beach, and a 2025 blog post says 300 m. OpenStreetMap’s coastline lies about 290 m from the archived map pin and about 170 m from the drone-shot pin (calculated), and its nearest mapped beach is 1.2 km from the latter. No pin is a plot boundary, so the true sea distance can be fixed only from the plot plan, with the measuring point written into the contract.

Where are the nearest hospital and airport?

The nearest state hospital with in-patient care is Girne Dr. Akçiçek in Kyrenia, 25.8 km and about 29 minutes by road from the archived map pin (routing estimate, no traffic). Esentepe has a state health center, which the Statistical Yearbook 2024 shows with 8 staff and one general practitioner. Ercan Airport is 41.8 km and about 57 minutes away by road, against 46 km in the developer’s list, and Larnaca Airport is 85.9 km, excluding the border crossing.

How many properties can a foreigner buy?

As of 23 October 2026, Decree-Law 89/2026 lets a foreign buyer hold up to three apartments, or a house on at most 3,300 m2 of land, with a Council of Ministers permit. Nationals of states that recognise the TRNC may hold six apartments. The consolidated text of Law 52/2008 keeps the one-apartment limit.

The decree is valid for 90 days from 7 August 2026, about 5 November 2026, unless Parliament enacts it, so the current text must be confirmed with a lawyer before signing.

What taxes and fees apply?

Under the Land Registry schedule of 7 October 2026, valid to 5 January 2027, transfer fees for foreigners are 4% on a first property, 5.5% on a second and 6% on a third. Stamp duty on the sale agreement is 0.5% of the stated sum.

The VAT regulation lists housing up to 300 m2 of closed area at 5% and larger housing at 10%, but does not say which sales are within VAT. The permit application costs TL 35,446.50, half of the gross monthly minimum wage (calculated).

Can an owner let a unit, and does buying give residence?

Rent is subject to a 10% withholding of gross rent, and lettings of up to 60 days of a unit built as housing fall under the Holiday Houses Law, which requires registration and an operating permit; see the short-let guide. The developer publishes no rental programme terms for Caesar Cliff. A purchase gives no citizenship or EU rights, and property-based residence permits run for 5 or 10 years depending on value and deed status.
