Can Foreigners Buy Real Estate in Cyprus?
EU citizens can buy property in Cyprus with no restrictions. Non-EU citizens need approval from the Council of Ministers, which is granted in the vast majority of cases for the purchase of one residential property or a plot of land up to 4,014 m².
Buying real estate from €300,000 + VAT in a new-build development opens the door to Cyprus’s Permanent Residency programme via the fast-track Regulation 6(2) process. Approval typically takes 2–9 months, the permit is valid for life provided the property is retained and the island is visited at least once every two years, and after 8 years of residence holders can apply for citizenship.
Tips for Buying Property in Cyprus
- Confirm the property has (or will receive) a separate Title Deed before paying a deposit
- Use a licensed lawyer who is independent of the developer
- If permanent residency is your goal, check that the specific unit qualifies under Regulation 6(2)
