The short answer

The page above this text is a live grid of apartments for sale, and the grid is the archive for the property type “Apartment” on uinvestgroup.com. As of 27 October 2026 it holds 225 listings: 95 in Northern Cyprus, 60 in Dubai, 35 in Oman, 13 in Southern Cyprus (all in Paphos), 11 in Istanbul and 11 in Batumi. Each listing is a project page, not a single flat, so one card can stand for a tower of several hundred units. This guide explains how to read those cards and what the legal and tax rules of each country add to the picture.

Prices on the cards are shown in the currency stored on each listing: US dollars for Dubai, Oman, Georgia and Türkiye, pounds sterling for Northern Cyprus and euros for Southern Cyprus. One Istanbul card is stored in Turkish lira. This page does not convert between those currencies, because the cards were entered on different dates and the exchange rates move. The only conversions used are the two fixed pegs that official sources publish: 3.6725 dirhams per US dollar (the Central Bank of the UAE rate table for August 2026) and 2.6008 US dollars per Omani rial (the Central Bank of Oman fixed peg page).

A card price is the lowest “from” price of the project, not the price of a typical apartment. Of the 225 listings, 166 show a price in a single currency, one shows a lira price and 58 show no price at all. Another 118 listings carry at least one other type tag next to “Apartment” (penthouse, studio, villa, townhouse and others), so the card price may belong to a studio or a villa in the same project. The sections below show how to read the qualifier on each card (for example “Resale asks from”), what the dataset says country by country, and what the buying rules in each jurisdiction add on top of the card.

Everything about the listings comes from the live site data read on 27 October 2026. Rules, fees and thresholds come from the official pages linked in the text and are dated where the page gives a date. The page describes the market and the paperwork; it makes no prediction about prices or rents, and nothing here is advice to buy.

The archive country by country

The first table summarises the 225 listings. “Priced” counts the cards that show a figure. The lowest, median and highest values are taken from those priced cards only and stay in each country’s own currency. For Türkiye the median is calculated on the ten dollar-priced cards; the eleventh card is priced in lira and is left out of the dollar figures.

Country Listings Priced Currency Lowest card Median card Highest card Places
Northern Cyprus 95 52 GBP £48,900 £140,000 £399,951 12 town tags plus 11 cards with no town
Dubai (UAE) 60 51 USD $87,100 $217,800 $2,280,149 Dubai only
Oman 35 31 USD $76,700 $195,000 $882,000 11 areas, Muscat Governorate, Salalah, Sohar, Duqm
Southern Cyprus 13 13 EUR €195,000 €305,000 €640,000 Paphos only
Türkiye 11 11 (10 in USD, 1 in TRY) USD / TRY $260,000 $420,500 $684,000 Istanbul only
Georgia 11 9 USD $45,276 $65,000 $200,000 Batumi only

Three points follow from the table. First, the size of the archive is not the size of the market: Northern Cyprus has 95 listings largely because many developers publish several project pages, and 43 of those 95 cards show no price. Second, the spread inside each country is wide, from a 30 to 40 square metre studio to a branded multi-bedroom residence, so the median is a description of the cards and not a typical purchase. Third, the countries differ in who may buy, what title the buyer receives and what the process costs, which is why each has its own section below.

The cities with the most cards are Iskele (23), Esentepe (18) and Famagusta (18) in Northern Cyprus, followed by the 60 Dubai cards, the 13 Paphos cards, and the six Muscat-area districts listed in the Oman section. The country archives for Northern Cyprus, the UAE, Oman, Southern Cyprus, Türkiye and Georgia also contain villas, townhouses and land, so their listing counts are larger than the apartment counts above.

How to read an apartment card

A card has four pieces of information that are easy to misread: the price, the qualifier in front of the price, the size and the year. The qualifier is the first thing to check. The table counts the qualifiers on the cards that show a price and, in the last column, the cards that show none.

Country “Starting from” “From” “Resale asks from” Other Remaining cards
Northern Cyprus 20 14 + 2 (lower-case “from”) 15 1 (agency ask) 42 with no qualifier, 1 “Starting from”
Dubai 46 0 0 0 5 with no qualifier on a price; 9 cards with no price
Oman 21 9 0 0 1 priced card with no qualifier; 4 cards with no price
Southern Cyprus 13 0 0 0 none
Türkiye 11 0 0 0 none (one card in lira)
Georgia 6 + 2 (“Start from”) 0 0 0 1 priced card with no qualifier; 2 cards with no price

“Starting from” and “From” mark a developer’s lowest published price for any unit in the project on the date the page was written. They do not say which unit carries the price, whether the unit is still available, or whether VAT, registration fees or furniture are included. “Resale asks from” marks an advertiser’s asking price for a unit that has already been sold once; 15 Northern Cyprus cards carry it. An ask is what a seller wants, not what a buyer paid. One further card, Olea Grand in Geçitkale, says “Agency asks from”.

The listing page for Sea Life Plus in Iskele shows the difference in practice. Its £48,900 headline is a resale ask that, according to our listing page of 27 October 2026, matches a 45 square metre studio advertised in April 2026 and read from the portal on 18 and 19 October 2026. The page states that such asking prices may leave out transfer fees, VAT or furniture, and it states no title-deed category for the project. It is the lowest card in the Northern Cyprus set, and it describes one advert, not a developer price list.

In Dubai the qualifier is nearly uniform (“Starting from”). The listing page for Lawnz in International City states that the $87,100 headline corresponds to a studio at AED 320,000, with studios of 401 square feet and two-bedroom units of 926 to 984 square feet. At the 3.6725 peg, AED 320,000 is $87,134, which rounds to the card figure. That is the pattern to test on every Dubai card: a studio price carried by a project that also sells larger units.

Tagging is the second trap. The dataset tags each listing with every property type the project offers. Of the 225 listings, 107 are tagged “Apartment” only and 118 carry additional tags.

Country Tagged “Apartment” only Also carry another type tag Also “Penthouse” Also “Studio” or “Studio Apartment” Also “Villa”
Northern Cyprus 29 66 35 31 26
Dubai 45 15 8 1 0
Oman 7 28 7 8 12
Southern Cyprus 13 0 0 0 0
Türkiye 11 0 0 0 0
Georgia 2 9 0 1 0

The practical reading: in Southern Cyprus and Türkiye every card is an apartment-only project, so the card price is an apartment price. In Northern Cyprus two out of three cards (66 of 95) also carry other tags, and 26 carry “Villa”. There the card price may belong to the lowest-priced unit of a mixed project. The same applies to the 28 multi-tag Oman projects. Always open the listing page and look for the unit table before treating a card figure as the price of the unit you want. Related archives for other types are the penthouse archive, the studio archive, the studio apartment archive, the townhouse archive and the villa archive.

Apartments for Sale in Dubai: 60 listings

The UAE archive holds 60 apartment listings, all tagged Dubai, and 51 show a price in US dollars. Twenty-nine of the 60 titles are Danube Properties projects and 24 are Ellington Properties or its Belgravia-branded projects in Jumeirah Village Circle; eight of those Ellington cards show no price. The remaining seven are single projects by other developers, including two by Emaar. The median priced card is $217,800 and the range runs from $87,100 to $2,280,149. Fourteen priced cards are below $150,000, 21 are between $150,000 and $299,999, 12 are between $300,000 and $544,587 and four are at or above $544,588.

The $544,588 line is not arbitrary. It is AED 2,000,000 at the 3.6725 peg, which is the property value that the Dubai Land Department Golden Visa page (last updated 14 October 2026) uses for its real-estate investor category. The next table shows the lowest six and the highest three Dubai cards. Years are the ones shown on the cards; they are not always completion dates.

Who can buy, and how title works

Dubai sells freehold to foreign buyers in designated areas, and a buyer should confirm that the project sits in one. Ownership is registered with the Dubai Land Department. The freehold versus leasehold guide and the foreign-buyer guide explain the designation in more detail. The Lawnz page, for instance, says International City is a designated freehold area with full title-deed rights for all nationalities.

Buying costs on the Dubai Land Department schedule

The DLD sale registration page (last updated 14 October 2026) lists 2% of the sale value for the seller and 2% for the buyer, a title-deed fee of AED 250, knowledge and innovation fees of AED 10 each, and a service partner fee of AED 4,000 plus VAT for sales of AED 500,000 or more (AED 2,000 plus VAT below that). The table works through a purchase of AED 800,000, which is about $217,800 and equals the median Dubai card.

Item (buyer side) Basis AED USD at 3.6725
Registration share 2% of AED 800,000 16,000 4,357
Service partner fee AED 4,000 + 5% VAT 4,200 1,144
Title deed fixed 250 68
Knowledge and innovation fees AED 10 + AED 10 20 5
Total 20,470 5,574

The total equals about 2.6% of the price. It excludes agency commission, any bank charges and the service charge deposit that some developers ask for. If the buyer takes a mortgage, the DLD mortgage registration page lists 0.25% of the loan value plus a service partner fee of AED 4,000 plus VAT. The Central Bank of the UAE’s mortgage regulations cap the loan at 80% of the value for an expatriate’s first property up to AED 5 million, 60% for a second property and 50% for off-plan units. Lenders may set tighter limits. The mortgage guide for foreigners covers bank products.

VAT, income tax and recurring costs

The Federal Tax Authority’s real estate FAQ states that the first supply of a residential property within three years of completion is zero-rated, that later supplies are generally exempt, and that commercial property is taxed at the 5% standard rate. The UAE government taxation page says the country levies no income tax on individuals and 5% VAT on goods and services; it lists no recurring tax on owning a residential unit. The FTA’s guide on real estate investment by natural persons (22 October 2024) explains that rental income from an individual’s property investment is outside corporate tax unless the activity needs a business licence. Our property tax guide sets out the same position.

The recurring cost is the service charge. Under Dubai Law No. 6 of 2019 the owner pays the charges approved by the regulator RERA, each owner’s share is set by the area of the unit against the whole building, and the owner stays liable even if a tenant does not pay. The Dubai Land Department publishes a service-charge index that lets a buyer multiply the approved rate by the unit area. A tenant, not the owner, pays the separate municipality fee of 5% of annual rent according to the DLD’s FAQ.

Off-plan protection and residency

Dubai Law No. 8 of 2007 requires a developer that sells off-plan to open a project escrow account and to deposit buyer payments there; the text of the law limits spending from the account to the project. That is the rule behind phrases such as “escrow-protected” on developer pages, and it is worth asking for the escrow account details in writing. For residency, the GDRFA Dubai service page states that one or more properties worth at least AED 2,000,000 in total can support a golden residence permit, that a mortgaged property is acceptable with a lien for the permit period, and that the value is certified by the Dubai Land Department. Whether a specific purchase qualifies depends on the application, not on the card. Our Golden Visa guide and the Dubai immigration page go through the steps. Only four of the 51 priced Dubai cards show a “from” price at or above AED 2,000,000.

Apartments for Sale in Oman: 35 listings

The Oman archive contributes 35 apartment listings and 31 show a dollar price. They sit in Al Seeb (6, including Sultan Haitham City), Al Mouj (5), Yiti (4), Salalah (4), Muscat (4), Muscat Bay (4), Muscat Hills (3), Jabal Sifah (2), and one each in Sohar, Duqm and Shatti Al Qurum. The median card is $195,000. Ten cards are below $150,000, 13 are between $150,000 and $299,999, seven are between $300,000 and $520,159, and one, The St. Regis Residences at Al Mouj, is above $520,160 (its card shows $882,000). The $520,160 line is OMR 200,000 at the 2.6008 peg.

Al Mina Muscat Bay $479,200 Starting from 1238 sq ft 2027
The St. Regis Residences Al Mouj $882,000 Starting from no size shown 2028

Years on the Oman cards show how much of the stock is still to be built: 3 cards show 2024 or 2025, 3 show 2026, 24 show 2027 to 2030, one says “Off-Plan” and four show no year. Several projects in the archive are branded residences, and several of the lowest-priced cards are in Sultan Haitham City, a new district in Al Seeb. The Al Seeb page, Muscat page, Al Mouj page, Yiti page, Salalah page and Sultan Haitham City page list the projects by place. For a deeper Oman-only view, the dedicated apartments for sale in Oman page, the Muscat apartments page and the Salalah flats page go beyond this archive.

Who can buy and on what title

Foreign ownership in Oman is limited to designated areas. Freehold sits mainly in Integrated Tourism Complexes, and Royal Decree 38/2025 on special economic zones lets developers there sell units to non-Omanis as freehold; the special economic zone authority repeated this in a news item dated 1 September 2026. The consequence for the cards is that the title behind a low price can differ. The listing page for Maysan in Duqm, the lowest Oman card at $76,700, states a 99-year leasehold, 0% VAT and a 0.5% registration fee, with studios from OMR 29,500, one-bedrooms from OMR 33,250 and two-bedrooms from OMR 44,500. The page says freehold conversion is anticipated by the developer and the zone authority, and gives no date. Our foreign-buyer guide and the villa versus apartment comparison go through ownership options.

Buying costs

The Ministry of Housing and Urban Planning cut the registration fee on property sales from 5% to 3% of the asset value from 3 November, according to Oman Observer (2020). VAT of 5% applies to the first supply of a residential property, while resale and residential rent are exempt, as summarised by Deloitte from the Oman Tax Authority guide of 30 September 2021. Zone projects can have different treatment, as the Maysan page shows.

Purchase of $100,000 New unit from a developer (ITC) Resale Maysan-type zone project
Registration fee 3% = $3,000 3% = $3,000 0.5% = $500
VAT 5% = $5,000 exempt 0% per listing page
Total on top of price $8,000 (8%) $3,000 (3%) $500 (0.5%)

Service charges are the recurring cost and they differ by project and by unit area; the service charges guide collects figures. On income, Royal Decree 56/2025 introduces a 5% personal income tax on annual income above OMR 42,000 from 1 January 2028, according to EY, and that alert lists rental income as taxable and the sale of a primary or secondary residence as listed exemptions. It reports no recurring property tax for 2026. Our property tax guide is the longer treatment.

Residency routes are different instruments

Oman has two things that are often confused. The Golden Residency programme of the Ministry of Commerce, Industry and Investment Promotion requires an investment of OMR 200,000 (about $520,160) for a renewable ten-year residency, and Gulf News describes the real-estate route as buying in an Integrated Tourism Complex. Separately, Royal Oman Police Decision 87/2026 creates a sponsor-free Property Owner Residency and a property-linked visa; Oman Observer reports that the visa is valid for at least six months and at most one year, renewable, and that the residency ends if title is transferred. That decision names no minimum property value. Our Golden Residency versus Owner Visa guide compares them. Only one of the 31 priced Oman cards reaches OMR 200,000 at its “from” price.

Financing

BankDhofar’s product for expatriates, announced on 23 August 2026, finances up to OMR 350,000 or 70% of the value over up to 20 years, from a rate of 4.15%, for residential units in registered Integrated Tourism Complex projects that the Ministry approved for sale to non-Omanis, and it covers resident and non-resident expatriates (BankDhofar). The mortgage guide lists other banks.

Apartments for Sale in Northern Cyprus: 95 listings

Northern Cyprus supplies 95 of the 225 listings, more than any other country, and 52 of them show a price in pounds sterling. The cards fall into two groups. Fifteen carry “Resale asks from” and range from £48,900 to £180,000 with a median of £77,500. Another 37 carry a developer “from” qualifier or, in one case (Olea Grand, £76,000), an agency ask; together they range from £69,950 to £399,951 with a median of £163,000. Forty-three cards show no price. Mixing the two groups gives the overall median of £140,000 in the first table, but the groups answer different questions.

Town tag Cards With a price Resale asks (range) Developer “from” (range)
Iskele 23 18 11 cards, £48,900 to £140,000 7 cards, £98,000 to £220,000
Esentepe 18 5 none 5 cards, £114,900 to £369,950
Famagusta 18 4 2 cards, £63,500 and £77,500 2 cards, £129,000 and £140,000
No town set 11 5 none 5 cards, £189,950 to £399,950
Tatlisu 11 10 none 10 cards, £111,000 to £399,951
Boğaz 4 1 none 1 card, £127,000
Ötüken 4 3 none 3 cards, £160,000 to £180,000
Yeni Boğaziçi, Yeni Erenköy, Kalecik, Geçitkale, Bafra 6 6 2 cards, £114,500 and £180,000 4 cards (one an agency ask), £69,950 to £155,500

Eleven cards have no town set. Eight of them carry Kyrenia or Girne in the title, which the town tags do not capture, and this is a data gap in the archive rather than a statement about the projects. The North Cyprus property prices guide reads the same listings by town and describes the two price labels in more detail.

Permission to buy and what a foreigner may hold

A non-citizen needs a Council of Ministers permit to buy in the TRNC. Decree-Law 89/2026, published in the Official Gazette no. 147 of 7 August 2026, sets out that, while the decree-law remains in force, a foreign person may buy up to three apartments, or six for nationals of states that recognise the TRNC and grant the same right to TRNC citizens. It also requires that the stamped sale contract be registered with the district Land Registry and the permit applied for within one month, failing which the contract is treated as void. A decree-law of this kind needs enactment by Parliament to continue, so the current status is worth confirming with a TRNC lawyer before signing. Our guides on whether foreigners can buy and the purchase steps follow the rules as they change.

Fees: the Land Registry schedule of 7 October 2026

The Official Gazette no. 197 of 7 October 2026 publishes the Land Registry fee schedule. For a sale to a foreigner, the fee is 4% for the first property (3% transfer, 0.5% for the Immovable Property Commission, 0.5% for the Housing Acquisition Unit), 5.5% for the second and 6% for the third. For nationals of recognising states the rates are 4% for the first two properties, 5.5% for the third and fourth, and 6% for the fifth and sixth. The VAT regulation consolidated on 7 October 2026 lists immovable property and housing of up to 300 square metres of closed area in the 5% schedule and larger housing in the 10% schedule. Whether a card price includes VAT is a question for the developer, and the listing data does not answer it.

Purchase of £100,000 Rate Amount
Land Registry fee, first property 4% £4,000
Land Registry fee, second property 5.5% £5,500
Land Registry fee, third property 6% £6,000
VAT if charged on a unit under 300 m² 5% of the VAT-able price £5,000 on £100,000

The table is arithmetic on published rates, not a quote: stamp duty, legal and notary charges, the permit application fee and currency-conversion costs come on top, and each applies in lira at the bank rate on the day. The Land Registry schedule on the gazette runs for a limited period, so a purchase after 5 January 2027 needs the current schedule.

Title deed category and the risk behind it

The title behind a Northern Cyprus unit is a question that every card leaves open. Land in the north is held under deed categories linked to its history before 1974: Turkish pre-1974, foreign pre-1974, exchange (eşdeğer) and TRNC allocation (tahsis), as our land status guide describes. Some listing pages state the category and others state none. The legal exposure is documented: in the Apostolides v Orams case the Court of Justice of the European Union held on 28 April 2009 that a Republic of Cyprus judgment ordering the return of land in the north had to be recognised in another member state, as summarised in its press release. A buyer can read a deed category from the Land Registry search report and should ask for it in writing.

Many cards in this archive describe completed buildings and resale units; Sky Sakarya in Famagusta (“Resale asks from £63,500”) and Royal Life Residence in Iskele (“Resale asks from £53,000”) are examples, while Seaside Oasis (“Starting from £98,000”, year 2026) and Hillside in Tatlisu (“Starting from £111,000”, year 2027) are new-build projects. See also the town pages for Iskele, Esentepe, Famagusta and Tatlisu.

Apartments for Sale in Southern Cyprus: 13 listings in Paphos

The thirteen Southern Cyprus cards are all in Paphos, all priced in euros, all apartment-only and all with a “Starting from” qualifier. They run from €195,000 to €640,000 with a median of €305,000. The table lists all thirteen. Sizes are the project’s range of unit sizes in square metres, so a range such as 107.90 to 206.10 means several unit types.

Project Card price Unit sizes on card
Blue Lagoon €195,000 101.58 – 124.25 sq. m.
Petunia €220,000 151.63 – 189.45 sq. m.
Kronos Court €230,000 99.9 – 267.3 sq. m.
Mare Residences €230,000 158.16 – 211.73 sq. m.

Amber View €530,000 160.03 – 296.62 sq. m.
Golden Avenue Residences €640,000 162.89 – 242.95 sq. m.

The lowest card in Southern Cyprus, Blue Lagoon, has units of 101.58 to 124.25 square metres, and the highest, Golden Avenue Residences, has units of 162.89 to 242.95 square metres. Melanie Residences is the only card with a single clean size (115 square metres), so it is the only one for which a price per square metre can be calculated without an assumption (see the arithmetic section). The Southern Cyprus archive also lists villas and plots.

Transfer fees and VAT

The Department of Lands and Surveys’ rights and fees document sets transfer fees paid by the buyer at 3% on the first €85,000, 5% on the next €85,000 and 8% above €170,000, and states that no such fee is paid when VAT was charged on the transfer. The department’s fee calculator states that the fee is reduced by 50% in the cases where it applies. PwC’s Cyprus summary (reviewed 4 August 2026) gives the standard VAT rate as 19%, notes that the immovable property tax was abolished from 1 January 2017 and gives capital gains tax on disposals of Cyprus property as 20%. A reduced 5% VAT rate exists for qualifying main residences and was amended in 2026, as described by KPMG Cyprus.

Resale of €250,000 (no VAT charged) Calculation Amount
Fee on the first €85,000 3% €2,550
Fee on the next €85,000 5% €4,250
Fee on the last €80,000 8% €6,400
Fee before reduction €13,200
Fee after the 50% reduction €6,600
New unit with VAT charged transfer fee nil; VAT at 19%, or 5% where the reduced rate is available depends on the VAT regime

The table shows the fee mechanics, not a total cost. It excludes legal fees, the sale-contract deposit, and any VAT. The resale purchase guide covers resale taxes.

Non-EU buyers and the permanent-residence route

Buyers who are not EU or EEA citizens need permission under the Acquisition of Immovable Property (Aliens) Law (Cap. 109), processed through the district administration. Parliament’s Interior Committee has had bills before it that would restrict third-country buyers further; a report of 2 September 2026 described them as pending. For residency, the Migration Department’s policy for investors, in force since 2 May 2023, sets the property route at a first sale from a development company worth at least €300,000 plus VAT (see its investor permit page). Seven of the 13 Paphos cards show a “from” price of €305,000 or more; the card does not say whether VAT is included, and the route applies to a purchase from a developer rather than to a resale. Our Cyprus residence permit page tracks the policy, which has been under political discussion in 2026.

Apartments for Sale in Türkiye: 11 listings in Istanbul

All eleven Türkiye cards are Istanbul apartment projects, all marked “Starting from”, and ten are priced in US dollars. The lowest is Marina Residences in Beylikdüzü at $260,000 and the highest dollar card is City Residences in Bomonti at $684,000. The eleventh, Hayat Vision in Pendik, is stored at TRY 5,920,000 and is the one card in the whole archive whose price is in lira. Years on the cards run from 2023 to 2025. The Istanbul page, the Istanbul apartments page and the apartments in Turkey page list the same market with other filters.

Project Card price Unit sizes on card Year on card
Marina Residences Istanbul $260,000 125-225 sq. m. 2024
Beneglow Istanbul $313,000 64-234 sq. m. 2024
JW Marriott Residences Tarabya $355,000 38-398 sq. m. 2025
Evler Residences Istanbul $370,000 74-460 sq. m. 2024
Maslak Vision Istanbul $394,000 75-119 sq. m. 2025
Benlexa Istanbul $447,000 62-297 sq. m. 2024

Referans Besiktas Istanbul $600,000 65-565 sq. m. 2024
City Residences Bomonti Istanbul $684,000 68-242 sq. m. 2025
Hayat Vision Istanbul TRY 5,920,000 79-256 sq. m. 2024

The size ranges are very wide (Modasehir Residences runs from 88 to 1,108 square metres), which tells the reader that a card is a portfolio of unit types. The listing page, not the card, shows which type carries the price.

Who can buy

Invest in Türkiye’s guide to acquiring property states that title passes only on registration at the land registry, that the Cabinet decides which nationalities may buy, that a foreign individual may hold up to 30 hectares nationwide, that total acquisitions by foreign individuals may not exceed ten percent of a district’s private-property area, and that property in prohibited military zones is closed to foreign individuals. These limits apply to foreign individual buyers whatever the property type.

Title deed fee, VAT and compulsory insurance

The General Directorate of Land Registry and Cadastre states in its frequently asked questions that, outside forced sales, the title-deed fee under Law 492 is collected from buyer and seller separately at 20 per thousand, which is 2% each. VAT on new residences with building permits after 1 April 2022 is 10% on the first 150 square metres of net area and 20% above that, in force since 10 July 2023, when Presidential Decision 7346 raised the reduced rate from 8% to 10% and the standard rate from 18% to 20%, per Sovos. Mandatory earthquake insurance (DASK) and a valuation report are part of the process for a foreign buyer, and our cost guide and the tax calculator put 2026 numbers on them.

Purchase of $400,000 (resale) Rate Amount
Title-deed fee, buyer share 2% $8,000
Title-deed fee, seller share 2% $8,000 (paid by seller unless agreed otherwise)

Citizenship and residence

The same Invest in Türkiye page states that a foreign individual can apply for citizenship after buying real estate worth at least $400,000, with a declaration not to sell for three years annotated on the title deed. The threshold applies to the purchase price, not to the card “from” price, and five of the ten dollar-priced Istanbul cards ($447,000, $495,000, $590,000, $600,000 and $684,000) show a “from” price at or above it. Our citizenship page and the immigration page set out the application. A purchase does not carry citizenship by itself.

Apartments for Sale in Georgia: 11 listings in Batumi

Georgia’s eleven cards are all in Batumi, priced in dollars from $45,276 to $200,000, with two cards showing no price. Six carry “Starting from”, two carry “Start from”, one has no qualifier, and the cards carry additional tags such as “Beach house” (six), “Cheap Houses” (three) and “Furnished Apartments” (two). Those tags describe a sea-side or low-price positioning and do not change the unit type, which is still an apartment.

Project Card price Qualifier Unit sizes on card Year on card
Mardi Hills $45,276 Starting from 26.95 – 112.21 sq. m. 2025

Horizon Grand Residence $55,000 Start from 52 Sq M none shown
Horizon Elegance $62,000 no qualifier 57 Sq M none shown
Delux Horizon $65,000 Start from 28 – 57 sq. m. none shown

Novotel Living no price shown no qualifier 28.1 – 79.4 sq. m. 2024
Mardi Aquapark no price shown no qualifier 31.4 – 41.75 sq. m. 2028

The Mardi Hills page says the $45,276 headline is its smallest unit, 26.95 square metres, and that the building also sells units up to 112.21 square metres at up to $235,641; it states no service charge and no payment schedule. The three Wyndham Grand Residences Gonio cards (Aqua, Rivera and Family Club) carry the three highest prices. Our Batumi price-per-square-metre guide compares the cards with a market review.

Who can buy, registration and tax

Our Batumi guide and the listing pages state that foreigners may own apartments in Georgia and that the restriction applies to agricultural land. Ownership is registered with the National Agency of Public Registry, whose fee page lists GEL 150 for registration in four working days, GEL 270 in one working day and GEL 350 on the same day. According to PwC’s Georgia summary (reviewed 2 September 2026), an individual’s residential rental income is taxed at 5% if no deductions are claimed, and the other taxes page states that property tax applies to resident individuals whose annual family income exceeds GEL 40,000.

The residence-permit threshold

The Public Service Development Agency’s residence permit page states that a short-term residence permit goes to a foreigner holding title to non-agricultural property in Georgia whose market value exceeds the equivalent of $150,000 in lari, and that a certified assessor accredited by the national accreditation body sets the value. Our Georgia residency guide records that the threshold rose from $100,000 on 1 March 2026. The permit is measured on an appraised value, not on the purchase invoice. Only two of the nine priced Georgia cards, the Wyndham Rivera ($185,000) and Family Club ($200,000) projects, show a “from” price above $150,000. Delux Horizon ($65,000, 28 to 57 square metres) is also tagged Studio Apartment and appears in that separate archive.

Buying costs side by side

The following table gathers the transaction rates quoted above, each with the official source and the date on the source page. The rates apply to different bases (price, value after reduction, area) and come with conditions; they are shown to compare structure, not to give a total.

Country Main transfer charge VAT on new homes Recurring items Source and date
Dubai 2% buyer share of the price + AED 4,000 + VAT service partner fee (AED 500,000 or more) 0% on first supply within 3 years of completion; later supplies exempt Service charge; no individual income tax DLD page updated 14 Oct 2026; FTA FAQ
Oman 3% registration fee 5% on first supply of residential property; resale exempt; zone projects may differ Service charge; 5% personal income tax from 1 Jan 2028 above OMR 42,000 Oman Observer (2020), Deloitte (2021), EY
Northern Cyprus 4% first property, 5.5% second, 6% third (foreign buyer) 5% for housing up to 300 m² closed area, 10% above – Gazette 197, 7 Oct 2026; VAT regulation 7 Oct 2026
Southern Cyprus 3% / 5% / 8% bands, halved when VAT is not charged; nil when VAT is charged 19% standard; reduced 5% in qualifying cases Immovable property tax abolished 1 Jan 2017 DLS fee document (2022); PwC reviewed 4 Aug 2026
Türkiye 2% title-deed fee from buyer and 2% from seller 10% on first 150 m², 20% above (permits after 1 Apr 2022) DASK insurance; municipal property tax TKGM FAQ; Moroğlu Arseven (2023)
Georgia GEL 150 to GEL 350 registration fee – Property tax above GEL 40,000 family income; 5% rental tax without deductions NAPR fee page; PwC reviewed 2 Sep 2026

Residency thresholds against the card prices

Property is sometimes marketed alongside residence or citizenship. The rules above set a value, but the card shows a project’s lowest “from” price, which is not the value that an authority will test. The table counts the cards whose “from” price reaches the stated threshold, as a sizing tool only. Every threshold needs the full application, and none is an entitlement.

Country and route Threshold as stated by the source Priced cards Cards at or above the threshold
Dubai: golden residence for property investors AED 2,000,000 (about $544,588), DLD and GDRFA pages 51 4
Oman: Golden Residency, real-estate route OMR 200,000 (about $520,160), investment programme of the Ministry of Commerce 31 1
Oman: Property Owner Residency, ROP Decision 87/2026 no minimum value named in the reports 31 not applicable
Georgia: short-term residence permit more than $150,000 appraised value, Public Service Development Agency 9 2
Türkiye: citizenship by real-estate purchase $400,000 purchase price with a 3-year no-sale annotation 10 (USD) 5
Southern Cyprus: permanent residence €300,000 plus VAT, first sale from a developer 13 7

The mismatch between “from” prices and thresholds works in both directions. A project whose card shows $65,000 may sell units above $150,000, and a project whose card shows $447,000 may sell units for more or less depending on the type, the floor and the date. For Northern Cyprus the sources reviewed for this page do not give a property threshold that would allow a count, so it does not appear in the table. A residence permit decided by one government does not move with the buyer to another, and no card on this page says that a purchase gives a visa.

Price per square metre where the size is clean

The size field is inconsistent: some cards give square metres, some square feet, some a range and some nothing. A price per square metre can only be calculated where the card shows a single clean size and where it is reasonable to read that size as the unit carrying the “from” price. Even then the result is indicative, because the card does not state that the size belongs to the same unit as the price. The arithmetic uses 1 square foot = 0.092903 square metres. For Lawnz the price and size come from the listing page (studio, 401 square feet, AED 320,000).

Project Price Size In m² Price ÷ m² Note
Horizon Grand Residence $55,000 52 m² 52.0 $1,058 Batumi
Horizon Elegance $62,000 57 m² 57.0 $1,088 Batumi
Mardi Hills $45,276 26.95 m² (listing page) 26.95 $1,680 smallest unit per listing page
Alef Qurum Residence $111,800 674 sq ft 62.62 $1,785 Muscat
Telal Al Qurm $200,100 958 sq ft 89.00 $2,248 Muscat, 2 bedrooms
Melanie Residences €260,000 115 m² 115.0 €2,261 Paphos, euros
Lawnz $87,100 401 sq ft 37.25 $2,338 Dubai, studio per listing page
The Sea Front Residences $128,700 592 sq ft 55.00 $2,340 Salalah, studio
Uptown Muscat $106,900 409 sq ft 38.00 $2,813 Muscat, 1 bedroom

Each ratio is the price divided by the area in square metres: for Alef Qurum, 674 × 0.092903 = 62.62 square metres, and $111,800 ÷ 62.62 = $1,785. Because the figures come from different currencies, dates and unit types, the column should not be used to rank countries. It does show one useful thing: even within a single country the same “from” logic produces a threefold spread, which is why a price per square metre from a card is a starting point for a question and not an answer. The Oman price-per-square-metre guide and the Dubai guide use larger samples.

Off-plan, completed and resale: what the year field shows

The year on a card is an entered value and carries different meanings: a completion year, a handover year, a launch year or “Off-Plan”. Reading it against 27 October 2026 gives a rough split between stock that already exists and stock still to be built, with the caveat that the data entry is not uniform.

Country Year 2025 or earlier (or “Completed” / “Handed over”) Year 2026 Year 2027 or later (or “Off-Plan”) No year shown
Dubai (60) 30 7 14 9
Oman (35) 3 3 25 4
Northern Cyprus (95) 8 5 1 81
Türkiye (11) 11 0 0 0
Georgia (11) 6 0 1 4
Southern Cyprus (13) 0 0 0 13

The table explains why off-plan rules matter most in Oman and parts of Dubai, and why completion status is a question to ask in Northern Cyprus and Southern Cyprus, where the card rarely shows it. Some Northern Cyprus listing titles say “Completed” in their own heading, for instance Uptown Park and Alasya Park, but the year field is blank. For a unit that is not yet built, the buyer’s protection depends on the country: Dubai’s escrow law described above, Oman’s off-plan rules in Royal Decree 79/2025 (covered in the Law 79/2025 guide) and, in Northern Cyprus, the contract and title position that the Land Registry search report shows. The guides on off-plan property in Dubai and off-plan property in Oman go step by step, and the handover inspection guide covers the end of the process.

Data gaps and tagging notes

The dataset has gaps that a reader should know before comparing cards. They are listed here as facts about the archive, not as criticism of any project.

Gap Count Where What it means for a reader
Card shows no price 58 of 225 Northern Cyprus 43, Dubai 9, Oman 4, Georgia 2 The project page may list prices in its body; the card cannot be sorted or compared
No town set 11 of 95 Northern Cyprus cards Northern Cyprus Town counts understate Kyrenia-area projects
Price in a different currency 1 Hayat Vision, Istanbul, TRY 5,920,000 Left out of the dollar statistics
Resale qualifier 15 + 1 “Agency asks from” Northern Cyprus An ask is not a developer price
Extra property-type tags 118 of 225 Mainly Northern Cyprus (66) and Oman (28) Card price may belong to a studio, penthouse, villa or townhouse unit
No year 111 of 225 Northern Cyprus 81, Southern Cyprus 13, Dubai 9, Georgia 4, Oman 4 Completion status needs a question to the developer
Size missing or in different units many Oman (sq ft), Georgia, Dubai Per-square-metre comparison only where the size is a single clean figure

One tagging pattern deserves a note. The archive for Studio holds 43 listings, and the archive for Studio Apartment holds only two, which is a difference in how projects were tagged and not in what they sell. The studios in Oman page and the furnished apartments archive cover related stock. The Cheap Houses archive also overlaps with a few apartment projects, such as Maysan in Duqm.

Taken as a whole, the number to hold on to is not the median of the archive but the size of the distance between a card and a contract: the “from” unit, the qualifier, the title, the VAT and fee basis, the completion status and the service charge all sit between the two.

A checklist before reserving an apartment

The points below apply in every country in this archive. Each can be answered from a document, and none relies on a card.

  • Identify the unit: which type and size carries the “from” price, and whether any unit at that price is still available on the date you read the page.
  • Read the qualifier: developer price, resale ask or agency ask, and the date of the advert for an ask.
  • Ask in writing whether VAT, registration fees and furniture are included in the figure and what the buyer pays on top.
  • Obtain the title position: freehold, leasehold or a deed category, and an official search report from the Land Registry, the Dubai Land Department or the Public Registry.
  • For an off-plan purchase, ask for the escrow or equivalent account details, the permit number, and the dated payment schedule.
  • Check the foreign-buyer permission for the jurisdiction, including any decree or bill that is still pending, before signing a contract that carries a deadline.
  • Ask for the service charge per square metre or per unit, what it covers, and whether a reserve fund is collected.
  • If residency is a goal, read the authority’s own page and ask how the value is measured (appraisal, purchase price or title value) before relying on a card figure.
  • Fix the currency date: record the exchange rate used for any payment, and the bank charges on each transfer.
  • Inspect the finished unit against the floor plan and the contract specification before accepting handover.

The guide to what $100,000 buys compares six markets with a similar budget, and the penthouse archive, townhouse archive and Oman villas page cover the adjacent types.

Frequently Asked Questions

Can foreigners buy apartments for sale in these six places?

Apartments for Sale in these six places are open to foreign buyers on different terms. Dubai sells freehold in designated areas, Oman limits foreign freehold to designated areas such as Integrated Tourism Complexes and special economic zones, Georgia allows foreigners to own apartments, Türkiye allows it subject to district and military-zone limits, Northern Cyprus requires a Council of Ministers permit and sets caps on the number of units, and Southern Cyprus requires permission for non-EU buyers. The sections above cite the official page for each rule.

Which country has the lowest card price among the Apartments for Sale in this archive?

The cards cannot be ranked across currencies without conversion, and this page does not convert. Among the dollar-priced countries, the lowest card per country is Mardi Hills in Batumi at $45,276, Maysan in Duqm at $76,700, Lawnz in Dubai at $87,100 and Marina Residences in Istanbul at $260,000. In pounds the lowest card is £48,900 (Sea Life Plus, Iskele), and in euros it is €195,000 (Blue Lagoon, Paphos).

What does “Resale asks from” mean on an apartment card?

It marks the lowest advertised asking price for a unit that has already been sold once, taken from an advert on a portal, with the date of the advert shown on the project page. It is not a developer price, it may exclude fees, VAT or furniture, and a sale may close above or below it. Fifteen Northern Cyprus cards carry the label.

Does buying one of these apartments give a visa or residence permit?

No card says so, and no purchase gives a visa by itself. Each jurisdiction sets a value or conditions that the buyer must meet and a body that decides: for example AED 2,000,000 for Dubai’s golden residence, OMR 200,000 for Oman’s Golden Residency, more than $150,000 of appraised value for Georgia’s short-term permit, $400,000 for Türkiye’s citizenship route and €300,000 plus VAT on a first sale for Southern Cyprus permanent residence. Check the authority’s page and the date.

Is the price on a card the total price of an apartment?

No. It is the lowest “from” price of a project, normally for its smallest unit, and may leave out VAT, registration fees, service-charge deposits, furniture and agency commission. Projects tagged with several types may carry a card price that belongs to a studio, penthouse or villa.

What taxes and fees should buyers of apartments for sale expect?

Each country differs. Examples with sources above: 2% buyer registration share plus a service partner fee in Dubai, 3% registration plus 5% VAT on a first supply in Oman, 4% Land Registry fee for a foreign buyer’s first property in Northern Cyprus, a 3%, 5% and 8% transfer-fee scale in Southern Cyprus, 2% title-deed fee from each side in Türkiye, and a GEL 150 registration fee in Georgia. Recurring costs include service charges in every country.

Can a foreigner get a mortgage for these apartments?

Some banks lend. The UAE Central Bank caps loans at 80% of value for an expatriate’s first property up to AED 5 million and 50% for off-plan units, and BankDhofar finances up to 70% of the value of units in registered Integrated Tourism Complexes in Oman, including for non-residents. This page cites no lending terms for the other four countries, so a buyer should ask a local lender directly.

Why do some cards show no price?

58 of the 225 cards show no price: 43 in Northern Cyprus, 9 in Dubai, 4 in Oman and 2 in Georgia. Such a card cannot be compared with others, and the project page has to be read directly.

Are the apartments completed or off-plan?

It depends on the project. Of the 60 Dubai cards, 30 show a year of 2025 or earlier, and of the 35 Oman cards, 25 show a year of 2027 or later. Northern Cyprus and Southern Cyprus cards rarely show a year, so completion status is a question for the developer. Protection for off-plan buyers differs by country, as described in the off-plan section above.

How should I compare prices across currencies?

Compare each card in its own currency and look at structure rather than totals: the smallest unit, the qualifier, the size, the year, the title and the cost basis. When a conversion is unavoidable, use the exchange rate on the day of the payment and add the bank charges. The two fixed pegs used above are 3.6725 dirhams and 2.6008 dollars per rial.
