In Northern Cyprus the title category — not the building — decides how secure your ownership is. We confirm the category for this project in writing before any money moves.
How the four categories differ →Hawaii Homes Esentepe is a low-rise scheme of studio apartments, loft penthouses and villas by Cyprus Constructions (CC) on the north coast of Northern Cyprus, listed by the developer with 450 units and a starting price of GBP 99,950. The sections below separate what the developer publishes about Hawaii Homes Esentepe from template filler, explain why the map pin on its page falls in Tatlısu and not at Esentepe village, and show how the 2026 purchase rules apply to a buyer. Every legal statement carries the date 23 October 2026.

Cyprus Constructions shows Hawaii Homes on its projects page as “Hawaii”, in “Esentepe”, from GBP 99,950, among its ongoing projects. The detail page, read on 23 October 2026, gives the delivery date as “Ready to Move In” and describes the scheme as 22 blocks of two-storey studio apartments, 8 blocks of 1+1 and 2+1 loft penthouses and 10 villas, with a five-year structural warranty, fitted kitchens, double glazing and designated parking.
Several statements on the developer’s pages do not agree, and this guide reports each conflict once and then works with what survives. The scheme is filed as ongoing and as ready at the same time. The unit total is 450 on the detail page and 490 on a homepage card. The unit cards carry areas and bedroom counts that recur on eight of the ten CC projects, this one included, so they are template values. Only one real floor area is printed anywhere.
The location needs the same care. The developer says Esentepe, a village in Girne (Kyrenia) district. The coordinates hard-coded in its page script, however, fall inside the Tatlısu municipality of Famagusta district according to OpenStreetMap, 12.5 km from the Esentepe village point (calculated). Section 3 sets out the evidence and the one check that settles it: the parcel number at the Land Registry.
No price list exists. The only project-level price is the starting figure of GBP 99,950 shown on the projects page on 23 October 2026, and the cheapest unit card sits well above it. Company marketing figures are attributed once, in section 8.

The developer names three unit types, Type A, Type B and Type C, and describes the buildings separately in prose. The layout text under Type A says it includes 1-bedroom garden apartments and 2-bedroom loft penthouses. Under Type B it names studio penthouses and garden apartments, and under Type C villas with three bedrooms.
Each type is also shown on a card with net and gross areas, a bedroom count and a feature list, and those card values stay out of this guide. The same three profiles are pasted onto eight of the ten CC projects, among them a studio-only scheme and a single-villa-type scheme, so they cannot describe a Hawaii Homes unit.
Card prices are left out as well. The lowest one, GBP 165,000, is 65% above the starting figure (calculated: 165,000 / 99,950 = 1.65), and none of the cards reconciles with it.
| Unit type | What the developer states | Real size published | Source |
|---|---|---|---|
| Studio apartments | 22 blocks of two-storey studio apartments; the Type B layout text adds studio penthouses and garden apartments | None | Detail page |
| 1+1 garden apartments | Type A layout text: 1-bedroom garden apartments | 50 m2 interior, 10 m2 terrace, 60 m2 total usage area | Floor plan of the A block (ground floor) |
| 2+1 loft penthouses | 8 blocks of 1+1 and 2+1 loft penthouses; Type A layout text: 2-bedroom loft penthouses | None | Detail page |
| Villas | 10 villas; Type C layout text: three bedrooms | None; the card beside it shows template values | Detail page |

The floor plan of the A block is the only document with real areas, and it can be tested with arithmetic. Its printed headline says 50 m2 for the apartment, 10 m2 for the terrace and 60 m2 of total usage. The room list beside it adds up differently, as the second table shows. All inputs are the developer’s figures; every other number is calculated from them.
| Plan figure (calculated from the developer’s figures) | Printed headline (m2) | From the room list (m2) | Difference |
|---|---|---|---|
| Interior: living and kitchen 20.4 + bedroom 14.6 + WC and shower 5.8 + hall 9.0 | 50 | 49.8 | -0.2 m2 (rounding) |
| Terraces: terrace 11.3 + entrance terrace 6.1 | 10 | 17.4 | +7.4 m2 (74% more than printed) |
| Total usage area | 60 | 67.2 (the plan’s own total) | +7.2 m2 (12.0% of 60) |
| Terrace share of the total | 16.7% (10 / 60) | 25.9% (17.4 / 67.2) | 9.2 percentage points |
| Hall as a share of the interior | not shown | 18.1% (9.0 / 49.8) | |
| Living and kitchen as a share of the interior | not shown | 41.0% (20.4 / 49.8) |
The interior matches (49.8 m2 against the printed 50), so the headline probably counts interior and terrace on a narrower basis than the room list. The gap sits entirely in the terraces, where the list counts 17.4 m2 and the headline 10 m2. A buyer should know which figure a contract will use, because a 7.2 m2 difference is 12.0% of the headline total. The hall takes 18.1% of the interior, a large share for a 50 m2 apartment.
The same six room figures and the same 67.2 m2 total appear on the plan that the developer shows for a 1-bedroom apartment in Phase II and III of Bahamas Homes Esentepe (developer page). The two schemes therefore seem to share a layout. Whether this plan is the as-built plan for a specific Hawaii Homes block is a question for the developer, not an assumption.
The unit count can also be tested. If the 450 on the detail page includes the 10 villas, the 30 apartment blocks (22 + 8) would hold 440 apartments, or about 14.7 per block, which is not a whole number. The homepage figure of 490 fits more neatly: 480 apartments over 30 blocks is exactly 16 per block, and the A-block plan shows eight apartments side by side on its ground floor. This is arithmetic, not evidence.
The site plan also labels blocks A1 to A8, B1 to B20 and C1 to C16 (counted from the plan image). The labels A1 to A8 fit the 8 loft-penthouse blocks, but B1 to B20 and C1 to C16 do not equal the 22 studio blocks and the 10 villas in the prose, and nothing explains what a C label stands for.
The developer’s label for Hawaii Homes Esentepe is Esentepe, a village of Girne (Kyrenia) district that lies 23.7 km from Kyrenia Castle in a straight line and 27.7 km by road. The village sits at the foot of the Beşparmak (Five Finger) range, and OpenStreetMap puts its centre 1.2 km from the nearest mapped shoreline (crowd-sourced data).
The 2011 census, still the latest, counted 2,414 residents in the Esentepe municipality, 1,754 of them in the village (census table 3), against 69,163 for Girne district (table 1).
Since Law 15/2022, Esentepe belongs to the merged Çatalköy-Esentepe municipality of six villages (Law 15/2022), and no official post-merger population exists. Before 1974 the village was entirely Greek Cypriot, with 1,543 residents in 1973 according to PRIO Cyprus Centre, and the Turkish name dates from 1975. The wider area is covered on the Esentepe property page of this site.
The page script of Hawaii Homes carries one hard-coded map pin at 35.3808 N, 33.7113 E. No address, plot or parcel number is printed. An OpenStreetMap reverse lookup (Nominatim, 23 October 2026) places that point in the Tatlısu (Akanthou) municipality of Gazimağusa district, 3.9 km in a straight line from Tatlısu village and 12.5 km from the Esentepe village point (calculated). By road the figures are 6.9 km and 17.1 km.
The pins of Bahamas, Phuket and Aloha lie 5.5, 7.6 and 11.2 km east of the village point, and Hawaii’s is the farthest east (calculated).
A script pin is not a plot boundary, so it proves nothing about the buildings. It does raise the possibility that “Esentepe” is used loosely for the stretch of coast east of the village. Tatlısu is described by its own municipality as a village “40 km east of Kyrenia” (municipality page), and the 2011 census counted 1,459 residents for the Tatlısu municipality, listed under Famagusta district (census table 3; see also the Famagusta page).
This matters in practice. A transfer is processed at the Land Registry office of the district in which the parcel is registered (announcement of 15 July 2025), and building permits are issued by the municipality that holds the settlement (Law 15/2022, temporary article 8). A buyer should therefore ask which district, which municipality and which parcel number the title will carry, and read the answer from a Land Registry document, not from a map.

Straight-line figures are haversine distances computed from OpenStreetMap points; road figures are estimates from a public routing service that ignores traffic and border queues. The village-point routes use the reference points of the area fact check, those from the pin were run on 23 October 2026, and the router may choose a different crossing for Larnaca on each route.
Health care in the village is basic. Its state health centre employed 8 people in 2024 (a general practitioner, a dentist, three nurses, a pharmacist assistant and two others), and the Statistical Yearbook 2024 shows no private health facility under Esentepe.
Hospital beds are in Kyrenia, where the yearbook (table C2) counts one state hospital with 72 beds and five private in-patient institutions with 112 beds, or in Famagusta, whose state hospital has 161. A new Girne hospital planned for about 148 beds had no opening date on 28 January 2026 (BRTK), and the Ministry’s hospital list does not yet name it. İskele district has none in the yearbook.
The nearest official weather station is Girne, which logged a January mean of 15.0 C and a July mean of 30.7 C in 2024, 22.0 C across the twelve months and 510.2 mm of rain (yearbook tables A2 and A4; one year, not a climate normal).
The developer gives no distance to the sea. The site plan has no scale bar and shows the coast only at its north-west corner, and no TRNC coastal setback rule could be found in the official legislation lists (mevzuat.gov.ct.tr), so none is assumed.
Three features set Hawaii Homes apart from the other CC schemes on this site: its status line says both ongoing and ready, its housing is mostly small apartments in low-rise blocks, and its main reassurance is a five-year structural warranty whose terms are not published. Each leads to questions that the answers on the page do not settle.
| Statement on the developer’s pages | Where it appears | What it can and cannot show | What to request |
|---|---|---|---|
| Listed among ongoing projects | Menu and projects page | A sales category; it is not a construction stage | Written status per block |
| Delivery date “Ready to Move In” | Detail page stat panel | Handover may have started; no date, block or certificate is given | Handover date and final-approval copy for the exact unit |
| Hero tags “Ready to Move In” and “Pre Sale” together | Detail page hero; identical tags on all ten CC detail pages, even one dated January 2028 | Hard-coded tags carry no information about this project | Ignore them; ask for documents |
| “Key Delivery Started” at Bahamas 1, Bahamas 2 and Hawaii | Homepage notice | Some deliveries began; which blocks is not stated | List of delivered blocks and dates |
| “35% down, 65% until project completion” | Stat panel; unit cards say “Key Ready / Resale” or “Contact for Plan” | A staged plan sits beside a project that calls itself ready | Payment schedule tied to certificates, not to a web panel |
| Heated indoor pool and restaurant listed | Amenities panel | Listed, not dated or described as open | Which facilities exist today |
A ready home has legal consequences that an ongoing one does not. The sale must be supported by condominium title or easement for the unit before the permit application (Law 52/2008, article 8(2)), and official building statistics count only buildings that have a final approval certificate (Statistical Institute bulletin). A unit described as ready should therefore come with a final approval and a Land Registry search that shows the unit as a separate title.
Utilities follow the money. Water and power connections are withheld until every tax and fee on the transfer has been paid; only supply for building works is exempt (Resmi Gazete 147). A buyer who has taken keys may still be waiting for meters.
The developer’s overview says the project comes with a five-year structural warranty and lists damp-proofing, concrete and insulated roofing among its features. Similar five-year wording appears on five other CC pages. None of these pages says who issues the warranty, when the five years start, what counts as structural, or how a claim is made.
The official sources reviewed contain no statutory defects-liability period for the north, so none is stated here. One official source does list typical problems: payment plans missing from contracts, trouble obtaining completion certificates and deeds, and mortgages that a developer places on the land (FCDO guidance). A warranty that exists only as a web sentence is the same kind of risk.
It should be a signed document attached to the contract, and its transfer to a later buyer should be stated, because the Type A card reads “Key Ready / Resale”.
The amenities panel lists a heated indoor pool, an outdoor pool, fitness, a restaurant, a playground, gardens, onsite management, parking and two central generator systems, one for communal areas and one for homes. Each item has a running cost. The developer’s FAQ says charges cover common areas, landscaping, pools and security, vary by unit type and are set out in the purchase contract. The amounts are not published.
Power and water are the weak points named in official and press sources. On 2 July 2025 the mayor of Çatalköy-Esentepe complained that too little water reached local tanks and warned that hotels under construction would add to demand (Kıbrıs Postası), and in August 2025 a substation explosion took the whole northern grid offline for almost a day (Cyprus Mail).
Neither is a measure of service at this site, but a generator system for homes raises the questions of who runs it, what load it covers and who pays for fuel.
The decree lets a foreign buyer hold up to three apartments, and in a mass-housing project two detached two-storey villas, whereas the consolidated Law 52/2008 on mevzuat still shows one apartment (decree, consolidated law). Two caps work at scheme level. First-degree relatives, or foreigners of one nationality, may not together take more than half of the apartments on a parcel, and the decree limits foreign sales in a zoned housing project to 80%. How close this scheme is to either limit is not published.
A studio bought as a holiday let must be registered before stays of up to 60 days begin (Holiday Houses Law), a process the guide to renting through Airbnb walks through. Rent is taxed through a 10% withholding (Income Tax Law). No yield is claimed here.
The rules below run as a countdown, from before signature to title. Figures hold as of 23 October 2026 and rest on Decree-Law 89/2026, published in Resmi Gazete 147 on 7 August 2026. It is a Council of Ministers decree, not an act of Parliament, and its 90 days run out around 5 November 2026 unless Parliament enacts it. The consolidated Law 52/2008 still carries the tougher wording of Law 39/2024, so each row gives both versions where they differ.
| Step | Who | Typical time or deadline | Source |
|---|---|---|---|
| 1. Collect the building file: permit, final approval, condominium title or easement | Buyer’s lawyer, municipality, Land Registry | Before any payment; no official time | Law 52/2008 |
| 2. Obtain a Land Registry research document | Lawyer | Handled at the registering district’s office | Tapu announcement |
| 3. Sign the sale agreement and have it stamped | Buyer, seller, Tax Department | Stamp 0.5% of the stated sum up to TL 89,000,000, paid by the buyer unless agreed otherwise | Stamp Duty Law |
| 4. Register the stamped agreement and apply for the purchase permit | Buyer or lawyer | Within 1 month, or the contract is void (decree) | Resmi Gazete 147 |
| 5. Security and military checks; Council of Ministers permit in the Resmi Gazete | Interior Ministry | No official time limit; developer-quoted months are not official | Interior Ministry list |
| 6. Pay transfer fees | Buyer | Within 75 working days of publication (decree) or 60 (consolidated text) | Resmi Gazete 147 |
| 7. Sign the transfer declaration at the Land Registry | Buyer and seller | Within 1 year of publication (decree) or 6 months (consolidated text) | Law 52/2008 |
| 8. Connect utilities; register any holiday let | Owner | Connections wait until fees are paid; short lets need registration | Holiday Houses Law |

Land Registry fees for foreign buyers follow the regulation in Resmi Gazete 197 of 7 October 2026: 4% on a first property, 5.5% on a second and 6% on a third (RG 197). The schedule is valid only through 5 January 2027, so a contract signed this autumn may meet a new schedule at transfer.
Value-added tax is 5% on housing with up to 300 m2 of closed area and 10% from 300 m2; whether it reaches a resale is not settled in the official text (VAT regulation).
The purchase-permit application costs TL 35,446.50, half of the TL 70,893 gross monthly minimum wage in force since 1 July 2026 (calculated). The wider cost picture is in the cost-of-buying guide. A developer’s own description of the sequence should be checked against the dates above, because a missed one-month or 75-working-day deadline voids the contract or the permit.
Because the developer says some homes are already delivered, a seller’s older contract may sit under the decree’s transitional rules. Contracts made before the 2024 amendment had to be registered, with a permit application, within 6 months of the decree, and completed, delivered homes may be transferred within 36 months. Where a contract goes beyond the buyer’s acquisition right, it can be notified for 1% of the price (3% if late) and may earn a 10-year use certificate while ownership stays with the seller (Resmi Gazete 147).
A buyer of a unit marked “Key Ready / Resale” should ask which regime the seller’s contract is under.
Contracts in pounds avoid exposure to the lira, but the Statistical Institute reports 35.02% consumer-price inflation to September 2026 (CPI bulletin), and stamp duty on a sum in pounds is still worked out in lira, at the official selling rate on the day of stamping.
No title-deed category is stated for Hawaii Homes. The FAQ says units come with verified and secure title deeds and names no category, and the developer’s generic guide pages are not relied on, because several carry what look like unreviewed drafting notes. An official table of title categories could not be found online, so the category has to be read from a Land Registry document. The title-deed guide explains the usual categories.
The deeper risk on this coast is historical. UK guidance warns that ownership of many northern properties is disputed, that the European Court of Human Rights still regards pre-1974 owners as legal owners, and that a purchase of such property can have serious financial and legal consequences (FCDO guidance). In Demopoulos (1 March 2010) the Court named the Immovable Property Commission as the first remedy to try (ECHR decision).
The Commission’s own statistics for 23 October 2026 show 8,820 applications lodged and 3,787 concluded (IPC statistics), but its bulletins name no villages, so no figure can be narrowed to Esentepe or Tatlısu.
In the Orams case the Court of Justice of the EU ruled that a Republic of Cyprus judgment about land in the north can be enforced elsewhere in the Union (CJEU release), while the Commission records that EU legislation is suspended in the north under Protocol 10 (European Commission). None of this makes a particular parcel unsafe. It means the parcel’s history must be checked one title at a time.
| What to ask for | Where to verify it | Why it matters | Source |
|---|---|---|---|
| Land Registry research document | Tapu Amirliği of the district that holds the parcel (Girne or Gazimağusa) | Shows registered owner, restrictions and mortgages | Tapu announcement |
| Condominium title or easement for the unit | Land Registry | Required before a permit application; selling without it is an offence | Law 52/2008 |
| Building permit and final approval | The municipality for the parcel | A ready home needs final approval; permits are issued by the merged municipality | Law 15/2022 |
| Title category and pre-1974 owner | Independent lawyer, Land Registry | Exchange or gift land carries restitution risk | FCDO guidance |
| Mortgages and encumbrances on the parcel | Land Registry research document | UK guidance names developer mortgages as a common problem | FCDO guidance |
| Permit and deadline diary | Lawyer, Resmi Gazete | A missed deadline voids the contract or the permit | Resmi Gazete 147 |
| Written warranty and service-charge schedule | Developer | Neither is published | Detail page |
The contradictions in sections 1 to 3 are themselves a due-diligence finding. Statuses, totals and locations that differ between pages should be settled in writing before money moves, because the signed contract, not the website, binds the seller.
UK guidance also advises independent legal advice and warns against lawyers who act for both vendor and builder. The developer’s own site is marketing material, and its knowledge file lists a disclaimer that rental income and capital growth are not promised.

Six of the ten CC projects publish a starting price. Bahamas shows the lowest, GBP 94,950, and Hawaii the second lowest at GBP 99,950, GBP 5,000 or 5.3% higher (calculated). Both are labelled ongoing and ready, and both carry unit totals that differ between pages. Phuket has the largest published total, 650, and Edremit the smallest, 14, at the highest starting figure.
Four completed schemes publish no price, and three of them are labelled resale only. Of the four ongoing projects with Esentepe pins, Hawaii Homes has the pin farthest from the village it names (calculated). None of this ranks the projects. Readers who want another Esentepe listing for context can open Caesar Cliff Esentepe, a planned scheme by a different developer, or browse the Northern Cyprus country page.
The About page describes the firm as “a professional developer providing quality properties in North Cyprus”. Its headline figures are 28+ years in the industry, 2000+ properties delivered and 60+ nationalities served. They are marketing claims without named evidence, and the developer’s pages give different spans: the About subtitle says “over a decade”, while the footer on every page speaks of over 20 years.
The About page counts awards but names none, and the awards page lists categories without a single named prize, so no award is repeated here. The company profile describes a presence in Kyrenia, Bahçeli, Esentepe and Famagusta, although none of the ten projects listed on the site is in Famagusta. It also prints a project count and other figures that do not match the About page, which is another reason to treat the numbers as unaudited.
The pages publish no registered company number, no named director and no licence number. The name appears as Cyprus Constructions, Cyprus Construction and Cyprus Constructions Development, and the head-office address in the footer is at Bahçeli in Kyrenia district. The menu also links related businesses for rentals, a restaurant and catering. A buyer should confirm which legal entity signs the sale contract and issues any warranty, and should check that entity at the relevant registry through an independent lawyer.
It is a scheme of two-storey studio blocks, loft-penthouse blocks and villas by Cyprus Constructions, which the developer lists with 450 units on its detail page and 490 on a homepage card. The developer’s text counts 22 studio blocks, 8 loft-penthouse blocks and 10 villas. It names the location as Esentepe and the starting price as GBP 99,950. No registered company details are published on the pages read.
The developer says Esentepe, a village in Girne district. The hard-coded map pin on its page lies at 35.3808 N, 33.7113 E, which OpenStreetMap places in the Tatlısu municipality of Famagusta district, 12.5 km from the Esentepe village point (calculated). A pin is not a plot boundary. The parcel number in the sale contract, checked at the Land Registry, is the only reliable answer.
The developer’s pages disagree. The scheme is listed among ongoing projects, yet the detail page gives the delivery date as ready to move in, and a homepage notice says key delivery began at Hawaii. The hero tags are hard-coded on all ten CC pages. Ask for a written status for the exact block, with the final approval and the condominium title for the unit.
The developer’s projects page shows a starting price of GBP 99,950 as of 23 October 2026. It is a minimum, not a unit price, and no price list is published. The lowest unit card is GBP 165,000, 65% higher (calculated), so the cards and the starting figure do not reconcile. The price of a specific studio, penthouse or villa must come from a written offer.
Only one real size is printed: a 1-bedroom apartment of 50 m2 with a 10 m2 terrace and 60 m2 total usage on the A-block plan. The room list on the same plan adds up to 67.2 m2, mainly because it counts 17.4 m2 of terraces. No studio, penthouse or villa size is published. Card areas are template values and should be ignored.
The detail page says 450 and a homepage card says 490. The prose counts 22 blocks of studios, 8 blocks of loft penthouses and 10 villas but gives no count per type. The site plan labels blocks A1 to A8, B1 to B20 and C1 to C16. The developer should supply a unit schedule by block and type before any deposit is paid.
The developer states a five-year structural warranty and does not publish its terms. A buyer should ask who issues it, when the five years start, what counts as structural, what is excluded, how to claim, and whether it passes to a later owner. It should be a signed document attached to the contract, because a web sentence is not an enforceable promise.
A foreigner can, once the Council of Ministers has issued a purchase permit. Decree-Law 89/2026 allows up to three apartments or, in a mass-housing project, two two-storey villas, while the consolidated Law 52/2008 text still shows one apartment. The decree lapses around 5 November 2026 unless Parliament enacts it. The stamped contract must be registered within one month, and a lawyer should confirm the count that applies to the buyer.
On 23 October 2026 the Land Registry charges foreigners 4%, 5.5% and 6% on a first, second and third property, a schedule valid to 5 January 2027 (RG 197). Stamp duty takes 0.5% of the stated sum, VAT is 5% for housing with up to 300 m2 of closed area, and the permit application costs TL 35,446.50. A seller who is not a property dealer pays about 2.8% of value on a resale under the formula in the Income Tax Law (calculated).
Buying gives no citizenship and no EU rights (see the citizenship and immigration guide). A home can support a residence permit: below GBP 300,000 of total property value, a title deed gives a 5-year permit with no income test, while a stamped contract alone needs proof of one minimum wage in monthly income. Short lets of up to 60 days need registration. The developer says it provides no fixed rental guarantee.
