Description

Blue Line Villas Bogaz is a scheme of 74 furnished villas, semi-detached and quattro, that Afik Construction LTD (“Afik Group”) presents on its projects page for the Karpaz main road in Northern Cyprus. This guide to the Blue Line Villas Bogaz project sets out what the developer actually publishes, where its own pages disagree about the town, and which documents a buyer would need before relying on any of it. The developer states no price, delivery date or floor area for the villas, so the guide supplies none.

Blue Line Villas Bogaz furnished villa scheme on the Karpaz main road

Overview of Blue Line Villas Bogaz

On the developer’s English projects page, Blue Line Villas is a single card: the label “74 UNITS”, an address line and one paragraph of description. There is no plan, no status line and no price on it. The server header dates the page to 13 March 2025, and the group’s other pages still print a 2021 copyright line, so the card reads as an older snapshot rather than a live sales sheet.

One point has to be stated first. The developer’s projects page gives the address as Karpaz Anayolu, Dipkarpaz; the developer’s own map coordinates for the neighbouring Caesar Blue scheme, and its blog, place the group’s Karpaz-road projects at Boğaz on the Karpaz main road. For Blue Line Villas Bogaz no coordinates are published, only the blog grouping.

This guide therefore files the scheme under Boğaz and reads every distance as a rough guide for that stretch of the road. A buyer should ask for the parcel number and look it up at the Land Registry before paying anything (section 5).

The description says the villas are fully equipped, with air conditioning, internet connection, satellite TV, modern decoration, a living room and a kitchen, that the collection is furnished, and that it offers “daily access to the sea”. That is marketing wording with no distance, specification or inventory behind it.

A blog on the same site, whose page was last modified on 30 April 2025 (server header), lists the scheme as “Blue Line Villa (Upcoming)” with 74 units and the features “Quattro & semi-detached villas, pools, BBQ area” (developer’s blog).

The language versions differ. The English, German, Hebrew and Persian cards name semi-detached and quattro villas; the Turkish card names semi-detached and detached villas; and the Russian card counts 74 apartments and mentions villas with two or four bedrooms. English is relied on for facts here, and the other readings are reported as differences, not resolved.

No page for this scheme existed on this site before this listing. For regional context see the Northern Cyprus country page and, for the nearest city, the Famagusta city page.

Unit types and sizes: what is published for the villas

The developer names two villa types and gives no area, bedroom count or price for either. The first table sets out how each language version names them; the second lists what the card and the blog say a villa contains; the third compares the scheme’s scale with the group’s other projects using only the developer’s unit counts.

Blue Line Villas Bogaz unit types How the developer names it Size Bedrooms Price
Semi-detached villa English, German, Hebrew, Persian: semi-detached; Turkish: “yarı müstakil” (semi-detached) Not published Not stated (Russian card: villas “with two or four bedrooms”) Not published

Detached villa Turkish card only (“müstakil”) Not published Not stated Not published
Render of the Blue Line Villas street with pergolas and gardens

The only price near this scheme is a line in the developer’s blog that lists quattro villas “starting at 271,500 GBP”, next to studios from about 100K GBP and penthouses from 350,000 GBP. The line names no project, and quattro villas also exist at Caesar Blue, so it cannot be assigned to either scheme. It is not used as a price here. That blog page was last modified on 30 April 2025 (server header).

Floor areas are the larger gap. A buyer comparing a semi-detached villa with a quattro cannot say which is bigger, how much is covered, or how much is plot.

The nearest figures belong to a different scheme. The archived Caesar Blue villa pages from January 2024 gave quatro villas as “from 100 m2” with 2 and 3 bedrooms, and detached and semi-detached villas as “up to 182 m2” with 3 and 4 bedrooms (quatro page; detached page). Nothing links those numbers to Blue Line, and the Russian card’s “two or four bedrooms” does not match them, so they are a reason to ask, not data.

Item named for the villas Where it is stated What the source leaves open
Air conditioning, internet connection, satellite TV Projects page, English card Number of units, capacity, who supplies the connection
Modern decoration, living room, fully equipped kitchen Projects page, English card Appliance list, finish level, floor plan
Furnished Projects page (“furnished villa collection”) Whether furniture is in the price, and what it includes
Daily access to the sea Projects page Distance in metres, public or private route, beach rules
Pools and BBQ area Developer’s blog (page last modified 30 April 2025) Private or shared pool, size, who maintains it
Pool, living room, bathroom, bedrooms, first floor Blue Line tour: 16 panoramas, page last modified 25 September 2024 Whether the villa shown is a semi-detached or a quattro

The Blue Line tour is the richest source and still says little. It walks through a villa with an entrance, living room, bathroom, bedrooms, a first-floor corridor and master bedroom, adds a pool stop, and has links labelled semi-detached villas and quattro villas (tour). It publishes no area, plot or coordinates, and no panorama carries a caption saying which type it shows.

The next table is a scale comparison, calculated from the developer’s figures only. It shows how small the scheme is beside the group’s other projects; it does not say the schemes are separate, because the developer does not say whether the 74 villas sit inside the 1,600 units and 98 villas listed for Caesar Blue.

Project (developer’s unit count) Units 74 as a share of that project (calculated)
Caesar Bay 50 148% (74 ÷ 50)
Caesar Beach (all sold) 220 33.6% (74 ÷ 220)
Caesar Breeze (planned) 269 27.5% (74 ÷ 269)
Caesar Cliff (planned) 296 25.0% (74 ÷ 296)
Caesar Palm Jumeirah 836 8.9% (74 ÷ 836)
Caesar Blue, villas only 98 75.5% (74 ÷ 98)
Caesar Blue, all units 1,600 4.6% (74 ÷ 1,600)
Caesar Resort 7,000 1.1% (74 ÷ 7,000)
Render of Blue Line Villas terraced houses and a gazebo

Because no area is published, the checklist below lists the figures to request in writing, one set per villa type, before any size comparison is attempted.

  1. Net (internal) and gross (including walls and terraces) area for each villa type.
  2. Plot area and garden area for each villa, with a boundary plan.
  3. Covered terrace, balcony and parking areas, each stated separately.
  4. Number of floors, bedrooms and bathrooms for the semi-detached and the quattro.
  5. Pool: private or shared, dimensions, and the party that maintains it.
  6. Which type the Blue Line tour and the card photographs show.

Location of Blue Line Villas Bogaz on the Karpaz main road

The developer shows no map for the villas: the tour has no coordinates and the card names only the road. Three pieces of the group’s own material point to Boğaz instead.

The archived Caesar Blue site carried a map at 35.3288 N, 33.9719 E (archived site); position data in the drone images behind the Caesar Blue tour gives 35.327 to 35.330 N and 33.970 to 33.975 E (tour); and the booking site of the group’s rental company calls the same resort “Blue Resort Bogaz” (caesar-projects.com).

The group’s sites also print one postcode, 5731, for Blue, Palm Jumeirah and Beach. For Blue Line Villas the link is indirect. A hotspot in the Caesar Blue tour labelled BLUE LINE VILLAS opens the Blue Line tour, whose aerial view carries labels for Caesar Palm Jumeirah (“7 High-rise buildings”) and Caesar Blue Resort (“17 buildings and villas”) without distances.

Those labels suggest the three schemes lie close together; they do not fix where the villas stand. Distances below are therefore calculated from the Caesar Blue map point and should be read as rough guides for the Boğaz part of the Karpaz road.

Boğaz is a small ward within İskele municipality, which has 18. In the 2011 census, the latest official count, it had 157 residents, while the municipality had 7,906 and İskele district 22,492 (Table 3; Table 2; Table 1); no census has followed. The map point is 8.2 km from İskele town as the crow flies (calculated). The ward boundary is not in the packs, so whether the point lies inside it is untested.

Neighbouring names invite confusion: Boğaziçi (514 residents in 2011) and Boğaztepe (312) are separate wards, and Yeniboğaziçi is a village in Famagusta district. The Caesar Beach card writes “Bogaz, Famagusta”; since İskele district was cut out of Gazimağusa district in 1998 (Wikipedia), “Famagusta” on a card may be an older provincial label. The parcel number settles which district registers the land.

Wikipedia describes İskele (Trikomo) and Boğaz together as the entrance to the Karpas Peninsula (Karpas Peninsula article). From İskele town the Karpaz road runs north-east.

Apostolos Andreas Monastery Monastery at the eastern tip of the peninsula 65.7 km straight-line (calculated); from İskele town 88.5 km by road (95 min) OSRM estimate

Straight-line values are haversine distances from the Caesar Blue map point to coordinates in the fact packs. Road values start at İskele town, not Boğaz, and come from the OSRM public router on OpenStreetMap data, with no traffic or border queues.

İskele district has no state hospital: the Ministry of Health’s list of six names none there, and the hospital-bed table of the Statistical Yearbook 2024 shows no in-patient beds, public or private, in the district in any year from 2020 to 2024 (Ministry list; Yearbook).

A Karpaz Hospital is being built; the Health Minister’s target on 17 August 2026 was completion by the end of the year (Ministry item), and neither site nor bed count has been published. Gazimağusa State Hospital reports about 160 beds on its own undated page (hospital page).

Mapped services cluster around Long Beach, not Boğaz, and no official timetable for İskele public transport was found. Gazimağusa Municipality’s free bus lines stop short of İskele (municipal page), so a car should be assumed.

Paralimni, a Republic of Cyprus station roughly 7.4 km south of the Walled City in Famagusta, is the closest official climate series. For 2002 to 2011 it shows a mean daily high of 32.9 °C in July and 33.3 °C in August and a January low of 8.1 °C. Rainfall totals 331.1 mm a year (the sum of twelve monthly means), 97.3 mm of it in January and under 1 mm in each of June, July and August (WMO).

Aggregator figures put the Famagusta sea between 17.2 °C in February and 29.0 °C in August (seatemperatu.re); they are not station readings for the Karpaz road. Together the two series describe a dry, hot summer and a damp, cool winter, which bears on how often a furnished villa would be used.

Environment Protection Department rules for nesting beaches in the May to October season include a 35 m umbrella-free strip from the sea, no vehicles on sand and shielded lighting (Department note). The note does not say whether the Boğaz shoreline is a nesting beach. A buyer promised “daily access to the sea” should therefore ask for the distance in metres and for any beach-use limits in writing.

Villa ownership, furnishings and holiday use at Blue Line Villas Bogaz

The developer’s wording sets this scheme apart from its apartment complexes in three ways: houses instead of flats, a furnished and equipped finish, and a pitch built around summer use near the sea. Each changes what a buyer at Blue Line Villas Bogaz should check, and they are taken in turn below.

Villa or apartment: what changes in law

Foreign purchase limits currently rest on Decree-Law 89/2026 (Resmi Gazete No. 147, 7 August 2026). It is a Council of Ministers decree, not an act of Parliament, and its 90-day validity runs out about 5 November 2026 unless Parliament enacts it (RG 147). Among its options are up to three apartments, a detached house on land of up to 3,300 m2 with no second house on that land, and two two-storey detached villas inside a mass-housing project, called a “site”.

As of 23 October 2026 the consolidated Law 52/2008 text still carries the stricter wording of Law 39/2024, one property or one apartment (consolidated Law 52/2008), so the two sources differ.

Semi-detached and quattro villas are attached houses, and the sources describe detached houses and detached villas without saying how an attached villa is classed. A buyer who already holds other property in the north could reach the limit unexpectedly. The question belongs with a lawyer and the Interior Ministry’s property unit, with the answer in writing before the first payment (Ministry document list). The Turkish card’s “detached” label adds doubt about what is being built.

Title follows the same logic. Condominium title (kat mülkiyeti) or a condominium easement must exist for the unit before a purchase permit can be requested; for two years the decree accepts a building permit or Planning Approval where condominium title could not be set up.

Whether the 74 villas stand on individual plots or on one shared parcel is not stated, and the answer decides whether a buyer owns a plot, a share of land or a unit with common areas. The packs cover the permit rules, not how a villa plot is registered.

Furniture, fittings and the handover inventory

The card calls the collection furnished and fully equipped but does not say who supplies the furniture, whether it is in the price, or whether it is itemised. The archived Caesar Blue villa pages, for a different scheme, offered an optional “Fully Furnished Design Pack Ready for Rental” on top of the villa price. Whether Blue Line furniture is included or optional is therefore a question, not a fact.

UK Government guidance lists payment plans missing from contracts and trouble obtaining completion certificates among the common problems of buying in Cyprus (FCDO guidance), so every promise, furniture list included, belongs in the signed contract. On tax, the VAT regulation of 7 October 2026 puts housing up to 300 m2 of closed area, “furnished or not”, in the 5% schedule and larger housing in the 10% schedule; it does not say how a separately itemised furniture package is taxed (VAT regulation).

A handover checklist, in the order a buyer would use it:

  1. Obtain a signed inventory annexed to the contract: item, make or model, quantity and condition.
  2. State in writing whether furniture is in the villa price or separate, with its price and its VAT treatment.
  3. Request the specification of kitchen appliances, air-conditioning units (number and capacity), internet and satellite equipment.
  4. Confirm whether the pool is private or shared, its dimensions, and who maintains and pays for it.
  5. Receive the plot and garden boundaries, and the ownership of the BBQ area.
  6. Fix the snagging procedure, the defects period and the remedy, and ask for the completion certificate or final approval before the keys are handed over.
  7. Agree who opens the water and electricity accounts, and when, since connection depends on fees being paid (table below).
  8. Record the key-handover date and the date from which the maintenance fee starts.

Holiday use and the seasons

The card pitches the furnished collection at a summer stay by the sea or a break from the city. Tourist letting is regulated. The Holiday Houses Law treats a lease of 60 days or less for tourism as a holiday-house letting, so the owner needs a Registration Certificate and an Operating Permit from the Tourism Planning Department before the first guest arrives (Holiday Houses Law).

Operating without them is punishable by a fine of up to ten times the gross monthly minimum wage. The article on Airbnb legal compliance in Cyprus explains the process.

Rental income is taxed by 10% withholding on gross rent, final for individuals, and renting out immovable property carries 0% VAT. When the owner is abroad with no permanent representative, the tenant has to withhold and pay (Income Tax Law; VAT regulation). No rental programme, management offer or income figure is stated for this scheme.

Utilities, insurance and running costs

The table gathers the cost lines to weigh before signing, each as of 23 October 2026, with the matching unknown. Amounts per GBP 100,000 are illustrations only; the legal base and the paying party are fixed in the contract.

Maintenance fee Developer’s page, fees from 1 January 2026, fixed to 31 December 2026: “S.Villa” GBP 100 a month (1,200 a year) and “Villa” GBP 105 (1,260 a year); payable in advance; GBP 15 a month penalty for delay Whether either category applies; the page names no project Developer’s maintenance page

The maintenance page states that the agreement renews itself and lasts throughout ownership, and that the company may revise the fee. Over ten years at today’s level the two categories add up to GBP 12,000 and GBP 12,600 (10 × 1,200 and 10 × 1,260, calculated), but the page promises the level only to the end of 2026.

Buying in Northern Cyprus in brief: the deadlines that start at signing

A foreign purchase in the north runs on deadlines that start at signing, so this section follows the clock instead of the usual list of stages. As of 23 October 2026 the periods below are those of Decree-Law 89/2026 (RG 147, 7 August 2026); the stricter consolidated Law 52/2008 text shows shorter ones, and the decree lapses after about 5 November 2026 unless Parliament enacts it (RG 147).

Step Who Typical time or deadline Source
1. Fix the parcel number and title category before paying Buyer’s lawyer; Land Registry office of the registering district Before any payment; an ownership search is an information-only document Land Registry notice
2. Pay the reservation and sign the sale agreement Buyer and developer The developer’s undated purchasing page describes a non-refundable deposit and a first payment from 30% Developer’s page
3. Stamp the agreement Buyer, at the Tax Department Developer’s page: within 21 days; the stamp is 0.5% of the sum Stamp Duty Law
4. Register the stamped contract and apply for the purchase permit Buyer or lawyer; district Land Registry and Interior Ministry Within 1 month, or the contract is void automatically RG 147
5. Vetting and Council of Ministers decision Interior Ministry property unit No official time limit; permit published in the Resmi Gazete Ministry document list
6. Pay the transfer fees Buyer and seller, as the law and the contract allocate them Within 75 working days of publication (60 in the older text), or the permit lapses RG 147
7. Sign the transfer at the Land Registry Buyer and seller Within 1 year of publication (6 months in the older text) RG 147
8. Connect water and electricity Buyer and suppliers Only after all taxes and fees are paid RG 147

Two points are specific to a scheme described as upcoming. First, the permit application needs the unit to have condominium title or an easement, so a buyer should ask when the developer expects to obtain it; the decree’s two-year allowance for a building permit or Planning Approval is a stopgap, not a normal route.

Second, the one-year transfer period in step 7 starts, where no mortgage is registered in the seller’s favour, on the date the whole price has been paid, so a long payment plan postpones that clock.

Documents come in two lists. The Interior Ministry asks for a petition, information forms, a passport copy, a title copy, a location plan and an original police record from the applicant’s country, and accepts applications in person, by proxy or through a lawyer. The developer’s undated page lists a contract copy, passport copy, application form, questionnaire and a clean criminal-record certificate, and says the lawyer can act under a power of attorney.

Money moves by bank. Foreign-currency contract amounts are allowed, and transfers in and out are free if banks are used and the names of sender and recipient are recorded (Foreign Exchange Law 38/1997). The lira is the official currency, consumer prices rose 35.02% in the twelve months to September 2026 (Statistical Institute), and stamp duty on a sterling contract is worked out in lira on the stamping date, so a payment calendar in pounds still carries some lira exposure.

Land Registry fees follow the schedule of 7 October 2026, valid until 5 January 2027 inclusive (RG 197). Agency quotations of 6%, 9% and 12% predate it and differ, so they are not used. Cost lines are compared in the cost of buying, building and renting guide.

Risks, title and due diligence

The first risk is identity. Blue Line Villas has no page of its own; the card is a paragraph and a count, the blog calls it upcoming, and the developer does not say whether the 74 villas belong to Caesar Blue’s 1,600 units and 98 villas. A buyer cannot assume that facilities, management or maintenance terms of a neighbouring scheme apply.

The second is currency of information. The projects page was last modified on 13 March 2025 and the tour on 25 September 2024. Anything that has changed since, including price, phase and availability, would not show on them.

The third is title. The UK Government’s guidance warns that many northern properties are disputed, that the ECHR still regards pre-1974 owners as the legal owners and that exchange or gift land can face restitution (FCDO guidance). The ECHR accepted the Immovable Property Commission as a remedy in 2010 (Demopoulos), and applications to it remain open until 21 December 2027 (IPC).

The Court of Justice has held that Republic of Cyprus judgments on northern land can be enforced elsewhere in the EU (Orams). Wikipedia says Trikomo, the district centre, was almost entirely Greek Cypriot before 1974 (Trikomo article). None of this addresses the scheme itself; the title history of the plot is a matter for the deed and the Land Registry.

The fourth is contract content. The same UK guidance names lawyers acting for both vendor and builder, building without correct permits and payment plans left out of contracts. For title categories in plain language see the guide to title deeds.

The fifth is practical. The UK says it can give only limited consular help in the north (FCDO regional risks) and cannot join private disputes (FCDO guidance), so the buyer’s own lawyer and the written contract are the main protection.

How Blue Line Villas Bogaz compares with the other Afik projects

The table shows all eight Afik listings on this site. Fields are the developer’s own wording as shown on its projects page, its blog and its archived sites, and blanks are marked “not published”. Several figures conflict between languages or pages and are noted in the cells.

Project Status (developer’s wording) Units Area Unit types Published price
Caesar Resort Iskele Operating resort; “over 5000 sold” 7,000 (Turkish card: 5,000 built) İskele, Long Beach area Studios to 3-bedroom apartments, penthouses, shops GBP 42,000 on the Persian page only; unit type unstated
Caesar Blue Bogaz No status line 1,600 units and 98 villas (blog: the 98 are inside the 1,600) Boğaz, Karpaz road Studio to 2-bedroom, penthouse, quatro and detached villas Penthouse from GBP 315,103 (archived January 2024)
Caesar Palm Jumeirah Bogaz Upcoming (blog) 836 Boğaz, Karpaz road Studio, 1+1, 2+1, penthouses Not published
Blue Line Villas (this page) Upcoming (blog) 74 Boğaz, Karpaz road Semi-detached and quattro villas Not published
Caesar Cliff Esentepe Planned 296 (blog: 333) Esentepe, Kyrenia district Studio, 1+1, 2+1, semi-detached villa Not published
Caesar Breeze Tatlisu Planned 269 Tatlısu Semi-detached and quatro villas Not published
Caesar Beach Bogaz Completed and ready; all sold per the developer 220 (blog: 210) Boğaz Not itemised on the projects page Not published (sold out)
Caesar Bay Tatlisu Not stated; card text in the past tense 50 Tatlısu Villas, semi-detached villas, apartments with gardens Not published

Seen side by side, this scheme is the second-smallest by the developer’s counts, larger than Caesar Bay and smaller than every other project. It is one of two schemes whose projects-page card lists villas only, the other being Caesar Breeze.

It shares the Karpaz road and the Boğaz label with Caesar Blue, Palm Jumeirah and Beach, but unlike Resort, Blue and Palm Jumeirah its card names no resort-style facility such as an aqua park, spa or restaurant. Only Beach is described as completed, so the others rely on the developer’s plans.

No ranking is implied: the cards publish too little to compare quality, price or readiness, and several figures differ between the languages of the same page. A buyer comparing the eight would be comparing marketing text, so the useful comparison is the list of documents each developer can supply for its own parcel.

For villa schemes elsewhere in the İskele area on this site, see Solmaris Bogaz (20 villas) and La Isla Villas Otuken (a completed villa community); both carry their own caveats.

Afik Group (Afik Construction LTD)

On its About page, Afik Construction LTD describes itself as a development and construction firm active in Turkey and Cyprus and names reliability and build quality as its hallmark. It claims experience of both markets, a record of finished projects and high construction standards, and says it is now concentrating on expanding in them. The page gives no founding year, project list or certificate, and its footer shows a 2021 copyright line.

The Team page names Mr. Afik Yaacov as CEO, leading the company’s real estate initiatives in Cyprus and Turkey; no further biography is reproduced here.

Other pages of the group disagree in detail. The developer’s blog gives 1995 as the founding year and describes work in Cyprus, Turkey and real estate in the USA; the Caesar Projects About page says “Since 1995” and mentions projects across the Middle East and Europe.

According to its footer, that site is operated by a separate company, Afik Rentals LTD. The group’s resort and villa brands are marketed together as Caesar Projects. No awards are listed for any project, and none were found. Sales and contact details appear on its pages and are not reproduced.

Frequently asked questions

Where is Blue Line Villas Bogaz?

The scheme is filed here at Boğaz on the Karpaz main road, a ward of İskele municipality in İskele district. That placement rests on the developer’s map point for neighbouring Caesar Blue, its blog grouping and its tours, because no coordinates are published for the villas themselves. The projects page address line differs, as section 1 explains. Whatever the label, the parcel number is the reliable locator: it decides the Land Registry office, the municipality and the plot’s title history, and it should be obtained in writing before any payment.

How many villas are in Blue Line Villas Bogaz, and what types?

The developer’s English card states 74 units and names semi-detached and quattro villas. The Turkish card names semi-detached and detached villas, and the Russian card counts 74 apartments and mentions villas with two or four bedrooms. No card gives the split between types or the bedroom counts in English. It is also not stated whether the 74 are separate from the 1,600 units and 98 villas listed for Caesar Blue, so a unit list with plot numbers should be requested.

What does a villa at Blue Line Villas Bogaz cost?

No price is published for the scheme: the projects page shows none, so the key facts table says not published. A blog on the developer’s site lists quattro villas starting at 271,500 GBP without naming a project, so that figure is not used as the price of these villas. Archived Caesar Blue villa pages from January 2024 show a payment plan but no price. A written price list for each type, with its date, is the only safe basis for comparison.

When will the villas be delivered?

No delivery date is published. The developer’s blog calls the scheme upcoming and the projects page has no status line. The only delivery wording found for villas from the group is on the archived Caesar Blue villa pages of January 2024, which gave delivery within 2.5 years of the 30% down payment for that scheme; it is not stated to apply here. A buyer should ask for a dated, written handover schedule and the remedy for delay.

Are the villas sold furnished?

The card calls the collection furnished and fully equipped, with air conditioning, internet connection, satellite TV, a living room and a kitchen. It does not say whether furniture is included in the price, who supplies it or how it is itemised. The archived Caesar Blue villa pages offered a furnished design pack as an optional extra for that scheme. For Blue Line, the answer should be a signed inventory annexed to the contract, with the furniture price and VAT treatment stated.

How big are the villas?

The developer publishes no floor area, plot or garden size for the villas. The Blue Line tour shows a two-level interior but gives no dimensions. The figures found for Caesar Blue’s villas in January 2024, from 100 m2 for quatro and up to 182 m2 for detached and semi-detached, belong to that scheme and are not shown to apply. The checklist in section 2 lists the net, gross, plot and terrace areas to request in writing for each type.

Is Blue Line part of Caesar Blue?

The sources do not say. A hotspot in the Caesar Blue tour labelled BLUE LINE VILLAS opens the Blue Line tour, and the Blue Line card uses the Caesar Blue logo, but the projects page lists Blue Line Villas as its own card with its own count of 74 units. Whether those 74 are inside the 1,600 units and 98 villas listed for Caesar Blue, or additional to them, is not stated, and facilities or fees of one scheme should not be assumed for the other.

May a foreigner buy a semi-detached or quattro villa?

As of 23 October 2026 the limits come from Decree-Law 89/2026 (RG 147), which allows a foreigner up to three apartments, a detached house on up to 3,300 m2, or two two-storey detached villas in a mass-housing project, always subject to a purchase permit. The decree is a stop-gap that lapses about 5 November 2026 unless Parliament enacts it, and the consolidated Law 52/2008 text still shows one property. The sources do not classify attached villas, so a lawyer should obtain the Interior Ministry’s view in writing.

Can a villa be let to holiday guests?

The Holiday Houses Law covers tourism lettings of up to 60 days. Before letting, the owner registers the unit with the Tourism Planning Department and holds a Registration Certificate and an Operating Permit; letting without them can draw a fine of up to ten times the gross monthly minimum wage. Rent is subject to 10% withholding, final for individuals. The developer states no rental programme or income for this scheme, so any such offer should be requested in writing with its terms.

Does buying a villa bring residence or citizenship?

Not automatically. The Residence and Visa Regulation of 5 October 2026 gives an owner holding title and property worth GBP 300,000 or more a 10-year permit without an income test, and a 5-year permit below that. A buyer on contract only must have paid one-third of the price and lodged the permit application. As an illustration, one-third of the blog’s unattributed 271,500 GBP figure is 90,500 GBP (calculated). Citizenship needs 5 years of residence or a special decision; see the citizenship and immigration guide and the residency programme guide.
