Description

Sea Pearl Residence Iskele is a residential project by Noyanlar Group, placed by the developer at İskele Long Beach, with four unit types named (1+1, 2+1, 3+1 and 3+1 Villa) and no unit total, price or visible delivery year. This guide sets out what Noyanlar publishes about Sea Pearl Residence Iskele, adds sourced facts on İskele and the Long Beach strip, and shows how a buyer can verify a project whose public data is thin. Anything the developer leaves out is marked as not published.

Overview of Sea Pearl Residence Iskele

On the developer’s project page, read on 18 October 2026, Sea Pearl Residence is described in a Turkish original that this guide renders in English. The text speaks of “detached villas and apartments” standing “only a few steps from the sea”, with spacious living areas. A second paragraph promises a quiet life together with easy access to city amenities through a “central location”. Neither claim is measured: the page gives no distance to the water, no street, no ward and no coordinates.

Four amenities are listed: 24/7 security, a swimming pool, green areas and a “location close to the sea”, which describes the setting and not a facility. The gallery shows four exterior and four interior pictures. The label “Total units” appears with no number beside it, which makes this the only one of the 22 Noyanlar project pages without a unit total.

The status line reads “Ön Satışta” (pre-sale), yet the project is filed under the developer’s ready-to-move-in category and carries no card tag, so the two signals conflict. No delivery date is displayed to visitors. A year of 2028 sits in the page source but is hidden, so it is not relied on here.

A payment-plan panel (35% down, 48 months, instalments from £2,500, 15% at handover) also sits hidden in the page source, with the same values on the developer’s other project pages. Treat it as a generic template, not as terms for this project. No price is derived from it.

The table reports each item as published or as not published. Company background comes from the developer’s own pages (section 8). The title-deed category reads “not stated” because no Noyanlar page gives one.

Unit types and how the unit mix compares with other Long Beach projects

The first table lists every type label the page uses. Bedroom counts below are derived from the type names (N+1 means N bedrooms plus a living room); the developer does not state them. The type line names four types, while the floor-plan section has tabs for a studio, a 1+1 and a 2+1 and none for a 3+1 or a villa. The two lists overlap on only two types.

Sea Pearl Residence Iskele unit type Where it appears on the page Bedrooms (derived) Area
Studio Plan tab only (three plan blocks); not in the type line 0 Not usable
1+1 Type line and plan tab (two plan blocks) 1 Not usable
2+1 Type line and plan tab (one plan block) 2 Not usable
3+1 Type line only; no plan 3 Not published
3+1 Villa Type line only; no plan; the text speaks of detached villas 3 Not published
Aerial view of the Sea Pearl Residence villa community and coastline

No floor area is usable. Every plan block carries one identical pair of net and gross values whatever the type, and the text beside the plans lists two bedrooms even for the studio and 1+1 blocks. The plan cards and their images are hidden from visitors, and the image files are shared with other Noyanlar project pages (Ocean Life Residence, Angel Towers and Olea Residence), so they cannot be read as drawings of this project. For that reason no square-metre figure is given for any unit.

In place of a size comparison, the second table sets the mix of types and the unit count against the other Noyanlar projects labelled Long Beach. It uses only the developer’s own counts from the 12 comparison projects that state a total, and every calculated figure shows its arithmetic.

Measure (calculated from the developer’s figures) This project 12 other Long Beach-labelled Noyanlar projects Arithmetic
Units stated Not published 48 to 1,560; middle value 360.5 Sorted counts; (281 + 440) ÷ 2 = 360.5
Units stated, average Not published 527.3 6,328 ÷ 12
Type labels listed 4 2 to 7; middle value 4 Sorted counts 2, 2, 2, 3, 3, 4, 4, 5, 6, 6, 7, 7
Projects listing a villa-type unit Yes (“3+1 Villa”) 3 of 12 (all twin or semi-detached) Miracle, Royal Sun, Royalsun Elite
Projects listing a studio-type unit Not in the type line (plan tabs only) 9 of 12 Studio or Studio Loft in the type line
Projects listing a plain 3+1 apartment Yes 1 of 12 Park Residence only

Read against those twelve projects, Sea Pearl Residence Iskele sits at the middle on variety, with four type labels, but outside the pattern on content. It would be the fourth Long Beach-labelled project with a villa-type unit, and where the other three describe their villas as twin or semi-detached, the Sea Pearl text says detached. Its type line lists no studio, whereas nine of the twelve do.

The scale of the scheme cannot be placed at all. The twelve counts run from 48 to 1,560, so the project could be a boutique block or a large community, and nothing published says which.

The data gap turns into questions that any written offer would have to answer. How many units are there in total and per type, and in which blocks? What are the net and gross areas of each type, stated on the same basis, and do the gross figures include balconies, terraces and shared walls? Is the “3+1” an apartment or a house, and is the “3+1 Villa” detached, as the text suggests, or twin?

For a villa the plot also matters, because the legal limits for foreign buyers depend partly on land area and on whether the house stands inside a mass-housing project (section 5). And is there a studio, as the plan tabs imply? None of this is a criticism of the project: the sources reviewed hold no adverse finding about it, and no finding of any kind. Until the developer supplies figures, any size or price per square metre quoted elsewhere cannot be traced back to the developer’s page.

Location: Long Beach, İskele and the area around the project

The page heading and the project-information block both read “İskele Long Beach”; neither adds a street, ward, plot number or coordinates. The page also carries a six-place travel-time table (İskele, Gazimağusa, Ercan Airport, Lefkoşa, Larnaka Airport and Girne) whose minutes are repeated word for word on eight Noyanlar project pages.

That repetition marks it as a template and not a measurement of this site, so its minutes are not used. The distances below are computed from the Long Beach roundabout, which stands for the area and not for the unpublished site.

Long Beach is the everyday name for the İskele waterfront; no map or register defines it. An Eastern Mediterranean University master’s thesis of February 2024 treats a 3 km stretch of an İskele coastline of about 25 km as its study area and says the 3 km is its scope, not an official length. OpenStreetMap has no beach by that name either; it carries the Long Beach Çemberi roundabout and, 0.6 km from it, the public beach Makenzi Plajı.

The roundabout lies inside the volunteer-drawn outline of Ötüken ward, which is not the cadastral boundary. The developer names no ward, so the ward of the project is unknown.

Official population data is old. At the census of 4 December 2011 İskele district counted 22,492 residents (Table 1) and İskele municipality, which includes Ötüken, 7,906 (Table 2); Ötüken itself had 550 (Table 3). No census has followed. After 2011 the Statistical Institute publishes only a national projection, 476,214 at the end of 2023 against 286,257 in 2011, with no district split. Wikipedia says the district was separated from Gazimağusa in 1998.

İskele has no state hospital. The Ministry of Health lists six, none in the district, and the Statistical Yearbook 2024 records no in-patient beds in İskele, public or private, for any year from 2020 to 2024. A health centre serves the district. On 17 August 2026 the Health Minister gave the end of 2026 as the finish date for a Karpaz Hospital, a ministerial promise with no published site or bed count.

Gazimağusa State Hospital, the closest state hospital with beds, lies 10.7 km away by road (12 minutes on the OSRM estimate, which leaves out traffic). Services cluster on the strip and in İskele town and not in Ötüken village. Within 6 km of the roundabout, an OpenStreetMap query finds 47 mapped service features: 7 school tags, 9 bank branches, 8 pharmacies, 4 supermarkets and 8 convenience stores among them. The map is incomplete and is no register.

According to the Ministry of National Education, İskele Evkaf Türk Maarif Koleji opened with 326 students and now has 685. The sources name no university in İskele; the closest, Eastern Mediterranean University, is in Famagusta, 12.0 km by road. The Mağusa-İskele main road, mapped as the D950, runs as paired two-lane carriageways, mostly at a 90 km/h limit.

Driving from the roundabout takes about 58 minutes to Ercan Airport (54.7 km) and 73 minutes to Larnaca Airport (69.0 km) on the OSRM estimate. That estimate leaves out traffic and, for Larnaca, the Green Line crossing, where the UN report S/2026/8 notes delays at the main Nicosia vehicle crossing. Ercan handles flights to and from Türkiye only, according to Wikipedia. The shuttle operator KIBHAS names no İskele line, Famagusta’s free municipal lines do not reach İskele, and no official İskele bus timetable was found.

The nearest WMO climate series is Paralimni, across the line in the Republic of Cyprus: mean daily maxima of 32.9 °C in July and 33.3 °C in August, and 331.1 mm of rain a year (2002-2011). In Famagusta the sea averages 17.2 °C in February and 29.0 °C in August, according to an aggregator.

For nesting beaches the Environment Protection Department’s 2024 turtle note sets rules for May to October, among them no umbrellas within 35 m of the sea and shielded lights. Whether Long Beach lies inside its Gazimağusa Bay zone is not stated.

On building activity, the construction tables for 2025 count 541 dwelling units with final approval in İskele, 194 urban and 347 rural, while the bulletin text gives 204 and 351. These are completions only, not sales, rents or demand. The sources contain no TRNC planning, building-height or coastal-setback rule for İskele, so nothing can be said about what may rise beside the project; no dated İskele rent statistic turned up either.

Verifying Sea Pearl Residence Iskele when the developer publishes almost nothing

A project page that omits its unit total, publishes no areas and hides its delivery year shifts the verification work onto the buyer. The omissions are not evidence of a problem, and the sources hold nothing negative about the project. They do mean the usual starting points are missing: the unit count, the site identity, the areas and the dates. The table sets out each gap, the question it generates and the place where the answer can be checked.

Gap on the project page What the page shows Question to put in writing Where it can be checked
Unit total Label “Total units” with no number Total units, units per type, units already sold Developer in writing; unit registrations at the Land Registry
Delivery date Not displayed (a hidden year is not relied on) A delivery date written into the sale contract, and what happens on delay The stamped sale contract
Areas Identical placeholder values on every plan block Net and gross area per type, attached to the contract Condominium title documents and the plan annexed to the contract
Site identity “İskele Long Beach” only Parcel number, ward and registered owner of the land Land Registry research document at the district office
Legal form of each unit “Apartments” and “detached villas” Whether condominium title or easement exists for the unit Law 35/2010 as cited in Law 52/2008; district Land Registry
Permits None mentioned Building permit and final approval status Municipality (urban) or district office (rural)
Selling entity Group brand name only Which company signs, which holds the land, and any mortgage on it Land Registry search; the draft contract

Site identity comes first because every registry check depends on it. A Land Registry notice dated 15 July 2025 confines transfers, mortgages and research documents to the district office where the parcel is registered, during the roll-out of the new Web Tapu system. The notice does not name the İskele office, so the buyer’s lawyer confirms which office holds the file. The Land Registry describes a research document as an information-only ownership query, and an agency guide adds that it shows the owner, mortgages and restrictions.

The villa type raises a separate point. The limits that govern villas are set, as of 17 October 2026, by Decree-Law 89/2026, published in Resmi Gazete No. 147 on 7 August 2026. A decree of the Council of Ministers stays valid for 90 days, to about 5 November 2026, unless Parliament makes it law.

The decree lets one foreign buyer hold up to 3 apartments, or 2 two-storey detached villas inside a mass-housing project, or a detached house on a plot of at most 3,300 m² that carries no second house or apartment.

The consolidated Law 52/2008 text still shows the stricter earlier wording of one property. The page does not say whether the villas are two-storey, how large their plots are or whether they stand in a “site”, so which limit applies cannot be told from it.

The seller’s identity is a second gap. The About page lists many group companies, and the project page does not say which one sells or which one holds the land. UK Government guidance lists lawyers who act for both vendor and builder, payment plans missing from contracts and developer mortgages on the land among the general problems in Cyprus. Each can be tested by naming the contracting company and reading the Land Registry entry before any money moves.

The page offers other material in place of data. It links a brochure and a 360° virtual tour, but no construction-progress link, whereas 16 of the 22 Noyanlar project pages carry one. Neither the brochure nor any progress link was read for this guide. Anything they contain is marketing until it is tied to the contract in writing, and a missing progress link says nothing about whether building has started.

Public statistics cannot fill the gap either. The Statistical Institute counts only buildings that have received a final approval certificate, so a project still under construction does not appear. In 2025 İskele recorded 541 dwelling units with final approval, and apartment buildings accounted for 367 of them (99 urban and 268 rural dwellings). The tables name no project, so they cannot confirm that a given block exists, is finished or is the one on offer.

Marketing wording can be tested the same way. The page calls the location both quiet and central, close to the sea and close to city amenities. A buyer can ask for the plot’s coordinates and measure. From the Long Beach roundabout, İskele town is 4.4 km away in a straight line and Famagusta’s Walled City 14.1 km, so “central” depends on what it is central to.

Read in order, the checklist below converts those gaps into actions. It draws on the sources in sections 5 and 6, and each step can be completed without relying on anything the developer’s page leaves out.

  1. Get the parcel number and ward in writing, and have the lawyer order a research document from the Land Registry office of the district that holds the parcel.
  2. Match the registered owner on that document with the company named as seller in the draft contract, and note any mortgage, including one the developer took out to fund construction.
  3. Ask which title category the land carries (Turkish, exchange or other) and who held it before 1974, because the developer’s pages state no category.
  4. Ask for evidence that condominium title or easement exists for the specific unit; selling without it is an offence under Law 52/2008, although the decree allows a building permit or Planning Approval to be used during a two-year window.
  5. Request the building permit and, for a finished unit, the final approval certificate issued by the municipality or district office.
  6. Have the unit total, the net and gross area of the chosen type, and the delivery date written into the contract or its annex.
  7. Check the unit against the foreign-buyer limits and the cap of 80% on sales to foreigners in housing projects in zoned areas, both set by the decree.
  8. Stamp the contract and register it at the Land Registry, and file the permit application, within one month, or the contract lapses automatically under the decree.
  9. Keep an independent lawyer, separate from the developer’s, for the whole sequence.

Buying property in Northern Cyprus, ordered for a project with sparse data

As of 17 October 2026 the foreign-purchase limits and deadlines come from Decree-Law 89/2026 (Resmi Gazete No. 147, 7 August 2026). Because it is a decree and not an act of Parliament, it lapses after 90 days, about 5 November 2026, unless Parliament enacts it. The consolidated text of Law 52/2008 on mevzuat.gov.ct.tr has not caught up and keeps the stricter wording. Each limit below holds only while the decree stands or once it is enacted, and where the two texts differ, both appear.

The steps run in the order a buyer of a thinly documented project meets them, with the checks first. Checks come first because signing starts a clock: the stamped contract must be registered, and the permit applied for, within one month, or the contract is void automatically. Verifying before signing costs less than discovering a gap afterwards.

Step Who Typical time Source
Verify seller, land and unit: Land Registry research document, permits, condominium title Buyer’s lawyer; district Tapu Amirliği No official time found Land Registry announcement
Fit the purchase to the limits: decree allows up to 3 apartments (6 for nationals of states that recognise the TRNC), or land up to 1,338 m² with one house, or a detached house on up to 3,300 m², or 2 two-storey villas in a mass-housing project; consolidated text: 1 apartment (3 for recognising states) Buyer; Interior Ministry Not applicable Resmi Gazete 147 and Law 52/2008
Sign the sale contract and have it stamped: 0.5% of the stated sum up to TL 89,000,000, paid by the buyer unless agreed otherwise Buyer and seller; Tax Department At signing Stamp Duty Law
Register the stamped contract at the Land Registry and apply for the purchase permit Buyer, lawyer or proxy; Tapu Amirliği; Interior Ministry Within 1 month, or the contract is void automatically Resmi Gazete 147
Council of Ministers purchase permit, published in the Resmi Gazete Interior Ministry Property Unit; Council of Ministers No time limit set by law Property Unit document list
Sign the transfer declaration at the Tapu Amirliği Buyer and seller Within 1 year of publication (decree); 6 months in the consolidated text Resmi Gazete 147
Pay the transfer fees; Land Registry fee 4% for a first property, 5.5% for a second, 6% for a third (foreign buyers) Person registering title Within 75 working days of publication (decree); 60 in the consolidated text; the fee schedule is valid only to 5 January 2027 Resmi Gazete 197
Aerial view of Sea Pearl Residence villas, tower and swimming pool

Water and electricity connections are blocked by law until the taxes and fees have been paid, although site connections during construction are exempt. The VAT regulation of 7 October 2026 sets 5% for housing with up to 300 m² of closed area and 10% from 300 m²; it does not say which sales it covers, so the contract and the lawyer settle whether VAT applies.

The Land Registry fee schedule is a Council of Ministers regulation valid to 5 January 2027 inclusive, so a fee quoted today may not be the fee in force at a later step. Agency pages that quote 6%, 9% or 12% predate it and are not used, other than to note that quotations differ. No official tariff for legal fees or utility connection was found. The site’s guide to buying, building and renting puts these costs beside other items.

Financing and currency rules are lighter. Foreigners may mortgage property after paying the Land Registry fees, and registering a mortgage costs 1% of the secured debt. No official statement on bank lending policy was found; agency pages disagree, one saying banks fund up to 75% of the price and another that the cap is 50%. Under Law 38/1997, remittances through banks are free and recorded, and contract amounts may be expressed in foreign currency.

Risks, title and due diligence

Title comes first. Thousands of claims by people displaced in 1974 lie behind the UK Government’s warning that title to many properties in the north is contested; its guidance adds that exchange or gift land could revert to the original owner under a settlement. In Demopoulos (1 March 2010) the European Court of Human Rights pointed claimants to the Immovable Property Commission as the remedy to use first. On 2 October 2026 the Commission reported 8,807 applications and 3,757 concluded; applications stay open until 21 December 2027.

No decision naming Ötüken or İskele town was found, and the Commission’s site publishes no village-by-village list that could be searched, so the title status of the project rests entirely on its own deed and search. The site’s article on title deeds covers the categories. Foreigners as a group may hold at most 7% of a district’s area and 3% of the country’s; no published figure shows how much of İskele is already sold.

Enforcement is a second risk. In Apostolides v Orams (28 April 2009) the Court of Justice ruled that a Republic of Cyprus court order concerning land in the north must be recognised and enforced in other EU states, and the UK guidance adds a Republic of Cyprus criminal offence applying since 20 October 2006. A press report from September 2025 reports that EU and third-country nationals suspected of developing Greek Cypriot-owned land in the north were arrested in 2024-2025; the claims there are the Greek Cypriot side’s.

Contract and currency risks follow. The guidance also lists difficulty obtaining completion certificates and title deeds among general problems. Currency adds risk: consumer prices rose 35.02% in the 12 months to September 2026, and stamp duty on a foreign-currency sum is worked out in lira at the official selling rate on the stamping day. As for build quality, a 2023 statement by the engineers’ chamber called the İskele area’s soil the most sensitive and said ground-investigation reports are required for public buildings, hotels and tall buildings.

How Sea Pearl Residence Iskele compares with the other Noyanlar projects on this site

The table covers all 14 Noyanlar projects that are new listings here and the eight the developer also has that this site already lists. Where an existing page is a probable match under another name, the row says “listed on this site as”, and “appears to correspond to” where the match is only medium or low confidence. Delivery is reported as displayed to visitors. The developer’s attribution of the Four Seasons Life series is disputed, and this guide does not say who built those projects.

All 22 project pages show the status “Ön Satışta” (pre-sale), yet the developer files 13 of them under ready to move in and 9 under ongoing, and none under completed, so the category and the pre-sale label cannot be merged into one status. Card tags add a third signal and in several cases disagree with the category. Delivery years sit in hidden fields on 21 pages and are missing on The Blue Residence.

Twenty-one of the 22 pages state a unit total, and the 21 figures sum to 8,708 (calculated from the developer’s figures; eight of the projects overlap with listings already on this site, so the sum does not count separate homes). This page alone has none. In the Long Beach-labelled group, scale runs from 48 units at Royal Point to 1,560 at Ocean Life Residence.

For a neighbouring Long Beach scheme where the developer publishes a total, the Döveç listing Querencia Iskele states 705 units on its developer’s page. None of these differences makes one project better than another; they show which data each page leaves for the buyer to request. The wider portfolio sits on the Northern Cyprus country page.

Noyanlar Group

The About page presents Noyanlar Group as a family company founded in 1973 as Arken Mimarlık ve Mühendislik Ltd. Şti., renamed Noyanlar İnşaat Ltd. in 1994 and gathered under the name Noyanlar Group of Companies in 2008. It says the work covers architecture, engineering, contracting, project management and property development in Famagusta, İskele and other parts of Northern Cyprus.

The Services page names project development, construction management, parcelling and real estate, architecture and engineering, pool building and upkeep (through N.M. Pools, set up in 2012) and home maintenance (through Brief Maintenance), and places the head office in İskele opposite the Long Beach beach.

The About page names group companies outside construction, including Long Beach Medical Center, described as a hospital, and Sea Life Otel, a hotel, along with a holiday-homes company, a café, a fitness centre and a restaurant. These are the developer’s statements and have not been verified here. The group’s headline totals and its honours are not repeated, because they could not be reconciled with the developer’s own completed-projects page. Neither page says which group company sells this project.

Frequently asked questions

What is Sea Pearl Residence Iskele?

Sea Pearl Residence Iskele is a project by Noyanlar Group that the developer places at İskele Long Beach and describes as detached villas and apartments close to the sea. Its page names four unit types (1+1, 2+1, 3+1 and 3+1 Villa) and four amenities: 24/7 security, a swimming pool, green areas and a location close to the sea. Missing are a unit total, a price, any usable floor area and a visible delivery year, and the title-deed category is not stated.

Where is the project and how close is the sea?

The developer gives only “İskele Long Beach” and says the project stands “only a few steps from the sea”. It publishes no street, ward, plot number or coordinates, so the distance cannot be checked. The area guide above measures from the Long Beach roundabout, which OpenStreetMap places inside the outline of Ötüken ward, and that point is 0.6 km from the public beach Makenzi Plajı.

How many homes does Sea Pearl Residence Iskele have?

The number is not published. The developer’s page shows the label “Total units” with nothing beside it, and it is the only one of the 22 Noyanlar project pages in that position. The other 12 Long Beach-labelled Noyanlar projects state between 48 and 1,560 units, so no scale can be inferred. A buyer should ask for the total and the count per unit type in writing.

What does a home at Sea Pearl Residence Iskele cost?

No price is published, and no project-specific payment plan either, so any figure quoted by a third party has to be traced to a written offer from the developer. Fees on top of a price depend on rules in force as of 17 October 2026: the Land Registry schedule runs only to 5 January 2027, and stamp duty and VAT are covered in section 5. The site’s cost guide gives wider context.

When will the project be delivered?

The delivery date is not displayed on the developer’s project page. A year is buried in the page source but hidden from visitors, so it is not used. The page says pre-sale while the developer files the project under ready to move in, and the two do not agree. Treat delivery as unconfirmed until the sale contract states a date and the consequence of delay.

Is Sea Pearl Residence Iskele completed or ready to move in?

Neither can be confirmed. The status line reads pre-sale (“Ön Satışta”), the project is filed under the developer’s ready-to-move-in category, and its card carries no status tag. No Noyanlar page says “delivered” for this project. For any unit offered as ready, the buyer should ask for the final approval certificate and the condominium title, and confirm the handover status in writing.

Which unit types and sizes are listed?

The type line lists 1+1, 2+1, 3+1 and 3+1 Villa. The floor-plan section instead has tabs for a studio, a 1+1 and a 2+1, so the two lists differ. No size is usable, because every plan block shows the same placeholder values and the plan cards are hidden from visitors. Bedroom counts of one, two and three for the 1+1, 2+1 and 3+1 are derived from the names, not stated.

Can a foreigner buy an apartment or a villa there?

Under Decree-Law 89/2026 (RG 147, 7 August 2026), as of 17 October 2026, a foreign buyer needs a Council of Ministers permit and may hold at most 3 apartments, or 2 two-storey detached villas in a mass-housing project. That rests on a decree that lapses about 5 November 2026 unless Parliament enacts it, and the consolidated Law 52/2008 text still permits a single property. Sales to foreigners in zoned housing projects are limited to 80%.

Does buying there give residence or citizenship?

Not automatically. The Residence and Visa Regulation of 5 October 2026 gives a property-based short-term permit of 5 or 10 years depending on title and value, and permanent residence under Law 51/2015 needs housing worth at least EUR 125,000, a proven income and years of residence. Citizenship under Law 25/1993 needs five years of residence or a Council of Ministers decision. See the site’s residency and citizenship articles.

How far is hospital care from the project?

İskele has no state hospital and its district records no in-patient beds, so hospital care means a drive to Famagusta. Gazimağusa State Hospital is the nearest with beds, 10.7 km by road from the Long Beach roundabout and about 12 minutes without traffic. A health centre serves İskele, and a Karpaz Hospital promised for the end of 2026 is a ministerial pledge, not a fact.
