In Northern Cyprus the title category — not the building — decides how secure your ownership is. We confirm the category for this project in writing before any money moves.
How the four categories differ →Neo Residence Yenibogazici is a 50-unit residential project by Noyanlar Group in Yeniboğaziçi, in the Famagusta (Gazimağusa) district of Northern Cyprus, with four unit types from Studio Loft to 2+1 Loft. This guide reads the Neo Residence Yenibogazici listing through the developer’s own pages, adds sourced context on the village, the rules for foreign buyers and the checks a buyer can make, and says plainly where those pages are silent. Price, the delivery year, unit areas and the title-deed category are not published, so none is estimated.

The developer publishes this project in Turkish, and the wording below is a translation of the project page. It gives the location as Yeniboğaziçi, with a header label reading Yeniboğaziçi Gazimağusa and body text that spells the name Yeni Boğaziçi. The text describes a short distance from the sea, easy reach of the city centre and a modern design that joins clean lines with functional living space. It names no street, plot, block count or storey count, and it shows no map point.
Four unit types are listed: Studio Loft, 1+1, 2+1 and 2+1 Loft. The page states 50 units in total. It does not split them by type, and it does not say whether the commercial shops named among the amenities are counted inside the 50. The other listed amenities are a swimming pool, green areas and a playground.
The status signals disagree. The page labels the project “Ön Satışta” (pre-sale), the developer’s category pages file it under ready-to-move-in, and its card tag reads “Yakında” (coming soon). The live page does not display a delivery date. The page source holds a year of 2026, but the field is hidden on every screen size, so that year is not relied on here, and a buyer should confirm the handover status in writing.
No price is published. The developer’s project pages also show a generic payment-plan panel (35% down, 48 months, from £2,500 a month, 15% at handover). The same four values sit on 21 pages, from a 20-villa scheme to a 1,560-unit one, and the panel is hidden in the page source. It is an unverified template, not the terms of this project, and no price is derived from it.

The developer lists four unit types and publishes no usable area for any of them. The page shows three plan blocks, all for two-bedroom layouts, and no plan for the Studio Loft or the 1+1. The table sets out what the page does and does not give.
| Neo Residence Yenibogazici unit type | Bedrooms implied by the name | Plan block on the page | Usable area published? |
|---|---|---|---|
| Studio Loft | No separate bedroom | None | No |
| 1+1 | One bedroom and a living room | None | No |
| 2+1 | Two bedrooms and a living room; the page’s plan block shows 2 bedrooms and 1 living room | One block, “2+1 D” | No |
| 2+1 Loft | Two bedrooms and a living room | Two blocks, “2+1 Loft” and “2+1 LOft” (same label, different capitals) | No |

The page source gives the same net and gross area pair for each of the three plan blocks, which is implausible for different layouts, so the values are treated as unreliable. They are not shown to visitors and are not used here. The word Loft is not defined anywhere on the page.
A size comparison is impossible without areas, so the second table compares unit count and type mix against the other Long Beach and İskele projects on the developer’s site. Every figure in its last two columns is calculated from the developer’s unit counts and type lines.
| Neo Residence Yenibogazici against Long Beach and İskele projects | Location line | Units | Types listed | Units per listed type (calculated) | Units as a multiple of Neo’s 50 (calculated) |

On the developer’s figures, Neo Residence Yenibogazici is the second-smallest of the 14 projects in the table: only Royal Point, at 48 units, is smaller, and Miracle Villa & Residence, at 52, is two units larger. The 13 other projects list 6,488 units between them, a median of 281 and a mean of about 499 (calculated). Neo’s 50 units are about 18% of the median and 10% of the mean. Ocean Life Residence lists 1,560 units, which is 31.2 times as many.
Dividing units by listed types gives an average of 12.5 per type at Neo, against 10.4 at Miracle Villa & Residence and 390 at Ocean Life Residence. That is arithmetic, not a split. The developer does not say how many studios or 2+1 units exist, and a scheme of 50 could hold a handful of one type and most of another. A buyer who wants a 2+1, and sees only 2+1 plans on the page, can ask for the number of units of that type in writing.
Without areas, no price per square metre and no area per bedroom can be calculated, and none is offered.
The data gap is the finding. A buyer can ask for the net and gross area of the exact unit, in square metres, written into the agreement or its schedule, together with the list of spaces counted in each figure, such as balcony, terrace, loft level or stairs. It is also worth asking what the loft level is, whether it has full ceiling height and whether the gross figure includes it, because the page answers none of these.
Which plan belongs to which unit number and floor is a further question, since one label appears twice. For scale, a 705-unit scheme such as Querencia in İskele (as described by its developer, Döveç) would hold more than fourteen times as many homes.
The developer’s page shows a travel-time table in minutes: İskele 11, Gazimağusa 9, Ercan Airport 36, Lefkoşa (Nicosia) 46, Larnaca Airport 43 and Girne (Kyrenia) 555. The last figure is an evident typo, and this guide does not use it. The table does not say whether the minutes are by car, whether they run from the plot or from the village, or which part of Famagusta counts as the destination. The plot is not mapped, so none of the figures can be tested against the project itself.
The sources used here measure from a village point, not from a plot: the coordinate that Wikipedia publishes for Yeni Boğaziçi (35.198 N, 33.877 E). From that point, an OpenStreetMap-based routing estimate gives 11.5 km by road, about 16 minutes, to the Famagusta Walled City centre point; 49.6 km, about 53 minutes, to Ercan Airport; 62.7 km, about 66 minutes, to Nicosia; and 73.7 km, about 71 minutes, to Kyrenia.
These are indicative and ignore traffic. The developer’s 9, 36 and 46 minutes are therefore 44%, 32% and 30% shorter than the routed times (calculated), and 11.5 km in 9 minutes would need an average of about 77 km/h.
Wikipedia says the village is about 10 minutes from Famagusta, the routing estimate says 16, and the sources can be reconciled as about 15 minutes by car. For Larnaca Airport the sources give only 43.4 km in a straight line from the village point. A road time is withheld because it depends on the crossing point used and on whether that crossing is open to a given traveller, so the developer’s 43 minutes cannot be compared and should be checked against the route a buyer would actually take.

Yeniboğaziçi appears as Yeni Boğaziçi in the census and was Aysergi in Turkish and Agios Sergios in Greek. The 2011 census counted 3,347 residents in the village (1,712 men and 1,635 women) and 6,618 across the municipality group of eight settlements. A Cittaslow profile without a date gives 5,668, and no newer verified count exists.
Cyprus’s first Cittaslow, or “slow city”, is this village, and a ministry article records the opening of its office on 4 May 2015. The sources contain no inventory of shops, clinics or schools inside the village, so none is claimed.
The developer’s “short distance from the sea” names no beach. The nearest mapped public beach is 2.1 km straight-line (3.8 km by road) from the village point, and the plot’s position decides whether the water is nearer or farther. A buyer can ask for the distance measured from the plot’s coordinates. Another Yeniboğaziçi listing on this site, Orchard, comes from a different developer, Isatis Construction Group.
Famagusta itself is counted differently by different sources. The 2011 census gave the municipality 40,920 people, and the district 69,741, while the municipality quotes a State Planning Organisation projection of 55,868 for 2020, which is an estimate and not a count.
Student numbers have fallen: Eastern Mediterranean University enrolled 15,729 in 2024-25 against 16,640 in 2021-22, a drop of 5.5%, and the whole north fell 8.0% to 104,873, according to the Statistical Yearbook. These figures give no basis for a claim of rising student demand, and the developer makes none.
The state hospital on Salamis Road reports about 160 beds, and for scale the 2025 construction bulletin counts 1,492 dwelling units with final approval in Famagusta district (538 urban plus 954 rural, calculated), which are completions and not sales. The nearest official climate series, the WMO entry for Paralimni in the Republic of Cyprus, shows a mean daily maximum of 15.9 °C in January and 33.3 °C in August over 2002-2011, and about 331 mm of rain a year.
An aggregator lists sea temperatures of 17.2 °C in February and 29.0 °C in August. The Nicosia-Famagusta road carries about 40,000 vehicles a day, as the Turkish Highways Directorate describes it. Further Famagusta listings sit on this site’s Famagusta page.
The scheme may be low-rise, but the developer states neither storeys nor the number of blocks, so only the unit count is certain: 50. What follows treats the project as a small scheme and flags what the page does not tell a buyer. The page also links to a construction-progress log; a plain request to that address on 18 October 2026 returned no readable content, so it is not relied on, and a buyer can ask which dated entries exist for the project.
Scale changes the arithmetic of shared costs. If one shared bill were split equally by unit, each of 50 owners would carry 2.0% of it (1 divided by 50), against 0.064% in a 1,560-unit scheme, 31.2 times less (calculated). A single pool-pump replacement, a lift repair or a roof leak is therefore felt more strongly by each owner in a small building.
The sources used for this guide cover no service-charge level, reserve fund or voting rule. They confirm only that the Condominium Law 35/2010 exists and that a condominium title or easement must be in place before a purchase-permit application, so budgets, the managing body and its powers are questions for the seller.
The amenity list names a swimming pool and commercial shops. A buyer can ask whether the pool is communal, who maintains it and at what annual cost, and whether the shops sit in the same building as the homes, with what opening hours and noise rules. The 2025 property-tax schedule sets TL 35.60 per m² for a swimming pool against TL 6.60 per m² for the base rate of housing up to 120 m², which is 5.4 times as much (calculated); a 2026 schedule was not located.
The group’s services page lists pool construction and home maintenance, including a firm it says works in Yeniboğaziçi and İskele. Whether this project uses it, and on what terms, is not stated.
Daily life in a small village scheme leans on the town. Yeniboğaziçi is one of eight settlements in its municipality group, and the sources show shops, the state hospital and the university in Famagusta, between 7.4 and 11.0 km away by road from the village point, with no inventory of services in the village itself.
A resident without a car would depend on those trips, which is a reading of the distances and not a sourced finding about transport. The Famagusta municipality’s free bus lines serve the Walled City, the university campus, the Thursday market and Maraş, and the sources do not show any of them reaching the village.
| Quantity for a 50-unit scheme (calculated) | Calculation | Result | Basis and caveat |
|---|---|---|---|
| Equal share of a shared bill per unit | 1 ÷ 50 | 2.0% | Illustration only; actual shares depend on the management rules |
| Units open to foreign buyers if the 80% cap applies | 80% × 50 | 40 units | Decree-Law 89/2026: cap on foreign sales in housing projects in zoned areas; whether the site is zoned is not published |
| Units one group of relatives or one nationality may take, if all 50 sit on one parcel | 50 ÷ 2 | 25 units | The decree repeats the half-of-parcel rule; the parcel layout is not published |
| Share of the scheme one buyer may hold at the decree maximum | 3 ÷ 50 | 6.0% | Three apartments under the decree; one under the consolidated Law 52/2008 text |
| Foreign buyers needed to take 40 units at 3 each | 40 ÷ 3, rounded up | 14 | At one apartment each, as in the consolidated text: 40 buyers |
At handover, one document separates a finished building from a promise. The Statistical Institute counts a building only when it holds a final approval certificate (nihai tasvip), issued by the municipality in urban areas or the district office in rural ones, so a buyer can ask to see it.
The decree also ties utilities to payment: until the taxes and fees on a transfer are paid, local authorities may not give a permanent or temporary water connection, and the electricity authority may not give a connection either. No official connection tariff was found.
On build quality, a press report of 14 February 2023 quotes the president of the Chamber of Engineers and Architects as saying that structures need static calculations to the earthquake regulation, that project approval checks seismic compliance, and that municipalities are bound to have supervision done by the project’s authors.
It is a secondary source and says nothing of Yeniboğaziçi, but it names the paperwork a buyer can request: the approved project, the supervision record and the final approval certificate. For scale, 50 units equal 3.4% of the 1,492 dwelling units approved in Famagusta district in 2025 (calculated).
The checklist below turns these points into questions. It states what to ask for; it is not a statement that any item is missing.
The rules below are as of 17 October 2026. The numerical limits for foreign buyers come from Decree-Law 89/2026 (Resmi Gazete No. 147, 7 August 2026). It re-issued Decree-Law 63/2026 (Resmi Gazete No. 87, 11 May 2026) because Parliament was in recess. The 90-day validity of the decree ends about 5 November 2026 (calculated) unless Parliament enacts it, so every limit and deadline here depends on the decree being in force or enacted.
The consolidated Law 52/2008 on the legislation portal still shows the stricter 2024 wording, and both versions are given where they differ.
For a unit in a project like this one, the sequence below starts with legal status, not with the price. A foreign buyer needs a Council of Ministers purchase permit, and before applying the unit must have a condominium title or easement.
Selling without one is an offence with a fine of up to 500 times the gross monthly minimum wage, about TL 35.4 million at the July 2026 wage of TL 70,893 (calculated), per the Tax Department. The decree allows, for two years, an application on a building permit or planning approval where a condominium title could not be set up.
Limits per buyer under the decree are up to three apartments, or six for nationals of states that recognise the TRNC; the consolidated text still says one, or three for those nationals. Agricultural and forest land cannot be sold to foreigners, and foreigners may hold at most 7% of a district and 3% of the country.
Land Registry fees on a sale to foreigners are 4% for a first property, 5.5% for a second and 6% for a third under RG 197 of 7 October 2026, valid only until 5 January 2027 inclusive. Quotations of 9% or 12% from agencies do not match that schedule.
| Step | Who | Time limit or typical time | Source |
|---|---|---|---|
| Confirm a condominium title or easement exists for the unit | Seller; district Land Registry records it | Before the permit application; the decree allows a building permit or planning approval for 2 years where title could not be set up | Law 52/2008, art. 8(2); RG 147 |
| Order an ownership search (araştırma belgesi) | Buyer’s lawyer at the district Tapu Amirliği | No time given; since 15 July 2025 handled only at the office of the property’s own district | Land Registry announcement |
| Sign the sale agreement and have it stamped | Buyer and seller; Tax Department | At signing; stamp 0.5% of the sum, paid by the buyer unless agreed otherwise | Stamp Duty Law |
| Register the stamped agreement and apply for the purchase permit | Buyer, in person, by lawyer or by proxy; Interior Ministry Property Unit | Within 1 month, otherwise the agreement is void | RG 147; document list |
| Council of Ministers decision, published in the Resmi Gazete | Council of Ministers | No official processing time in the laws read | Law 52/2008 |
| Pay the transfer fees | Buyer and seller as the legislation provides | Within 75 working days of publication (decree) or 60 (consolidated text) | RG 147; RG 197 |
| Sign the transfer declaration (devir takrirnamesi) before the Land Registry official | Buyer and seller | Within 1 year of publication (decree) or 6 months (consolidated text) | RG 147 |
| Arrange water and electricity connections | Buyer or developer with the utilities | Not before the taxes and fees are paid | RG 147 |

If a permit lapses for unpaid fees, a second application costs double fees, and a third for the same property is not allowed. Foreign-currency contracts are stamped at the official effective selling rate on the stamping date, and the Consumer Price Index rose 35.02% in the 12 months to September 2026, per the Statistical Institute. The site’s cost guide discusses buying costs in more general terms.
The developer does not state the title-deed category, so none is claimed. The UK Government’s property guidance says ownership of many properties in the north is disputed, with thousands of claims from people displaced in 1974, and that purchases of such properties could have serious financial and legal implications. The European Court of Human Rights held in Demopoulos (1 March 2010) that the Immovable Property Commission is the remedy to use first.
The Commission reports 8,807 applications and 3,757 concluded as of 2 October 2026 on its statistics page, and Law 67/2005 accepts applications until 21 December 2027.
Two further points matter to a foreign buyer. The Court of Justice of the EU held in Apostolides v Orams (28 April 2009) that a Republic of Cyprus judgment on land in the north is enforceable in other member states, and the European Commission records that EU law is suspended in the north.
The UK guidance adds that a Republic of Cyprus criminal-law amendment in force since 20 October 2006 covers dealing in property without the registered owner’s permission. These sources contain no finding specific to Yeniboğaziçi or to this plot, so the title history must come from the documents.
The same UK guidance lists common problems in Cyprus: lawyers acting for both vendor and builder, building without correct permits, payment plans left out of contracts, difficulty obtaining final completion certificates and title deeds, and developer mortgages on the land. The guidance recommends independent legal advice. The north has a separate bar association for each district, and an independent lawyer, not the seller’s, can read the contract before the first payment. The site’s article on title deeds explains the categories used in agency guidance.
Foreign ownership is also capped by area: at most 7% of any district and 3% of the country, and entries made in breach are void. Whether Famagusta district is close to its cap could not be found in any official source, so this guide neither says the cap is reached nor that it is not.

Because no page displays a delivery year, the table cannot rank the projects by readiness, and the labels disagree with each other: the ready-to-move-in category holds projects tagged “coming soon”, and some tagged “completed” sit beside them. Attribution of the Four Seasons series is disputed between Noyanlar and Döveç, and this guide does not say who built it.
Geography sets Neo Residence Yenibogazici apart: it is the only Noyanlar project in Yeniboğaziçi, whereas 18 of the other 21 carry İskele, Long Beach or Boğaz in their location line, and the remaining three are in Famagusta city, Geçitkale and Yeni Erenköy. It is the third-smallest by units of the 21 projects that state a count, after Solmaris (20) and Royal Point (48), and its four types equal the number at seven other projects, are fewer than at six and more than at eight.
Loft appears in type names at five projects: this one, Four Seasons 2, Four Seasons 3, Sky Diora and Terra Life. None is claimed to be better than another; for the wider picture, see the site’s Northern Cyprus overview.
What follows rests on the developer’s corporate history and services pages, and none of it was independently checked. The history page says the group began in 1973 as Arken Mimarlık ve Mühendislik Ltd., became Noyanlar İnşaat Ltd. in 1994, gathered its operations under the name Noyanlar Group of Companies in 2008, set up Noyanlar Development and Artwin Development in 2011 and launched Noyanlar Invest in 2025. It describes growth in the Famagusta and İskele areas from 1999 onward.
The group companies it lists include Noyanlar Holiday Homes (a tourism and holiday company), Long Beach Medical Center (a hospital), Sea Life Otel (a hotel), ZAGIDAS (a café and pâtisserie), Royalsun Fitness Center, Mackenzi Bay (a restaurant and bar) and Noyanlar Invest. The services page lists project development and consultancy, construction management, parcelling and real-estate services, architecture and engineering, pool construction and maintenance through N.M. Pools (set up in 2012) and home maintenance through Brief Maintenance. It says the general management office stands in İskele, opposite Long Beach.
The history page also carries project counts, delivered-home totals, awards and certifications, which this guide does not repeat because they could not be independently checked, and because the developer’s own completed-projects page lists fewer schemes than those totals imply. Where a company-level statement and a project page differ, only the project page is used for facts about this project.
The developer’s page gives the location as Yeniboğaziçi, with a header label reading Yeniboğaziçi Gazimağusa, which places it in Famagusta district. No street, plot or coordinates are shown. From the village point published on Wikipedia, the Famagusta Walled City centre is 11.5 km by road, about 16 minutes by an indicative routing estimate that ignores traffic, and ancient Salamis is 3.6 km. Those figures belong to the village, not to the plot, so the project’s own position should be requested as a plot number and coordinates.
The developer states 50 units and lists four types: Studio Loft, 1+1, 2+1 and 2+1 Loft. The split by type is not published, and the page does not say whether the commercial shops named among the amenities are counted inside the 50. Of the 13 Long Beach and İskele projects the developer lists, only Royal Point, at 48 units, is smaller, and the median of those 13 is 281 (calculated). The plans shown on the page cover only 2+1 layouts.
Not published. The developer’s pages show no price, and none is derived here. The generic payment-plan panel described in the overview is identical across projects and hidden in the page source, so it is no basis for a figure. A buyer can ask for a dated, written price list per unit that names the currency and says what the price includes.
Under the VAT regulation updated on 7 October 2026, housing with up to 300 m² of closed area is on the 5% schedule; the regulation does not say which resales fall within VAT.
The project page does not display a delivery date to visitors. The page source holds a year, but the field is hidden on every screen size, and the page labels the project pre-sale while the developer’s category pages file it as ready-to-move-in with a coming-soon tag. Because these conflict, no date is relied on. If the handover falls on or before 31 December 2026, the buyer should confirm its status in writing, with the date of the final approval certificate, the condominium title for the unit and a dated snagging list.
No usable size is published for any type. The page source gives identical net and gross values for all three plan blocks, which cannot be right for different layouts, and the values are hidden from visitors. A buyer can ask for the net and gross area of the exact unit in square metres, written into the agreement or its schedule, with the spaces counted in each figure. Without areas, no price per square metre or area per bedroom can be calculated, so this guide makes no such comparison.
The developer’s table lists Gazimağusa 9 minutes, Ercan 36, Lefkoşa 46 and Larnaca 43, and a Girne figure of 555 that is a typo. From the village point, routing estimates give 16 minutes to the Walled City, 53 to Ercan and 66 to Nicosia, which makes the developer’s times 44%, 32% and 30% shorter (calculated). Larnaca has only a straight-line figure of 43.4 km, because the road time depends on the crossing point used. The developer does not state the basis of its minutes.
Yes, and it depends on which text applies. The decree issued on 7 August 2026 as Decree-Law 89/2026 lets a foreign buyer hold up to three apartments, or six if a national of a state that recognises the TRNC; the consolidated Law 52/2008 on the portal still shows one apartment, or three for those nationals.
That position is as of 17 October 2026. The decree lapses about 5 November 2026 unless Parliament enacts it, so the text in force on the signing day governs. It also caps foreign sales in zoned housing projects at 80%.
Four charges are documented. The Land Registry fee for foreign buyers is 4% on a first property, 5.5% on a second and 6% on a third under RG 197 of 7 October 2026, valid to 5 January 2027. Stamp duty on the agreement is 0.5% of the sum. The purchase-permit application fee is TL 35,446.50 (derived from half the TL 70,893 minimum wage), and registering a mortgage costs 1% of the debt. No official tariff for legal or notary fees was found. The site’s cost guide covers more.
No. Neither the project page nor the corporate pages read for this guide names a category, so none is claimed. A buyer can ask for the title deed, a Land Registry research document, the condominium title and the plot’s ownership history. UK Government guidance describes ownership of many properties in the north as disputed. Residence and citizenship do not follow automatically from a purchase; the site’s guides to residency and citizenship and immigration set out the routes.
The project page offers no rental-management service and states no rental income, and no dated rent statistic for Yeniboğaziçi was found. A letting of 60 days or less is a holiday-house letting under the Holiday Houses Law and needs registration and an operating permit. As of 17 October 2026, rent is subject to a 10% withholding under the Income Tax Law, and renting immovable property is at 0% VAT. The site’s article on legal compliance for short lets explains the topic further.
