Afik Group North Cyprus: who the developer is and what it builds
Afik Group North Cyprus is the name under which Afik Construction LTD presents its residential and resort schemes on the island’s north coast. According to its own About page, the company is an international development and construction company operating in Turkey and Cyprus, and it describes reliability and construction quality as its hallmark. In North Cyprus the schemes are marketed under the Caesar name, and the developer’s projects page lists eight of them: Caesar Resort in İskele, Caesar Blue, Caesar Palm Jumeirah, Blue Line Villas and Caesar Beach along the Karpaz main road, Caesar Cliff in Esentepe, and Caesar Breeze and Caesar Bay in Tatlısu. Our site lists all eight, which is why Afik Group North Cyprus has its own profile in our developers section.
The eight schemes cover a wide range of formats. Caesar Resort is a resort-style apartment community that the developer gives as 7,000 units. Caesar Blue is shown as 1,600 units including 98 villas. Caesar Palm Jumeirah is shown as 836 apartments in seven high-rise buildings. Blue Line Villas is a collection of 74 furnished villas. Caesar Cliff and Caesar Breeze are shown as planned schemes of 296 and 269 units, Caesar Bay as a 50-unit scheme in Tatlısu, and Caesar Beach as a completed beachfront scheme of 220 units that the developer marks as all sold. Because the facts for Afik Group North Cyprus come from several developer sites, this page names the source for each figure and uses the developer’s own wording wherever it gives one.
This profile of Afik Group North Cyprus is organised in eleven parts: a table of key facts, the company and its group structure, the projects grouped by town with one summary table, the portfolio by status, the steps of a purchase with a developer, the ownership route and residence-permit conditions, key facts, related developers, a reservation checklist and frequently asked questions. Everything was checked on 26 October 2026 against the developer’s own websites and the public sources listed at the end. For the wider picture of buying on the island, see our guides on how to buy property in North Cyprus step by step and whether foreigners can buy in North Cyprus, the North Cyprus country page and the Real estate developers in North Cyprus hub.

Company, ownership and group behind Afik Group North Cyprus
The legal name on the developer’s About page and in its footer is Afik Construction LTD, which the site calls an international development and real estate company. The page says the company applies high construction standards in its Turkish and Cypriot projects and that it works through local contracts in both countries to identify real estate opportunities. It also says the company is expanding development and construction activity in the Turkish and Cypriot markets. The page mentions “dozens of projects” without listing them, and the project list sits on the separate projects page.
Leadership is described on the Team page, which names Afik Yaacov as CEO. The page lists his qualifications as ACC, LLB and Real Estate Appraiser, from Tel Aviv University, and gives his earlier roles as supervising real estate projects at the law firm Meiri and Partners in 2001 and 2002 and carrying out financial due diligence for real estate projects between 1998 and 2001. From 2006 to today it lists him as CEO and Director of Afik Group projects. No other team members are listed there.
The group’s resort side is presented under the Caesar Projects name. The Caesar Projects About page says Afik Group has operated as an international development and construction company since 1995, with projects in the Middle East and Europe, and that Caesar Projects presents a selection of the resorts featured by Afik Group in North Cyprus. The same site names the company Afik Rentals LTD in its footer, with an address in Cevizli at Caesar Resort, Mersin 10, and a tax number. The group therefore uses at least two named companies: Afik Construction LTD for development and construction, and Afik Rentals LTD for the resort booking pages. According to the developer, the sales offices are open Monday to Friday from 8:30 to 17:30 and on Saturday from 8:30 to 13:00, and its contact page lists the İskele office at Caesar Resort and an office in Ankara.
Afik Group North Cyprus also operates services around the finished buildings. A maintenance page publishes a fee table for owners, a membership page describes a card that gives apartment owners, their families and their tenants access to facilities across the Caesar Projects schemes, and a rentals page lists Caesar Resort penthouse apartments, Caesar Beach apartments and villas, Caesar Blue apartments and villas and Caesar Cliff apartments for rent. These pages are part of the context a buyer meets after handover, and the later sections of this profile return to them.
Afik Group North Cyprus projects we list, grouped by town
The eight projects are grouped by town rather than given eight separate headings of equal weight, and the summary table after the groups puts the figures side by side. Unit counts and status wording are those printed on the developer’s projects page as read on 26 October 2026. Where a project has its own website, that site is named as well. Prices are shown where the developer prints a price or a price status; where a project page shows no price, the table leaves the cell blank rather than estimating one. Every project name links to our own listing page.
İskele: Caesar Resort
Caesar Resort is the Afik Group North Cyprus scheme in İskele, on the east coast close to Long Beach. The developer’s projects page gives its location as İskele, Famagusta, and states 7,000 units with over 5,000 sold, a payment plan of up to 80 months without interest and a price shown as “on request”. The resort website for Caesar Resort lists apartment types as studio, studio with niche, one-bedroom, two-bedroom, three-bedroom and penthouse. It describes 15 indoor and outdoor pools, a spa with a Dead Sea mineral pool, sport and wellness facilities, restaurants and cafes including Cafe Paris, Lucca and Caleo, and a commercial area with a market, a pharmacy, the Mackenzie Medical Center, a travel agency and car rental. A complimentary shuttle between the Caesar Projects resorts is also listed.
The developer describes Caesar Resort as a community built in phases, with a shuttle service to Long Beach, and it offers a virtual tour and a site-plan PDF on the Caesar Resort page. The maintenance schedule and the membership scheme described above apply to owners in the Caesar Projects communities. For the town itself, our İskele city page describes a district on the east coast anchored by the Long Beach corridor, about 20 minutes’ drive from Ercan International Airport and about 15 minutes from Famagusta, with beach clubs, restaurants and a large number of new villa and apartment projects.
Karpaz main road and Boğaz: Caesar Blue, Caesar Palm Jumeirah, Blue Line Villas and Caesar Beach
Four Afik Group North Cyprus schemes sit along the Karpaz main road (Karpaz Anayolu) in the area our site files under Boğaz, within the İskele municipality. The Caesar Projects website describes Caesar Blue and Caesar Beach as resorts in Boğaz, and the developer’s own projects page gives the Karpaz main road as the address of Caesar Blue, Caesar Palm Jumeirah and Blue Line Villas.
Caesar Blue is shown as 1,600 units including 98 villas. The projects page lists a flexible payment plan with a 30% down payment and up to 36 months of interest-free instalments. According to the Blue Resort page, the apartment types are studio, studio with niche, one-bedroom, two-bedroom, three-bedroom and penthouse, the resort has an aqua park, the Miabella restaurant and a beach bar, and the beach is a short stroll away. A virtual tour of the scheme is published on the developer’s tour server.
Caesar Palm Jumeirah is shown as 836 units. The project’s own website says it was developed and designed by Afik Group and describes seven high-rise buildings of 24 floors each, with Dubai-inspired architecture. It lists studio, 1+1, 2+1 and penthouse apartments, described as fully equipped and furnished, with a balcony in every room. Facilities listed there include a palm-shaped communal pool and an infinity pool, a private pool for residents in each building, an indoor heated pool with sauna, hammam, Jacuzzi and ice bath, a fitness centre with CrossFit and martial-arts sections, tennis and football courts, a kids’ game room and playground, the Azul restaurant, an Arabic-tent area, Cafe Paris and Bakery, a shisha lounge and bar, water sports and 24-hour gated security. The site puts the beach 300 metres away and describes a membership programme for owners and tenants. A virtual tour is published on the developer’s tour server.
Blue Line Villas is a collection of 74 furnished villas, shown on the English projects page as semi-detached and quattro villas. The developer describes the villas as fully equipped, with air conditioning, a living room and a kitchen, and describes daily access to the sea. The maintenance schedule below lists separate fee categories for villas.
Caesar Beach is shown as 220 units on a sandy beach, described as beachfront property. The projects page marks it as completed and ready to move in, with all 220 units sold and a two-year interest-free payment plan listed from the sales period. The Beach Resort page describes sea-facing panoramic views, a sandy beach and water sports, a coffee shop and bakery, the Caesar Beach Bar, open-air barbecue areas and shaded gardens, and lists the same unit categories as the other resorts, from studio to penthouse. A virtual tour is available. For the area, see our İskele city page.
Esentepe: Caesar Cliff
Caesar Cliff is in Esentepe, in the Girne (Kyrenia) district. The developer’s projects page shows 296 units planned, in semi-detached villas and apartments, with sea views and interest-free, flexible payment plans. The Cliff Resort page describes a resort on cliffs overlooking the Mediterranean, lists studio, one-bedroom and two-bedroom apartments, and mentions restaurants, coffee shops and a wine bar set in nature. A virtual tour is published on the developer’s tour server. Our Esentepe city page places the village on the north coast of the Kyrenia district, about 20 minutes’ drive east of central Kyrenia and about 35 minutes from Ercan International Airport, beneath the Beşparmak (Five Finger) Mountains and close to Korineum Golf and Beach Resort.
Tatlısu: Caesar Breeze and Caesar Bay
Caesar Breeze is shown as 269 units planned, in semi-detached and quattro villas, on the Karpaz to Girne main road at Tatlısu. The projects page puts the beach about 200 metres away, lists interest-free payment plans and a space dedicated to health and wellness, and shows the price as on request. A virtual tour labels studio, one-bedroom, two-bedroom gallery and quattro 2+1 layouts in three phases.
Caesar Bay is a 50-unit scheme. The English card on the projects page lists interest-free payment plans and mortgages up to five years, and the developer’s text presents the scheme as built in line with the natural landscape. Our Tatlısu city page describes a quiet coastal village on the north coast between Kyrenia and Famagusta, about 45 to 50 minutes from Ercan International Airport, with citrus groves, a small harbour and the K Archipelago canal development.

Afik Group North Cyprus portfolio and track record by status
The developer presents its North Cyprus portfolio by project and by status wording rather than by year, so this section follows the status wording on the projects page. Taken as printed, the Afik Group North Cyprus portfolio has one project marked as completed, a resort community with units sold in phases, two schemes marked as planned and four schemes with no status line.
Caesar Beach is the project the developer marks as completed: its card reads “Property completed and ready to move in” and “220 Units – All Sold”. Caesar Resort is presented as a resort community with units already sold, and the Caesar Projects website describes resort facilities for it, including dining venues, a spa, pools and a membership programme. The Caesar Blue resort page describes an aqua park and restaurants, and the Caesar Cliff resort page describes a resort on the cliffs. For Caesar Cliff and Caesar Breeze the English cards print the word “planned” next to the unit count.
The way the group combines selling and operating is visible across its sites. Afik Construction LTD is the developer of the schemes, and Afik Rentals LTD appears as the company behind the resort booking pages, where visitors can book stays and where the group lists dining, spa, activities, events and a membership app. The Caesar Projects site lists the Cafe Paris coffee shop in all resorts, the Lucca restaurant at Caesar Resort, the Miabella restaurant at Caesar Beach and Caleo for fine dining, together with a complimentary shuttle between resorts. According to the developer, Caesar Projects membership gives access to facilities across the resorts to apartment owners, their families and their tenants.
The developer also publishes a general maintenance schedule in pounds sterling, effective from 1 January 2026 and described as fixed until 31 December 2026, with revisions possible on written notice to the owner’s registered e-mail address. It lists monthly and annual amounts by unit category, shown in the table below.
| Unit category | Monthly (GBP) | Annual (GBP) |
|---|---|---|
| Studio | 70 | 840 |
| Studio with niche | 75 | 900 |
| 1+1 | 80 | 960 |
| 1.5+1 | 85 | 1,020 |
| 2+1 | 90 | 1,080 |
| 3+1 | 100 | 1,200 |
| 4+1 | 105 | 1,260 |
| S.Villa | 100 | 1,200 |
| Villa | 105 | 1,260 |
The maintenance page says fees are payable in advance for each payment period, that each later period’s fee falls due within 14 days of the period’s start, and that owners who miss monthly instalments move to yearly payment. It states a late-payment charge of GBP 15 per month and says the company provides maintenance services for the communal areas. These are the developer’s published terms for the owners’ communities it manages, and a buyer should ask which schedule applies to the specific building.
How buying works with Afik Group North Cyprus
Buying with Afik Group North Cyprus follows the same legal sequence as any developer purchase in North Cyprus, and the steps below are drawn from our step-by-step buying guide and the primary texts it cites. The developer’s own buyer guide page covers inspection trips, purchasing, title deeds and the Immovable Property Commission, and says the group arranges individual property inspection trips to North Cyprus.
- Choose the unit and reserve it. Afik Group North Cyprus markets by project, so the buyer selects a project, a unit type and a payment plan from those printed on the developer’s pages, then signs a reservation and sale agreement. Signing starts a one-month clock for the next steps.
- Stamp the agreement. The sale agreement is stamped at the Tax Department. Stamp duty is 0.5% of the agreement sum, according to our guide, paid in lira at the official rate on the stamping day.
- Register the contract at the Land Registry. Within one month the stamped agreement is registered at the District Land Registry (Tapu Dairesi) and, for a foreign buyer, the Permission to Purchase application is lodged with it. Registration records the buyer’s contractual right against the land. The application fee is TL 35,446.50, which is half the gross monthly minimum wage of TL 70,893 in force from 1 July 2026.
- Permission to Purchase. A foreign buyer, including a company with any foreign shareholding, needs a Council of Ministers permit under Law 52/2008. The application is reviewed and the permit is published in the Official Gazette (Resmi Gazete). The law sets no time limit for the decision, and developers’ timelines for it are their own estimates.
- Transfer fees and title transfer. After publication the buyer pays the Land Registry transfer fees and then signs the transfer declaration, after which the title deed is registered in the buyer’s name. Decree-Law 89/2026 (Official Gazette no. 147, 7 August 2026) gives 75 working days to pay the fees and one year for the transfer, while the consolidated Law 52/2008 gives 60 working days and six months. Our guide notes that the decree’s validity ends about 5 November 2026 unless Parliament enacts it, so the current text should be checked on the day of signing.
- Utilities. Permanent water and electricity connections in the buyer’s name follow once taxes and fees are settled.
The Land Registry transfer fee schedule published in Official Gazette no. 197 on 7 October 2026 runs to 5 January 2027 and sets 4% for a buyer’s initial property, 5.5% for the second and 6% for the third. Our guide splits the 4% into 3% transfer, 0.5% for the Immovable Property Commission and 0.5% for the Housing Acquisition Unit. VAT on a new home is 5% up to 300 m² of closed area and 10% from 300 m² where it is not included in the price, and a mortgage registration costs 1% of the registered loan. Lawyer, notary and utility-connection costs have no official tariff. On a purchase at GBP 220,000 our guide’s worked example puts the Land Registry fee for the buyer’s initial property at GBP 8,800 and the stamp duty at about GBP 1,100, which shows the order of magnitude without being a quote for any Afik Group North Cyprus unit.
Payment follows the plan written into the agreement. The developer prints interest-free plans for many projects, an 80-month plan for Caesar Resort, a 30% down payment with up to 36 months for Caesar Blue, a two-year plan for Caesar Beach and mortgages up to five years for Caesar Bay. Our guide notes that the schedule should be written into the registered agreement because it affects the transfer clock, and that international mortgages for foreign buyers are uncommon, which is why developer plans are used. After handover, the annual property tax in our guide has a base of TL 6.60 per m² up to 120 m² and TL 7.15 per m² above, with surcharges of 10% to 60% by category, and rental income carries a 10% withholding.
Ownership route, title deeds and residence permits for Afik Group North Cyprus buyers
Ownership in North Cyprus is freehold-type title registered at the Land Registry, and a foreign buyer’s route runs through the Permission to Purchase described above. Decree-Law 89/2026, as summarised in our foreign ownership guide, lets a foreign buyer hold up to three apartments, or six for nationals of states that recognise the TRNC, and up to two two-storey villas in a mass-housing project (three for recognising-state nationals), while the consolidated Law 52/2008 shows one property. The same guide records an 80% cap on sales to foreigners in a zoned housing project and national limits of 7% of any district and 3% of the country. Because the decree and the consolidated text differ, the number of units a buyer may hold is something to confirm on the day of reservation.
The developer’s pages for Afik Group North Cyprus do not give a title-deed category for the schemes, so this profile states none. Our guides describe the categories found on the island as Turkish title, exchange (equivalent) title and allocation, and say the deed and an official Land Registry search are the evidence. A buyer who wants to know the category of a particular unit asks for it in writing, and a lawyer of the buyer’s choosing normally checks it together with the condominium title (kat mülkiyeti) or easement (kat irtifakı) and the permits before the reservation is signed.
On residence, our Cyprus residence permit guide states that permits issued in the north are a separate system from the Republic of Cyprus, and that property-based permits in the TRNC run for 5 or 10 years depending on value. Our step-by-step guide gives the conditions: a 10-year permit with title at GBP 300,000 or more with no income test, 5 years below that figure, and permanent residence for housing worth at least EUR 125,000 together with other conditions. A purchase from Afik Group North Cyprus does not itself confer residence or citizenship. Our citizenship and immigration page states that no property purchase gives citizenship, and our residency programme page describes the other routes, such as a bank-deposit route and student residence.
