Noyanlar Group North Cyprus: who the developer is and what it builds
Noyanlar Group North Cyprus is the name under which Noyanlar Şirketler Grubu (Noyanlar Group of Companies), a family-run construction, architecture and real estate group with its office in İskele, builds apartment complexes, twin villas and detached villas across the Famagusta and İskele areas of North Cyprus. According to the developer’s own About page, the group traces its beginnings to 1973 and states more than 54 years of experience, 11,000 delivered homes and more than 25 completed projects. Its current project range runs from small buildings of 20 to 52 homes to residential estates of several hundred homes with shared pools, shopping streets and sports areas. That scale and history are why Noyanlar Group North Cyprus has its own profile in our developers section.
Our site lists 16 Noyanlar Group North Cyprus projects. Eleven sit in İskele town and on the Long Beach waterfront, one in Boğaz, one in Yeni Erenköy on the Karpaz road, and three in the Famagusta district: the city-centre Angel Towers, Neo Residence in Yeni Boğaziçi and Olea Residence in Geçitkale. Fifteen of the 16 show a unit count on the developer’s project pages, and those counts add up to 5,763 homes. Because sixteen separate headings would be hard to read, this page groups the projects by town, gives one summary table, and links every project name to our listing page. The developer’s own pages are the primary source for every figure; where the developer states something about itself we say “according to the developer”.
This profile of Noyanlar Group North Cyprus covers the company and its group, each project or project group, a chronology of the completed site projects the developer lists on its own website, the towns it builds in, the way a purchase from a developer is documented in North Cyprus, the ownership route and residence-permit conditions, a list of key facts, a comparison with other developers on our site, a reservation checklist and a set of frequently asked questions. Everything was checked on 26 October 2026 against the developer’s website and the public sources listed at the end. For the wider picture see our North Cyprus country page, the step-by-step buying guide and the Real estate developers in North Cyprus hub.

Company, history and group of Noyanlar Group North Cyprus
The developer’s About page presents its history as a sequence of steps, and the dates below are the developer’s own. Architect Gökhan Noyan worked on private commissions between 1971 and 1974, and in 1973 Arken Mimarlık ve Mühendislik Ltd. Şti. (Arken Architecture and Engineering) was established, which the page calls the beginning of the group. Civil engineer Mustafa Noyan joined the firm, and from 1991 it operated as a family business. In 1994 the name changed to Noyanlar İnşaat Ltd. Architect Ahmet Noyan joined the board in 1999, the page says, and the company began its site-project business in new locations, with growth in Famagusta and İskele. Noyanlar Group North Cyprus therefore dates its housing-estate work, which the developer calls “site” projects, to the turn of the millennium, and its chronology of completed sites on the projects page begins in 2000.
The About page lists further structural steps. In 2008 the company gathered its operations under the name Noyanlar Group of Companies, and the rental of homes began in that period. In 2011 Noyanlar Development and Artwin Development Ltd. were founded. The page describes international growth with offices in China, Belarus, Iran, Russia, Israel and Ukraine, including Moscow in 2014 and Israel and St Petersburg in 2017, followed by an office in Baku. It records a 50th-anniversary celebration in 2023 and the founding of Noyanlar Invest in 2025 on the initiative of Gökhan Noyan. A 2026 interview with Ahmet Noyan in the Turkish business magazine Para describes him as general director of the group, mentions offices in Istanbul, Ankara, İzmir and Denizli, and describes an in-house instalment model in which the company finances its own projects; the article gives the company’s own account and refers to Royal Sun Elite, Ocean Life, Bellagio and Olea Residence by name.
The group is wider than housing. The developer’s homepage and About page list eleven group companies and link to their sites. They are Noyanlar Holiday Homes (tourism and holidays), Long Beach Medical Center (a hospital), Sea Life Otel (a hotel), ZAGIDAS (café and pâtisserie), Royalsun Fitness Center (fitness and CrossFit), Mackenzi Bay (restaurant and bar), Noyanlar Invest, Puppia Pet Hotel and Grooming, Brief Maintenance, Last Port Pub, and the parent company itself. Two of these sit close to the housing estates. The Sea Life Otel website describes a 55-room hotel 70 metres from Long Beach with indoor and outdoor restaurants, adult and children’s pools, a gym and sauna and a 280-person meeting hall, and the Long Beach Medical Center website lists check-up programmes, laboratory services and a 24-hour ambulance service.
The developer’s site also states that it works in İskele, Gazimağusa (Famagusta), Geçitkale, Erenköy, Karpaz and surrounding areas, and that it provides sales advice, after-sales support and customer service alongside construction. Legal entity details are given on the site at group level, as Noyanlar Şirketler Grubu, rather than as a separate company for each project, so this profile names projects as the developer names them and uses the group name throughout.
Noyanlar Group North Cyprus projects we list, grouped by town
The 16 projects below are the ones on our site that the developer’s own project pages confirm. They are grouped by the town the developer’s page gives. Unit counts, unit types and amenities are the developer’s figures from its project pages as read on 26 October 2026, and travel times are the minutes printed on each page. The developer files each project under its ongoing-projects page or its ready-to-move-in page, and the table below shows that category. Our listing pages are linked from every project name. For how to read the figures against the purchase process, see our guide for foreign buyers.

Amenities are a pool, a play area, a cycling and walking path and a gym. The page gives travel times of 41 minutes to İskele, 52 to Famagusta and 78 to Ercan Airport, which places the project on the Karpaz side of İskele District rather than on the Long Beach strip. It is filed under ongoing projects.
Famagusta district: Angel Towers, Neo Residence and Olea Residence
Famagusta (Gazimağusa) is a university city on the east coast, described on our Famagusta city page, and Wikipedia records that Eastern Mediterranean University was founded there in 1979 and that Istanbul Technical University opened a campus in 2010. Beyond these completed sites, the developer’s project pages show a second layer of work that matches the projects on our site. Several estates carry the “Tamamlandı” (completed) tag on the developer’s project cards: Riverside Life Residence, Royal Life Residence, Royalsun Elite Residence and Angel Towers. The developer’s website also lists projects that are not among our listings under those names, namely Ocean Life Residence (1,560 units at İskele Long Beach), La Palazzo (135 units at Boğaz, with apartments, penthouses, triplex villas and detached villas with private pools), Royal Point (48 units of 1+1 and 2+1 at Long Beach) and Miracle Villa and Residence (52 units of apartments, penthouses and twin villas at İskele). Those four are described on the developer’s site but linked to no page of ours in this profile.
The developer summarises its record on the About page with three figures: 11,000+ delivered homes, 54+ years of experience and 25+ completed projects. Those are the developer’s statements, and this page reports them as such.
The towns where Noyanlar Group North Cyprus builds
Noyanlar Group North Cyprus works in two parts of the island’s east coast, and the difference between them shapes what a buyer is choosing. İskele and Long Beach make up a long sandy coastline south of the Karpaz Peninsula, and according to our İskele city page the town is about 15 minutes’ drive from Famagusta and about 20 from Ercan International Airport. The developer’s own pages give a slightly different set of figures, 24 minutes to Famagusta and 39 to Ercan from the Long Beach projects, so the travel times in this profile are always those printed on each project page. Many of the group’s current projects are on this strip, together with the Sea Life Otel and the Long Beach Medical Center, which the group runs.
The Famagusta district is the second part. Famagusta is a university city. Wikipedia records Eastern Mediterranean University there since 1979, and our city page says the universities bring tens of thousands of students to the city each year. Angel Towers is described by the developer as being in the city centre near universities, shopping centres, banks and schools, and Neo Residence is in Yeni Boğaziçi, a short distance from the sea. Geçitkale, where Olea Residence stands, is an inland location 14 minutes from İskele and 25 from Ercan Airport by the developer’s figures. Yeni Erenköy and Boğaz complete the picture: Boğaz is a coastal settlement of İskele District with a marina beside Solmaris, and Yeni Erenköy lies on the Karpaz road, 41 minutes from İskele by the developer’s page.
For villa buyers specifically, our villas for sale in Cyprus page sets the island’s villa market side by side. Within the Noyanlar Group North Cyprus range, villa types appear at Royal Sun Residence (twin villas), Royalsun Elite Residence (semi-detached villas), Sea Pearl Residence (a 3+1 villa), and Solmaris (4+1 triplex villas).
How buying works with Noyanlar Group North Cyprus
The steps below follow our step-by-step buying guide, which is checked against the TRNC Land Registry, the Resmi Gazete and the consolidated laws on mevzuat.gov.ct.tr. They describe the normal sequence for any project bought from a North Cyprus developer, including a Noyanlar Group North Cyprus project, and the sale contract for your unit is the document that sets your exact terms.
- Ownership search and checks. An ownership search is made at the Tapu Amirliği (District Land Registry Office) of the district where the property is registered. The Land Registry’s own website carries its notices and legislation. The search shows the registered owner, mortgages, restrictions and the title category.
- Reservation and sale contract. The buyer selects a unit and signs a reservation and then a sale contract, which should show the unit, the price and currency, the payment schedule and the delivery date.
- Stamping. The contract is stamped at the Tax Department under the Stamp Duty Law. Per our guide, the rate is 0.5% of the stated sum up to TL 89,000,000 and 0.1% above that, paid by the buyer unless the parties agree otherwise, with foreign-currency amounts converted at the official rate on the stamping day.
- Registration at the District Land Registry and permit application. Under Decree-Law 89/2026, published in Resmi Gazete No. 147 on 7 August 2026, the stamped contract is registered at the District Land Registry and the Permission to Purchase application is lodged with the Interior Ministry within one month of signing.
- Council of Ministers decision and publication. A foreign buyer needs a Council of Ministers decision under Law 52/2008. The permit is published in the Resmi Gazete, and that publication starts the transfer deadlines.
- Transfer fees and title transfer. Under the decree, transfer fees are paid within 75 working days and the transfer declaration is signed within one year of publication. The consolidated text of Law 52/2008 on mevzuat.gov.ct.tr still shows 60 working days and six months, as our guide notes, so the lawyer’s file should say which text was applied.
- Utilities. Water and electricity are connected in the buyer’s name once taxes and fees are paid.
The fees a buyer meets are set out in our guide. Land Registry transfer fees on sales to foreigners are 4% for the first property (3% transfer fee, 0.5% for the Immovable Property Commission and 0.5% for the Housing Acquisition Unit), 5.5% for a second and 6% for a third, under the schedule published in Resmi Gazete No. 197 on 7 October 2026 and valid to 5 January 2027. VAT is 5% on housing up to 300 m2 of closed area and 10% from 300 m2, and the sale contract states whether a price includes it. Mortgage registration is 1% of the loan. The permit application fee is TL 35,446.50, which is half the gross monthly minimum wage. As an arithmetic illustration only, the Sea Breeze entry price of GBP 80,000 shown on our listing gives a first-property transfer fee of GBP 3,200 (80,000 x 4%), stamp duty of about GBP 400 (80,000 x 0.5%, paid in lira) and VAT of GBP 4,000 (80,000 x 5%) where VAT applies.
On payment, Noyanlar Group North Cyprus describes an in-house instalment model in its 2026 interview, in which the company finances its own projects without a bank, and the payment schedule for a unit is written into the sale contract. The figures for deposit, instalments and the amount due on delivery are the ones in your own contract. Our guide adds that North Cyprus listings are generally priced in GBP, while the legal tender is the Turkish lira.
Ownership route, title deeds and residence permits for Noyanlar Group North Cyprus buyers
Foreign buyers of a Noyanlar Group North Cyprus home are subject to the same rules as buyers of any other project. Our guide for foreign buyers sets them out. A foreigner is anyone who is not a TRNC citizen, and a purchase needs a Council of Ministers permit under Law 52/2008. Under Decree-Law 89/2026, while it is in force, a foreign buyer may hold up to three apartments, or up to six for nationals of states that recognise the TRNC; land with a permitted building is limited to 1,338 m2 with one house, a detached house may stand on land of up to 3,300 m2, and a mass-housing project allows two two-storey detached villas, or three for nationals of recognising states. The consolidated text of Law 52/2008 shows different numbers: one apartment, or three for recognising states. Foreigners may hold up to 7% of any district’s area and 3% of the country’s area, and agricultural land, forest land and military zones are closed to foreign buyers.
Title-deed categories are a separate subject from the building. For a Noyanlar Group North Cyprus unit, the deed for the unit, together with the Land Registry search (araştırma belgesi), shows the category. Our guide notes that agency guides describe categories such as Turkish title, exchange (eşdeğer) title and allocation, and that the Land Registry’s fee schedule distinguishes land held under a Final Disposition Certificate (Kesin Tasarruf Belgesi) from land held under Value Documents (Mal Değer Belgeleri). It also recommends that a lawyer of your choice confirms the category in writing. Condominium title (kat mülkiyeti) or condominium easement (kat irtifakı) under Law 35/2010 must exist before a permit application, and the Immovable Property Commission under Law 67/2005 accepts applications until 21 December 2027.
On residence permits, our residence permit guide states the TRNC position as follows: property-based short-term permits run for 10 years where the applicant holds the title deed and the property is GBP 300,000 or more, and for 5 years for lower values or where only a contract exists. The buying guide adds that a contract-based application needs at least one-third of the price paid and the permit application lodged, and that for a stamped and approved contract of GBP 300,000 or more the permit is 5 years without an income test, while lower values need proof of monthly income of one minimum wage. Permanent residence under Law 51/2015 needs housing worth at least EUR 125,000, proven income, six years of continuous permits, health insurance and a clean record. A purchase does not itself confer residence or citizenship: citizenship under Law 25/1993 rests on residence or a Council of Ministers decision, as covered in our citizenship and immigration page and the residency programme overview. These permits apply in the TRNC only, and the Republic of Cyprus does not recognise TRNC-issued permits.
