In Northern Cyprus the title category — not the building — decides how secure your ownership is. We confirm the category for this project in writing before any money moves.
How the four categories differ →Sky Diora Erenkoy is a Noyanlar Group housing project at Yeni Erenköy, in the Karpaz direction of the İskele district in Northern Cyprus, and the developer’s page lists 80 units in two types, a 1+1 Penthouse and a 2+1 Loft. This guide sets out what Noyanlar publishes about Sky Diora Erenkoy, what its distance figures can and cannot show, and what official sources add on the area, hospital access and the 2026 purchase rules. No price is published, so none appears. Legal points are stated as of 17 October 2026.

Noyanlar describes Sky Diora in the Turkish text of its project page as a housing project in the Yenierenköy area, “close to beaches and the marina” in translation, with landscaped grounds and social amenities. The heading and project data write the place as Yeni Erenköy; the description writes it as one word. No street, plot number or coordinates are given, so the plot’s position relative to the sea, the road and any marina cannot be checked from published data.
The page states 80 units in two types and four amenities: a swimming pool, a playground, a cycling and walking path, and a gym or sports hall (the Turkish wording is spor salonu). It gives no number of buildings or floors, no count of units per type and no opening date for any amenity. Neither Penthouse nor Loft is defined.
Three status labels appear. Noyanlar files Sky Diora among its ongoing projects, the project page says Ön Satışta (pre-sale), and the project card carries the tags Lüks, Site and Yakında, the last meaning coming soon. Unlike several other Noyanlar pages, these labels do not contradict one another, but none states a construction stage. The page links to a construction-progress log, which loaded as an empty page on 18 October 2026, so no stage is reported here.
Delivery is not displayed on the developer’s project page. The page source holds the year 2027, but that field is hidden on every screen size, so it is not relied on. The source also holds a generic payment-plan panel that is identical on all 21 Noyanlar project pages that carry one, from a 20-villa scheme to a 1,560-unit scheme; it is an unverified template and is not treated as the terms of this project.

The developer lists two unit types, 1+1 Penthouse and 2+1 Loft. Its plan section holds two blocks, labelled only 1+1 and Loft, so the labels do not match the type names: the first leaves out Penthouse and the second leaves out the 2+1. Neither block shows a net or gross area, a bathroom count or a terrace size. Several other Noyanlar pages print one identical placeholder area for every type; this page prints no area at all, so there is nothing to discard but also nothing to use.
| Sky Diora Erenkoy unit type | Plan label on the page | Net and gross area | Bedrooms (from the name) | Units of this type | Note |
|---|---|---|---|---|---|
| 1+1 Penthouse | 1+1 | Not published | 1 | Not published | The plan label does not say Penthouse |
| 2+1 Loft | Loft | Not published | 2 | Not published | The plan label does not say 2+1 |
| Both types | Two plan blocks | Not published | 1 to 2 | 80 in total | Bedrooms read from the N+1 pattern; bathrooms are not published |

Because no area is published, no size per bedroom or price per square metre can be calculated for this project. What the developer’s unit counts do allow is a comparison of scale and type mix with other İskele-district projects of the same developer. The table divides each project’s stated total by Sky Diora’s 80, and reads the largest bedroom count from the type names. All figures come from the developer’s pages; the ratio is calculated.
| Project (unit count and type mix compared with Sky Diora Erenkoy) | Units | Units ÷ 80 (calculated) | Largest bedroom count named | Types listed |
|---|---|---|---|---|
| Solmaris | 20 | 0.25 | 4 | 4+1 triplex villa |
| Sky Diora (this page) | 80 | 1.00 | 2 | 1+1 Penthouse; 2+1 Loft |
| Sea Life Plus | 108 | 1.35 | 2 | Studio; 1+1 Penthouse; 1+1; 2+1 |
| The Blue Residence | 160 | 2.00 | 3 | 1+1; 2+1; 3+1; Penthouse (bedrooms not named) |
| Terra Life | 184 | 2.30 | 0 | Studio; Studio Loft |
| Bellagio | 281 | 3.51 | 2 | Studio; 1+1; 2+1 |
| Park Residence | 528 | 6.60 | 3 | Studio to 3+1; 1+1 and 2+1 Penthouses |
| Riverside Life Residence | 820 | 10.25 | 2 | Seven 1+1 and 2+1 variants (Premier, Premier Grand, Premier Plus, Family Grand, Infinity) |
| Royal Sun Residence | 959 | 11.99 | 3 | Studio; Studio Penthouse; 1+1; 2+1; twin villas of 2+1 and 3+1 |
Of the 21 Noyanlar pages that state a unit total, Sky Diora’s 80 is the fifth smallest; only Solmaris (20), Royal Point (48), Neo Residence (50) and Miracle Villa & Residence (52) are smaller. The median of the 21 totals is 228, so Sky Diora has 148 units fewer than the median project and is 35% of its size (calculated).
The 21 totals sum to 8,708, of which Sky Diora is 0.9%. The sum includes projects that appear on this site under other names, so it is not a count of homes.
The mix is narrow. Both types are named as upper-level or variant forms, there is no studio, no three-bedroom type and no villa, and five of the nine rows above (Sky Diora, Sea Life Plus, Terra Life, Bellagio and Riverside Life) name nothing larger than two bedrooms. With 80 units in two types, the average type has 40 units if the split were even, but the split is not published, so a buyer cannot tell whether one type dominates the scheme.
The data gap defines what a buyer must obtain in writing: the net and gross area of each type and how terraces and any upper level are counted; what the developer means by Penthouse and Loft; the number of units of each type and their floors; and whether the two plan blocks correspond to the two types. Until the contract states an area, the page offers nothing against which to measure the unit delivered.
Yeni Erenköy is the name the developer uses. The same place appears in Wikipedia’s list of the İskele district’s sub-districts as Yialousa (Yeni Erenköy) (Wikipedia). At the 2011 census, the latest, the Yeni Erenköy sub-district (bucak) had 7,976 residents, against 7,906 for İskele Merkez and 6,610 for Mehmetçik; the three add up to the district’s 22,492 (census table 3; table 1). The Yeni Erenköy sub-district is 35.5% of the district (calculated).
That figure covers the whole sub-district, which also contains Dipkarpaz, and the fact packs give no population for Yeni Erenköy village alone. The packs also place Yeni Erenköy under its own municipality, Erenköy-Karpaz, 44.0 km in a straight line from Ötüken village, the ward that holds the Long Beach roundabout (OpenStreetMap boundaries). It is therefore not a Long Beach address, although it sits in the same district.
Wikipedia describes the Karpas Peninsula as 898 km², 27% of the territory of Northern Cyprus, with 26 people per km² in 2010 and more than 46 sandy beaches, İskele and neighbouring Boğaz being its gateway (Wikipedia, a secondary source). The developer’s reference to beaches and a marina cannot be tested: no fact pack names a marina or a beach at Yeni Erenköy, and no plot coordinates are published.
The developer’s distance panel gives six figures in minutes: İskele 41, Gazimağusa 52, Ercan Airport 78, Lefkoşa 85, Larnaka Airport 91 and Girne 84. Start point, road and mode are not stated. Eight other Noyanlar pages repeat one identical six-place table of 3, 24, 39, 48, 50 and 54 minutes, which is a template and not a measurement.
Sky Diora’s figures are different, and they are the longest in every row on any of the 22 Noyanlar pages (setting aside a typing error of 555 minutes to Girne on the Neo Residence page).
| Developer distance figures set against other figures (minutes) | Developer, Sky Diora | Template table on eight other pages | Fact pack: car estimate from İskele town | Developer minus pack (calculated) |
|---|---|---|---|---|
| İskele | 41 | 3 | 7 to the Long Beach roundabout (OSRM) | Not applicable |
| Gazimağusa | 52 | 24 | 26 to the Walled City centre point (OSRM) | 26 |
| Ercan Airport | 78 | 39 | 56 (OSRM) | 22 |
| Lefkoşa | 85 | 48 | 70 (OSRM) | 15 |
| Larnaka Airport | 91 | 50 | 75, border queues excluded (OSRM) | 16 |
| Girne | 84 | 54 | 70 (OSRM) | 14 |

If every journey ran through İskele town, each developer figure would equal 41 minutes plus the pack’s time from the town. The differences in the last column are 14 to 26 minutes, all far below 41, so the developer’s times are not a simple “to İskele, then onward”. They come from another start point, another road or other assumptions, and the page states none.
The pack’s own times are car estimates on OpenStreetMap data without traffic, measured from a clinic in İskele town, not from the plot. Border queues at the Nicosia crossing are reported by the UN as a source of delay (UN report S/2026/8).
| Nearby places and distances for Sky Diora Erenkoy | What it is | Distance or time, and what it is measured from | Source |
|---|---|---|---|
| İskele town | District administrative centre | 41 minutes; start point unstated | Developer page |
| Dipkarpaz | Village in the same census sub-district as Yeni Erenköy | From İskele town: 55.7 km straight, 65.9 km by road, about 68 min | OSRM estimate |
| Bafra | Village and resort area on the Karpaz peninsula | From İskele town: 18.8 km straight, 20.9 km by road, about 23 min | OSRM estimate |
| Kantara Castle | Castle in the Karpaz foothills | From İskele town: 13.5 km straight, 21.9 km by road, about 33 min | OSRM estimate |
| Golden Beach (Altınkum) | Turtle nesting beach on the Karpaz road | From İskele town: 69.8 km straight, 84.2 km by road, about 93 min | OSRM estimate |
| Apostolos Andreas Monastery | Monastery at the peninsula’s eastern end | From İskele town: 73.9 km straight, 88.5 km by road, about 95 min | OSRM estimate |
| Gazimağusa State Hospital | Nearest state hospital with in-patient beds named in the packs | From the Long Beach roundabout: 10.2 km straight, 10.7 km by road, about 12 min; no figure from Yeni Erenköy | OSRM estimate |
| Yeni Erenköy health centre | Public health centre listed in the Statistical Yearbook | No distance, hours or staff count given | Yearbook 2024 |
| Ötüken village | Ward that contains the Long Beach roundabout | 44.0 km straight from Yeni Erenköy | OpenStreetMap boundaries |
No weather station stands at Yeni Erenköy. The nearest WMO series in the packs is Paralimni in the Republic of Cyprus for 2002 to 2011, with mean daily maxima of 32.9 °C in July and 33.3 °C in August and 331.1 mm of rain a year (WMO); the packs give no distance from Paralimni to Yeni Erenköy. The TRNC’s Gazimağusa station recorded 364.6 mm in 2024 (Yearbook 2024).
The Karpaz beaches are sea-turtle nesting grounds. The Environment Protection Department counted 1,834 nests in 2024, 94.1% of them green turtle, and publishes rules for May to October, among them no umbrellas within 35 m of the sea, shielded lights and no vehicles on the beach (department note). The note does not say which beaches near Yeni Erenköy are monitored, so whether the rules touch a given plot is a question for the authorities.
Planning is a further gap. The Central Legislation Office’s list of laws shows an Environment Law, the Condominium Law 35/2010 and a Holiday Homes Law, but no planning or coastal law, and the Turkish Coastal Law distances that searches turn up are not TRNC rules (list of laws). No setback or height limit is therefore stated. Wider context sits on the Northern Cyprus country page; for the nearest city with a state hospital, see the Famagusta city page.
Every figure in the developer’s distance panel points the same way: Sky Diora lies farther from each listed place than any other Noyanlar project. This section asks what that means for a household that needs medical care, daily services or a legal basis to stay, using only facts from the packs and the developer’s page.
The table sets out the care that the sources name, from the nearest tier outwards. It shows one clear fact and one clear gap. The clear fact is that İskele district has no state hospital and no recorded in-patient beds. The gap is that no source gives a travel time from Yeni Erenköy to any of these places.
| Level of care | Place | What the sources say | Distance or time as stated | Source |
|---|---|---|---|---|
| Local health centre | Yeni Erenköy health centre | Listed in the Yearbook’s health-centre tables beside İskele, Dipkarpaz and Mehmetçik; hours, staff and services are not in the packs | None given | Yearbook 2024 |
| District health centre | İskele Health Centre, 20 Temmuz Caddesi, İskele town | Staff rose to 15 in 2024 from 10 in 2020 to 2023 | Developer lists İskele at 41 min; start unstated | Yearbook 2024; OpenStreetMap |
| In-patient care in the district | None | The Ministry names six state hospitals, none in İskele; the Yearbook records zero state and private in-patient beds in İskele district for 2020 to 2024 | Not applicable | Ministry list |
| Planned | Karpaz Hospital | On 17 August 2026 the Health Minister said the rough construction was complete and the building would be finished by the end of 2026; site and bed count not given | Not stated | Ministry press item |
| Nearest state hospital with beds named | Gazimağusa State Hospital, Salamis Road | About 160 beds; its own page says it serves Gazimağusa and Yeni İskele, the hospital’s wording for İskele | Developer lists Gazimağusa at 52 min, to the city and not to this hospital | Hospital page |
| Private hospital in Famagusta | Mağusa Yaşam Hospital | Says it treats patients from Gazimağusa, İskele, Girne, Lefkoşa, Karpaz and Lefke; this is the operator’s description, not an official list | Not stated | Operator site |

The developer’s 52 minutes to Gazimağusa is a time to the city from an unstated start, and the hospital stands on Salamis Road, so the time to the hospital is unknown. The Karpaz Hospital promise falls 74 days after this guide’s check date of 18 October 2026 (calculated), and it is a ministerial statement; with no site published, nobody can yet say whether it would be nearer to Yeni Erenköy than İskele town is.
Time in the country is the second variable. A foreigner without a permit needs a visa or e-visa and may stay 90 days at a time and 90 days in any 180, with stays of 72 hours or less not counted (Residence and Visa Regulation, 5 October 2026).
A property-based short-term permit requires a home suitable for residence and actually used for it. With title in the applicant’s name and property worth GBP 300,000 or more, the permit runs 10 years; below that, 5 years. With only a stamped and approved sale contract, GBP 300,000 or more gives 5 years, and a lower value needs proof of one monthly minimum wage of income. At least one third of the price must be paid and the purchase-permit application lodged.
Because Noyanlar publishes no price, this guide cannot say on which side of GBP 300,000 a Sky Diora unit falls.
Permanent residence is a longer road: housing worth at least EUR 125,000, six continuous years of permits (three at age 60 or over), valid TRNC health insurance, and no more than 180 days abroad in any one of the last six years, a limit waived if total time abroad stays within 1,080 days (Permanent Residence Law 51/2015). The citizenship and immigration page and the residency programme article cover residence more widely.
An owner who lets the unit while absent meets the Holiday Houses Law. A tourism lease of up to 60 days needs registration with the Tourism Planning Department, a registration certificate and an operating permit before letting, and operating without them is an offence with a fine of up to 10 times the gross monthly minimum wage, which is up to TL 708,930 at the TL 70,893 wage from 1 July 2026 (calculated; Holiday Houses Law; wage notice).
Rent is taxed by 10% withholding (Income Tax Law). No dated rental statistic for İskele or Tatlısu was found, so no rental claim is made; the guide to Airbnb legal compliance treats short lets in detail.
Seasons matter for a house used all year. At Paralimni, January is the wettest month with 97.3 mm, while June to August bring 0.1, 0.0 and 0.8 mm. These are station figures from another place on the east coast, not readings from Yeni Erenköy.
Daily services are a further gap. The pack’s count of 47 mapped service features, among them nine bank branches, eight pharmacies and four supermarkets, covers a 6 km circle around the Long Beach roundabout (OpenStreetMap query) and so describes the Long Beach strip, not Yeni Erenköy. İskele town has a Maarif college that grew from 326 to 685 students (Ministry of National Education). No source counts shops, pharmacies, banks or schools at Yeni Erenköy itself.
For travel, Ercan Airport receives flights from Türkiye only (Wikipedia) and the developer lists it at 78 minutes. Larnaka Airport, at 91 minutes, lies in the Republic of Cyprus, so the road crosses the Green Line.
The checklist below turns the gaps into questions to settle before treating the unit as a year-round home.
A pre-sale unit raises one legal question before the others: whether the unit exists in law yet. Law 52/2008 requires condominium title (kat mülkiyeti) or a condominium easement (kat irtifakı) under Law 35/2010 before a purchase-permit application, and selling without it is an offence (Law 52/2008). Under Decree-Law 89/2026 (Resmi Gazete No. 147, 7 August 2026), as of 17 October 2026, an application may instead be backed for two years by a building permit or Planning Approval where condominium title could not be established.
The decree’s 90-day validity ends about 5 November 2026 unless Parliament enacts it, so every rule in this section depends on the decree being in force or enacted.
Quantity limits bite in an 80-unit scheme. The decree lets a foreign buyer hold up to 3 apartments, or 6 for nationals of states that recognise the TRNC, caps sales of housing projects in zoned areas at 80% to foreigners, and bars first-degree relatives or same-nationality buyers from together taking more than half the units on a parcel.
If the 80% cap applied to the whole scheme, it would reach at most 64 of the 80 units, and the half-parcel rule would allow 40 if all 80 stood on one parcel (calculated; the parcel layout is not published). The consolidated Law 52/2008 still shows 1 apartment.
| Step | Who | Typical time | Source |
|---|---|---|---|
| 1. Confirm condominium title or easement, or the two-year transitional route | Seller; Land Registry | Needed before the permit application | Law 52/2008, art. 8(2) |
| 2. Check the unit against the buyer’s legal limits | Buyer; independent lawyer | Before any payment | RG 147 |
| 3. Sign the sale contract and have it stamped | Buyer and seller; Tax Department | No set period; stamp is 0.5% of the stated sum | Stamp Duty Law |
| 4. Register the stamped contract and file the permit application | Buyer, lawyer or proxy; district Land Registry; Interior Ministry | Within 1 month, or the contract is void | RG 147 |
| 5. Security review and Council of Ministers decision | Interior Ministry; Council of Ministers | No official processing time in the laws read; none on the developer’s page | Interior Ministry list |
| 6. Pay the transfer fees | Person registering the title | Within 75 working days of the permit’s publication (60 in the consolidated text) | RG 147 |
| 7. Sign the transfer declaration at the Land Registry | Buyer and seller | Within 1 year of publication (6 months in the consolidated text) | RG 147 |
| 8. Connect water and electricity | Buyer; local authorities | Only after all taxes and fees are paid | RG 147 |
Fees follow a Council of Ministers regulation in Resmi Gazete No. 197 of 7 October 2026: Land Registry fees on a sale to a foreigner are 4% for a first property, 5.5% for a second and 6% for a third, valid only until 5 January 2027 inclusive. Agency pages quote 6%, 9% and 12% from other periods, so quotations differ. With no published price, no amount is calculated here; the article on buying, building and renting costs covers costs in general.
Transactions are handled only at the Land Registry office of the district where the property is registered, according to the 15 July 2025 announcement, which does not name the office for İskele district. No official TRNC source read requires foreign purchase contracts to be registered at a court. Foreigners may also not hold more than 7% of a district’s area, and no figure for how much of İskele district has been sold to them was found.
The developer states no title-deed category for Sky Diora, so none is claimed here. UK Government guidance, last updated on 27 November 2019, says ownership of many properties in the north is disputed, with thousands of claims from people displaced in 1974, and that even pre-1974 Turkish-title land may be refused to a foreign buyer without reasons (gov.uk guidance).
In Demopoulos (1 March 2010) the European Court of Human Rights treated the Immovable Property Commission as the remedy to use first (decision). The commission reports 8,807 applications and 3,757 concluded as of 2 October 2026 (commission page), and Law 67/2005 accepts applications until 21 December 2027 (law).
The Karpaz end of the district has its own record. In Cyprus v. Turkey (10 May 2001) the Court noted that, apart from a few hundred Maronites around Kormakitis and the Greek Cypriots in the Karpas peninsula, the Greek Cypriot population living in the north before 1974 had left (judgment). The UN reported on 5 January 2026 that its force delivered basic provisions to 283 Greek Cypriots and 45 Maronites in the north during the reporting period (report).
Neither source names Yeni Erenköy or any plot, and no commission decision naming it was found. Title status therefore has to come from the deed and a Land Registry search for the parcel.
Court rulings reach beyond the north: in Orams (28 April 2009) the Court of Justice of the EU held that a Republic of Cyprus judgment on land in the north is enforceable in other member states (press release). Under Protocol 10 to the 2003 Act of Accession, EU legislation is suspended in the north, the European Commission states (Commission page).
Building quality is a separate matter: a 2023 statement by the engineers’ chamber said the İskele area has the most sensitive soil and that projects are checked against the earthquake regulation (Yenidüzen); it does not address this project. The article on title deeds explains title categories.

The table lists all 14 new Noyanlar listings, this page included, and the eight Noyanlar projects already on this site. It uses only what Noyanlar’s pages show: category and tag, delivery as displayed, the area label, unit types and the stated unit total. Delivery is not displayed on any of the 22 project pages, and the Four Seasons pages are listed because they appear on the developer’s site; their developer attribution is disputed and is not stated here.

Taken together, the 22 pages place 18 projects in İskele town, Long Beach, Boğaz or İskele Merkez, and one each in Yeni Erenköy, Gazimağusa, Yeniboğaziçi and Geçitkale. Sky Diora is the only Karpaz-direction project, and with 80 units it sits among five pages that state fewer than 100. Where category and tag disagree, as at Bellagio and Royal Sun Residence, the table reports both; Sky Diora’s labels do not conflict. The table claims no ranking. The widest difference it shows is scale, from 20 to 1,560 units.
On its About page, Noyanlar says the group was founded in 1973 as Arken Mimarlık ve Mühendislik Ltd. Şti., became Noyanlar İnşaat Ltd. in 1994 and gathered its operations under the name Noyanlar Group of Companies in 2008. It describes itself as a family company active in architecture, engineering, contracting, project management and real-estate development, with growth in the Gazimağusa and İskele areas. These are the developer’s statements and are not verified here.
The same site lists group companies, among them Noyanlar Holiday Homes (tourism and holidays), Long Beach Medical Center (described as a hospital), Sea Life Otel (a hotel), ZAGIDAS (café and pâtisserie), Royalsun Fitness Center, Mackenzi Bay (restaurant and bar) and Noyanlar Invest. The Statistical Yearbook records no private in-patient beds in İskele district for 2020 to 2024, and the group’s page does not say whether the medical centre has beds, so it is not counted as a hospital in this guide’s access table.
The services page lists project development, construction management, parcelling and real-estate services, architecture and engineering, pool construction and maintenance through N.M. Pools, founded in 2012, and home maintenance through Brief Maintenance, which names Yeniboğaziçi and İskele as its area and not the Karpaz direction. Totals of projects and homes and the certification and recognition claims on the About page are not repeated here, because they could not be matched with the group’s own project lists. No contact details are reproduced.
It is a Noyanlar Group housing project at Yeni Erenköy in the İskele district of Northern Cyprus. The developer’s page lists 80 units in two types, a 1+1 Penthouse and a 2+1 Loft, with a swimming pool, a playground, a cycling and walking path and a gym or sports hall. It files the project under ongoing and labels it pre-sale. No price, delivery year, floor area or title-deed category is displayed, so each must be requested from the developer in writing.
The developer names the place Yeni Erenköy and lists 41 minutes to İskele, 52 to Gazimağusa, 78 to Ercan Airport, 85 to Lefkoşa, 91 to Larnaka Airport and 84 to Girne, without a start point. OpenStreetMap-based figures in the fact packs put Yeni Erenköy 44.0 km in a straight line from Ötüken village, where the Long Beach roundabout lies. No coordinates or plot number are published.
Noyanlar publishes no price for the project, and none is given here. Payment terms are not published either, so any figure a salesperson quotes should be written into the sale contract. Land Registry fees, stamp duty and the permit application fee are set by law and can be estimated only once a contract price exists. As of 17 October 2026, under the regulation of 7 October 2026, the Land Registry fee for a foreign buyer’s first property is 4%, valid until 5 January 2027 inclusive.
No delivery date is displayed on the developer’s project page. The developer files the project among its ongoing projects and labels it pre-sale, and the construction-progress link on the page loaded as an empty page on 18 October 2026. A buyer can ask for the handover date and the current construction stage in writing and for the contract to state both. The handover date matters most for a buyer who plans to move in rather than visit seasonally.
Sizes are not published. The plan blocks for the 1+1 Penthouse and the 2+1 Loft show no net or gross area, and the page does not say how many units each type has or what Penthouse and Loft mean. Bedroom counts of one and two are read from the type names. A buyer needs the net and gross area of the chosen unit in the contract, because the page offers no figure to check it against.
No source gives a time from Yeni Erenköy to a hospital. İskele district has no state hospital and recorded zero in-patient beds in 2020 to 2024. The nearest state hospital with beds named in the packs is Gazimağusa State Hospital, 10.7 km by road from the Long Beach roundabout. The developer lists 52 minutes to Gazimağusa. On 17 August 2026 the Health Minister promised a Karpaz Hospital by the end of 2026, with no site published.
As of 17 October 2026, under Decree-Law 89/2026, a foreign buyer needs a Council of Ministers purchase permit and may hold up to three apartments, or six for nationals of states that recognise the TRNC. The decree’s validity ends about 5 November 2026 unless Parliament enacts it, and the consolidated Law 52/2008 still shows one apartment. Condominium title must exist before the permit application, which matters for a pre-sale unit.
TRNC law makes no purchase an automatic route to citizenship, and EU legislation is suspended in the north. A property-based residence permit can follow, for 5 or 10 years depending on the property’s value, with GBP 300,000 as the dividing line in the regulation of 5 October 2026. Permanent residence needs housing worth at least EUR 125,000, six continuous years of permits and valid health insurance. Because the price is unpublished, the guide cannot say which permit a Sky Diora unit would support.
Under the Holiday Houses Law, a tourism lease of up to 60 days of a unit built as housing requires registration with the Tourism Planning Department, a registration certificate and an operating permit before letting. Operating without them is an offence with a fine of up to 10 times the gross monthly minimum wage. Rent is taxed by 10% withholding. No rental statistic for the area was found, so no income is suggested.
No match was found. A check of the 44 Northern Cyprus listings on this site on 18 October 2026 found none with the name Sky Diora or with an 80-unit, two-type mix of a 1+1 Penthouse and a 2+1 Loft. Eight other Noyanlar projects are already listed here under other or similar names, and the comparison section lists them with links.
