Description

Angel Towers Famagusta is an apartment project in the centre of Famagusta (Gazimağusa), Northern Cyprus, which the developer, Noyanlar Group, lists with 135 units, 1+1 apartments and 2+1 penthouses, but no price, floor area or visible delivery year. This guide to the Angel Towers Famagusta listing reports what the developer’s page shows, notes where its labels disagree, and adds sourced material on the city, renting, buying and checks. Rules are given as of 17 October 2026; some rest on a decree that lapses around 5 November 2026 unless enacted.

Overview of Angel Towers Famagusta

Noyanlar Group’s project page is headed “Comfortable and Modern Living in the Centre of Mağusa”, the developer’s English rendering of its Turkish title. It places the scheme in the city centre, within a short distance of universities, shopping centres, banks, schools and public transport, but gives no street, ward, storey count or finishing specification. Two unit types are listed, 1+1 and 2+1 penthouses, with a total of 135 units.

The developer’s status labels diverge. The visible status line reads “Ön Satışta” (pre-sale), while the project card on its services page is tagged “Tamamlandı” (completed) and the project sits in the ready-to-move-in category. A delivery field hidden from visitors, present only in the page source, reads “Teslim Edildi” (delivered) beside 2023; because visitors cannot see it, it is not relied on. Delivery is recorded as not displayed, and the handover status should be confirmed in writing.

Identity is unconfirmed. Two other Famagusta apartment listings have a similar profile: Sakarya Gardens, listed on this site with 139 apartments and 11 shops, and Sky Sakarya (Döveç Group, delivered May 2023, 1+1 and 2+1, no unit count). Counts and type lists differ and none of the three publishes a street address, so nothing here confirms or excludes a match. This guide writes only what Noyanlar’s page states.

The price is “not published”: Noyanlar shows none for any project. Its pages also hold a hidden payment-plan panel (35% down, 48 months, from £2,500 a month, 15% at handover) that is identical on every project, including a scheme tagged completed and a 20-villa scheme. It is an unverified template, not this project’s terms, and no price is calculated from it.

Angel Towers Famagusta unit types and how the 135 units compare

For Angel Towers Famagusta the developer names types and a total and nothing finer. The first table records what each type name implies, how many plan blocks the page shows for it, and what is missing. Bedroom counts follow the type name (N+1 means N bedrooms), because the page’s own bedroom labels are not reliable, as the paragraph after the table explains.

Type as named Bedrooms by name Units of this type Floor area Plan blocks on the page
1+1 1 Not published Not usable 3 blocks: one under the “Stüdyo” tab, plus “Tip-1” and “Tip-2”
2+1 penthouse 2 Not published Not usable 2 blocks: one under the “Stüdyo” tab, plus “Tip-1”, which shows no area
Commercial unit (Ticari Alan) Not applicable Not published; not stated whether inside the 135 Not usable 1 block, under the “Stüdyo” tab
Studio 0 Not published Not usable A tab name only; no block is labelled studio
aerial view of Angel Towers from the side with an unfinished block next to it

The plan section is the least reliable part of the page. Five of the six blocks carry the same net and gross pair, the commercial unit included, so the values describe no real unit and are not repeated here.

Bedroom buttons show two bedrooms on the 1+1 plans and on the shop, and the tab named “Stüdyo” holds 1+1, 2+1 and shop plans. Three plan image files also appear on other Noyanlar project pages, so at most one page can be showing its own plans.

With no usable area, the size range is recorded as unknown. A buyer needs the net and gross area of the specific flat, in writing, tied to its plan, with a statement on whether balconies and roof terraces count. Without a unit count per type, even the split between 1+1 flats and penthouses is unknown, and a penthouse with a roof terrace may raise a separate title question at the Land Registry.

The second table replaces a size comparison with a unit-count comparison, since the count is the only quantity the developer publishes. Every figure is calculated from the developer’s stated unit counts across its project pages: 21 of the 22 pages state one, and the Sea Pearl page does not.

Measure of scale for this project Value Arithmetic (calculated from the developer’s counts)
Units, this project 135 Stated on the project page
Stated counts across the 21 pages that give one 8,708 units Sum of the counts; it includes projects that appear to correspond to existing listings on this site
Share of that total 1.55% 135 / 8,708
Median of the 21 counts 228 11th of 21 in ascending order (Sea Breeze)
Position of 135 among the 21 7th smallest, tied with La Palazzo 6 counts are lower and 13 are higher
135 relative to the median 0.59 135 / 228
Median of 17 İskele-area counts (Long Beach, Boğaz, İskele) 281 Sorted counts run from 20 to 1,560; 135 / 281 = 0.48
Listed unit types, this project 2 1+1 and 2+1 penthouse
Median listed types, 18 İskele-area projects 4 Counts of type names on each project’s type line
Other two Famagusta-district projects Neo Residence 50; Olea Residence 650 135 / 50 = 2.7; 650 / 135 = 4.8

On these figures the block is mid-small by the group’s standards: larger than the boutique schemes of 48 to 52 units, smaller than the large estates of 440 units and up. It has a narrower type mix than most of the group’s İskele schemes, two named types against a median of four. For 135 units the missing split by type matters, because penthouses are usually few and are priced and titled differently from standard flats.

What a buyer should request follows from the data gap. First, the net and gross area per type, in writing, and which plan belongs to which flat. Second, the number of units of each type and of commercial units, and whether the 135 includes shops. Third, the floor and orientation of the specific flat. The developer’s page supports none of these, and no estimate is offered in their place.

Location of Angel Towers Famagusta: the city centre and the distances listed

The developer states the location three ways: a hero label “Gazimağusa”, an information box reading “Gazimağusa Merkez” (Famagusta centre), and a description placing the scheme in the city centre. No street, ward, parcel number or map point is published, so nothing below is measured from the building. Each figure names its reference point and says whether it is the developer’s number, a straight line or a road estimate.

The developer’s list gives minutes without a method: İskele 15, Famagusta 0, Ercan Airport 46, Nicosia 48, Kyrenia 54, Larnaca Airport 55. Nicosia 48 and Kyrenia 54 are the same as two values in a list that appears verbatim on eight other Noyanlar pages in the İskele area, which suggests copying. The zero only confirms that the building is in Famagusta.

For scale, road routing from the Walled City centre point gives about 56 minutes to Ercan Airport, 69 to Nicosia and 73 to Kyrenia (OSRM). The developer’s minutes are 10, 21 and 19 shorter. Routing is indicative, so the gap is a question to put to the developer, not proof of error. For Larnaca Airport the sources hold only a straight-line figure of 40.8 km, because the road distance depends on the crossing and on the traveller.

“Centre” is not self-evident in Famagusta. The municipality treats the walled Suriçi as the historic centre and describes growth after 1986, when EMU became a state university, towards the north and north-east: Sakarya, Karakol, Baykal, the Salamis Road corridor and Tuzla. A central address could therefore lie inside the walls or in any of those wards. Map data cannot settle it, since OpenStreetMap assigns wards inconsistently. The 2011 ward table runs from Sakarya, with 7,647 residents, to the closed area of Kapalı Maraş, with 226.

City size depends on the source. The 2011 census counted 40,920 residents in the municipality, whereas a 2020 State Planning Organisation projection cited by the municipality puts it at 55,868; one is a count and one an estimate. The municipality also gives 93 km² (2008) and says over 20,000 university students and staff live there much of the year. Before 1974 it had about 41,000 people and the island’s largest port.

The six “amenities” are neighbourhood conveniences rather than building facilities, and none is named or measured. City Mall is the shopping centre documented in the sources: its operator (site) reports four floors, 65 stores, over 130 brands and daily hours of 10:00 to 22:00. Whether the developer means it is not stated. The municipality runs four free bus lines on limited days, one linking Suriçi and the EMU campus on Tuesday-to-Saturday evenings; its timetable page warns that services run unless announced otherwise.

The Gazimağusa State Hospital stands on Salamis Road. Its own site gives about 160 beds and calls it the TRNC’s second-largest state hospital after Nicosia’s; the Statistical Yearbook shows 161 state in-patient beds in the district and four private institutions with 104 beds in 2024. In July 2026 the Health Ministry announced the hospital’s first vascular surgery, with more procedures promised gradually. No list of specialities is given here.

From the Walled City, Ercan Airport is 40.0 km away in a straight line and 56 km by road, a transfer of about an hour. The Highways Directorate describes the Nicosia–Famagusta road as the country’s busiest, with daily traffic up to 40,000 vehicles. No ferry is mentioned, because the sources disagree on whether Famagusta has a passenger service to Mersin.

Heritage sits close: the Walled City (Lusignan walls of the 14th century, later reshaped by Venice) with Othello Castle (Wikipedia), and Salamis 6 to 8 km to the north. Varosha is different. The UN Secretary-General’s report S/2026/550 (6 July 2026) records no action on the Security Council’s call to reverse the steps taken since October 2020. Noyanlar’s page does not place the building in Varosha, and no title statement about Varosha is made here.

Wider context is on this site’s Northern Cyprus and Famagusta pages.

A city-centre flat in Famagusta: student demand, renting rules and resale checks

Noyanlar’s text for this block stresses closeness to universities, shopping, banks, schools and transport, and adds an investment-potential claim that is neither repeated nor tested here. The page quotes no rent, offers no rental management and states no return figure. This section therefore sets marketing aside and covers three things: what official figures say about students, what the law says about letting a flat, and what to check in a resale of a completed block.

Famagusta’s municipality names five universities: EMU, the Istanbul Technical University North Cyprus Campus, Ada Kent, Cyprus West and European Leadership University. Their 2024-25 enrolments in the Statistical Yearbook 2024 are 15,729, 1,209, 1,213, 372 and 1,212, a total of 19,735 (calculated), in line with the municipality’s “over 20,000” students and staff. EMU alone is about 80% of it (15,729 / 19,735).

Direction matters more than level. EMU’s enrolment slipped from 16,640 in 2021-22 to 15,729 in 2024-25 (down 5.5%, calculated as 911 / 16,640), and total higher-education enrolment in the TRNC dropped 8.0% over the same period, from 114,000 to 104,873.

EMU’s bulletin says 2,271 students were placed through Türkiye’s 2025 exam, against 2,185 in 2024, so one intake grew while the whole shrank. Gazimağusa district also saw 1,492 dwelling units reach final approval in 2025 (538 urban, 954 rural; construction bulletin).

One caution on admissions: EMU’s bulletin ties its 70% occupancy figure to the quota for the Turkish-placed intake, not to all students, so it cannot be read as the share of beds or flats let. A buyer thinking of student tenants should also note that the developer’s page names no campus and gives no distance to one; the only mapped figure in the sources puts the EMU campus 3.9 km in a straight line from the Walled City centre point.

Table: how the sources count EMU students and student housing

Item Figure As of Source and reliability

Private campus dormitory fees USD 1,600 to 6,095 per academic year 2023/24 price list EMU handbook; official but out of date
Asking rents, city-centre flats 1+1 EUR 200 to 400; 2+1 EUR 300 to 550; student 1+1 near the campus EUR 150 to 300 a month 16 April 2026 SonDakikaCyprus; no data source named

Campus dormitories offer about 10,000 places against 15,729 students. The difference of 5,729 (calculated) leaves out privately owned dormitories whose size is not given, so it is arithmetic and not an official shortage claim; none was found. The only 2026 rents are the press ranges in the table, which also say student flats near the campus are plentiful. They have no named data source and are not market rents.

Letting is taxed by statute whatever the demand. The Income Tax Law (consolidated 25 May 2026) withholds 10% of gross rent, a final tax for individuals; an owner abroad without a permanent representative leaves the withholding to the tenant. Under the VAT regulation of 7 October 2026 renting is at 0% VAT.

A fixed-term lease is stamped like any agreement at 0.5% of the total rent, normally borne by the tenant (Stamp Duty Law). Deposits, notice periods and rent control could not be sourced officially, so they are not covered.

Tourism lettings of up to 60 days are “holiday houses” under the Holiday Houses Law: the unit must be registered with the Tourism Planning Department and hold a registration certificate and an operating permit before the first guest. The department has 90 working days to decide, and letting without them risks a fine of up to ten times the gross monthly minimum wage on conviction. The sources are silent on longer tenancies. A wider overview is in this site’s article on renting through Airbnb.

Completed does not mean checked. In a resale the risk shifts from construction to paperwork and shared parts, and these checks follow from the sources.

  1. Get the street address and parcel number of the building in writing; the developer’s page supplies neither.
  2. Ask Noyanlar to state whether the building is, or is not, the same as any other Famagusta listing, and test the answer against the parcel number.
  3. Order a Land Registry research document (araştırma belgesi) from the Gazimağusa district office, an information-only ownership query (Land Registry announcement).
  4. Check that the exact flat or penthouse has condominium title or easement; the law requires it before a foreign buyer’s permit application.
  5. Request the building’s final approval certificate (nihai tasvip), the document that official statistics treat as the mark of a finished building.
  6. Read the title category and trace who owned the land before 1974.
  7. Obtain the measured plan with net and gross areas and set it beside the area on the title.
  8. Ask who manages the building, what the service charge covers and for the latest accounts; no on-site facility is listed on the developer’s page.
  9. For a let flat, collect the lease, the rent received, proof of tax withheld and any management contract with its fees.
  10. Agree the contract currency: the effective selling rate was TL 66.10 per pound on 17-19 October 2026 (Central Bank), and consumer prices rose 35.02% in the year to September 2026 (Statistical Institute).

Buying property in Northern Cyprus in brief: from first viewing to title

A non-citizen goes through a fixed legal sequence, each stage with its own clock. The table follows the order that suits a flat in a completed building, starting with the unit itself rather than the money. As the developer publishes no price, no total cost is calculated.

Step Who Typical time Source
1. Check the acquisition limit and the unit’s status Buyer and lawyer Before any payment; no official time Decree-Law 89/2026, Law 52/2008
2. Confirm condominium title or easement and run a Land Registry search Lawyer, Land Registry No official time stated Law 52/2008, Land Registry
3. Sign and stamp the sale agreement Buyer and seller; Tax Department Stamp duty 0.5% of the stated sum Stamp Duty Law
4. Register the stamped contract and apply for the permit Buyer or lawyer; Land Registry; Interior Ministry Within 1 month, or the contract is void Resmi Gazete 147, document list
5. Council of Ministers decision, published in the Resmi Gazete Council of Ministers No official processing time found Resmi Gazete 147
6. Pay transfer fees Buyer and seller Within 75 working days of the permit’s publication Resmi Gazete 147, Resmi Gazete 197
7. Sign the transfer at the district office Buyer, seller; Land Registry Within 1 year of the permit’s publication Resmi Gazete 147
Angel Towers apartment living room with sofas and wall-mounted television

On the limit: under Decree-Law 89/2026 (Resmi Gazete No. 147, 7 August 2026), in force as of 17 October 2026, a foreign buyer may hold up to three apartments, or six where the buyer holds the nationality of a state that recognises the TRNC.

It re-issues Decree-Law 63/2026 (Resmi Gazete No. 87, 11 May 2026) and, as a Council of Ministers decree, holds for 90 days, to about 5 November 2026, unless Parliament passes it. The consolidated Law 52/2008 still reads one apartment, or three for those nationals. The deadlines in the table are the decree’s; the consolidated text gives 60 working days and six months.

On fees: a regulation in Resmi Gazete No. 197 (7 October 2026) charges foreign buyers 4% on a first property, 5.5% on a second and 6% on a third, valid only to 5 January 2027 inclusive. Agency pages quoting 9% or 12% rely on earlier or unverified schedules, so quotations differ; this guide uses the official schedule. The permit application fee is half a monthly gross minimum wage: TL 35,446.50 at the TL 70,893 wage in force from 1 July 2026 (calculated).

On paperwork: the Interior Ministry’s list asks for a petition, information forms, a passport copy, a copy of the title, a location plan and an original police record from the applicant’s country. Applications can be made in person, by proxy or through a lawyer. The Land Registry said on 15 July 2025 that transfers, mortgages and research documents are handled only at the office of the district where the property is registered, so a Famagusta flat is dealt with in Famagusta.

Because the building is labelled ready to move in, the seller may be an existing owner and not the developer. Then the seller’s title, any mortgage and unpaid charges come first, while the Land Registry stages are unchanged. A foreigner may mortgage the property once fees are paid; registration costs 1% of the secured debt, and bank lending policy is not officially stated.

Risks, title and due diligence for a completed block

Completion removes building risk, not title risk. Guidance from the UK Government (buying property in Cyprus), last updated publicly on 27 November 2019, says many northern properties are disputed, with thousands of claims by people displaced in 1974, and warns of serious financial and legal consequences. Noyanlar’s page names no title-deed category, parcel or land history, so a pre-1974 background cannot be ruled in or out from it.

Two rulings frame the risk. In Demopoulos (1 March 2010, decision) the European Court of Human Rights treated the Immovable Property Commission as the route to try first; the Commission (statistics) records 8,807 applications and 3,757 concluded by 2 October 2026, and Law 67/2005 accepts applications until 21 December 2027.

In Orams (28 April 2009, press release) the EU Court of Justice held that a Republic of Cyprus judgment about land in the north is enforceable elsewhere in the EU. Neither concerns this building; they show why a title search is not optional. See also this site’s guide to title deeds.

The same guidance lists common failures: one lawyer for both vendor and builder, building without proper permits, payment plans missing from contracts, trouble obtaining completion certificates and title deeds, and mortgages the developer has placed on the land.

It adds that the Republic of Cyprus has treated dealing in property without the registered owner’s consent as an offence since 20 October 2006, with up to seven years’ imprisonment. The European Commission records that EU law is suspended in the north, and UK travel advice says consular help there is limited.

Unpaid taxes have a practical edge. Until all transfer taxes and fees are paid, local authorities may not give a permanent or temporary water connection and the electricity authority may not give a connection, except for building sites. A permit cancelled for non-payment costs double fees on re-application, and a third application for the same property is not allowed (Decree-Law 89/2026). A buyer of a resale flat should therefore ask for proof that the previous transfer was fully paid.

How Angel Towers Famagusta compares with the other Noyanlar projects on this site

Below are all 22 Noyanlar projects covered on this site: the 14 new listings, this one among them, and the eight already listed. “Status” combines the developer’s category with the card tag, and every page also carries the status line “Ön Satışta” (pre-sale).

No page displays a delivery year, so that column reads the same throughout, except for one project with no delivery field at all. Areas are the developer’s location labels. Where a project is already on this site under another name, the match is described as “listed on this site as” or, where the evidence is partial, “appears to correspond”.

Read together, the rows show that the developer’s status labels do not sort the projects cleanly. Of the 13 projects in the ready-to-move-in category, seven carry a “completed” tag, four a “coming soon” tag and two no tag; of the nine ongoing projects, seven carry “coming soon”.

This is the only one of the 22 whose page source is labelled “Teslim Edildi”, and the only one labelled with the centre of Famagusta. Neo Residence at Yeniboğaziçi and Olea at Geçitkale are the other two in Famagusta district.

The rest are in the İskele area, mostly at Long Beach. Counts run from 20 units at Solmaris to 1,560 at Ocean Life, and one page, Sea Pearl, gives no count. The comparison ranks nothing: the schemes differ in place, size and in what each page chooses to show, and the status labels contradict one another. Attribution of the Four Seasons Life series is disputed between Noyanlar and another developer, so this table makes no statement about who built it.

Noyanlar Group, the developer

On its About page Noyanlar Group (Noyanlar Şirketler Grubu) presents itself as a family company founded in 1973, whose first company, Arken Mimarlık ve Mühendislik Ltd. Şti., was an architecture and engineering practice. The timeline records the name Noyanlar İnşaat Ltd. in 1994, the gathering of all operations under Noyanlar Group of Companies in 2008, the founding of Noyanlar Development and Artwin Development in 2011 and of Noyanlar Invest in 2025. It says growth came in Famagusta and İskele, including the Long Beach area.

The page also states award, certification and delivered-home totals. None is repeated here: none could be verified independently, and the project total on the About page is higher than the number of schemes on the developer’s own completed-projects page. They are the developer’s statements and are presented only as such.

The Services page lists project development and consultancy, construction management, parcelling and real-estate services, architecture and engineering, pool construction and maintenance through a subsidiary, and home maintenance through another. Its list of group companies includes Noyanlar Holiday Homes, Long Beach Medical Center (a hospital), Sea Life Hotel, a café and pâtisserie, a fitness centre, a restaurant and bar, and Noyanlar Invest.

These are group-level statements and not statements about this project: the project page does not say which group company is responsible for the building. Contact details exist on the developer’s pages and are not reproduced.

Frequently asked questions

What is Angel Towers Famagusta?

It is a 135-unit apartment project that Noyanlar Group lists in the centre of Famagusta (Gazimağusa), with 1+1 apartments and 2+1 penthouses. The page also shows a commercial-unit plan. It publishes no price, floor area, street address or visible delivery year, and names no title-deed category. This guide uses only what the page shows, plus sourced material on the city and the purchase rules. Whether it is the same building as another Famagusta listing is unconfirmed.

Is Angel Towers Famagusta finished?

The developer’s labels conflict. The visible status line says pre-sale (Ön Satışta), the project card says completed (Tamamlandı), and the project is filed as ready to move in. A further field hidden in the page source, described in the overview, is not relied on. Because the answer decides whether a buyer deals with the developer or an existing owner, handover status, availability and the final approval certificate should be confirmed in writing before any payment.

How much does Angel Towers Famagusta cost?

Noyanlar publishes no price for this project or any other, so none is given or estimated here, and no payment plan is published for it. Costs on top of a price are set by law: as of 17 October 2026, Land Registry fees on a foreign buyer’s first property are 4% under a regulation valid to 5 January 2027, and stamp duty is 0.5% of the stated sum. A price quoted by a seller should be requested in writing, with its date and currency.

What sizes are the apartments at Angel Towers Famagusta?

No usable size is published. Five of the six plan blocks on the developer’s page carry an identical net and gross pair, including a commercial unit shown with two bedrooms, and the sixth has no area, so the values describe no real unit. This guide therefore states no square-metre figure for any type. A buyer should ask for the net and gross area of the specific flat, in writing, with the plan it belongs to, and whether terraces and balconies are counted.

Where exactly is the building?

The developer says Famagusta centre (“Gazimağusa Merkez”) and gives no street, ward or parcel number. The municipality treats the walled Suriçi as the historic centre and describes growth to the north and north-east since 1986, so “centre” can mean several places. A buyer can ask for the parcel number and request a research document from the Gazimağusa Land Registry office to identify the building. The developer’s list includes 15 minutes to İskele, but its basis is not stated.

Is it the same building as Sakarya Gardens or Sky Sakarya?

That is unconfirmed. This project has 135 units; the Famagusta listings Sakarya Gardens (139 apartments and 11 shops, as listed on this site) and Sky Sakarya (Döveç Group, delivered May 2023, no unit count) are also apartment blocks in the city, and those two are dated 2023. Unit counts and type lists differ and none gives a street address. Only a parcel number from the developer, checked at the Land Registry, would settle it.

May a non-citizen buy a flat here?

A non-citizen can buy, but only with a Council of Ministers purchase permit. As of 17 October 2026 the limit in Decree-Law 89/2026 is three apartments (six for nationals of states that recognise the TRNC). That decree lapses after 90 days, about 5 November 2026, unless Parliament enacts it, and the consolidated Law 52/2008 still shows one apartment (three for those nationals). The unit must also hold condominium title before an application can be lodged.

What taxes apply if the flat is later resold?

As of 17 October 2026 the Income Tax Law taxes a non-dealer seller’s gain by formula: the deemed gain is 20% of the higher of assessed value and price, 30% of it is exempt, and 20% is withheld at the Land Registry, an effective 2.8% of value (calculated). Selling over three properties in a year, or five in three, makes a seller a dealer; foreigners cannot use the one-off exemption. Buyers pay fees of 4%, 5.5% or 6%.

Can a flat here be let to students or tourists?

Both are lawful in principle, with conditions. Rent carries 10% withholding, a final tax for individuals, and renting is at 0% VAT. A tourism letting of up to 60 days is a holiday-house letting and needs registration with the Tourism Planning Department first, with fines for breaches. Official enrolment has fallen since 2021-22 and the only 2026 rent figures are an unattributed press estimate, so neither rent level nor demand can be assumed from the developer’s text.

Does owning a flat here lead to residence or citizenship?

Not automatically. As of 5 October 2026 the property-based short-term residence permit runs 10 years with no income test where the title is in the buyer’s name and the property is worth GBP 300,000 or more, and 5 years below that; with no published price, the side of that line is unknown. The permanent-residence route requires housing of EUR 125,000 or more and six years of permits. See this site’s guides on residency and citizenship; a purchase does not confer EU rights.
