What this list actually is

Two things are worth saying before the numbers. First, this is the Republic of Cyprus — the EU member state — not Northern Cyprus, which we also sell and which is a legally different proposition entirely. If you are comparing the two, that distinction matters more than any price on this page.

Second, “Southern Cyprus” here is very nearly one region. Thirty-three of the thirty-five projects sit in the Paphos district — Paphos town itself, plus Venus Rock, Peyia and Polis. Limassol and Nicosia have exactly one listing each. If you want Larnaca, Ayia Napa or Protaras, they are not on this page.

What makes the list unusual is its shape. It runs from €169,000 to €4,830,000 — a 28.6× spread, far wider than any other market we cover — and it is villa-led rather than apartment-led: 21 villas, 13 apartments and one plot of land. Türkiye, by contrast, is 100% apartments.

The €300,000 residency line

Cyprus’s fast-track permanent residency is the main reason foreign buyers look here, and the threshold is €300,000 (before VAT) in new residential property, bought from a developer. It also carries an annual income requirement, and it grants permanent residency — not a passport.

That last point catches people out. Cyprus ran a citizenship-by-investment programme that granted an EU passport; it was abolished in November 2020 and has not returned. Anyone still marketing a “Cyprus passport by investment” is describing something that no longer exists. If a second passport is your actual goal, Türkiye is the route that still offers one.

The cheapest listing on the page cannot be used for residency. Emerald Plots in Nicosia, at €169,000, is the entry price — but it is land, and the residential permanent-residency route requires a house or apartment. It is the only plot among the 35. Worth knowing before it draws you in on price alone.

Ethereum Village at exactly €300,000 is the other one to watch: it meets the threshold with no margin at all, and the figure that counts is the contract value net of VAT. Leave yourself room rather than sitting precisely on the number.

Villas or apartments

This is the most villa-heavy market we list, and the split is not evenly spread across the price range.

The apartments cluster at the bottom. Every project under €300,000 except one is an apartment, and they run from €195,000 to €640,000. If you want a straightforward, lower-ticket entry into an EU property market, that is where it is.

The villas own the top. All 21 sit between €300,000 and €4.83m, and everything above €750,000 is a villa without exception. Cyprus villa buying tends to be lifestyle-led — private pool, plot, sea or hill view — rather than yield-led, and the pricing reflects that.

One useful inversion: Aquamare Villas at €695,000 is the 25th most expensive ticket on the list, yet among the cheapest per square metre — its entry unit is 406.92 m². Meanwhile Demetra Residences at €750,000 is one of the dearest per square metre, on 137.98 m². Two villas, €55,000 apart, roughly three times the floor area between them.

Where these actually are

Paphos town — 21 projects. The centre of gravity of this entire list. A UNESCO-listed harbour town on the south-west coast with an international airport, a long-established expatriate community and the deepest resale market in the region. Everything from €195,000 apartments to €1.1m villas.

Venus Rock — 5 projects. A large planned coastal resort development west of Paphos, golf-led, villa-only in our list, and skewed expensive: €359,000 to €1.65m. Note that two separate listings are both called “King Residences”, at €1,125,000 and €1,583,000 — check which one you are being quoted.

Peyia — 4 projects. Hillside village north-west of Paphos above Coral Bay, popular for sea views. It holds both Rosetta Heights at €480,000 and Villa Paradise at €4.83m — the widest internal spread of any location here.

Polis — 3 projects. The quiet north-west, near the Akamas peninsula. Lower density, more countryside, and home to Paradise Beachfront Villas at €1.85m.

Limassol — 1 project. Sangria Hills, €379,000. Limassol is Cyprus’s business and shipping capital and its most expensive city generally — a single listing is thin coverage of it.

Nicosia — 1 project. Emerald Plots, the land parcel. The capital is inland and divided; it is the least holiday-oriented address on the list by some distance.

The single most valuable thing to establish early is whether the purchase is VAT-charged new-build or a resale, because it changes both the 5% question and whether transfer fees apply at all. It is not a detail; it moves the total cost meaningfully.

Title deeds — the Cyprus-specific risk

Cyprus has a long and well-documented history of delays in issuing separate title deeds on new developments, which historically left buyers who had paid in full without registered title for years. Reforms have improved the position considerably, but the issue has not vanished, and it remains the single most important due-diligence item in this market.

Practically: instruct an independent lawyer — not one recommended by the seller — have them confirm the land is free of developer mortgages, and lodge the contract of sale at the Land Registry. That deposit is what protects your claim in the gap between paying and receiving title. Every buyer in Cyprus should understand this before signing, not after.

What EU membership actually gets you

Cyprus is in the European Union and uses the euro, and this is the substantive difference from the northern part of the island. In practice it means EU-standard property law and land registration, euro pricing with no currency mismatch for European buyers, and a mortgage and banking system inside the EU framework.

What it does not mean is free movement rights for a non-EU buyer. Cyprus permanent residency lets you live in Cyprus; it is not a Schengen residence permit, and Cyprus is not yet in the Schengen area. Treat those as separate questions.

Gaps in the data on these listings

Worth stating plainly rather than letting you discover it mid-search.

None of the 35 listings records a completion year, so you cannot tell ready stock from off-plan from this page alone. Given that the residency route requires new property bought from a developer, and that title-deed risk concentrates on new developments, this is the first question to ask on any project here.

No bedroom counts are recorded either — sizes are given in square metres only. For a villa market that is a real omission, and we will quote it per project on request.

And as noted, two distinct Venus Rock listings share the name “King Residences”, €458,000 apart.

The verdict on Southern Cyprus

This is the EU option in our range, and it behaves like one: euro pricing, EU land law, no currency mismatch, and a residency route that is genuinely usable at €300,000. For a buyer who wants a villa in the sun with a solid legal wrapper, and who is not chasing a passport, it is the most straightforward market on this site.

The reservations are equally clear. It is not a yield play — this is lifestyle stock, priced accordingly. It is concentrated almost entirely in one district, so “Cyprus” here really means “Paphos”. And the title-deed history means the legal work is not a formality you can economise on.
