How the four categories differ →Riverside Life Residence Iskele is an 820-unit residential project on the Long Beach waterfront of İskele in Northern Cyprus, offered by Noyanlar Group in 1+1 and 2+1 apartment types. This guide to Riverside Life Residence Iskele collects what the developer’s project page states, marks every field it hides or leaves empty, and sets the project beside the other Noyanlar schemes on this site. The page shows no price, floor area or delivery year, so the guide leans on sourced law, distances and written questions for the developer.

Noyanlar Group’s project page gives the location as İskele Long Beach and the total as 820 units. The unit-type line names seven types: 1+1 Premier, 1+1 Premier Grand, 1+1 Premier Plus, 2+1 Premier, 2+1 Premier Grand, 2+1 Family Grand and 2+1 Infinity. The facilities list is short: an indoor and outdoor swimming pool, a restaurant, indoor and outdoor car parking, a shopping street and a children’s play area.
The developer’s description speaks of modern architecture, large green living areas and sea views, under a heading about a peaceful life with sea and mountain views. It says the project suits permanent living and a holiday home alike, and it mentions a professional rental management service for owners, with no terms or figures. These are the developer’s statements, reported as such and not as findings.
Status is the first field to read with care. The page’s status line says pre-sale (Ön Satışta). The developer files the project in its ready-to-move-in category, yet the project card carries the tag Tamamlandı (completed). The page labels its date field Teslim Tarihi (delivery date), whereas the Teslim Edildi (delivered) wording appears only on the developer’s Angel Towers page. This guide therefore calls the project neither completed nor delivered: the developer’s own signals conflict.
Three fields sit in the page source but are hidden from visitors on every screen size: the delivery year, a payment-plan panel and every floor-area figure. The source holds a delivery year of 2026, but because visitors cannot see it, it is not relied on here; if it proves right, the date falls before 31 December 2026, so a buyer should confirm the handover status in writing. No price appears anywhere on the page.

The developer’s unit-type line names seven types and gives no areas. The first table lists them as published. The bedroom count is read from the name (1+1, 2+1), because the page states no bedroom numbers of its own for this project. Net area, gross area and the number of units per type are all unpublished, so each cell says so instead of carrying an estimate.

| Studio (floor-plan tab only) | None | Not published | Not published; not in the unit-type line |

The floor-plan section carries a Stüdyo tab although the unit-type line contains no studio. Which of the two the developer means is not stated, so the studio is shown as a plan-tab entry with no count. The usual size comparison, with area per bedroom and balcony-to-living ratios, cannot be built for this project because no usable area exists on the page. The second table compares unit counts and type mix instead, using only the developer’s own unit counts.
| Long Beach schemes compared: units and type mix | Units (developer) | Type names listed | Largest bedroom count named | Units per listed type name (calculated) |
|---|---|---|---|---|
| Riverside Life Residence (this page) | 820 | 7 | 2+1 | 820 ÷ 7 = 117.1 |
| Ocean Life Residence (listed on this site as Seaside Oasis) | 1,560 | 4 | Penthouse; bedrooms not stated; 2+1 | 1,560 ÷ 4 = 390.0 |
| Royalsun Elite Residence | 1,120 | 7 | 3+1 (penthouse and semi-detached villa) | 1,120 ÷ 7 = 160.0 |
| Royal Sun Residence | 959 | 6 | 3+1 (twin villa) | 959 ÷ 6 = 159.8 |
| Park Residence | 528 | 6 | 3+1 | 528 ÷ 6 = 88.0 |
| Royal Life Residence | 440 | 3 | 1+1 | 440 ÷ 3 = 146.7 |
| Bellagio | 281 | 3 | 2+1 | 281 ÷ 3 = 93.7 |
| Sea Breeze | 228 | 2 | Studio only | 228 ÷ 2 = 114.0 |
| Sea Life Plus | 108 | 4 | 2+1 | 108 ÷ 4 = 27.0 |
| Royal Point (listed on this site as Grand Point) | 48 | 2 | 2+1 | 48 ÷ 2 = 24.0 |
| Querencia (Döveç Group, for context) | 705 | 11 | 5+1 duplex and penthouse | 705 ÷ 11 = 64.1 |
Ten Noyanlar schemes whose location reads Long Beach state a unit count; their counts add up to 6,092 (calculated from the developer’s figures). The project holds 820 of them, or 13.5%, and ranks fourth by size, behind Ocean Life Residence (1,560), Royalsun Elite Residence (1,120) and Royal Sun Residence (959). Its 820 units equal 52.6% of Ocean Life’s count, 73.2% of Royalsun Elite’s and 85.5% of Royal Sun’s, and are 1.55 times Park Residence and 2.92 times Bellagio.
Beside Döveç Group’s Querencia (705 units) the Noyanlar figure is 1.16 times larger, and beside its D-Point (405 units, shown on its own listing) it is 2.02 times larger. The last column divides each project’s count by its number of listed type names. It is arithmetic only: the real split of units across types is unpublished, and a Premier type may hold many more units than an Infinity type.
The bedroom range is the clearest mix signal. This project stops at 2+1, level with Bellagio and Royal Point and above Royal Life Residence and Sea Breeze, but below Park Residence, Royal Sun Residence, Royalsun Elite Residence and Sea Pearl Residence, whose type lines reach 3+1. A buyer who wants three bedrooms will not find them in this type line. A buyer who wants any area figure must ask for it in writing, per named type, stating whether balconies are inside the gross number.
The developer places the project at İskele Long Beach and publishes no street address, plot number or coordinates, so the position within the strip is unstated. Every distance in this section is therefore measured from the Long Beach roundabout that OpenStreetMap maps at 35.24681 N, 33.90092 E, not from the project itself. The figures are straight-line distances and OSRM road estimates run on 17 October 2026, and they ignore traffic and border queues.
Long Beach is the colloquial name for the İskele waterfront. An Eastern Mediterranean University master’s thesis of February 2024 studied a 3 km stretch of it within a district coastline of about 25 km, and no official source gives the beach a length. OpenStreetMap has no Long Beach polygon, and the mapped roundabout falls inside the boundary of the Ötüken mahalle of İskele municipality, which supports filing Long Beach-side projects under Ötüken.
İskele district had 22,492 residents at the 2011 census, the latest official count; the municipality had 7,906 across 18 mahalle and Ötüken had 550, per census Table 3. No district figure exists after 2011. The Statistical Institute’s final-approval series counts completed dwellings: İskele recorded 264 in 2021, 391 in 2022, 468 in 2023, 389 in 2024 and 541 in 2025 (194 urban, 347 rural), from its 2025 construction tables. These are completions, not sales or demand.
The developer’s own travel times are İskele 5 minutes, Gazimağusa 24, Ercan Airport 39, Lefkoşa 48, Larnaka Airport 50 and Girne 54. Five of those six figures match a table that the developer repeats on eight other project pages, so they read as a template rather than a measurement for this site. Only the İskele figure differs from that template, at 5 minutes instead of 3. The developer gives no start point and no method.
| Place near the project | What it is | Distance from the Long Beach roundabout | Source |
|---|---|---|---|
| İskele town centre | District administrative centre and municipality | 4.4 km straight-line; 5.7 km by road, 7 min | OSRM run, 17 Oct 2026 |
| Famagusta Walled City | Historic centre of Famagusta | 14.1 km straight-line; 16.0 km by road, 19 min | OSRM run, 17 Oct 2026 |
| Gazimağusa State Hospital | Nearest state hospital with in-patient beds | 10.2 km straight-line; 10.7 km by road, 12 min | OSRM run, 17 Oct 2026 |
| Eastern Mediterranean University | State university campus in Famagusta | 11.3 km straight-line; 12.0 km by road, 14 min | OSRM run, 17 Oct 2026 |
| Salamis (site board) | Ancient city north of Famagusta | 6.6 km straight-line; 8.1 km by road, 9 min | OSRM run, 17 Oct 2026 |
| Bafra village | Village on the Karpaz peninsula | 21.4 km straight-line; 23.2 km by road, 24 min | OSRM run, 17 Oct 2026 |
| Ercan Airport | Airport serving flights to and from Türkiye | 37.6 km straight-line; 54.7 km by road, 58 min | OSRM run, 17 Oct 2026 |
| Larnaca Airport | Airport in the Republic of Cyprus, reached across the Green Line | 49.1 km straight-line; 69.0 km by road, 73 min, queues excluded | OSRM run, 17 Oct 2026 |

The developer’s minutes and the road estimates diverge on the airports. The developer’s Ercan figure of 39 minutes is 19 minutes shorter than the 58-minute road estimate, and its Larnaka figure of 50 minutes is 23 minutes shorter than the 73-minute estimate, which also leaves out border queues. The developer’s Gazimağusa figure of 24 minutes is 5 minutes longer than the 19-minute estimate to the Walled City. A different start point or a faster route could explain part of this, and the page does not say.
| Journey from the project | Developer minutes | Road estimate, minutes | Difference |
|---|---|---|---|
| İskele | 5 | 7 (İskele town centre) | Developer 2 min shorter |
| Gazimağusa | 24 | 19 (Walled City) | Developer 5 min longer |
| Ercan Airport | 39 | 58 | Developer 19 min shorter |
| Larnaka Airport | 50 | 73 (excludes border queues) | Developer 23 min shorter |
Health care is the main gap to plan around. The Ministry of Health’s list of state hospitals names six, none in İskele, and the Statistical Yearbook 2024 records zero in-patient beds in İskele district, state or private, in every year from 2020 to 2024. İskele has a health centre. On 17 August 2026 the Health Minister said a Karpaz Hospital would be finished by the end of 2026, per a ministry press item; its site and capacity are unpublished, so that date is a promise, not a fact.
OpenStreetMap, which is incomplete and not an official register, shows within 6 km of the roundabout 7 school tags, 3 nurseries, 9 bank branches, 8 pharmacies, 4 supermarkets, 8 convenience stores, 2 clinics and 1 post office, per an Overpass query. No university campus was found in İskele. The developer lists a restaurant and a shopping street inside the project. On transport, Gazimağusa Municipality’s free flexible lines do not run to İskele, the 2023 thesis found no bus station on the waterfront, and no official timetable was found.
For climate, the nearest World Meteorological Organization listing is Paralimni on the Republic of Cyprus side of the same coast. Its 2002 to 2011 averages give a July mean daily maximum of 32.9 °C, a January mean minimum of 8.1 °C and about 331 mm of rain a year. No TRNC planning, height or coastal-setback rule for İskele was found, so none is stated here for the strip. The Famagusta city page covers the city that most daily errands will reach.
The seven type names are the only product detail the developer shows, and the page does not define them. This section separates what the names say from what they leave open, compares them with the floor-plan section, and sets out written requests a buyer can make before paying anything. It rests on the data gap, not on any claim about the apartments themselves.
Each name opens with a bedroom count. Read in the usual way, 1+1 is one bedroom plus a living room and 2+1 is two bedrooms plus a living room, though the page does not spell the notation out. The names also show that each count comes in several variants: three at 1+1 and four at 2+1. The developer says the project is designed for permanent living as well as holiday use. Beyond the count, the page does not say how the variants differ.
The words Premier, Grand, Plus, Family Grand and Infinity could rank size, finish, floor, view or balcony. The page does not say which, and it gives no area for any name. The floor-plan section adds a second set of labels that does not line up with the first, as the table shows. The image titles in the page source, which visitors do not see as captions, use the words lux and tam balkon (Turkish for full balcony) for plans. Those words appear nowhere in the unit-type line.
| Unit-type names against floor-plan blocks | Names in the unit-type line | Plan blocks on the page | Image titles in the page source |
|---|---|---|---|
| Studio | None (0) | Stüdyo (1) | studio |
| 1+1 | Premier, Premier Grand, Premier Plus (3) | 1+1 Tip-1, 1+1 Tip-2 (2) | 1+1 premier lux; 1+1 premier tam balkon |
| 2+1 | Premier, Premier Grand, Family Grand, Infinity (4) | 2+1 Tip-1, Tip-2, Tip-3 (3) | 2+1 premier; 2+1 premier lux; 2+1 family lux |
| Total | 7 names | 6 blocks (5 apartment blocks plus the studio) | Grand, Plus and Infinity appear in no image title |

The arithmetic matters. Seven names share five apartment plan blocks, so at least two names have no plan of their own on the page, and the page does not say which blocks map to which names. The words Grand, Plus and Infinity never appear in an image title. A buyer comparing two offered units therefore cannot tell from the public page whether a Grand and a Premier differ in floor area, in balcony, or only in name. That is a data gap, and it is the developer’s to close.
With 820 units, the project is large against the district’s recent output. İskele recorded 541 final-approved dwellings in 2025 and 389 in 2024, per the Construction and Parcel Statistics 2025 bulletin. The project’s 820 units equal 1.52 times the 2025 district total (820 ÷ 541). This is arithmetic only and implies nothing about phasing, which the developer does not describe. It does mean a buyer should ask which blocks are finished, which are under construction, and which a given unit belongs to.
The 2026 handover question follows from the conflicting status signals set out in section 1. If the hidden delivery year is correct, handover falls on or before 31 December 2026. The Statistical Institute counts a building only once it has a final approval certificate, so the certificate, not a sales brochure, is the document that shows a block is finished. The checklist below turns these gaps into requests that can be answered in writing.
None of these requests asks the developer to disclose anything beyond ordinary sale documents. If an answer arrives in a brochure instead of a signed document, the question has not been answered. The sources for each legal point are in sections 5 and 6, and the cost of buying in North Cyprus guide sets the same steps beside typical expenses.
As of 17 October 2026 the numerical limits on foreign buyers come from Decree-Law 89/2026, published in Resmi Gazete No. 147 on 7 August 2026. The text is a Council of Ministers decree rather than a statute, and it lapses after 90 days, about 5 November 2026, unless Parliament passes it into law. The consolidated Law 52/2008 on the legislation site still shows stricter text. Where the two differ, both versions are given below, and every rule depends on the decree being in force or enacted.
Under the decree a foreign buyer may hold up to 3 apartments (6 for nationals of states that recognise the TRNC), against 1 apartment (3) in the consolidated text. Sales of housing projects in zoned areas are capped at 80% to foreigners, and foreign relatives or people of one nationality may not together buy more than half the units on one parcel. For an 820-unit scheme those caps are worth asking about, since the page says nothing on how many units remain.
| Step | Who | Typical time | Source |
|---|---|---|---|
| 1. Confirm condominium title or easement exists for the unit | Buyer’s lawyer, Land Registry | Before any permit application | Law 52/2008 art. 8(2) |
| 2. Sign the sale agreement and have it stamped | Buyer and seller; Tax Department | At signing; stamp 0.5% of the stated sum | Stamp Duty Law |
| 3. Register the stamped agreement and apply for the purchase permit | Buyer or lawyer; district Land Registry; Interior Ministry | Within 1 month, or the contract is void | Decree 89/2026 |
| 4. Permit decision and publication in the Resmi Gazete | Council of Ministers | No official time limit found in the law or decree | Law 52/2008 and Decree 89/2026 (no limit stated) |
| 5. Pay transfer fees | Buyer and seller | Within 75 working days (decree) or 60 (consolidated text) | Decree 89/2026 |
| 6. Sign the transfer declaration at the district office | Buyer; district Land Registry | Within 1 year (decree) or 6 months (consolidated text) | Law 52/2008 art. 8(6) |
Land Registry fees on a sale to foreigners, from Resmi Gazete No. 197 of 7 October 2026, are 4% for the first property, 5.5% for the second and 6% for the third. That schedule is valid only to 5 January 2027.
Value added tax on housing with up to 300 m2 of closed area is 5% under the VAT regulation updated on 7 October 2026. Agency quotations of 6%, 9% or 12% transfer fees differ from the official schedule and are not used. The consumer price index rose 35.02% in the year to September 2026, per the Statistical Institute, which is why the currency of the contract matters.
Mortgages are possible in law: foreigners may mortgage property after paying the Land Registry fees, and registration costs 1% of the secured debt, per the Law 52/2008 text and the October fee schedule. Bank lending terms for foreigners were not found from an official source, and agency pages contradict each other, so none are quoted. Remittances and any lira conversion are a matter for the buyer’s bank and lawyer.
On payment terms, the developer’s project pages show a generic payment-plan panel of 35% down, 48 months and 15% at handover, hidden from visitors and identical across 21 of its 22 project pages. It is an unverified template, not terms for this project, and no price can be derived from it. The Northern Cyprus country page, the title-deed guide and the immigration guide give wider context, and the residency programme page covers permits.
The developer’s page for Riverside Life Residence Iskele states no title-deed category and no history of the land. That is the largest unknown. UK Government guidance says ownership of many properties in the north is disputed, that the European Court of Human Rights has treated pre-1974 owners as continuing legal owners, and that purchases of disputed property could carry serious financial and legal implications. The UK guidance dates from November 2019 and remains the main foreign-government statement.
Two judgments shape that risk. In Demopoulos v. Turkey (1 March 2010) the Court accepted the Immovable Property Commission as a remedy for property claims. That body accepts applications until 21 December 2027 under Law 67/2005, and its statistics show 8,807 applications lodged by 2 October 2026.
In Apostolides v Orams (28 April 2009) the EU Court of Justice held that a Republic of Cyprus court judgment on land in the north must be enforced in other member states. EU law is suspended in the north, per the European Commission.
A buyer can also look for the signs of a project that has run ahead of its paperwork. The UK guidance names lawyers acting for both vendor and builder, building without correct permits, and difficulty obtaining final completion certificates and title deeds as recurring problems in Cyprus. Those are general warnings, not findings about this developer, and each corresponds to a document in the table below that can be requested before any money moves.
No title finding specific to İskele or to this project was located in the researched sources; the risk is general, and only the deed and the Land Registry can say whether it touches a given unit. A large pre-sale scheme adds practical risks: delivery slips, unfinished common areas and a payment plan not written into the contract. Currency exposure is another: the lira’s consumer-price index rose 35.02% in the year to September 2026, and stamp duty on foreign-currency sums is computed in lira.

The table lists all 14 new Noyanlar listings and the eight Noyanlar projects already on this site. Status shows the developer’s category and card tag together, because they disagree on several projects. Delivery years sit in the developer’s page source but are hidden from visitors, so the column reads not displayed throughout. No project has a usable floor area. Existing listings appear under the names this site uses; where the match is only medium or low confidence, the row says it appears to correspond.

| Four Seasons 2 (possibly Four Seasons Life II; developer attribution of the series not stated here) | Ready-to-move-in category; card tag Tamamlandı | Not displayed | Not published | Studio, 1+1, 2+1, 1+1 loft | 400 |
Three observations follow from the table, and none ranks a project. First, all 22 pages say pre-sale, yet card tags inside the ready-to-move-in category read Tamamlandı on some projects, Yakında on others and nothing on two, and the category page’s own introduction still refers to ongoing projects.
Second, the bedroom range is narrow: the project shares its 2+1 ceiling with Bellagio and Royal Point, while nine other rows name 3+1 or larger types. Third, no row, including this one, gives a floor area or a visible handover year, so none can be set against another on size, price or date.
For nearby context, the Querencia listing describes a Döveç Group scheme of 705 units on the same waterfront. It is included only as a unit-count comparison, with the developer’s own status and delivery fields, and no claim is made that one project suits a buyer better than another.
According to Noyanlar’s About page, the group was founded in 1973 and describes itself as a family company working in construction, architecture and engineering in Northern Cyprus. Its history section says Arken Mimarlık ve Mühendislik Ltd. was set up that year, that the name Noyanlar İnşaat Ltd. followed in 1994, and that in 2008 the operations were gathered under the Noyanlar Group of Companies name. It also says its general management office is in İskele.
The group’s pages list companies beyond construction, among them Long Beach Medical Center (a hospital), Sea Life Hotel, Noyanlar Holiday Homes (a tourism and holiday company), a café and pâtisserie, a fitness centre, and Noyanlar Invest, which the About page dates to 2025. The services page lists project development, construction management, parcelling and real estate, architecture and engineering, and pool building and maintenance through a subsidiary it dates to 2012.
These are the developer’s statements about itself and were not independently verified. This guide does not repeat the group’s project counts, delivered-home counts, awards or certifications, because the developer’s own completed-projects page lists fewer schemes than its headline counts imply, and none of the counts could be checked against a registry.
The developer’s project page gives a total of 820 units and names seven apartment types: 1+1 Premier, 1+1 Premier Grand, 1+1 Premier Plus, 2+1 Premier, 2+1 Premier Grand, 2+1 Family Grand and 2+1 Infinity. It does not say how many units belong to each type. Section 2 compares the total with the other Long Beach schemes, calculated from the developer’s counts, and shows that 820 is the fourth-largest count among ten Noyanlar schemes on the waterfront that state one.
The developer’s signals conflict. The page status says pre-sale (Ön Satışta), the project sits in the ready-to-move-in category, and the project card is tagged Tamamlandı (completed). The delivery date is hidden from visitors, and the source holds a year of 2026 that is not relied on here. The developer uses the Teslim Edildi (delivered) wording only on its Angel Towers page, so this guide does not call the project delivered. Buyers should ask for the status in writing.
The developer publishes no price for the project. No usable payment plan is published either, and no price can be derived from other fields. Prices, discounts and any availability list would have to come from the developer in writing, with the currency stated. Contracts in pounds or euros avoid lira exposure, but stamp duty on foreign-currency sums is calculated in lira at the official rate.
The developer does not define them. They could describe size, finish, floor, view or balcony, and the page gives no area for any of them. The floor-plan section shows six blocks, five for apartments, against seven names, and the plan image titles in the page source use other words, lux and tam balkon. A written unit schedule that maps each name to a plan, a net area and a gross area is the only reliable answer.
No usable area is published. The developer’s page source hides every net and gross figure, and the floor-plan blocks for this project show none. In the page source of nine other Noyanlar projects the floor plans carry identical figures of 210 and 285 m2 whatever the type, so no area quoted outside a signed unit schedule should be accepted. The schedule should state whether balconies are inside the gross number.
The developer lists drive times of 24 minutes to Gazimağusa, 39 to Ercan and 50 to Larnaka. Road estimates from the Long Beach roundabout give 19 minutes to the Walled City, 58 to Ercan and 73 to Larnaca, with border queues excluded. The developer’s airport figures are shorter, and the table repeats across several of its pages. Section 3 sets both sets of numbers side by side.
İskele has no state hospital. The Ministry of Health lists six, none in the district, and the Statistical Yearbook records zero in-patient beds there from 2020 to 2024. The nearest state hospital with beds is Gazimağusa State Hospital, 10.7 km and about 12 minutes by road from the Long Beach roundabout. A Karpaz Hospital is under construction, with a ministerial promise of completion by the end of 2026, but its site and capacity are unpublished.
At 17 October 2026 the limit comes from Decree-Law 89/2026, which allows a foreigner up to 3 apartments, or 6 for nationals of states that recognise the TRNC. The consolidated Law 52/2008 on the legislation site still shows 1 apartment, or 3. The decree runs for 90 days from 7 August 2026, to about 5 November, unless Parliament enacts it, so the answer can change. Sales of housing projects in zoned areas are also capped at 80% to foreigners.
As of 17 October 2026, Land Registry fees on a sale to foreigners are 4% for the first property, 5.5% for the second and 6% for the third, valid to 5 January 2027 under Resmi Gazete No. 197. Stamp duty on the agreement is 0.5% of the stated sum, and VAT is 5% on housing with up to 300 m2 of closed area. Whether VAT applies to a particular resale was not established officially. Agency quotations of 9% or 12% differ and are not used.
The developer’s page gives no letting terms or figures. Under the Holiday Houses Law, letting a unit built as housing for tourism purposes for up to 60 days requires registration with the Tourism Planning Department and an operating permit. Rent is subject to 10% withholding, final tax for individuals. The Airbnb legal-compliance article on this site covers the wider rules, and nothing here promises any income.
