Zen Development Oman describes itself on its “Who We Are” page as a real estate developer in Oman that provides residential and commercial properties and offers sustainable lifestyle experiences. The page sets out a mission, a vision and four core values. The mission is to create refined, innovative, high-quality living environments while making a positive impact on the community. The vision is to be recognised for innovation and creativity, with a focus on sustainable living, architectural quality and community well-being. The four values are quality, ingenuity, sustainability and community. The sustainability value is described as covering design, construction and operations, with the aim of minimising the ecological footprint of each development.

The company is a limited liability company based in Oman, and its Muscat address is on its contact page. The developer’s LinkedIn page lists Muscat as its headquarters and repeats the same business description. The individual named in the launch coverage is Mohammed Assaf, introduced as Partner and Director of Operations, who spoke at the launch and was quoted again in the contractor and ground-breaking announcements.

The launch was held at Jumeirah Muscat Bay under the patronage of His Excellency Khalfan bin Saeed Al-Shueili, the Minister of Housing and Urban Planning. Zen Residences, Muscat Bay

Zen Residences is a set of five low-rise buildings with 80 homes. The developer’s project page describes five buildings offering studios, one-, two- and three-bedroom apartments and lofts. The master plan on that page labels the buildings Z1 to Z5 and shows ground, first, second and third floors with a loft level on the fourth and fifth floors. Our listing records that 13 of the 80 homes remain available.

The architecture is described on our listing as grey render with red brick cladding, black-framed panoramic windows in most rooms, glass balcony partitions and wood-effect decking on terraces and balconies. Every apartment has a balcony. Homes are delivered finished: dark grey and brown wood-texture floors, light grey walls in living areas, ash-brown wood-effect doors and skirting, and grey stone-effect tiling in bathrooms with sand-toned stone cladding. The specification for a given home, including the kitchen, is set out in the sale agreement.

The location is the Muscat Bay resort community in Bandar Jissah, between sandy cliffs on the Gulf of Oman coast. On our listing the studio starts at 635 sq ft (59 m²). The two-bedroom apartment starts at 1,378 sq ft (128 m²) and the three-bedroom at 1,830 sq ft (170 m²). The two priced types are quoted at $358,900 for the two-bedroom (about OMR 138,000) and $478,500 for the three-bedroom (about OMR 184,000). Divided by the stated size, that is about $260 per sq ft for the two-bedroom and about $261 per sq ft for the three-bedroom, or about OMR 100 per sq ft for both. The Zen Residences payment plan

According to our listing, the Zen Residences plan has seven instalments tied to named calendar dates. The first is 2.5% at reservation, the second is 17.5% when the sale agreement is signed, and the remaining 80% falls on fixed dates: 20% in December 2026, then 15% in each of March, June, September and December 2027. A buyer’s cumulative payments reach 40% after the December 2026 instalment and 55% after the March 2027 instalment, with 45% scheduled for June to December 2027. The table converts the percentages into dollars for the two priced home types.

Handover target for Zen Residences

The handover target is Q1 2027, per the developer’s data sheet, as recorded on our listing. The sale agreement carries the contractual completion date that applies to a given home. The developer announced the start of construction on 27 August 2024 and appointed Al Adrak Trading & Contracting as main contractor in May 2024. Muscat Bay’s January 2026 Luma announcement, reported by Muscat Daily, lists Zen Residences as the project launched in 2024. Our handover calendar tracks the stated dates for projects across Oman.

Amenities at Zen Residences

The developer lists these amenities on its project page: an infinity pool, an outdoor gym, a running trail, an outdoor barbecue area, a kids’ play area and a Zen garden. The master plan adds a mini-golf area, a yoga garden and guest parking. Our listing adds a sports court, shaded loungers around the pool, and landscaping throughout. According to the developer’s releases, residents also have access to the attractions of the wider Muscat Bay community, which has shops, a beach and the Jumeirah Muscat Bay hotel.

Muscat Bay: The Community Around Zen Residences

Zen Development Oman sells inside Muscat Bay, so the community’s history is part of the context for a buyer. Muscat Bay began as Saraya Bandar Jissah, a partnership between the state tourism developer OMRAN Group and Saraya Oman, and adopted the Muscat Bay name in April 2017. The community covers about 2.2 million square metres on the Gulf of Oman coast. The Gulf News report of November 2018 describes it as located in an Integrated Tourism Complex, the designation that lets non-GCC buyers hold freehold property, and puts the total investment at about $600 million. The Oman Observer reported in July 2019 that the first phase of homes was complete: 22 hilltop villas at Wajd, 33 island villas at Nameer and 200 residences at Zaha, 255 homes in all, with the Signature Parkland opened at Zaha. Jumeirah Muscat Bay, a resort with 206 rooms and suites, opened on 30 June 2022, according to The National, which describes Muscat Bay as a resort village about 15 minutes from the capital with shops, restaurants, pools, parks and landscaped gardens. In January 2026 Muscat Bay launched Luma Residence, a scheme of about 240 homes, and the same coverage lists Zen Residences as the project launched in 2024.

The community’s own website, muscatbay.com, describes a valley setting between the Al Hajar Mountains and the Gulf of Oman beaches, a village green with shops and restaurants, pools and barbecue areas, children’s play areas, parkland and a residents club. That context matters for Zen Residences because the services around the buildings, from the beach and the hotel to the supermarket in the village, are those of the wider community.

Between the March 2024 launch and the January 2026 press coverage, the public record shows five stages: the launch, the brokers’ presentation at the Muscat Bay sales centre, the appointment of the main contractor, the construction start and a brokers’ progress event. The main contractor: Al Adrak

In May 2024 Zen Development and Investment announced a partnership with Al Adrak Trading & Contracting Co LLC, formalised at a signing ceremony at the Muscat Bay sales centre. The developer’s announcement quotes Mr Assaf on the contractor’s experience and craftsmanship, and quotes Dr Aadil Thomas Alexander, Executive Director of Al Adrak, on quality and sustainable construction methods. The release says construction was scheduled to begin in the third quarter of 2024.

Al Adrak is an Omani engineering construction company. TradeArabia reported in February 2026 that Al Adrak Group signed an agreement with the Ministry of Housing and Urban Planning for a mixed-use urban project in Neighbourhood 6 of Sultan Haitham City in Muscat, representing an investment of OMR 185 million ($420 million) on about 460,000 square metres. The agreement was signed by the Minister and by Dr Thomas Alexander, chairman of the group. For a buyer, the contractor’s name is one of the details that normally appears in the project documents, and the reservation pack identifies it.

Sustainability positioning

Environmental responsibility is part of the way Zen Development Oman presents itself. The developer’s company page lists sustainability as a core value, and the launch release said the design infuses sustainability, architectural quality and a focus on community well-being. These are developer statements about intent. The sale documents specify what a given building includes.

How Buying Works With Zen Development Oman

A purchase from Zen Development Oman follows the standard off-plan route in Oman, with the particular dates and amounts of the Zen Residences plan. In practice the sequence runs as follows.

  1. Availability and price list. The sales team confirms which homes remain and sends the current price list. Our listing shows 13 of 80 homes available and lists prices for the two- and three-bedroom types; studios, one-bedrooms and lofts are priced on enquiry.
  2. Reservation. A reservation form and a deposit of 2.5% secure a specific unit. The reservation form sets out the terms that apply to the deposit.
  3. Sale and purchase agreement. At signing, a further 17.5% falls due. The agreement names the seller, the unit, the price, the payment dates, the handover date and the specification.
  4. Scheduled instalments. The remaining instalments follow the fixed calendar: 20% in December 2026 and 15% in each quarter of 2027.
  5. Snagging and handover. The buyer inspects the home, lists any items to be finished, and receives the keys on handover. Handover certificates and service charge documents are normally issued at this stage.
  6. Registration. Title is registered in the buyer’s name. The Gulf News report from 2018 on Muscat Bay said foreign purchasers receive the title deed two to four months after purchase; the sale agreement states the timetable that applies to a given unit.

The legal frame for off-plan sales changed in 2025. Royal Decree 79/2025, issued on 10 September 2025, promulgated the new law regulating real estate. According to the decree text, it was published in Official Gazette issue 1613 on 14 September 2025 and takes effect 180 days after publication, which is March 2026. Our explainer of Law 79/2025 for off-plan buyers summarises the provisions that matter to a purchaser: a licence from the Ministry of Housing and Urban Planning for developers, a separate escrow account for each project into which buyer payments are made, withdrawals tied to verified construction progress, a preliminary registry for off-plan sales and owners’ associations for multi-unit developments. The reservation documents for Zen Residences state which bank, account holder and escrow account receive the instalments.

The service charge for Zen Residences is quoted in the project documents, and the buyer normally confirms the rate and its unit of measure in writing when reserving. Ownership Route and Residency for Zen Development Oman Buyers

Foreign freehold ownership in Oman is tied to designated zones. The developer’s “Why Oman” page states 100% freehold ownership for all nationalities and 0% personal income tax, and our listing records Zen Residences as freehold and open to all nationalities inside the Muscat Bay Integrated Tourism Complex, with title registered in the buyer’s name. On residency, two routes are relevant and they are different. The Golden Residency needs a single ITC property worth at least OMR 200,000 (about $520,160) and is decided by the Royal Oman Police. Middle East Briefing describes the real estate route as a purchase in an ITC with a valid title deed, with a 10-year permit that can include first-degree family members.
