Opal Residences, Muscat Hills
Opal Residences is the apartment project that Al Nama Real Estate Oman launched in Muscat Hills, Muscat Governorate. The developer’s project page describes it as a residential project in Muscat Hills with freehold ownership, and gives 5 May 2025 as the project date. Times of Oman reported the launch ceremony, held under the patronage of His Highness Sayyid Marwan bin Turki Al Said, Governor of Dhofar, and attended by members of the Royal Family, ministers, undersecretaries, diplomats, businesspeople and developers.
The press report gives the following project-wide figures: an area of 41,000 square metres, 279 residential units and 23 commercial units. It also lists a 400-metre overhead pathway, a swimming pool, a gym, a sauna and a relaxation area, together with other recreation and sports facilities. Price per square foot is the listed price divided by the stated size: $194,100 divided by 883 sq ft is $219.82, and $270,900 divided by 1,206 sq ft is $224.63. In rials per square metre the same figures are about OMR 910 for the one-bedroom (OMR 74,631 divided by 82 m²) and OMR 930 for the two-bedroom (OMR 104,160 divided by 112 m²). The payment plan: ten construction milestones
The Opal plan on our listing is tied to construction events instead of calendar dates. The buyer pays 20% on signing the sale and purchase agreement, then 10% at each of the start of excavation, completion of the foundation, structural work on basement levels B1 and B2, the first-floor structure and the third-floor structure. A further 5% falls due when the sixth-floor structure is complete and 5% when all structural work is complete. Finishing works complete trigger 10%, and the final 10% is paid on completion. Handover target
Per the developer, the handover target for Opal Residences is Q4 2028, as shown on our listing page. Our handover calendar places Opal Residences in the Q4 2028 group of projects alongside Mira Ocean Estates in Salalah and others, which is useful when a buyer is lining up the end of a rental or the sale of another property against a completion date. The dated sale and purchase agreement states the contractual handover date.
Muscat Hills: The District Around Opal Residences
Muscat Hills is a district of Muscat that includes Muscat Hills Golf and Country Club, a par-72, 18-hole course designed by Paul Thomas, which opened in 2009; Gulf News reported in April 2023 that the course would reopen as La Vie Club. According to the same report, the golf course was developed by Oman Real Estate Investment Services (ORIS), the real estate division of Ominvest. Al Nama Real Estate Oman is the developer of the Opal building.

Arina Residences, Salalah
The Arina Residences page on the developer’s website describes a residential apartment project in Salalah, Dhofar, identified as 128 units, with a project date of 1 June 2027. It places the site one minute from Salalah Grand Mall, five minutes from the city centre and Al Dahariz Beach, seven minutes from Anantara Salalah Resort, eight minutes from Al Baleed Archaeological Park and Museum, and fourteen minutes from Salalah International Airport. The page’s connectivity table gives 13.7 km to the airport and 0.3 km to Grand Mall.
Al Namaa Neighbourhood, Izki
The Ministry of Housing and Urban Planning’s page for the Al Namaa neighbourhood describes an integrated residential neighbourhood in the Wilayat of Izki, Al Dakhiliyah Governorate, on 109,010 square metres. It comprises 182 homes, villas and apartments, with a mosque, commercial areas and green spaces. Muscat Daily reported on 13 February 2025 that this was one of eight partnership and layout-development agreements signed by the Ministry for integrated neighbourhoods, and gave the Alnama project an investment of OMR 11 million. The neighbourhoods sit within the Ministry’s Surooh programme, and eligibility for homes in Surooh neighbourhoods is set by the programme rules.
Al-Aqur Village, Nizwa
The Al-Aqur Village page on the company’s website describes an urban revival of an old quarter of Nizwa and a collaboration between the Awqaf Al-Aqr Nizwa endowment and Al Nama Real Estate Oman. The page states that the partnership aims to invest in and develop waqf assets so that they generate sustainable benefits for mosques and public interests, and that planned real estate projects have been developed under it.

How Buying Works With Al Nama Real Estate Oman
Opal Residences is sold off-plan, which means the buyer signs a sale and purchase agreement (SPA) and pays in stages while the building is built. The sequence is the usual one for an Omani off-plan apartment, and the steps below are the usual order.
- Choose the unit. The sales office shares the availability list, floor plans and price list. Our listing shows 77 units currently available.
- Reserve. A reservation form and a deposit hold the unit while the SPA is prepared.
- Sign the SPA. The first payment of 20% is due on signing. The SPA states the unit, size, price, finish schedule, payment milestones and the handover date.
- Pay against milestones. The following payments fall due as excavation, foundation, basement, floor and finishing stages are completed.
- Snagging and handover. At handover, the buyer inspects the apartment, lists any finishing points and receives the keys.
- Registration. The title is registered in the buyer’s name with the Ministry of Housing and Urban Planning.
On protection, Royal Decree 79/2025 was issued on 10 September 2025 and published in Official Gazette issue 1613 on 14 September 2025. According to the decree text, it takes effect 180 days after publication, which is mid-March 2026, and repeals the escrow system for real estate development projects that Royal Decree 30/2018 had created, replacing it with a unified Law Regulating Real Estate. For Al Nama Real Estate Oman, the reservation documents normally name the bank and the escrow account into which each instalment is paid.
The payment structure shapes cash planning. With 90% due before completion, a one-bedroom buyer pays OMR 14,926 ($38,820) on signing and then OMR 7,463 ($19,410) at each of six stages, plus two payments of OMR 3,732 ($9,705). Spread over a build that runs to Q4 2028 per the developer, the instalments are tied to events that a buyer or a surveyor can check on site. Buyers who pay from another currency account for the exchange rate at each stage; the dollar-rial peg means a dollar-based buyer sees no exchange movement.

Ownership Route and Residency for Al Nama Real Estate Oman Buyers
Foreign buyers in Oman hold freehold title in designated zones. Our listing describes Opal Residences as freehold and open to all nationalities, and the developer’s project page also refers to freehold ownership. On residency, the rules differ by route. The Golden Residency needs a single property in an Integrated Tourism Complex (ITC) worth at least OMR 200,000 and is decided by the Royal Oman Police; Middle East Briefing gives the same OMR 200,000 figure for the real estate route and describes it as a purchase in an ITC with a valid title deed. It depends on the route. The Golden Residency needs a single ITC property worth at least OMR 200,000 (about $520,160), and Opal prices on our list start at OMR 74,631 ($194,100). The Owner Visa has no minimum value. Residency is decided under the rules of the relevant authority, and the conditions are confirmed before purchase.
What is the Opal service charge?
Al Nama Real Estate Oman states a service charge of OMR 6.5 per square metre on our listing, which is about OMR 533 ($1,386) for an 82 m² one-bedroom and OMR 728 ($1,893) for a 112 m² two-bedroom. The billing period and the services covered are confirmed in the service-charge schedule before signing.
