Dar Muscat Hills, Madinat Al Irfan: 207 Apartments, Shops and Offices in Muscat
Muscat Hills, Madinat Al Irfan, Muscat, Oman DetailsDar Arabia Oman: who the developer is and what it builds
Dar Arabia Oman is the name this page uses for Dar Arabia Real Estate Development, a Muscat-based property company that sells residential, mixed-use and office projects in the capital. Its website lists six projects for sale: Darcom in Ghala, Dar Bousher in Bousher, Dar Safa in Jal, Dar Qurum in Qurum, Dar Saada on Al Sultan Taymoor Street and Dar Irfan in Muscat Hills. The project we list for Dar Arabia Oman is Dar Muscat Hills, which the developer’s website calls Dar Irfan, and which its sales brochure presents as a mixed-use building of 207 apartments, 15 shops and 4 offices with delivery beginning in December 2029.
The purpose of this profile is to give a buyer or an adviser one place to read about Dar Arabia Oman before a reservation. It covers what the developer says about itself, the projects it advertises, the unit mix and printed areas of Dar Muscat Hills, the district around the project, and the sequence of steps that an off-plan purchase follows in Oman under Royal Decree 79/2025. Facts about the developer come from its own website and from our listing page, and they are attributed as the developer’s statements. Facts about the district and the law come from the public sources linked in the text. Where a figure comes from the developer’s brochure, the text says so, because the brochure is the document a buyer will be shown at the sales office.
Two naming points help with searching. The company appears as Dar Arabia Real Estate Development on its website, as Dar Arabia Development in the brochure, and as Dar Arabia in its project headlines, and all three refer to the same business. It is a different company from DarGlobal, the developer of the AIDA project in Muscat, which has its own page in our section: see the DarGlobal profile. Readers who want the wider market picture can use the developers hub and our guide to Oman property developers.

Everything in the table is taken from the developer’s own pages, which are linked in the sections below, and from the brochure for Dar Muscat Hills. The table is deliberately short: it holds the facts a buyer normally needs when comparing Dar Arabia Oman with other Muscat developers, and the sections that follow give the detail behind each row.
Ownership, history and backing of Dar Arabia Oman
The developer’s website describes Dar Arabia Oman as a company built on trust, craftsmanship and commitment to quality. The website states more than 45 years of experience in the real estate sector in Oman. The company describes itself as family-oriented and says it treats clients as long-term partners. Its stated working principles are on-time delivery, environmentally conscious practice and the use of high-end materials. These are the developer’s own descriptions, and we quote them as such.
The About page sets out a mission and a vision. The mission is to create a positive effect on society and the country by delivering high-quality products and services that meet customer expectations, serving both Omani citizens and international investors. The page also carries a message from the chief executive, Mohamed Abdullah Al Hasni, who describes real estate as a full process that runs from understanding what a client needs, through designing sustainable solutions, to integrated management after handover. He lists four commitments: investing in people and technical skills, adopting modern construction and project-management practice, building strategic partnerships, and developing operations around quality, efficiency and sustainable returns. For a buyer, the practical reading is that the company presents itself as a developer that also manages its buildings, which is relevant to the service-charge and facilities questions covered later in this profile.
The commercial side of the business is presented under the Darcom name, which the website describes as the company’s commercial arm and which is also the name of an office tower in Ghala. Because the SPA for any unit names the selling company, the legal name of the seller and its commercial registration are normally confirmed at the time of reservation; the checklist near the end of this page includes that item.
The developer’s website is the main public source for the project list, and its project pages carry a publication date of 15 November 2025. The brochure for Dar Muscat Hills is the more detailed document, with floor plans for every apartment and the site plan for the shops and offices. Together they give a clear picture of what Dar Arabia Oman is currently selling in Muscat, and the sections below set that picture out project by project.
Dar Arabia Oman projects: Dar Muscat Hills
Dar Muscat Hills, Muscat Hills, Madinat Al Irfan
Dar Muscat Hills is the project we list for Dar Arabia Oman. The brochure describes it as a mixed-use development of residential apartments, commercial units and offices in Muscat Hills, Madinat Al Irfan, with the tagline “A Refined Address For Elevated Living”. The developer’s website lists the same project as Dar Irfan, Muscat Hills, and describes it as modern residential units with contemporary layouts, clean lines and attention to the use of space and light, with access to business hubs, malls, schools and main roads. The website names young families, professionals and long-term investors as the intended residents. This page follows the brochure name, Dar Muscat Hills, because that is the name on the floor plans.
The numbers page of the brochure gives four figures: 207 apartments, 15 retail shops, 4 office spaces and an area of 31,979 m². Delivery is printed as “December 2029 (beginning)”. Delivery is a target stated by the developer, and the dated sale and purchase agreement is the document that fixes the contractual handover date. The back cover of the brochure states that the project is registered with the Ministry of Housing, General Directorate of Real Estate Development. The brochure notes that the renders are artist impressions and describes the apartments as fully furnished, in a variety of layouts, with dedicated parking across three floors.
Apartment mix and printed areas
The brochure prints one floor plan for each apartment layout. Every plan states a “flat area”, which is the internal area of the apartment. Balconies are drawn on many plans, while garden or terrace areas are printed on the ground-block units. All areas in this page are in square metres, exactly as printed in the brochure, and the figures in the table below are counts and ranges of those printed flat areas.
| Type | Apartments | Flat area range (m²) | Median flat area (m²) | Where they appear |
|---|---|---|---|---|
| Studio | 55 | 48.65 to 67.79 | 67.76 | 6 in the ground block; 49 in the repeating floors |
| One-bedroom | 106 | 63.59 to 115.18 | 96.63 | 11 in the ground block; 95 in the repeating floors |
| Two-bedroom | 38 | 96.84 to 122.91 | 109.90 | 3 in the ground block; 35 in the repeating floors |
| Three-bedroom | 8 | 135.23 to 140.28 | 140.28 | Unit 28 in the ground block; position 15 on six floors; unit 715 |
| Total | 207 | 48.65 to 140.28 | n/a | 21 ground-block units, 162 repeating units, 24 units numbered 701 to 724 |
The 207 apartments fall into three groups. Twenty-one units are numbered individually, 20 to 40, and form the ground block. A further 162 are repeating plans: 27 positions on six levels, with unit codes such as 0101 to 0627 in which the first two digits read as the level and the last two as the position. The remaining 24 are numbered 701 to 724 and reuse the layouts of the repeating positions. A buyer who wants a particular layout can therefore ask for the unit code and read the matching plan in the brochure. The plan room lists include an electrical kitchen, and some one-bedroom positions list a dressing room; the plans show apartments on a single level.
There are 55 studio plans among the 207 apartments, and many of them carry a flat area close to 67.8 m², with smaller studio plans of about 49 to 55 m² also in the mix. The 106 one-bedroom plans have flat areas that run from 63.59 m² to 115.18 m². The two-bedroom plans run from 96.84 m² to 122.91 m², and the eight three-bedroom apartments run from 135.23 m² to 140.28 m². Because the brochure prints no prices, a per-square-metre comparison with other projects follows as soon as the price list is to hand; our price per square metre guide explains the method, which is the price divided by the internal flat area.
Ground-block units and their gardens
Units 20 to 40 form the ground block, and eighteen of the 21 print a garden or terrace area next to the flat area. The garden areas range from 3.46 m² to 65.92 m², and the brochure prints a total for those eighteen units. The full list is below. Units 29, 30 and 31 print a flat area only.
| Unit | Type | Flat area (m²) | Garden or terrace (m²) | Total printed (m²) |
|---|---|---|---|---|
| 20 | Two-bedroom | 122.91 | 65.92 | 188.83 |
| 21 | Studio | 66.78 | 31.37 | 98.15 |
| 22 | Studio | 66.73 | 29.35 | 96.08 |
| 23 | One-bedroom | 100.39 | 56.54 | 156.93 |
| 24 | One-bedroom | 100.71 | 50.38 | 151.09 |
| 25 | Studio | 66.78 | 20.28 | 87.06 |
| 26 | Studio | 66.78 | 18.22 | 85.00 |
| 27 | Two-bedroom | 114.46 | 20.53 | 134.99 |
| 28 | Three-bedroom | 135.23 | 9.89 | 145.12 |
| 29 | One-bedroom | 84.23 | n/a | 84.23 (flat) |
| 30 | One-bedroom | 73.19 | n/a | 73.19 (flat) |
| 31 | One-bedroom | 67.05 | n/a | 67.05 (flat) |
| 32 | Two-bedroom | 96.84 | 9.16 | 106.00 |
| 33 | One-bedroom | 94.92 | 33.08 | 128.00 |
| 34 | One-bedroom | 101.35 | 34.61 | 135.96 |
| 35 | One-bedroom | 100.71 | 35.45 | 136.16 |
| 36 | One-bedroom | 100.77 | 35.39 | 136.16 |
| 37 | One-bedroom | 100.70 | 35.94 | 136.64 |
| 38 | One-bedroom | 92.27 | 33.56 | 125.83 |
| 39 | Studio | 49.71 | 3.46 | 53.17 |
| 40 | Studio | 55.20 | 7.53 | 62.73 |
When a buyer compares a ground-block unit with an upper-floor unit, the flat area is the like-for-like figure, because a garden is outdoor space. Units 20 and 21 show how the printed totals are built: unit 20 is a two-bedroom of 122.91 m² with a 65.92 m² garden, giving 188.83 m², and unit 21 is a studio of 66.78 m² with a 31.37 m² garden, giving 98.15 m². The terms that apply to a garden, such as whether it is part of the unit’s title or an exclusive-use area of common land, are a normal point to read in the sale and purchase agreement, and the checklist later in this profile includes it.
Shops and offices
The brochure lists 15 shops and 4 offices. On the site plan, shops 11 to 19 are labelled as ground floor, shops 1 to 6 are on a level labelled “Levelling 2 floor”, and offices 7 to 10 are on a level labelled “Levelling 1 floor”. These are the developer’s labels. Shop areas range from 28.98 m² to 55.35 m², and the four offices range from 61.46 m² to 152.52 m².
| Unit | Use | Level label on the site plan | Area (m²) |
|---|---|---|---|
| 1 | Shop | Levelling 2 floor | 55.35 |
| 2 | Shop | Levelling 2 floor | 55.19 |
| 3 | Shop | Levelling 2 floor | 38.20 |
| 4 | Shop | Levelling 2 floor | 34.99 |
| 5 | Shop | Levelling 2 floor | 33.07 |
| 6 | Shop | Levelling 2 floor | 40.73 |
| 7 | Office | Levelling 1 floor | 152.52 |
| 8 | Office | Levelling 1 floor | 113.32 |
| 9 | Office | Levelling 1 floor | 61.46 |
| 10 | Office | Levelling 1 floor | 132.96 |
| 11 | Shop | Ground floor | 39.19 |
| 12 | Shop | Ground floor | 47.02 |
| 13 | Shop | Ground floor | 39.54 |
| 14 | Shop | Ground floor | 39.54 |
| 15 | Shop | Ground floor | 40.60 |
| 16 | Shop | Ground floor | 28.98 |
| 17 | Shop | Ground floor | 34.10 |
| 18 | Shop | Ground floor | 46.56 |
| 19 | Shop | Ground floor | 34.02 |
The commercial units sit in the same building as the apartments, so a shop owner and an apartment owner share the lifts, the parking levels and the common areas. That arrangement is common in mixed-use buildings in Muscat Hills, and it means the service-charge schedule normally has a residential line and a commercial line. A buyer of a shop or an office would ask for the commercial rate, the permitted uses of the unit, the frontage and signage rules, and the parking allocation for visitors; a buyer of an apartment would ask for the residential rate and the allocation of parking spaces per apartment. Our service charges guide explains how these charges are set and billed in Oman developments.
Amenities in the brochure
The amenities page of the brochure lists the following for residents of Dar Muscat Hills.
- A rooftop swimming pool with a jacuzzi.
- Wellness facilities: a sauna and a steam room.
- Fitness: separate men’s and women’s gyms and a yoga space.
- A children’s play area and a cinema.
- Parking on three levels, with electric-vehicle parking spaces.
- Six lifts.
- Security.
The brochure presents the apartments as fully furnished. A furnished apartment is normally accompanied by an inventory that lists the furniture, the appliances and the fittings included, and the buyer would ask for that inventory to be attached to the sale and purchase agreement. For a buyer who intends to let the apartment, a furnished unit can be offered to tenants who want to move in without buying furniture, and our rental yields guide explains how yields are calculated for Oman apartments.
Location and surroundings
The brochure’s location map places Dar Muscat Hills near the junction of 99 Street, Hay Al Arafat Road and Al Matar Street, with Sultan Qaboos Street to the north, in Madinat Al Irfan. Using OpenStreetMap data, we measured straight-line distances from the project’s map position to nearby places. They are not driving times, and the road routes differ.
| Place | Straight-line distance |
|---|---|
| International College of Engineering and Management | about 0.6 km |
| NUST School of Foundation Studies | about 0.8 km |
| Muscat Hills Golf and Country Club | about 1.2 km |
| Muscat Hills Golf Club House | about 1.6 km |
| Military Technological College | about 1.9 km |
| Muscat International Airport, Terminal 1 | about 2.8 km |
The brochure itself describes the surroundings as a well-connected urban setting with access to business, shopping, education, hospitality and entertainment, and points to the wider Muscat Hills district, which has an 18-hole golf course, clubhouse facilities, restaurants and cafes, the Boulevard promenade and a school. The next section looks at that district in more detail.

Muscat Hills and Madinat Al Irfan: the district around Dar Arabia Oman’s project
Dar Muscat Hills sits within Madinat Al Irfan, the part of Muscat Hills that the developers of the district describe as a new downtown for Muscat. Gulf News reported in November 2018 that Madinat Al Irfan was launched as a joint venture between Majid Al Futtaim and OMRAN, the Oman Tourism Development Company, covering more than 4.5 million square metres and valued at OMR 5 billion. The same report describes retail of 100,000 square metres, offices of 700,000 square metres, a convention centre next to the Oman Convention and Exhibition Centre, up to 11,000 new homes, and a build-out in three phases over 20 years, with the new airport minutes away. That is the master-plan context for the buildings that individual developers, Dar Arabia Oman among them, are putting up at plot level.
Muscat Hills itself includes the Muscat Hills Golf and Country Club, with an 18-hole course, and several residential phases. An Oxford Business Group analysis in its Oman 2016 report names Muscat Hills as one of three main integrated tourism complexes in Muscat, alongside Al Mouj Muscat and Barr Al Jissah, and quotes Savills on rents of about OMR 750 a month for a two-bedroom unit at that date. A Middle East Construction News report describes Badr Muscat Hills, a development of 20 townhouses beside the golf club. The Oman Observer’s July 2018 report on The Pearl describes a building of 298 apartments and 4,000 square metres of commercial space on Muscat Hills Boulevard, as part of Madinat Al Irfan.
More recent launches show the district continuing to build. Gulf Construction reported on 1 March 2026 that Al Osool had unveiled Golf Hills, three residential towers with 366 apartments in Muscat Hills, Al Irfan. Our sibling profiles cover the other two developers with Muscat Hills listings on this site: Al Nama Real Estate, with Opal Residences, and Al Osool, with Golf Hills and The Pearl. A buyer looking at Dar Arabia Oman in Muscat Hills therefore has several neighbouring projects to compare, and a comparison table is given further down this page.
Integrated tourism complexes, or ITCs, are a category set up under Royal Decree 12/2006. In August 2023 the Ministry of Heritage and Tourism announced 19 ITC licences across Muscat, Dhofar, South Al Sharqiyah, South Al Batinah and Musandam, with a planned 42,617 housing units, according to Gulf Construction, and the Undersecretary said these complexes allow non-Omanis to own property. The public sources above describe Muscat Hills as an ITC area in connection with the projects they cover, and our ownership guide explains how ITC status is tested for a given plot.
Dar Arabia Oman portfolio and track record
The developer’s website lists six projects under the heading “Properties for sale”. The table below sets out what each project page says. All six pages carry a publication date of 15 November 2025 and offer a brochure download.
| Project | Location | Type | Starting from, per the developer | Details on the page | Source |
|---|---|---|---|---|---|
| Darcom | Ghala, Muscat | Office tower with retail space | OMR 38,950 ($101,300) | Office layouts of about 56 to 74 m²; cafe, meeting spaces, gym access, parking, fingerprint entry | dar-arabia.com |
| Dar Bousher | Bousher, Muscat | Villas and residential units | OMR 54,000 ($140,443) | Private parking, landscaped surroundings, community facilities | dar-arabia.com |
| Dar Safa | Jal, Muscat | Family residential units | OMR 41,000 ($106,633) | Warm interiors and practical layouts | dar-arabia.com |
| Dar Qurum | Qurum, Muscat | Residential units | Price list from the developer | Modern layouts, minutes from Qurum Beach and the Royal Opera House, per the developer | dar-arabia.com |
| Dar Saada | Al Sultan Taymoor Street, Muscat | Integrated business residences | Price list from the developer | Mixed residential and workspace units with flexible layouts | dar-arabia.com |
| Dar Irfan (Dar Muscat Hills) | Muscat Hills, Muscat | Apartments, shops and offices | Price list from the developer | 207 apartments, 15 shops, 4 offices per the brochure | dar-arabia.com |
Prices on the developer’s website are shown in rials and start from the figures above. Dollar equivalents use the peg of OMR 1 = $2.6008, so OMR 38,950 is $101,300; our guide to the rial peg explains why the dollar figure stays the same from one day to the next. The price shown is the entry price the developer advertises for the project, and a unit price depends on the size, level and position of the unit.
Darcom is the project the company uses to describe its commercial work. The developer presents it as a smart office tower in Ghala for small and medium companies, corporate offices and service firms, with automated lighting, climate control and high-speed connectivity, a cafe and meeting spaces. Dar Bousher is presented as a residential project of villas and units in Bousher, close to schools, malls, hospitals and main city routes. Dar Safa is a family-oriented residential project in Jal. Dar Qurum is a residential project in the Qurum district, which the developer places minutes from Qurum Beach, the Royal Opera House and shopping areas. Dar Saada is the integrated business-residence concept on Al Sultan Taymoor Street, where residential and workspace uses sit together. Together with Dar Muscat Hills, these projects cover offices, apartments and villas in several Muscat districts.
The projects above are the dated record of what the developer has on sale now. A buyer who wants to see completed buildings can ask the developer for a list of delivered projects with addresses and arrange a visit to one of them.

How buying works with Dar Arabia Oman
An off-plan purchase in Muscat follows the same sequence whichever developer sells the unit, and the sequence below is the one a buyer of Dar Muscat Hills would follow. It sets out the normal order of steps and the law behind them. The legal framework is Royal Decree 79/2025, which took effect in March 2026 and which, according to our explainer on the law, replaced the earlier decrees on brokerage, apartment ownership and escrow. The decree text is published at decree.om, and the law firm BSA has published a commentary. The Ministry of Housing and Urban Planning is the regulator, at housing.gov.om.
- Licences. Under the decree, a developer holds a developer licence and a project licence from the Ministry, and a separate advertising licence is required for each project before it is marketed. The Ministry has described the order as developer licence, then project licence, then advertising permit. A buyer can ask the developer for the licence numbers, and the brochure’s statement that the project is registered with the Ministry of Housing is the starting point for that request. Our article on off-plan marketing rules sets out the detail.
- Choosing the unit. The buyer picks a unit from the price list, which for Dar Muscat Hills lists the unit code, the type, the flat area, any garden area, the price and the parking allocation. The unit codes in the brochure, such as 0105 or unit 28, are the reference to quote.
- Reservation. A reservation form and a deposit hold the unit for an agreed period while the sale and purchase agreement is prepared. The form records the unit, the price, the deposit and the period.
- Sale and purchase agreement (SPA). The SPA records the parties, the unit, the price, the payment schedule, the handover date, the specification and the service-charge basis. Under the decree, only the Ministry-approved form of off-plan contract transfers ownership before completion, and off-plan sales are recorded in the Preliminary Real Estate Register, so the buyer asks for the registration reference.
- Payments. Instalments are paid into the project’s escrow account, which the decree requires for each project, held in the project’s name at a registered bank and released against verified construction progress. The buyer asks for the bank name and account details in writing before paying.
- Progress. Developers normally send construction updates, and a buyer can visit the site to see progress against the schedule.
- Snagging and handover. Before the final instalment, the buyer inspects the apartment, lists any defects in a snagging report, and agrees a date for their correction. A third-party inspector can carry out the inspection if the buyer prefers. The final payment is normally due on completion, and the keys follow once the defects list is agreed.
- Registration. Title is registered at the land registry in the buyer’s name. Our payment plans guide notes a property transfer fee of 3 percent of the registered value, paid at registration, and VAT of 5 percent on a first supply from the developer; together they add roughly 8 percent to a first purchase and are normally budgeted separately from the instalments.
Payment schedules differ by developer, and the schedule for Dar Muscat Hills is part of the price list and SPA issued by Dar Arabia Oman. Plans in the Muscat Hills area range from calendar-date schedules to construction-stage schedules. Golf Hills uses a schedule of 20 percent on booking, 15 percent at 6, 12, 18 and 24 months and 20 percent on completion, and Opal Residences ties its instalments to construction stages, as set out on their profile pages. Our payment plans guide compares structures across the market, and our handover calendar lists projects by target quarter, which is useful for lining up a handover with the end of a lease or the sale of another property.
Service charges are paid per square metre from handover and cover the common areas. For a building with a rooftop pool, two gyms, a cinema and three parking levels, the schedule normally lists what each service includes, and the buyer reads it alongside the sale and purchase agreement. If a buyer plans to sell later, our guide to selling property in Oman sets out the steps, and a registered title makes a resale simpler to document.
Ownership route and residency for Dar Arabia Oman buyers
Property ownership by non-Omanis in Oman depends on the zone in which the plot lies and on the title category registered for it. The title category and the licence details for Dar Muscat Hills are provided by Dar Arabia Oman on request and form part of the reservation documents. Muscat Hills is described as an ITC area in public sources for other projects in the district, including the Oxford Business Group analysis, the Middle East Construction News report on Badr and the Oman Observer report on The Pearl, which are linked in the district section above. Our guides to ownership and ITCs in Oman and to what foreign buyers can and cannot buy explain the general rules.
Two residency routes are linked to property in Oman, and they are different permits.
- Golden Residency: a ten-year renewable residency with a minimum of OMR 200,000 ($520,160), which on this site is read as applying to a single ITC property. The Royal Oman Police decides each application.
- Owner Visa: a sponsor-free permit for foreign property owners under Royal Oman Police Decision 87/2026, published in the Official Gazette in June 2026. It has no minimum property value, and it ends if ownership is transferred.
Eligibility for either route depends on the title category of the specific unit and on its price, and both are set out in the price list and the reservation documents. With the price list in hand, a buyer can check each unit against the threshold of OMR 200,000, at or above or below, and ask for the residency route to be confirmed in writing before paying a deposit. Our Golden Residency versus Owner Visa guide sets out the conditions of each permit side by side.
Comparing Dar Muscat Hills with other Muscat Hills listings
Three other Muscat Hills projects are listed on this site. The table uses what each listing and profile page states. The projects have different developers, building sizes and stages, so the figures are a starting point for questions rather than a like-for-like ranking.
| Item | Dar Muscat Hills | Opal Residences | Golf Hills | The Pearl at Muscat Hills |
|---|---|---|---|---|
| Developer | Dar Arabia Oman | Al Nama Real Estate | Al Osool | Al Osool Properties |
| Mix | Apartments, shops, offices | Apartments | Apartments in three towers | Shops below 298 apartments |
| Scale | 207 apartments, 15 shops, 4 offices | 279 residential units | 366 apartments, per the launch announcement | 37 shops; 298 apartments |
| Entry price | Price list from the developer | 1-bedroom from OMR 74,631 ($194,100) | 1-bedroom from OMR 62,900 ($163,590) | Shops priced on request |
| Handover | Beginning December 2029, per the brochure | Q4 2028, per the developer | Q4 2028, per the developer | Year built 2025, per the listing |
| Listing | Dar Muscat Hills | Opal Residences | Golf Hills | The Pearl |
A buyer comparing these projects normally lines up the same questions for each: the flat area of the unit being priced, the price per square metre, the share of the price paid before handover, the service charge, the parking allocation, and the handover date in the SPA. For Dar Muscat Hills the flat areas are already printed in the brochure, so once the price list is issued the calculation is straightforward: divide the price by the flat area. Mixed-use buildings also add the commercial question, which is whether the shops and offices share the same service-charge and parking arrangements as the apartments. The handover calendar gives the target quarter for each project, and the spread between Q4 2028 for neighbouring buildings and the beginning of December 2029 for Dar Muscat Hills is one more input for a buyer who has a date to meet.
