Rozal Development Oman: who the developer is and what it builds

Rozal Development Oman is the name this page uses for Rozal Development, a Muscat construction and property development company. According to its website, the company has worked in Muscat since 2006 and builds residential properties, and the site refers to a portfolio of more than 80 properties. Four projects appear under “New Projects” on its home page: Muna Hills, Parkside Villas, Yass Al Azaiba and an entry labelled ITC Project. The project we list for Rozal Development Oman is Alef Qurum Residence, a building of 32 apartments and 11 ground-floor commercial units inside the Telal Al Qurm masterplan, between Wattayah and Qurum in Muscat, with completion given as Q2 2029 by the developer.

This profile gathers what is public about Rozal Development Oman in one place and then goes into depth on Alef Qurum Residence. It covers the unit mix type by type, the payment plan with worked arithmetic, the service charge, the Integrated Tourism Complex (ITC) basis of the title, the residency route that applies, the way the Telal Al Qurm masterplan is structured, the location and the sequence of steps in an off-plan purchase under Royal Decree 79/2025. Figures for Alef Qurum Residence come from our listing page, which reproduces the developer’s price and plan data. Statements about the company come from its website and are attributed to it. Statements about the masterplan and the law come from the public sources linked in the text.

Two naming points help when searching. The project name on the listing is Alef Qurum Residence, and the masterplan around it is Telal Al Qurm, which is also the name of a separate listing on this site with its own profile, the Alargan Towell profile. The two pages describe different buildings in the same masterplan and different developers. Readers who want the wider market picture can use the developers hub and our guide to Oman property developers.

The table holds the facts a buyer normally uses to place a developer: where it is based, how long it has worked, what it has on offer and what the project we list contains. The sections below give the detail behind each row and keep the company’s own statements separate from the figures on our listing page.

What Rozal Development Oman says about itself

The website of Rozal Development Oman describes a construction and property development company in Muscat that works on residential properties for homebuyers and investors. The About page gives 2006 as the year from which the company has been active in the industry, and the footer of the site carries the same starting year. The company states that it combines construction, interior design and property development, and that a team of professionals oversees each stage of construction. It also describes its approach to clients as one of clear communication and personal service. These are the developer’s descriptions, and this page quotes them as statements of the company rather than as findings.

The home page and the footer refer to a portfolio of more than 80 properties. The home page also has a section for completed and sold projects, which the company describes as residential developments across Muscat. This profile limits the project record to the pages the website shows in detail: Muna Hills, Parkside Villas and Yass Al Azaiba, each with its own page, and the entry labelled ITC Project on the home page. The same site also has a news section with posts dated December 2024 on the Omani property market.

For a buyer, the practical reading is simple. Rozal Development Oman presents itself as a Muscat villa and apartment builder with a history that starts in 2006, and the Alef Qurum Residence listing repeats that description. When a buyer reserves a unit, the reservation form and the sale and purchase agreement (SPA) name the company that signs the contract, and that name, together with the commercial registration, is the document-level answer to the question of who the seller is. The checklist near the end of this page includes that item.

Rozal Development Oman projects on its website

The website of Rozal Development Oman gives a short page to each of three projects. All three are in the Bausher and Azaiba areas of Muscat, and the table sets out what the pages say. They are the developer’s descriptions and are shown without adjustment.

Project Location Type Status on the page What the page describes
Muna Hills Bausher Al Muna, Muscat Residential Completed; page dated 12 May 2025 7-bedroom villas of over 530 m², family halls, a fitted kitchen, a private pool, a garden and a barbecue area
Parkside Villas Bausher, near Bausher Park Residential Ongoing Villas of 4 to 7 bedrooms with open terraces, family lounges and dual kitchens
Yass Al Azaiba Azaiba, Muscat Residential Ongoing 1-bedroom apartments and 2-bedroom duplexes with a rooftop pool, a gym, a walking track and mechanical parking
ITC Project Listed on the home page Residential Listed under New Projects Entry label on the home page

Muna Hills is described as a completed villa project with 7-bedroom homes of more than 530 square metres. Parkside Villas is described as contemporary villas for family living near Bausher Park, with layouts from four to seven bedrooms. Yass Al Azaiba is an apartment and duplex building in Azaiba with a rooftop pool and a gym. Taken together, the pages show a company whose published work is villas in Bausher and apartments in Azaiba, which is a different product from the 32-apartment building in Telal Al Qurm that we list. Each project page offers a brochure download, and a buyer interested in one of these projects would read the brochure and ask for the price list and the licence numbers in the same way as for Alef Qurum Residence.

Alef Qurum Residence: the project Rozal Development Oman sells in Telal Al Qurm

The building at a glance

Alef Qurum Residence is a building of 32 apartments on five residential floors, with 11 ground-floor commercial units. The apartments come in one-, two- and three-bedroom layouts, with internal areas from 62.60 m² to 128.00 m². Completion is given as the second quarter of 2029 by the developer, and the entry price on our listing page is about OMR 42,990 ($111,810) for the one-bedroom Type E. Our page records 26 of the 32 apartments as available at the time of writing, and the availability changes as units are reserved, so the current list is something to ask for at the time of reservation.

The listing page says that Rozal Development has operated in Muscat’s construction and property development market since 2006, which matches the company’s own website. It also says that the masterplan around the building is presented under the name Alargan Towell Oman and that the reservation form and the SPA name the company that signs the contract. This profile therefore treats Rozal Development Oman as the developer named for Alef Qurum Residence and leaves the contracting entity to the reservation documents.

Unit mix, type by type

The building has eight apartment types, lettered A to H. Types E and F are one-bedroom layouts, Types A, B, G and D are two-bedroom layouts and Types C and H are three-bedroom layouts. The table below is built from the type table on our listing page. The square-foot figures are the page’s own conversions of the metre figures.

Type Bedrooms Bathrooms Balconies Area (m²) Area (sq ft) Units Floors
E 1 2 1 62.60 674 2 1st, 2nd
F 1 2 1 66.70 718 2 1st, 2nd
A 2 2 0 88.25 950 5 1st to 4th, penthouse
B 2 3 1 91.80 988 5 1st to 4th, penthouse
G 2 2 1 92.35 994 5 1st to 4th, penthouse
D 2 3 1 103.10 1,110 5 1st to 4th, penthouse
C 3 4 2 124.00 1,335 5 1st to 4th, penthouse
H 3 4 1 128.00 1,378 3 3rd, 4th, penthouse
Total 4 one-bed, 20 two-bed, 8 three-bed 62.60 to 128.00 674 to 1,378 32 5 residential floors

The counts add up as follows. Types E and F have two units each, which makes four one-bedroom apartments. Types A, B, G and D have five units each, which makes twenty two-bedroom apartments. Type C has five units and Type H has three, which makes eight three-bedroom apartments. Four plus twenty plus eight is thirty-two. The two-bedroom apartments are therefore the large majority of the building, with 20 of 32 units, or 62.5 percent, and the one-bedroom apartments are the smallest group, with 4 of 32 units, or 12.5 percent.

A buyer who wants a particular layout quotes the type letter and the floor. Type E at 62.60 m² is the smallest apartment and Type H at 128.00 m² is the largest. Type A is the only layout without a balcony, and Type C is the only layout with two balconies. Types C and H each have four bathrooms. The balcony column matters when comparing like with like, because the balcony is outdoor space and the area figures on the listing are the apartment areas.

Floor distribution

The five residential floors are the first, second, third and fourth floors and the penthouse level. The ground floor holds the commercial units, the indoor pool, the gym and the entrance lobby.

Floor Apartments Types on the floor
1st 7 E, F, A, B, G, D, C
2nd 7 E, F, A, B, G, D, C
3rd 6 A, B, G, D, C, H
4th 6 A, B, G, D, C, H
Penthouse level 6 A, B, G, D, C, H
Total 32 Eight types

Seven plus seven plus six plus six plus six gives 32. The one-bedroom Types E and F appear only on the first and second floors, so a buyer who wants a one-bedroom apartment is choosing between those two floors. The three-bedroom Type H appears from the third floor upwards. The listing page refers to a penthouse level in its unit table without a separate description, so the layout and terrace arrangement of a penthouse-level unit is a point to read on the floor plan in the brochure.

Prices and price per square metre

Our listing page shows an entry price for three of the types, one for each bedroom count. Price per square metre is the price divided by the internal area, the method set out in our price per square metre guide. The dollar figures use the peg of OMR 1 = $2.6008.

Type Bedrooms Area (m²) Price Price per m²
E 1 62.60 OMR 42,987 ($111,801) OMR 687 ($1,786)
A 2 88.25 OMR 64,980 ($169,000) OMR 736 ($1,915)
C 3 124.00 OMR 90,011 ($234,101) OMR 726 ($1,888)

The arithmetic is 42,987 divided by 62.60, which is 686.7, then 64,980 divided by 88.25, which is 736.3, and 90,011 divided by 124.00, which is 725.9. All three prices are below OMR 200,000 ($520,160), a point that matters for the residency route described later in this page. The listing page also gives the prices in dollars per square foot, and those figures are the page’s own conversion of the same prices. Prices of the other types, and the effect of floor and position on price, come from the developer’s current price list, which the buyer asks for when reserving.

The payment plan and a worked example

The payment plan on our listing page has four parts: a fixed booking fee of OMR 2,000 ($5,202), a down payment of 20 percent of the price, ten quarterly instalments of 6.5 percent each, and a final payment of 15 percent on completion. The percentages add up to 100 percent: 20 plus 65 plus 15. Ten quarterly instalments cover two and a half years, and the dates of each instalment are written into the SPA. The same structure is compared with other Oman plans in our payment plans guide.

The following table applies the plan to the three priced types. The Type A figures match the worked example on the listing page: OMR 12,996 down, ten instalments of OMR 4,223.70 and OMR 9,747 on completion.

Step Share Type E, OMR 42,987 Type A, OMR 64,980 Type C, OMR 90,011
Booking fee Fixed OMR 2,000 ($5,202) OMR 2,000 ($5,202) OMR 2,000 ($5,202)
Down payment 20% OMR 8,597.40 ($22,360) OMR 12,996.00 ($33,800) OMR 18,002.20 ($46,820)
Each of 10 quarterly instalments 6.5% OMR 2,794.16 ($7,267) OMR 4,223.70 ($10,985) OMR 5,850.72 ($15,217)
All 10 instalments 65% OMR 27,941.55 OMR 42,237.00 OMR 58,507.15
On completion 15% OMR 6,448.05 ($16,770) OMR 9,747.00 ($25,350) OMR 13,501.65 ($35,115)

The check for Type A is 12,996.00 plus 42,237.00 plus 9,747.00, which equals 64,980.00, the full price. The check for Type E is 8,597.40 plus 27,941.55 plus 6,448.05, which equals 42,987.00. The plan places 20 percent of the price at the start, 65 percent in the middle and 15 percent at completion, so 85 percent of the price is paid before handover. How the OMR 2,000 booking fee is credited against the down payment is written in the reservation form, and the buyer reads that line before paying.

A second way to read the plan is by quarter. In Type A the quarterly instalment of OMR 4,223.70 is equal to 6.5 percent of the price, or about OMR 1,408 a month if spread evenly over three months. A buyer who plans a purchase from income rather than from savings can use that figure to test the monthly cost. A buyer who plans a purchase from the sale of another property uses the completion date in the SPA and the handover calendar to line up the final 15 percent, and our handover calendar lists projects by target quarter.

Service charge arithmetic

The service charge on our listing page is OMR 5 per square metre per year. The annual charge for a unit is the rate multiplied by the internal area, and the table shows the result for every type. The dollar figures use the same peg.

Type Area (m²) Annual service charge Per month
E 62.60 OMR 313.00 ($814) OMR 26.08
F 66.70 OMR 333.50 ($867) OMR 27.79
A 88.25 OMR 441.25 ($1,148) OMR 36.77
B 91.80 OMR 459.00 ($1,194) OMR 38.25
G 92.35 OMR 461.75 ($1,201) OMR 38.48
D 103.10 OMR 515.50 ($1,341) OMR 42.96
C 124.00 OMR 620.00 ($1,612) OMR 51.67
H 128.00 OMR 640.00 ($1,665) OMR 53.33

The listing page rounds the Type A figure to OMR 441, and the exact product of 88.25 and 5 is 441.25. The charge is billed on the unit area and covers the common parts of the building, which on the ground floor of Alef Qurum Residence include the lobby, the indoor pool and the gym. The schedule of what the charge includes, how it is billed and how it can change is part of the SPA documents, and our service charges guide explains how such charges are set in Oman developments.

Ground floor, commercial units and amenities

The ground floor holds 11 commercial units, which the listing page gives as ranging from roughly 21 m² to 51 m² and as having their own entrances, separate from the residents’ entrance. The retail frontage is described as glazed and signed. The indoor swimming pool and the gym are also on the ground floor, the pool is for residents only and is screened from outside view, and the lobby is double height with a reception. The listing also names 24-hour security and surveillance with a staffed guard room, controlled access for residents, and one dedicated parking space per residence on the ground and underground levels.

Because the apartments and shops share one building, the service-charge schedule normally carries a residential line and a commercial line, and the parking allocation and the permitted uses of a commercial unit are written in the SPA for that unit. A buyer of an apartment reads the residential line and the allocation of the parking space. A buyer of a commercial unit asks for the commercial rate, the signage rules and the visitor parking arrangements.

Completion date

Completion is given as the second quarter of 2029 by the developer, and the date appears in the same form in several places on our listing page. A target quarter in marketing material is the developer’s schedule. The date that binds the parties is the one written in the SPA, together with the way the SPA treats a delay. A buyer comparing Alef Qurum Residence with other Muscat projects uses the SPA date for each project, and the target quarters of projects with similar timing, such as ALMAR Residences in Al Mouj Muscat at Q2 2029, are listed in the handover calendar.

The Telal Al Qurm masterplan around Rozal Development Oman’s building

Alef Qurum Residence is one building inside Telal Al Qurm, a masterplan between Wattayah and Qurum in Muscat. TradeArabia reported on 15 July 2024 that Telal Al Qurum Real Estate had obtained a licence for an integrated tourist complex in the Qurum area. According to that report, the site covers 164,900 square metres, of which 49,920 square metres is set aside for roads, gardens and walkways. The components named are hotel apartments and villas, a shopping centre, commercial spaces, green spaces, at least one hotel to be developed with an international hospitality brand, and a community centre with educational, recreational and sporting activities. The project is described as freehold and open to expatriates and Omani nationals. The report adds that construction had started on a bridge linking the development zone to the road network.

A later government announcement covers a complex of similar size in the same area. A government announcement at fm.gov.om reports an agreement signed on 3 March 2026 between the Ministry of Heritage and Tourism and Sourah Al Qurum Real Estate L.L.C. to establish an integrated tourism complex in Al Qurum, in the Wilayat of Bausher. The announcement gives an area of about 165,000 square metres, an estimated cost of about OMR 230 million, implementation in phases over 15 years, two four-star hotels with more than 400 hotel units, an indoor entertainment hall, sports courts, retail outlets and residential units for freehold ownership. GCC Business News reported the same agreement with the dollar equivalent of $597.40 million. Both reports state that the chairman of Alargan International Real Estate Company signed as the authorised signatory for Sourah Al Qurum.

Our listing for the masterplan, Telal Al Qurm, describes a 164,900 m² site with more than 1,500 apartments, 46 townhouses, 190 serviced apartments, two hotels, an aqua park, a cinema complex and commercial space, phased over about 15 years at roughly OMR 230 million, and it is the subject of the Alargan Towell profile. The 2017 coverage in Kuwait Times describes Telal Al-Qurm as a residential and commercial district of 164,900 square metres on the edge of Muscat’s Qurm area and mentions a demonstration townhouse, so the masterplan was in view before the 2024 licence announcement.

The point for a buyer of Alef Qurum Residence is how the pieces fit together. The masterplan is the larger complex with its own licence, hotels, shops and infrastructure. Alef Qurum Residence is a 32-apartment building within it, offered under the name of Rozal Development on our listing page. The sale contract names the signing company, and the title category, the ITC documents and the project registration are issued for the plot on which the building stands. These are the documents a buyer asks for, and the checklist later in this page lists them.

Location of Alef Qurum Residence between Wattayah and Qurum

Telal Al Qurm lies between Wattayah and Qurum in the Muscat Governorate, and our listing page places the masterplan about 3.8 km from Ruwi and about 4.7 km from Shatti Al Qurum beach. The page also lists approximate drive times to places that residents are likely to use. They are the listing’s figures, they are driving times rather than straight-line distances, and they vary with traffic.

Destination Drive time on the listing page
The Sultan Center, Al Qurum 3 minutes
Opera Galleria Shopping Centre 10 minutes
Royal Opera House Muscat 10 minutes
Qurum and Al Qurum Park 11 minutes
Our Planet International School 11 minutes
Al Sahwa School 13 minutes
British School Muscat 13 minutes
Mutrah Souq 13 minutes
Ras Al Hamra Golf Club 14 minutes
Shatti Al Qurum Beach 15 minutes
Sultan Qaboos Grand Mosque 18 minutes
Al Fair Supermarket 19 minutes
Al Alam Palace 22 minutes
Muscat International Airport 25 minutes

The nearest listed destination is a supermarket three minutes away, and the listed schools lie between 11 and 13 minutes away. The airport is 25 minutes by the listing’s estimate. A buyer who commutes tests the route at the time of day that matters, because the figures are approximate. A buyer who plans to let the apartment considers which of these destinations a tenant is likely to use, and our rental yields guide explains how rent and yield are calculated for Oman apartments without relying on a promise from any developer.

Qurum is also the district of another ITC on this site, the beachfront project at Shatti Al Qurum, which is a different kind of property in the same part of Muscat. The Residences at Mandarin Oriental listing describes a completed, hotel-branded development on the beach, with a one-bedroom entry price of OMR 169,986 ($442,100). It is a useful reference point for the way ITC freehold works in this part of the city, and the comparison table later in this page sets it beside Alef Qurum Residence.

Ownership route for Rozal Development Oman buyers: ITC freehold

Non-Omani buyers can hold freehold property in Oman in zones the state has opened to them, and the main route for apartments is the Integrated Tourism Complex. The Ministry of Heritage and Tourism announced 19 ITC licences on 1 August 2023 across Muscat, Dhofar, South Al Sharqiyah, South Al Batinah and Musandam, covering 42,617 housing units, according to Gulf Construction, and the Undersecretary said these complexes also give non-Omanis the opportunity to own property. Our freehold guide explains how an ITC differs from other categories, and our guide to whether foreigners can buy property in Oman sets out the routes side by side.

For Alef Qurum Residence, our listing page describes the title as freehold based on an ITC licence announced on 15 July 2024, which is the licence reported by TradeArabia and described above. The title for a particular apartment is registered in the buyer’s name at the land registry after completion, and the buyer’s SPA states the title category. A buyer pays a property transfer fee of about 3 percent at registration, a cost that our listing page and our payment plans guide place on foreign buyers and that is budgeted separately from the instalments, along with legal and registration costs. For a Type A apartment at OMR 64,980, a 3 percent transfer fee is OMR 1,949.40 ($5,070).

The rules on marketing an off-plan project before the project is built are covered in our article on the off-plan marketing threshold, and the licences that a project holds before it is advertised are one of the items on the reservation checklist at the end of this page.

Residency and Rozal Development Oman: Owner Visa and Golden Residency

Two residency routes are linked to property in Oman, and they are different permits. The Golden Residency is a ten-year renewable residency with a minimum investment of OMR 200,000 ($520,160). Gulf News reported the relaunch with seven routes, one of which is buying property in an integrated tourism complex. On this site the property route is read as needing a single ITC property worth at least OMR 200,000, and the Royal Oman Police decides each application.

The Owner Visa is the sponsor-free permit for foreign property owners under Royal Oman Police Decision 87/2026. The Oman Observer reported on 25 June 2026 that the decision was published in the Official Gazette and that it covers registered units and also units whose registration is not yet complete, on a certificate from the competent authority. It also reported that the property-linked visa is valid for six months to one year and is renewable, and that the residency ends if ownership is transferred. On this site the Owner Visa has no minimum property price.

All three priced types of Alef Qurum Residence are below OMR 200,000: OMR 42,987 ($111,801) for Type E, OMR 64,980 ($169,000) for Type A and OMR 90,011 ($234,101) for Type C. The Golden Residency threshold is therefore not reached by a single Alef apartment, and the Owner Visa is the residency route that applies to these units. The reservation documents state the route, and the buyer asks for it to be written down before paying a deposit. The two permits are compared side by side in our Golden Residency versus Owner Visa guide.

How an off-plan purchase works at Rozal Development Oman

An off-plan purchase in Muscat follows the same sequence whichever developer sells the unit, and the sequence below is the one a buyer of Alef Qurum Residence would follow. The legal framework is Royal Decree 79/2025 on real estate regulation. The decree was published in Official Gazette issue 1613 in September 2025, and it came into force in March 2026 according to the decree.om text, which also shows that the decree repeals the earlier brokerage law, the apartments and floors ownership system and the escrow system for real estate projects. The law firm BSA published a commentary that summarises the off-plan provisions, and our explainer on the law gives the buyer’s view.

  1. Licences. Under the decree, a developer needs a licence before a project starts, and marketing needs a licence from the Ministry of Housing and Urban Planning. A buyer asks for the developer licence number, the project licence number and the advertising licence number.
  2. Choosing the unit. The buyer picks a unit from the price list by type letter and floor, for example Type A on the second floor, and notes the area, the balcony count and the parking space.
  3. Reservation. The buyer signs a reservation form and pays the OMR 2,000 booking fee that the plan shows. The form records the unit, the price and the period for which the unit is held while the SPA is prepared.
  4. Sale and purchase agreement. The SPA records the parties, the unit, the price, the payment schedule with dates, the completion date, the specification and the service-charge basis. BSA reports that all contracts relating to a project must be registered in the real estate register, so the buyer asks for the registration reference.
  5. Down payment and instalments. The 20 percent down payment and the ten quarterly instalments are paid into the project’s escrow account. BSA reports that each project has its own escrow account and that withdrawals are tied to approved construction phases. The buyer asks for the bank name, the account name and the account number in writing before paying.
  6. Progress. The developer sends construction updates, and the buyer can visit the site to compare progress with the schedule in the SPA.
  7. Snagging and handover. Before the final 15 percent, the buyer inspects the apartment, lists defects in a snagging report and agrees a date for their correction. A third-party inspector can carry out the inspection. The keys follow when the defects list is agreed and the final payment is made.
  8. Registration. Title is registered in the buyer’s name, and the transfer fee of about 3 percent is paid at registration. VAT of 5 percent applies to a first supply from a developer, which our payment plans guide covers.

A buyer who later wants to sell follows the steps in our guide to selling property in Oman. A buyer who reads the decree text and the commentary side by side sees that the points that matter most for an Alef purchase are the licences, the separate escrow account and the registration of the contract, and these are all items a buyer can ask to see before paying.

Comparing Alef Qurum Residence with other ITC projects in Muscat

The table compares Alef Qurum Residence with four other projects listed on this site, using what each listing or profile page states. The projects have different developers, sizes and stages, so the figures are a starting point for questions and not a ranking.

One way to use the table is to line up the service charge for the same apartment size. For an 88.25 m² apartment, the annual charge at OMR 5 per square metre is OMR 441.25, at OMR 4.5 it is OMR 397.13, and at OMR 3.25 it is OMR 286.81. The differences come from the rate and from what each schedule covers, for instance hotel services at the Mandarin Oriental residences, which are billed separately, so the schedules are read side by side before the charges are compared as prices.

The entry prices differ because the apartments differ. Alef Qurum Residence starts with a one-bedroom of 62.60 m², Telal Al Qurm lists a two-bedroom of 958 sq ft as its entry unit, and the Mandarin Oriental figure is for a completed, furnished beachfront apartment. The handover column shows the spread between a project completed now, a building due in 2027 and 2028 and buildings due in 2029, which is one more input for a buyer with a date to meet.
