Description

Sakli Kent Famagusta is a completed NorthernLAND estate whose English page is titled “Saklı Kent Villas for Sale in Famagusta, Northern Cyprus” and whose map pin lies about 9 km from the Walled City of Famagusta.

Sakli Kent Famagusta villa estate with communal pools, aerial view

This guide to the Sakli Kent Famagusta project sets out what the developer publishes (a name, a pin and six photographs, with no figures), places the pin among sourced area facts, and lists the checks a buyer of a completed villa estate should make. No price, unit count, size, handover year or title-deed category is published, so none is estimated.

Overview of Sakli Kent Famagusta

On northernland.com the project has one page, titled in English “Saklı Kent Villas for Sale in Famagusta, Northern Cyprus”, and a card on the projects list under the heading for completed projects. The developer, NorthernLAND Construction LTD, writes the name “Saklı Kent”, with a dotless ı; the rest of this guide uses the spelling Sakli Kent. The page holds no project-specific prose: it consists of three company paragraphs shared with most NorthernLAND pages, a Google map labelled “Saklı Kent” and six photographs.

Three points shape what follows. First, “Famagusta” is an area label. The map pin lies 9.0 km in a straight line from the Walled City centre point (Namık Kemal Square, OpenStreetMap), and 6.6 to 7.5 km from the pins of three NorthernLAND apartment projects in the city (Premier, New Life and Via Park).

The nearest sibling pin, Kentplus, is 3.3 km away. Second, completion is shown only by category; no handover year appears. Third, the page title says villas, while the photographs, as described in the image text prepared for this listing, show a villa and apartment estate with communal pools, a tennis court and a play area.

The developer publishes no price, unit count, floor area, bedroom count or title-deed category, and the page says so only by omission. The table below records that plainly once. The rest of this page uses sourced area, legal and tax facts to describe what a buyer of a completed estate on this pin needs to establish, and section 7 sets the project beside the developer’s other listings on this site.

Unit types and sizes: what the Sakli Kent page states and what it leaves out

The developer’s page lists no unit type in its text. What exists is a few words in page titles and meta descriptions in five languages, and six photographs. The first table sets each source against what it adds. Every “none” in it was checked on 25 October 2026 against the English, Russian, Polish, Turkish, Persian and German versions of the page.

Sakli Kent Famagusta unit information by source Unit wording Counts, sizes, bedrooms Limit of the source
English page title and meta description “Villas for Sale in Famagusta”; “homes” None Search-engine text, not a specification
Polish page title “Wille” (villas) None Same limit
Turkish page title “Modern Villalar” (modern villas) None Same limit
Russian meta description “дома” (houses) None Russian title names no town; wording is template text
Persian and German pages Name “Saklı Kent” only None No meta description
Projects-list card No type named; one marketing line None Not repeated here
Six gallery photographs (image text prepared for this listing) Villas along streets; one aerial view of a “villa and apartment estate” None visible Photographs are not plans and carry no scale
Floor plans and site plan None published None Nothing to read or measure
Aerial view of Sakli Kent villas, communal pools and playground in open farmland

Read together, these sources point to detached or terraced houses, and the aerial photograph shows low apartment blocks among them, but no text counts either kind. The number of villas, the number of apartments and any split between them are therefore unknown. A buyer cannot tell from the page whether an offered unit is a house on its own plot, a house in a shared plot or an apartment.

Sizes matter for cost as well as comfort, because two sourced charges depend on area. VAT on housing is 5% up to 300 m2 of closed area and 10% from 300 m2 (VAT regulation updated 7 October 2026).

The annual immovable property tax is calculated per square metre, at a base of TL 6.60 up to 120 m2 and TL 7.15 above that, with surcharges, a 15% reduction for buildings of 2000 or earlier and TL 35.60 per m2 for a swimming pool, under the schedule effective 1 January 2025; no 2026 schedule was located.

As an arithmetic illustration of the formula only, and not a size for any unit, 150 m2 gives 120 × 6.60 = TL 792 plus 30 × 7.15 = TL 214.50, a base of TL 1,006.50 before surcharges.

What to request in writing before relying on any unit description

  • the unit number as written on the title deed, with the plot, parcel and block numbers;
  • the unit type on the approved plan: detached, semi-detached or terraced house, or apartment, and the number of storeys;
  • net and gross closed area, covered terrace area and plot or garden area, each taken from the approved plan rather than from a brochure;
  • the bedroom and bathroom count, and whether any room was added or closed in after approval;
  • which pools, courts and play areas are common property and which belong to a single unit, with the share of each owner;
  • whether the property carries a pool of its own, because the property-tax schedule charges for it separately.

Location of Sakli Kent Famagusta: a map pin west of the city centre

What the developer publishes

The English page names Famagusta in its title and embeds a Google map labelled “Saklı Kent” at 35.15701 N, 33.85099 E. It prints no street, village, plot or postcode. The Russian version says only that the homes stand in a quiet setting of Northern Cyprus, and the Persian and German versions name no place. The embedded map is the only location data the developer gives, so every distance on this page is measured from that pin and is only as exact as the pin.

Where the pin falls on public maps

The OpenStreetMap reverse geocoder, asked about the pin, returns a mapped residential area named “Saklı Kent Sitesi” in the village area of Stylloi, in the Gazimağusa municipality area (Gazimağusa Belediyesi), with postcode 99500. That is secondary, volunteer-mapped data, but it is consistent with the developer’s pin and confirms that an estate of that name is drawn at the location. Wikipedia gives Mutluyaka as the Turkish name of Stylloi, and puts the village point 2.2 km north-west of the pin.

An official source agrees on the ward. The 2011 census table by ward lists Mutluyaka among the 17 wards of Gazimağusa municipality, with 407 residents (205 men, 202 women). The 17 wards add up to the municipality’s 40,920 residents, so Mutluyaka held about 1.0% of them (407 ÷ 40,920). The link between the estate and that ward rests on the map data, not on the developer, and the title deed or Land Registry record is the document that names the registered village or ward.

Famagusta around the pin

The municipality counted 40,920 residents in the 2011 census and quotes a State Planning Organisation projection of 55,868 for 2020, with more than 20,000 students and staff living in the city for much of the year (municipal history page). The projection is not a count.

Eastern Mediterranean University enrolment was 15,729 in 2024-25, down 5.5% from 16,640 in 2021-22, and national higher-education enrolment fell by 8.0% over the same period (Statistical Yearbook 2024). These figures describe a university city whose student population has not been growing, and no demand claim is made here.

On the building side, the Statistical Institute recorded final approval for 538 urban and 954 rural dwelling units in Gazimağusa district in 2025, a total of 1,492, of which 954 ÷ 1,492 = 64% were rural (Construction and Parcel Statistics 2025). Those are district figures. They do not say how the ward of the pin is classified or how many units of any kind exist at the estate.

Services, airports and climate

The Gazimağusa State Hospital stands on Salamis Road and has about 160 beds (hospital page). Its OpenStreetMap point is 4.8 km from the pin in a straight line, which makes it closer than the Walled City, 9.0 km away.

Ercan Airport is 31.6 km away in a straight line and about 46 km by road on an indicative route estimate. Larnaca Airport is 38.3 km away in a straight line; no road distance or drive time is quoted for it, because the route depends on the crossing point and who may use it.

The nearest official climate series is the WMO station at Paralimni, a Republic of Cyprus station 14.7 km south-east of the pin and 7.4 km from the Walled City (WMO World Weather Information Service). For 2002-2011 it records a mean daily maximum of 33.3 °C in August and 15.9 °C in January, and an annual rainfall of 331.1 mm (the sum of twelve monthly means, calculated here). Famagusta has no official normals of its own in the sources used.

Straight-line distances are haversine figures from published coordinates. Road figures come from the public OSRM router on OpenStreetMap data, are indicative only, and depend on where the router snaps the pin to a road. The road figure is between 1.2 and 2.1 times the straight line for the places in the table, which is a reminder that the pin lies on the western side of the city and that routes are not direct.

A completed estate west of the city: reading a pin, a title and six photographs

A name, a pin and six photographs

Most projects can be described from what the developer prints. For this estate the developer prints almost nothing, which changes the question from “what is being offered” to “what can a buyer prove”. The pin is the single hard datum.

It lies 6.6 to 7.5 km from the pins of Premier, New Life and Via Park, the three NorthernLAND apartment buildings in the city, and 3.3 km from Kentplus, so the label “Famagusta” covers a spread of the western side of the municipality as well as the dense northern wards.

That spread matters in practice. A reader who sees “Famagusta” and expects a walkable city address will find, from the table in section 3, a hospital 4.8 km away in a straight line and a university campus 5.3 km away, both reached by road on the indicative routes. The same figures also show the estate is closer to the State Hospital than the Walled City is, which is a fact about the pin and not a promise about any service.

A shared estate: pools, tennis court and play area

The image text describes communal pools, a tennis court and a children’s play area among villas in open farmland. Such shared parts are not a feature of a single house. They have an owner, an insurer, a cleaner, a water bill and a repair budget, and the owners of the houses pay for them in some form. The developer’s page names no management body, no service charge and no rules, and the sources used here describe none for this estate.

The Land Registry side is equally open. Under Law 52/2008 a condominium title or easement must exist for the unit before a purchase-permit application is lodged, and a sale without it is an offence (Law 52/2008); the decree allows a building permit or Town Planning approval to stand in for two years where title could not be set up (RG 147).

In an estate with common facilities, the title entry is the document that defines what is private and what is shared, so it should be read before the price is discussed.

Villas and apartment blocks: reading text against photographs

The page title and the Polish and Turkish titles say villas. The Russian description says houses. The aerial photograph shows apartment blocks among the villas. These do not contradict each other if the estate is mixed, but only the photograph says so, and no text counts either type.

For a foreign buyer the difference is legal as well as practical, because the 2026 decree treats apartments and two-storey villas under different limits, as section 5 sets out. A buyer should therefore ask the seller to state the legal type of the unit, not the marketing type.

The same applies to completion. The category “Completed Projects” is the only status signal, and the three generic paragraphs on the page speak of projects delivered as planned in general terms, which says nothing about this estate. A completed estate can still contain unfinished plots, unsold stock or units whose deeds are not yet issued, so completion has to be shown unit by unit.

Ten checks for a completed estate with an unpublished unit mix

  1. Ask the seller for the title deed number, the Land Registry district and the plot and unit numbers, and compare them with the Land Registry research document (araştırma belgesi) obtained at the district office, not with a copy supplied by the seller.
  2. Place the plot on a cadastral map and confirm in writing that it lies where the pin lies; the pin is the centre of a Google map, not a boundary.
  3. Establish whether the unit is a house on its own plot, a house on a shared plot or an apartment, and read the condominium title (kat mülkiyeti) or easement (kat irtifakı) entry that applies to it.
  4. Obtain the final approval certificate (nihai tasvip) for the building and the building permit, and check that the unit on offer matches the approved drawing.
  5. Request the rules or articles of whatever body manages the estate, the last two years of accounts, the current service charge and any arrears attached to the unit.
  6. List every shared facility seen in the photographs (pools, tennis court, play area, internal streets) and ask who owns, insures, cleans and pays for each.
  7. Ask for the latest water and electricity bills in the seller’s name, and for confirmation that the meters and connections will be transferred without fees outstanding.
  8. Check whether a mortgage, caution or other encumbrance is registered on the unit or on the parent plot.
  9. Confirm that the unit fits the buyer’s legal acquisition right, including the villa limit described in section 5, before any payment beyond a refundable deposit.
  10. Have an independent lawyer, not the seller’s, review the sale contract and the transfer sequence, and diarise every deadline the contract triggers.

Buying property in Northern Cyprus in brief: parcel first, permit second, deed last

The order below starts with the parcel and ends with the deed, because for a completed estate with no published unit data the first uncertainty is which piece of land and which unit is being bought. Every period and limit depends on the instrument in force. Foreign-buyer limits come from Decree-Law 89/2026 (Resmi Gazete No. 147, 7 August 2026), a Council of Ministers decree that re-issued Decree-Law 63/2026.

Its 90-day validity ends about 5 November 2026 unless Parliament enacts it, and the latest check of the official texts, on 17 October 2026, did not show whether it has been enacted; the position on 25 October 2026 is not established here. The consolidated Law 52/2008 on the legislation portal still shows the stricter text.

Step in the order a buyer meets it Who acts Deadline or fee (as of 25 October 2026) Source
1. Identify the parcel and unit Buyer’s lawyer, Land Registry Research document at the district office; Famagusta property is handled at the Gazimağusa office Land Registry announcement, 15 July 2025
2. Check condominium title and approvals Lawyer, Planning Department Title or easement must exist before the permit application; two-year relief under the decree Law 52/2008; RG 147
3. Check the acquisition right Lawyer Decree: 3 apartments, or 2 two-storey detached villas in a housing “site”; consolidated 39/2024 text: one property RG 147
4. Stamp and register the contract Buyer, seller, Tax Department, Land Registry Within 1 month, after buyer and seller have paid the taxes and fees due on the sale; stamp duty 0.5% of the stated sum RG 147; Stamp Duty Law
5. Apply for the purchase permit Buyer, Interior Ministry Same 1 month; fee half of the gross monthly minimum wage, TL 35,446.50 at TL 70,893 Interior Ministry list; minimum wage
6. Await the Council of Ministers decision Council of Ministers No statutory time limit; no official processing time found Law 52/2008
7. Pay the transfer fees Buyer Within 75 working days of the permit (60 in the 39/2024 text); 4% / 5.5% / 6% by property count, schedule valid to 5 January 2027 RG 197
8. Sign the transfer and take the deed Both parties at the Land Registry Within 1 year of the permit (6 months in the 39/2024 text) RG 147

For a villa estate, step 3 is the decisive one. Under the decree a foreign buyer may hold at most two two-storey detached villas in a mass-housing project or “site”, or one house on land of up to 3,300 m2, or up to three apartments, while nationals of states that recognise the TRNC may hold three villas or six apartments (RG 147).

The decree also caps sales of housing projects in zoned areas at 80% to foreigners, and relatives or same-nationality buyers may not together take more than half of the apartments on one parcel. Whether an offered unit counts as a villa in a site or as a house on its own land is a fact of the title, not of the marketing; the guide to title deeds and the cost guide cover the same ground at a general level.

The fee schedule of 7 October 2026 (RG 197) is valid only to 5 January 2027. Per 100,000 units of currency of price, for scale and not as a price for any unit, 4% is 4,000, 5.5% is 5,500 and 6% is 6,000, and stamp duty at 0.5% adds 500.

The person registering the title pays the Land Registry fee, and until all taxes and fees are paid local authorities may not connect water or electricity. That last rule matters for a resale in a completed estate, where the buyer inherits the connections.

Risks, title and due diligence

The title question comes first. UK Government guidance states that ownership of many properties in the north is disputed, that the European Court of Human Rights has treated pre-1974 owners as continuing legal owners, and that a buyer may be refused permission with no reason given (guidance on buying property in Cyprus; Demopoulos decision). The developer’s page states no title-deed category for this estate, so the category has to be read from the deed itself and checked with a lawyer, not assumed from the project’s status.

Several risks are specific to a completed estate sold as resales. The seller’s file may hold a sale contract and not a title deed, which the decree’s transitional rules treat separately: completed and delivered homes may be transferred within 36 months, and contracts exceeding an acquisition right may receive a ten-year use certificate with ownership staying with the seller.

The shared facilities may carry unpaid charges that follow the unit. And the instrument itself is temporary, since the decree’s validity ends about 5 November 2026 unless enacted and the fee schedule ends on 5 January 2027.

Money risk is also sourced. The TRNC consumer price index rose 35.02% in the 12 months to September 2026 (Statistical Institute), so a lira-denominated charge such as a service fee can change quickly, and the Republic of Cyprus does not recognise residence permits issued in the north (UK travel advice), while EU law is suspended there (European Commission Green Line page).

Agency quotations of transfer fees of 6%, 9% or 12% predate the October schedule and are not used. Residence and citizenship rules are summarised on the citizenship and immigration page, and holiday-let compliance on the short-let compliance page.

Two smaller risks complete the list. Building quality is a matter of supervision: the Chamber of Engineers and Architects has said project approval checks seismic compliance and that supervision by the project author is required, and the TRNC earthquake regulation dates from 2015, but a completed estate of unknown age needs its own approval papers and, where possible, a condition survey.

And the Land Registry processes transfers and research documents only at the office of the district where the property is registered while its new system is rolled out, so a buyer abroad needs a lawyer or proxy who can act there.

Within the 17, Sakli Kent is one of eight Famagusta-labelled projects, and one of two (with Kentplus, whose page names apartments and villas) whose pages mention villas. The other Famagusta pages describe apartments or mixed commercial and residential buildings, and their pins sit nearer the city’s northern wards.

Sakli Kent shares with every completed sibling the absence of a price, unit count, size, delivery date and title category, so none of those projects can be ranked against another on published data. Their differences are location, photographed form and the facilities visible in images. The broader context is on the Famagusta page and the Northern Cyprus country page; Pearl Village is the only Iskele-labelled villa project among the completed ones, listed under the Iskele page.

One page element appears on every NorthernLAND page, including this one: a pop-up banner headed “8 Yıl Ödeme Planı” advertising an eight-year plan, with up to 70% paid before delivery and the remaining 30% over five years. It is headed Grand Sapphire Blu and is attributed to that project only. No payment plan is published for Sakli Kent.

NorthernLAND

The developer’s About Us page names the company NorthernLAND Construction LTD and says it started in 2003 under the aim of “quality life”, and that the past 23 years of building underlie its work. It describes the company in superlatives and as “disabled-friendly, environmentally friendly” in design; those are the developer’s own statements and are not repeated or verified here. The projects list repeats three marketing figures, 23+ years of experience, 30+ completed projects and 1000+ customers, which are likewise the developer’s claims and are not independently confirmed.

The Group of Companies page lists related businesses: holiday rentals, a rentals brand, the Grand Sapphire Resort and Casino, Grand Sapphire Residences, the Grand Sapphire City Hotel, a car-rental company, a seafront restaurant called Pera Mackenzie and FITPLUS Fitness and Wellness Center, which it says runs two branches, in NorthernLAND Premier and Via Park. None of those pages mentions Sakli Kent. The site menu shows 23 projects, five under ongoing and 18 under completed.

Neither page says who owns or manages the common parts of the Saklı Kent estate, whether the developer or a residents’ body, and neither mentions after-sales service for it. The projects list says in general terms that the group offers property management, but it does not tie that statement to this project. That gap is why the management question appears first in the checklist in section 4.

Frequently asked questions

Where is Sakli Kent Famagusta?

The developer’s page says Famagusta in its title and embeds a map pin at 35.15701 N, 33.85099 E, 9.0 km in a straight line from the Walled City centre point and about 11.9 km by an indicative road route. OpenStreetMap maps an estate named “Saklı Kent Sitesi” in the village area of Stylloi (Turkish Mutluyaka per Wikipedia), inside the Gazimağusa municipality area. No street, plot or ward is published, so the Land Registry record is the place to confirm the parcel.

Is Sakli Kent Famagusta completed, and when was it delivered?

The developer files the project under “Completed Projects”, but the page gives no handover year and no completion statement of its own. The only date on the page is metadata: first published on 5 December 2022 and modified on 17 August 2026, which is not a delivery date. A buyer should ask for the final approval certificate and, for each unit, the title deed or the registered sale contract.

How many homes does Sakli Kent Famagusta have, and what sizes?

Neither is published. The page prints no unit count, no floor area, no bedroom count and no floor plan. Photographs show villas and, in the aerial view, apartment blocks, but nothing counts them. Any figure quoted by a seller should be matched to the approved plan and the title deed before it is relied on, including the plot area, the closed area and the covered terrace.

What does a home at Sakli Kent cost?

No price is published, and no payment plan applies to this project; the pop-up plan on the developer’s pages is headed Grand Sapphire Blu.

Costs on top of any price are sourced: a Land Registry fee of 4% for a first property for a foreign buyer under the RG 197 schedule valid to 5 January 2027, stamp duty at 0.5% of the sum in the agreement, VAT of 5% on housing up to 300 m2 of closed area where it applies, and a permit application fee of TL 35,446.50.

Are the homes at Sakli Kent Famagusta villas or apartments?

The English, Polish and Turkish page titles say villas and the Russian description says houses. The aerial photograph, as described in the image text for this listing, shows apartment blocks among the villas. No text counts either type, so the split is unknown. The legal type matters for a foreign buyer, because the 2026 decree sets different limits for apartments and for two-storey villas in a housing site.

How many villas may a foreign buyer own in an estate like this?

Under Decree-Law 89/2026 (RG 147, 7 August 2026) a foreign buyer may hold two two-storey detached villas in a mass-housing project or site, and nationals of states that recognise the TRNC may hold three. The consolidated Law 52/2008 text still shows one property. The decree is a Council of Ministers decree whose 90-day validity ends about 5 November 2026 unless Parliament enacts it, so the limit should be checked again at signing.

Which title-deed category does Sakli Kent have?

None is stated by the developer. Title deeds in the north differ by origin, and UK Government guidance warns that exchange or gift land may face restitution claims. The category appears in the deed and the Land Registry file, so the buyer’s lawyer should read both and obtain the Land Registry research document. A completed status does not show that each unit has its own deed.

Does owning a home at Sakli Kent lead to residence or citizenship?

Not by itself. As of 5 October 2026 (Residence and Visa Regulation) a title-deed holder whose property is worth GBP 300,000 or more can receive a ten-year residence permit, and below that a five-year one. Permanent residence (Law 51/2015) is a separate track requiring housing of at least EUR 125,000, income and six years of permits. TRNC citizenship by ordinary naturalisation needs five years of residence, and no provision makes a purchase an automatic route.

Can a home at Sakli Kent be let to holiday guests?

A letting of up to 60 days of a unit built as housing is a holiday-house letting under the Holiday Houses Law, which requires registration with the Tourism Planning Department and an operating permit before letting. Income tax on rent is withheld at 10% of gross rent (Income Tax Law), and renting immovable property is at 0% VAT. Whether an estate’s rules allow short lets is a question for its management rules, which no source describes.

How far is the nearest hospital and the nearest airport?

The Gazimağusa State Hospital, with about 160 beds, is 4.8 km from the pin in a straight line and about 6.3 km by an indicative road route. Ercan Airport is 31.6 km in a straight line and about 46 km by road on the same estimate. Larnaca Airport is 38.3 km in a straight line; no road distance is quoted, because the route depends on the crossing used.
