Description

5 and 6 Palms NorthernLAND is a villa scheme that its developer, NorthernLAND, files under completed projects, yet the developer’s page names no town, street, map pin, price, unit count or handover date. This guide to 5 and 6 Palms NorthernLAND sets out the 24 words of project text and the two photographs that the page does publish, shows which questions that page cannot answer, and gives a method for establishing the location and the title from documents. Legal points are given as of 25 October 2026.

Overview of 5 and 6 Palms NorthernLAND

NorthernLAND Construction LTD, a construction company in Northern Cyprus, publishes the scheme as “5&6 Palms”, which is the developer’s own spelling; this guide writes 5 and 6 Palms NorthernLAND. The English project page carries one sentence of project text, 24 words long, which says that the villas “blend modern design with high-quality construction”. The rest of that sentence and the page’s meta description are promotional wording and are not repeated here. Beyond them the page holds a menu, a footer, company-wide boilerplate and two photographs.

The developer’s projects page lists 5&6 Palms under Completed Projects. The scheme’s own page does not say when the villas were finished, how many there are, how large they are or what they cost. It shows no map, address or town in any of the language versions that were compared (English, Russian, Polish, Turkish, Persian and German), so the location of the scheme cannot be stated. Section 3 explains how a buyer establishes it.

Two further gaps matter. No title-deed category is stated anywhere on the page. A payment-plan pop-up appears on every NorthernLAND page, but it is headed Grand Sapphire Blu and belongs to that project, so no payment plan is published for this scheme.

The guide therefore concentrates on three things: the few facts that are published, the documents that would turn the page into a checkable offer, and the way the 2026 rules for foreign buyers apply to a villa whose site is unknown. The wider Northern Cyprus country page on this site gives the general market frame.

Unit types and sizes: what is published and what to request

The only unit type named on the page for this scheme is the villa. The page title reads “Modern Villas for Sale in Northern Cyprus” and the single sentence of project text calls the buildings villas. No language version gives a bedroom count, a plan label such as 3+1 or 4+1, a storey count, a built-up area or a plot size, and the page holds no floor plan or site plan.

The two photographs are the only visual evidence. By the image descriptions recorded for this listing, one shows a swimming pool in front of a row of detached villas with tiled roofs, and the other shows a row of detached villas with arched entrances and red tiled roofs beside a road. A photograph of a row cannot establish how many villas the scheme contains, whether the pool is private or shared, or whether the photographed row is the whole development.

Unit attribute What the page publishes Source
Type Villas Page text and title
Bedrooms or plan label None Not on any language version
Storeys None Photographs show tiled roofs only
Closed (built-up) area None No plans on the page
Plot area None No site plan on the page
Swimming pool One photograph shows a pool Private or shared is not stated
Number of villas None Not on any language version
Row of detached villas with arched entrances and red tiled roofs beside a road

Missing areas are not a cosmetic gap, because several 2026 rules turn on size or layout. The foreign-buyer limits in Decree-Law 89/2026 (Resmi Gazete 147, 7 August 2026) separate a detached house on land of up to 3,300 m2 from villas inside a mass-housing project or “site”, where the limit is two two-storey detached villas. VAT is 5% for housing with a closed area up to 300 m2 and 10% from 300 m2, according to the regulation updated on 7 October 2026.

The annual property tax is also charged per square metre. Under the 2025 schedule, the latest found, the base rate is TL 6.60 per m2 up to 120 m2 and TL 7.15 above that, so the first 120 m2 cost TL 792 before category surcharges (120 x 6.60, calculated from the schedule), and a swimming pool is charged at TL 35.60 per m2.

None of this can be applied to this scheme until the closed area, the plot and the pool are known; the VAT regulation and the property-tax schedule are the sources.

Items to request in writing, villa by villa:

  • The number of villas in the scheme and the number that remain unsold or on the resale market.
  • Bedrooms, closed area, covered terrace area and storeys for each villa type, as printed on the approved plans.
  • Plot area for each villa and whether villas stand on separate plots or inside a shared estate.
  • Whether the swimming pool is private to one villa or shared, who owns it and who pays for it.
  • The parcel number and title number of the specific villa on offer.
  • A statement of what is included in the price: furniture, air conditioning, boundary walls, landscaping.

A broader look at villa supply elsewhere on this site starts from the villas for sale in Cyprus page; it is context only and says nothing about the location of this scheme.

Where is it? What the developer publishes and how to establish the location

The developer publishes nothing that locates this scheme. The page has no map module, no address and no town, and the projects page gives the scheme only a one-line lifestyle blurb.

The footer of every NorthernLAND page lists a main office in Gazimağusa (Famagusta) and a sales office in Yeni İskele, but those are the company’s offices and say nothing about where the villas stand. The location of this project is not published, and the district summaries below are context only: they do not place it in either district.

Of the 17 NorthernLAND projects added to this site, eight are placed in Famagusta by their titles, metadata or map pins, four are placed in İskele the same way, and five, including this scheme, are placed in neither. The developer’s list also names villa projects at other places, so a villa scheme without a town could in principle lie anywhere the company builds. That is a reason not to assume, not a hint.

Famagusta (Gazimağusa) district. The 2011 census, still the latest, counted 40,920 residents in the Gazimağusa municipality and 69,741 in the district. The yearbook records one state in-patient institution with 161 beds. In 2025 the district recorded 538 urban and 954 rural dwelling units with final approval, 1,492 in total (sum calculated from the 2025 construction bulletin). Eastern Mediterranean University enrolled 15,729 students in 2024-25, down 5.5% from 16,640 in 2021-22 (calculated from the yearbook). The site’s Famagusta city page collects the listings there.

İskele district. İskele is the smallest district in the 2011 census, with 22,492 residents. The Ministry of Health’s list of state hospitals names none in İskele, and the yearbook records zero in-patient beds there for 2020 to 2024. A Karpaz Hospital was reported under construction, with completion promised by the end of 2026 in a ministerial statement of 17 August 2026.

İskele town lies 18.4 km in a straight line and 21.6 km by road from the Famagusta Walled City, according to an OpenStreetMap-based routing estimate. In 2025 İskele recorded 204 urban and 351 rural dwelling units with final approval, 555 in the bulletin’s text. The İskele city page on this site lists the projects there.

Why the district matters in law. A Famagusta-district property is registered at the Gazimağusa Land Registry office, and since 15 July 2025 the Land Registry has said that transfers, mortgages and research documents are handled only at the office of the district where the property is registered (see the announcement).

Foreigners may hold at most 7% of any district’s area and 3% of the country, no farmland, forest or first-degree military zone may be sold to them, and utilities, hospitals and municipal permits all follow the district. Without a location, none of these checks can start.

The table is deliberately a list of requests rather than a set of answers. The Land Registry research document, which the department describes as an information-only ownership query, is the one record that ties a parcel number to a registered owner, mortgages and restrictions. A buyer who obtains the parcel number can then plot it, visit it and compare what the registry shows with the photographs on the page.

What a buyer of 5 and 6 Palms NorthernLAND can and cannot establish from a page with no address

A listing page normally answers four questions: where, what, how much and when. For this scheme the page answers none of them in a checkable way, so a buyer works from three layers of evidence in rising order of reliability: the developer’s page, public registers together with documents the seller can produce, and independent inspection. This section sets out what each layer can and cannot establish.

From the page alone a buyer can establish five things. The developer is NorthernLAND. The scheme is called 5&6 Palms in the developer’s spelling. Its type is villas. The projects page files it as completed. The page metadata shows an update on 17 August 2026, the same date as on the developer’s other project pages that were checked. The Russian and Persian versions carry only the company-wide text and not even the one project sentence, so the language a buyer reads changes what the page appears to say.

Everything else is open: where the villas stand, how many exist, what size they are, who owns the land, whether each villa has its own title, whether the pool is private or shared, whether a certificate of final approval exists and whether any villa is still unsold. “Completed” is a label on a list, to be matched with a final approval certificate. The Statistical Institute counts a building only after that certificate has been issued, which shows how central it is to the official picture of a finished building.

One observation concerns the photographs. Both images on this page are byte-identical (compared by file hash on 25 October 2026) to two of the three images on the developer’s page for Northern Garden, listed on this site as Northern Garden NorthernLAND.

The two pages may describe the same development, or the developer may have used the same pictures for two schemes; neither page says which, and this guide does not treat them as one project. For a buyer the practical point is that a photograph cannot identify a site when the same file appears under two names.

A second identification risk is the name. The developer writes 5&6 Palms, this guide writes 5 and 6 Palms, and a seller may write Palms 5 and 6 or Five and Six Palms. A Land Registry search or a municipal permit is indexed by parcel and owner, not by marketing name.

The name may refer to two numbered blocks, two phases or something else; the page does not explain it. The developer’s own list also includes names that begin with NorthernLAND, and other developers in Northern Cyprus use “Palm” in scheme names, so a name is a prompt for a question, not an identifier.

The layout also decides the foreign-buyer quota. Under Decree-Law 89/2026, a foreigner may acquire a detached house on land of up to 3,300 m2 or, inside a mass-housing project or “site”, two two-storey detached villas; nationals of states that recognise the TRNC may buy three such villas.

The consolidated Law 52/2008 on the legislation office’s site still shows one property per foreigner, and the decree states that its own text applies while it is in force. Which limit applies to a villa in this scheme depends on whether it sits on its own plot or inside a site, which only the title and the approved layout show.

Evidence ladder for 5 and 6 Palms NorthernLAND What the page shows What would answer it Where it is held
Which town and district? Nothing Parcel number, registry district District Land Registry
Is the building finished and lawful? “Completed” on the projects page; photographs Building permit and final approval certificate Municipality or district office
Who owns the land and is it charged? Nothing Research document with mortgages and restrictions District Land Registry
How many villas, which are unsold? Nothing Written schedule of villas with parcel and title numbers Seller; Land Registry cross-check
Does each villa have its own title? Nothing Title copy or condominium title and easement papers Land Registry
How are the pool and common parts held? One photograph of a pool Condominium documents and management rules Land Registry; management body
Does the foreign-buyer limit bite? Nothing Plot or site status; the buyer’s existing holdings Land Registry; Interior Ministry property unit

The ordered list below turns the ladder into a sequence that a buyer’s lawyer can follow before any money is paid.

  1. Obtain, in writing, the parcel number and title number of the villa on offer and of the common areas, and the name of the municipality or district office.
  2. Have an independent lawyer order a Land Registry research document at the district office where the property is registered.
  3. Compare the registry’s owner, area and location with the seller’s papers and with the two photographs on the developer’s page.
  4. Request the building permit and the final approval certificate and match their numbers and dates to the parcel.
  5. Confirm condominium title or easement for the villa and, where a pool or road is shared, the papers that govern it.
  6. Check the title category and, for the parcel, who held it before 1974, using the registry and a lawyer’s report.
  7. Count the buyer’s existing holdings against the quota that applies, and check the district, farmland, forest and military-zone limits.
  8. Put the parcel number, title number, area and price into the sale agreement, then register it within the one-month limit.

Each request should be made and answered in writing. An answer given only by telephone cannot be produced later, and an agreement that does not name the villa and the parcel leaves the buyer without the identification the page never supplied.

The two photographs can serve as a test but not as proof. Once a parcel is known, a visit can compare the arched entrances, the tiled roofs and the position of the pool with the pictures; if the seller’s parcel shows none of these features, the mismatch is itself a finding to resolve before any payment.

Buying in Northern Cyprus in brief: the sequence for a villa whose site is unknown

The legal sequence for buying a villa in Northern Cyprus is the same whatever the developer, but a buyer here meets the steps in a different order from a project with an address: identification comes first, because nothing later can be checked without it. The table follows that order and gives the time limits in the decree. The site’s guide to the cost of buying, building and renting property in North Cyprus is a companion on the money side.

Step What happens Who Time limit Source
1. Identify the villa Parcel, title and permit numbers written into the draft agreement Buyer’s lawyer, seller Before any payment UK government guidance
2. Registry search Research document on owner, mortgages, restrictions Lawyer, district Land Registry Before signing Land Registry notice
3. Permits and condominium title Building permit, final approval, condominium title or easement Lawyer, municipality Before the permit application Law 52/2008 art. 8(2)
4. Quota and zone check Villa or apartment count, 7% district cap, no farmland, forest or military zone Lawyer Before signing Decree-Law 89/2026
5. Sign and stamp Sale agreement stamped at 0.5% of the stated sum Buyer, seller, Tax Department At signing Stamp Duty Law
6. Register and apply Stamped agreement registered at the Land Registry; purchase-permit application lodged Lawyer Within 1 month, or the contract is void Decree-Law 89/2026
7. Permit Council of Ministers permit, published in the Resmi Gazete Interior Ministry, Council of Ministers No statutory time limit found Interior Ministry document list
8. Transfer fees 4%, 5.5% or 6% by property count Person registering title Within 75 working days of publication RG 197, 7 Oct 2026; Decree-Law 89/2026
9. Transfer declaration Signed before the Land Registry official Buyer, seller Within 1 year of publication Decree-Law 89/2026

Steps 6 to 9 run on strict clocks. Under Decree-Law 89/2026 the stamped agreement is registered, and the permit applied for, within one month, after the taxes and fees on the sale have been paid. The transfer is signed within one year of the permit’s publication (six months in the 39/2024 text on the legislation site) and the fees are due within 75 working days (60 in the older text), or the permit lapses; a second application costs double fees and a third is not allowed.

The money moves in steps too. The Land Registry rate is 4% on a first property, 5.5% on a second and 6% on a third for foreigners, so each GBP 100,000 of assessed value costs GBP 4,000 at 4% (calculated), and nationals of states that recognise the TRNC pay 4% on the first two. The schedule is valid to 5 January 2027 inclusive. Mortgage registration costs 1% of the debt. Whether VAT applies to a villa sold for the second time was not established officially.

Financing is a separate question. Foreigners may mortgage property they have acquired after paying the Land Registry fees. No official statement on bank lending policy was found, agency pages disagree on loan-to-value (50% in one guide, 75% in another), and the developer publishes no financing terms for this scheme.

The decree itself is a Council of Ministers decree whose 90-day validity ends about 5 November 2026 unless Parliament enacts it; its predecessor lapsed after 90 days and was re-issued. Whether Parliament has acted was not established as of 25 October 2026, so a contract signed now rests on rules that may change within weeks.

Risks, title and due diligence

With no location, none of the risks below can be sized for this scheme. The district cap, the zone rules and the history of the land all depend on a parcel the page does not name. The risks are listed so that each can be tested once a parcel number exists.

Title and pre-1974 ownership. The UK government’s guidance says that ownership of many properties in the north is disputed, that the European Court of Human Rights has treated pre-1974 owners as continuing legal owners, and that land later classified as exchange or gift land can carry restitution risk.

The Immovable Property Commission reports 8,807 applications and 3,757 concluded cases as of 2 October 2026, and its law allows applications until 21 December 2027. The Orams judgment of 2009 held that a Republic of Cyprus court order on land in the north can be enforced elsewhere in the EU. The developer states no title category, so the category and the parcel’s history are unknown. The site’s article on the most secure title deeds in Northern Cyprus covers the categories.

Construction and paperwork. The UK guidance lists lawyers acting for both vendor and builder, building without correct permits, payment plans left out of contracts, difficulty obtaining final completion certificates and title deeds, and developer mortgages on the land. For a scheme the developer calls completed, the certificate and the title status are the documents that test the label.

Currency and rules. The Turkish lira is the local currency; the consumer price index rose 35.02% in the 12 months to September 2026 according to the Statistical Institute. Contracts in sterling or euros avoid lira exposure, but stamp duty on a foreign-currency sum is computed in lira at the official selling rate on the stamping date. The decree’s validity and the fee schedule’s end date (5 January 2027) are time limits on today’s rules.

Use of the villa. Letting a unit built as housing for up to 60 days at a time falls under the Holiday Houses Law, which requires registration and an operating permit before letting. The site’s article on legal compliance for short lets gives the wider picture. The developer publishes no rental terms for this scheme.

How 5 and 6 Palms NorthernLAND compares with the other NorthernLAND projects on this site

The table lists all 17 NorthernLAND listings with only the fields the developer publishes. “Not published” means the developer’s page for the project has no such figure; the status comes from the developer’s projects page.

Six further NorthernLAND projects are carried on this site under other names. In each pair below, NorthernLAND’s page for the project and the listing on this site share specification text and renders, as the table notes; this does not establish who developed the listing on this site.

Read side by side, the 17 listings share a pattern: completed status and few published numbers. Only the three Grand Sapphire pages are ongoing, and on the English pages only Resort and Phase 4 carry a count of units or blocks. Kentplus is the one completed project with a unit total. Five projects, among them this scheme, have no town.

Of these, 5 and 6 Palms and Northern Garden are described as villas, while the page title for Subway Park says apartments. Nothing in the data ranks one project above another; the comparison covers published fields only.

NorthernLAND

The developer’s About page says that NorthernLAND started its activities in 2003 under the goal of “quality life” and describes its vision as transparency, honesty and reliability. These are the company’s statements and are not verified here. The page’s rankings and award language is not reproduced. The footer names the company NorthernLAND Construction LTD and lists a main office in Gazimağusa and a sales office in Yeni İskele; contact details are not reproduced.

The projects page lists 23 projects: five under Ongoing Projects and 18 under Completed Projects. The same page prints the marketing figures “23+ years of experience”, “30+ completed projects” and “1000+ happy customers”; these are the developer’s figures, flagged as marketing, and the page’s own list shows 18 completed entries.

The Group of Companies page lists eight businesses: holiday rentals, a resort and casino, residences, a city hotel in Famagusta, a fitness and wellness centre with two branches, a rentals service, a car-rental company and a restaurant on the İskele waterfront. The page describes them in the company’s own promotional terms, which are not repeated. None of these pages says where the scheme stands or who owns the land on which it was built.

Frequently asked questions

Where is 5 and 6 Palms NorthernLAND?

The developer does not say. The English page and the Russian, Polish, Turkish, Persian and German versions name no town, address or map, and the page gives only “Northern Cyprus”. This guide therefore does not place the scheme in any town or district. The company’s footer lists offices in Famagusta and İskele, but those are company addresses and do not locate the villas. The parcel number on the title deed, checked at the district Land Registry, is the document that answers the question.

Does the developer publish a price or a delivery date?

No. The page shows no price, no “from” price, no handover date and no unit count, and the projects page lists the scheme as completed without a date. The payment-plan pop-up shown on NorthernLAND pages is headed Grand Sapphire Blu and is not a plan for this scheme, so no payment plan is published for this scheme. Any price a seller quotes should be tied in writing to a named villa, its area and its title status before it is compared with anything.

Is 5 and 6 Palms NorthernLAND finished?

The developer’s projects page places it under Completed Projects, and the photographs show villas and a pool, but no page states a completion or handover date and no certificate is published. A finished villa can be tested through its certificate of final approval, which the Statistical Institute treats as the mark of a completed building, and through its title.

Until those documents are seen, “completed” remains the developer’s label. The decree’s transitional rules also mention a 36-month window for completed and delivered homes under older contracts; a lawyer should confirm whether it applies.

How many villas are there and how large are they?

Neither figure is published. The page has no unit count, no bedroom count, no built-up area and no plot size, and its two photographs cannot show a total. Whether the villas stand on separate plots or inside a shared estate also matters, because Decree-Law 89/2026 sets different limits for a detached house on land of up to 3,300 m2 and for villas inside a mass-housing project. These numbers have to come from the title, the approved plans and the seller in writing.

Can a foreigner buy a villa in a scheme like this?

Yes, within limits and with a Council of Ministers purchase permit. Under Decree-Law 89/2026 a foreign buyer may hold two two-storey detached villas in a mass-housing project or “site”, or one detached house on land of up to 3,300 m2; nationals of states that recognise the TRNC may buy three such villas. The consolidated Law 52/2008 still shows one property, and the decree is valid for about 90 days from 7 August 2026 unless Parliament enacts it. Farmland, forest and first-degree military zones cannot be sold to foreigners.

What do the Land Registry fees cost?

Under the Council of Ministers regulation in Resmi Gazete 197 of 7 October 2026, a foreign buyer pays 4% in total on a first property, 5.5% on a second and 6% on a third; nationals of states that recognise the TRNC pay 4% on the first two. At 4% that is GBP 4,000 per GBP 100,000 of assessed value (calculated). The schedule is valid only to 5 January 2027 inclusive, so a purchase that completes later may face a different rate. Stamp duty, VAT and lawyer fees are separate.

Which title deed does 5 and 6 Palms NorthernLAND carry?

The developer states no title-deed category on the page, so none can be given. Terms such as Turkish title and exchange title appear in agency guidance, but an official definition table was not found online. The UK government warns that some properties in the north are subject to claims by pre-1974 owners. For this scheme, the category and the parcel’s history can be read only from the title and a Land Registry search once the parcel is identified.

Does buying a villa here give residence rights?

A property-based short-term residence permit is possible under the Residence and Visa Regulation (text of 5 October 2026). With title in the applicant’s name and property worth GBP 300,000 or more, the permit runs 10 years with no income test; below that it runs 5 years. A contract buyer must have paid one third of the price and lodged the purchase-permit application. A purchase does not confer TRNC citizenship, EU rights or recognition by the Republic of Cyprus; the site’s guide to citizenship and immigration covers the routes.

Can the villa be let to holidaymakers?

Lets of up to 60 days of a unit built as housing fall under the Holiday Houses Law, which requires registration with the Tourism Planning Department, a registration certificate and an operating permit before letting; operating without them can bring a fine of up to 10 times the gross monthly minimum wage on conviction.

Rental income is withheld at 10% of gross rent under the Income Tax Law, and renting immovable property is at 0% VAT. The developer publishes no rental terms for this scheme, and this guide makes no income claim.

What should a buyer request before paying anything for 5 and 6 Palms NorthernLAND?

At minimum: the parcel and title numbers of the specific villa; a Land Registry research document ordered by an independent lawyer; the building permit and final approval certificate with dates; proof of condominium title or easement where the villa belongs to a shared estate; a statement of mortgages and arrears; the closed area and plot area from the plans; and a written statement of what the pool and common parts include. Section 4 sets these out as an ordered list, and the agreement should name the villa and the parcel.
