Description

New Life Famagusta is a completed project that the developer NorthernLAND lists as “New Life Modern Apartments for Sale in Famagusta, Northern Cyprus”. The developer’s page for New Life Famagusta publishes no price, unit count, size, delivery date or title-deed category; it offers one map pin and four images. This guide sets out what the page states, where its title and pictures disagree, how the city appears in official statistics and what a buyer of a completed urban building should verify. Rules are stated as of 25 October 2026.

Overview of New Life Famagusta

NorthernLAND’s New Life page carries the English title above, a meta description that invites visitors to “get information about New Life modern apartments for sale in Famagusta”, and a one-line card on the projects page: “Modern housing project embracing new lifestyle.” That card sits under the heading for completed projects. All of this is slogan or classification; none of it is a figure.

The body of the page holds three company paragraphs, a map and four images (one render and three photographs). The same three paragraphs appear on most other NorthernLAND project pages. They speak about the company’s customers and its record of delivery and say nothing specific to New Life, so they are not repeated here.

A pop-up banner headed “8 Yil Odeme Plani” (an eight-year payment plan, with up to 70% paid before delivery and the rest over five years) loads on every NorthernLAND page. Its artwork is for Grand Sapphire Blu. No payment plan is published for this project.

Two things conflict. The English, Polish and Turkish page titles name Famagusta (Gazimağusa), while the Russian and Persian versions name no town. And the title speaks of apartments, whereas the gallery, as captioned in the notes prepared for this listing, shows a building with ground-floor shops. The page does not say how many homes or shops exist, so the project may be a residential block, a mixed building or both.

New Life Famagusta unit types: what the page shows and what it omits

The only statement about unit type on the developer page is the word “apartments” in the title and the meta description. There are no layout labels such as 1+1 or 2+1, no bedroom count, no area, no floor-plan image and no list of floors. Other NorthernLAND pages print layout labels and plan drawings; this one prints neither.

A buyer therefore starts with no measurable fact about the interior of New Life. The most useful single number to request is the registered closed area of the unit, because Northern Cyprus law uses that measure in more than one place. The VAT regulation of 7 October 2026 puts “housing with closed area up to 300 m2” in the 5% schedule and housing of 300 m2 or more in the 10% schedule (KDV regulation).

The property tax schedule charges a rate per m2 of the building (2025 schedule).

The table below shows how area feeds the annual immovable property tax for housing of normal reinforced-concrete construction. The areas are illustrative and are not New Life sizes. The base rate is TL 6.60 per m2 up to 120 m2 and TL 7.15 per m2 above 120 m2, before surcharges of 10% to 60% by category and before the 15% reduction for buildings from 2000 or earlier. The latest schedule found is the one in force from 1 January 2025.

Illustrative closed area (not a New Life size) Working at the base rate Annual base tax (TL) With the 10% to 60% category surcharge (TL)
80 m2 80 x 6.60 528 581 to 845 (528 x 1.10 to 528 x 1.60)
100 m2 100 x 6.60 660 726 to 1,056
120 m2 120 x 6.60 792 871 to 1,267
140 m2 120 x 6.60 + 20 x 7.15 = 792 + 143 935 1,029 to 1,496
200 m2 792 + 80 x 7.15 = 792 + 572 1,364 1,500 to 2,182

These sums are calculated from the official schedule. They exclude any swimming-pool charge (TL 35.60 per m2 of pool) and say nothing about shops, because the rates for non-housing buildings were not part of the sources reviewed. The point of the exercise is narrow: the area on the title, not the area in a brochure, drives several costs, and New Life has no brochure area to compare.

The list below is what to request in writing before a reservation or a first payment.

  • The unit number, floor, block and parcel number, so that the unit can be found in the Land Registry.
  • The registered closed area, with terraces and balconies listed separately, and the share of the common parts entered on the title.
  • A floor plan of the unit and of its floor, since the developer publishes none.
  • The use shown in the permit and on the title: residence, shop, office or another class.
  • The building permit and the final approval certificate, with their dates.
  • The list of what is sold with the unit (kitchen, wardrobes, air conditioning, furniture).
  • The management arrangement for the common parts and the current charge per unit.

Location of New Life Famagusta: the pin, the city and the distances

The developer places the project in Famagusta (Gazimağusa) and shows a pin at 35.12686 N, 33.92464 E, labelled “NorthernLAND New Life”. The coordinates are the centre of the embedded map on the English page. They show where the developer set the map and are not a surveyed boundary. The page gives no street, ward or plot number.

The distances below are calculated from that pin to points in the Famagusta fact table (OpenStreetMap coordinates). The pin lies 0.36 km in a straight line from CityMall, 1.3 km from the Free Port and 1.6 km from the centre point of the Walled City (Namık Kemal Square). It is 2.0 km from the Karakol ward centroid and 1.6 km from the Çanakkale ward centroid. Which ward the building stands in cannot be established: OpenStreetMap assigns wards to this area inconsistently and the developer names none.

Two other apartment projects listed on this site, Sakarya Gardens and Urban Oasis, have pins 0.61 km and 0.69 km from the New Life pin; the listing photographs show different buildings. Two further NorthernLAND pins are close: Alasya Park Famagusta at 0.78 km and NorthernLAND Premier Famagusta at 0.94 km (calculated from the coordinates on the developer’s pages).

The wards that the municipality links to the city’s northward growth after 1986 are Sakarya, Karakol, Baykal, the area north of Salamis Road and Tuzla (municipality history). The 2011 census counted 7,647 residents in Sakarya, 7,046 in Karakol and 4,114 in Çanakkale (census table 3). There has been no census since, so these figures show scale and not today’s population.

The Gazimağusa municipality had 40,920 residents at the 4 December 2011 census (table 2). The State Planning Organisation projection for 2020, quoted by the municipality, is 55,868, with more than 20,000 university students and staff living in the city for most of the year and a municipal area of 93 km2 (municipality text). A census count and a projection should not be subtracted from each other.

The student figure matters because it is the usual argument for city flats. The Statistical Institute’s yearbook shows Eastern Mediterranean University (EMU) enrolment of 15,729 in 2024-25, down 5.5% from the 16,640 of 2021-22, and national higher-education enrolment of 104,873, down 8.0% from 114,000 (Statistical Yearbook 2024). EMU is about 15% of the national total. Five universities in the city together enrolled 19,735 students (calculated from the yearbook).

EMU’s handbook lists 19 campus dormitory complexes for about 10,000 students (information handbook 2024). No official source states a housing shortage, and enrolment has fallen, so rental demand is not asserted here.

On services, the Gazimağusa State Hospital stands on Salamis Road with about 160 beds (hospital page); the district had one state in-patient institution with 161 beds and four private ones with 104 beds in 2024 (yearbook). CityMall’s operator lists 65 stores and more than 130 brands (operator site, read 17 October 2026). The Free Port recorded 107 ship calls in 2023.

The Walled City, Othello Castle and Salamis are the heritage sites usually named. The Varosha (Kapalı Maraş) area is a separate matter: the UN Secretary-General’s report of 6 July 2026 records no reversal of the 2021 opening of 3.5% of its area (S/2026/550), and no claim about property there is made in this guide.

Road links run through Nicosia. The Nicosia-Famagusta road is the busiest route in the north at up to 40,000 vehicles a day (Highways Directorate). Ercan Airport is 38.4 km away in a straight line and 53.8 km by road. Larnaca Airport (Republic of Cyprus) is 39.9 km in a straight line; no road distance is given, because it depends on the crossing point and on who may use it.

Climate data for the area come from the nearest WMO series, the Paralimni station about 7 km south of the Walled City: 2002-2011 mean daily maxima of 15.9 C in January and 32.9 C in July, and 331.1 mm of rain a year (sum of monthly means, calculated; WMO). Construction output is district-level: Gazimağusa recorded 538 urban and 954 rural dwelling units with final approval in 2025, 1,492 in all (calculated; construction statistics 2025). The bulletin counts only buildings that already hold a final approval certificate.

Flats, shops and other uses: reading a possibly mixed building at New Life Famagusta

The question that sets New Life apart from most completed apartment blocks is what the building contains. The developer’s title says apartments. The gallery, as captioned in the notes prepared for this listing, includes a render of what is labelled a commercial building and a photograph of a front with ground-floor shops beside an apartment block. A single building can legitimately hold both; the page just does not say.

This matters because the legal and tax treatment of a unit follows its registered use, not the label on a web page. The sources reviewed for this guide describe rules for apartments, houses, villas and land. They do not describe how a shop, an office or a clinic counts under the foreign-purchase limits. The sections below separate what the sources say from what they leave open.

Purchase permit and limits. Under Decree-Law 89/2026 a foreign buyer may hold at most three apartments (six for nationals of states that recognise the TRNC), and the half-of-parcel rule limits related or same-nationality foreigners to half of the units on one parcel (decree text). The consolidated Law 52/2008 still shows one apartment (consolidated text). Whether a shop is an “apartment” for these counts is not answered in the sources, and the buyer’s lawyer should obtain the Interior Ministry’s position before any money moves.

Residence. The property-based residence permit requires a home suitable for residence and used for it. With title and total property value of GBP 300,000 or more the permit runs 10 years; below that figure, 5 years (residence regulation). A commercial unit would not obviously meet that wording, so a buyer who wants residence should buy a unit registered as a home.

Tax. The VAT regulation places “all immovable property and housing with closed area up to 300 m2” in the 5% schedule, rental of immovable property at 0% and other supplies at a general 16%. It does not say which resales fall within VAT, and the agency statement that private resales are VAT-free was not verified.

Rent. Rent is subject to a 10% withholding on gross rent, which is final for individuals (Income Tax Law); the text describes rent generally, and whether a shop lease is treated the same way was not checked. A lease agreement is stamped at the agreement rate, with the tenant paying unless the parties agree otherwise (Stamp Duty Law).

Letting. The Holiday Houses Law applies to a unit built as housing let for tourism for up to 60 days (law text). A shop is not such a unit. For a flat, registration with the Tourism Planning Department and an operating permit come first; the site’s guide to legal compliance for short lets explains the steps.

Costs and management. A building with shops and flats usually has several kinds of users: residents, business owners, their customers and staff. Wear on lifts, stairs, entrances and car parks is not shared evenly. The Northern Cyprus rules on owners’ meetings and the allocation of common costs under the condominium law were not part of the sources reviewed, so none are described. What can be requested is the management regulation, the budget and the allocation key that the building actually uses.

Signage and third parties. If a business operates on the ground floor, its sign sits on the building but the business belongs to someone else. A buyer should ask whether any lease binds the common parts, such as the facade, the roof or the entrance, and whether the lease passes to a new owner of the flat above.

Question for New Life If the unit is a flat If the unit is a shop or office Where the answer sits
Is condominium title registered for the unit? Required before a foreign buyer can apply for the permit; selling without it is an offence Same registration logic; the sources do not describe commercial units separately Land Registry search and the title
Does the unit count in the acquisition limit? Counts as an apartment (limit 3 under the decree, 1 in the older text) Not answered in the sources reviewed Interior Ministry Property Unit, buyer’s lawyer
Can it support a residence permit? Possible if used as a home, by value and deed status Not obviously, because the rule refers to a home Residence regulation, Immigration
Which VAT schedule applies? 5% schedule for housing up to 300 m2 closed area; 10% from 300 m2 Not stated; general rate 16% for other supplies Tax Department, lawyer
Can it be let short term? Only after Holiday Houses Law registration and permit Not covered by that law Tourism Planning Department
Who pays for common parts? By share and management rules By share and management rules; ask for the key between shops and flats Management regulation, accounts

The ordered list below turns these points into a sequence for the lawyer.

  1. Ask the seller for the unit number, floor and parcel number, then order a Land Registry search (araştırma belgesi) at the district office.
  2. Read the title for the registered owner, the use class, the area and the share of common parts, and note mortgages and restrictions.
  3. Obtain the building permit and the final approval certificate and compare the use stated in them with the use on the title.
  4. Establish in writing how many units in the building are homes and how many are commercial, and who owns the commercial units.
  5. Ask the Interior Ministry’s Property Unit, through the lawyer, how the unit counts against the buyer’s acquisition limit.
  6. Request the management regulation, the latest annual accounts, the charge per unit and any arrears, with the allocation key between uses.
  7. Ask for copies of any lease or licence that affects the facade, roof, entrance, signage or shared spaces.
  8. Inspect the unit and the common parts, including the lift, stairs, fire exits, water tanks and meters, ideally with an independent surveyor.
  9. Confirm that water and electricity accounts are in the seller’s name and paid, and that the transfer will move them to the buyer.

Buying in Northern Cyprus in brief: the deadlines as a clock

For a completed building such as New Life, much of the risk sits in the deadlines, which start at different moments. Decree-Law 89/2026 (Resmi Gazete 147, 7 August 2026) is a Council of Ministers decree whose 90-day validity ends about 5 November 2026 unless Parliament enacts it. The consolidated Law 52/2008 on the legislation office’s site still shows the older text. The Land Registry fee schedule (Resmi Gazete 197, 7 October 2026) is valid to 5 January 2027 (schedule). All of this is as of 25 October 2026.

Clock starts What must happen Decree-Law 89/2026 Older consolidated text Source
Contract signed Stamp the sale agreement at the Tax Department Stamp duty 0.5% of the stated sum up to TL 89,000,000; buyer pays unless agreed otherwise Separate law, not changed by the decree Stamp Duty Law
Within 1 month of the contract Register the stamped contract at the district Land Registry after taxes and fees are paid, and apply for the permit Otherwise the contract is void automatically Not stated in the sources reviewed Decree-Law 89/2026
Permit decision Council of Ministers decides; the permit is published in the Resmi Gazete No official processing time No official processing time Interior Ministry list
Publication of the permit Pay the transfer fees Within 75 working days Within 60 working days Decree-Law 89/2026
Publication of the permit Sign the transfer at the Land Registry Within 1 year Within 6 months Law 52/2008
Fees unpaid or permit lapsed Re-apply Double fees; a third application for the same property is not allowed Not stated in the sources reviewed Decree-Law 89/2026
After fees are paid Move water and electricity accounts Connections are not given until taxes and fees are paid Not stated in the sources reviewed Decree-Law 89/2026
Close view of the New Life copper-coloured top frame and dark glass facade

Where no mortgage is registered in the seller’s favour, the one-year period starts when the whole price stated in the document filed with the Ministry has been paid. That makes the stated price a legal fact and not just a commercial one. The application fee is half the monthly gross minimum wage: TL 70,893 / 2 = TL 35,446.50, or about GBP 536 at the Central Bank effective selling rate of TL 66.1047 per GBP on 17-19 October 2026 (calculated; wage notice, Central Bank).

The Land Registry fee for a foreign buyer is 4% for a first property, 5.5% for a second and 6% for a third, so on each GBP 100,000 of taxable value the fee is GBP 4,000, GBP 5,500 or GBP 6,000 (calculated; the sources do not say whether the base is the price or the assessed value). Stamp duty on the same GBP 100,000 would be GBP 500, about TL 33,052 at the rate above. These are scaling figures and not a quotation for any unit.

The seller’s tax on a gain is withheld at transfer. For a seller who is not a property dealer, 20% of the higher of assessed value and price is deemed profit, 30% of that is exempt and 20% of the rest is withheld, an effective 2.8% of the value (calculated: 20% x 70% x 20%). Mortgages cost 1% of the secured debt to register. Lawyer and notary fees have no official tariff in the sources.

Risks, title and due diligence

The first risk is ownership history. UK Government guidance says ownership of many properties in the north is disputed, with thousands of claims from people displaced in 1974, and that buying such property “could have serious financial and legal implications” (UK guidance). Famagusta had about 41,000 residents before 1974, according to the municipality, so land history cannot be assumed for any parcel. The page does not state a parcel.

The European Court of Human Rights treated the Immovable Property Commission as the remedy to use first (Demopoulos decision), and the Court of Justice of the EU held that Republic of Cyprus judgments on land in the north can be enforced elsewhere in the Union (Apostolides v Orams).

The Commission’s statistics showed 8,807 applications lodged and 3,757 concluded on 2 October 2026 (statistics page), and Law 67/2005 keeps applications open to 21 December 2027 (consolidated text). The bulletins carry no place names, so no figure can be tied to Famagusta.

The second risk is the building itself. The sources reviewed hold only general statements on approval and supervision.

UK guidance lists missing completion certificates, building without the correct permits and developer mortgages on the land as known problems in Cyprus. The Statistical Institute counts only buildings that hold a final approval certificate, so the certificate for New Life is a document to see, not to assume. An earthquake regulation for the north dates from 2015, according to the chamber of engineers’ president as reported in the Kıbrıs Gazetesi, a secondary source.

The third risk is the counterparty. For a completed project the developer publishes no availability, so a unit is likely to be offered by an owner or an agent. Confirm identity, the right to sell, any power of attorney and any mortgage, and use a lawyer who does not also act for the seller.

The fourth is money. The consumer price index rose 35.02% over the twelve months to September 2026 (bulletin), so a contract in lira or a late payment can change value quickly, and stamp duty on a foreign-currency contract is computed in lira. The fifth concerns what a purchase does not give: EU law is suspended in the north (European Commission), and the Republic of Cyprus does not recognise residence permits issued there (UK travel advice).

What to ask for Issuing office Why it matters for a completed urban building Source
Land Registry search (araştırma belgesi) District Tapu Amirliği (Gazimağusa for Famagusta) Shows the registered owner and entries; during the roll-out of the new system, transactions have been handled since 15 July 2025 only at the district office where the property is registered Tapu announcement

NorthernLAND pins in Famagusta and İskele, measured from the New Life pin Straight line (calculated) Road (routing estimate)
Alasya Park Famagusta 0.78 km 1.3 km

Kentplus Famagusta 4.30 km 7.1 km
Sakli Kent Famagusta 7.49 km 9.8 km
Pearl Village Iskele 17.40 km 20.2 km

The pins are the centres of the maps on each developer page. One is labelled with the company name only and another marks an on-site fitness centre, so a pin is not a building boundary. With that caveat, New Life sits within about 2.5 km of five other NorthernLAND projects in the city, while Kentplus and Saklı Kent lie further out and Pearl Village is in the İskele area, covered by the site’s İskele city page.

The comparison is descriptive. Every NorthernLAND completed-project page shares the same gaps, so differences in what a page shows say little about differences between buildings. New Life is one of seven completed Famagusta pages with no unit count, and its closest peers in data terms are the other pages that publish only a title, a pin and a few images.

NorthernLAND, the developer

The developer’s About page says that NorthernLAND started its activities in 2003 and has worked in Northern Cyprus for “the past 23 years”. It describes its aim as “quality life” and lists qualities such as transparency and reliability. The same page uses superlatives about the company’s rank and awards; these are marketing statements, none is verified here and none is repeated.

The Group of Companies page lists a holiday-rentals business, a rentals business, a resort hotel with a casino, a city hotel in Famagusta, a fitness and wellness centre with branches in NorthernLAND Premier and Via Park, a car-hire company and a restaurant at Long Beach. It also lists the Grand Sapphire residences at İskele Long Beach. New Life is not named on that page.

The site footer names NorthernLAND Construction Ltd, a main office in Famagusta and a sales office in the İskele area. Contact numbers on the footer are not reproduced. No company registration number, named executive or list of delivered buildings with dates appears on the pages read. A buyer who wants the developer’s record should ask for permits, completion certificates and references for specific buildings.

Frequently asked questions

What is New Life Famagusta?

New Life is a project that NorthernLAND files under completed projects, titled “Modern Apartments for Sale in Famagusta” on its English page. The developer publishes a map pin, four images and shared company text, and no price, unit count, size, delivery date or title-deed category. Its gallery includes a building with ground-floor shops, so the project may contain commercial units as well as flats. Everything beyond the title has to come from the seller’s documents.

Where exactly is New Life Famagusta?

The developer names Famagusta (Gazimağusa) and sets a map pin at 35.12686 N, 33.92464 E, labelled “NorthernLAND New Life”. It gives no street, ward or plot number. The pin is 0.36 km in a straight line from CityMall and 1.6 km from the Walled City centre point (calculated). A buyer should ask for the parcel number and check it at the district Land Registry, because a pin is not a boundary.

How much does an apartment in New Life Famagusta cost?

No price is published for New Life, in any language, and the developer states no price per m2. The eight-year payment plan pop-up on the site is headed Grand Sapphire Blu and does not describe this project. Any price has to come from a written offer from the owner, checked against the registered area and the Land Registry fee schedule that applies on the day of signing. No price is calculated in this guide.

How many apartments and what sizes does New Life have?

The developer gives neither a unit total nor any size, layout label or floor plan, so no figure can be stated. The most useful numbers to request are the registered closed area of the specific unit, its floor and parcel number, and the share of the common parts on the title. The building’s mix of flats and shops is also unpublished, so a unit count should be confirmed in writing and checked at the Land Registry.

Is New Life Famagusta residential, commercial or mixed?

The developer’s title says apartments, while the gallery shows a building with ground-floor shops. The page does not reconcile the two. New Life may therefore be a residential block with shops below, or a mixed building, or something else. The permit and the registered use on each title settle the question, and the answer affects purchase limits, residence eligibility, tax treatment and letting rules.

Can a foreigner buy in New Life?

A foreign buyer needs a purchase permit from the Council of Ministers. Under Decree-Law 89/2026 (Resmi Gazete 147, 7 August 2026), a decree whose 90-day validity ends about 5 November 2026 unless Parliament enacts it, a foreigner may hold up to three apartments; the consolidated Law 52/2008 still shows one. The unit also needs condominium title. How a shop counts is not answered in the sources reviewed, so the lawyer should ask the Interior Ministry.

Which title-deed category do the New Life units have?

None is stated on the developer’s page, and the other NorthernLAND pages do not state one either. The category is written on the deed and appears in the Land Registry search, and a lawyer can trace the parcel back before 1974. As of 25 October 2026 the Immovable Property Commission publishes no place data, so no claim figure can be tied to Famagusta. See also the site’s guide to title deeds.

Is New Life finished and can it be moved into?

The projects page lists New Life among completed projects, but the project page gives no completion date, and no completion certificate is published. Whether a given unit is vacant, furnished, let or sold is not stated. Before paying anything a buyer should see the final approval certificate, inspect the unit and the common parts, and confirm that water and electricity accounts are in order.

Does the eight-year payment plan apply to New Life?

The pop-up that offers up to 70% before delivery and the rest over five years appears on every NorthernLAND page, but its artwork is for Grand Sapphire Blu. No payment plan is published for New Life. For a completed building the usual position is a single sale between buyer and owner, with the price and any instalments fixed in the registered contract. The one-month registration deadline then applies.

Can a flat in New Life be let to holidaymakers?

Letting a unit built as housing for tourism for up to 60 days falls under the Holiday Houses Law, which requires registration with the Tourism Planning Department and an operating permit first. Operating without them is an offence. Rent is subject to a 10% withholding. A shop is not a holiday house. The site’s guide to legal compliance describes the steps, and the unit’s registered use should be confirmed first.
