In Northern Cyprus the title category — not the building — decides how secure your ownership is. We confirm the category for this project in writing before any money moves.
How the four categories differ →Grand Sapphire Blu Iskele is a high-rise apartment project in the Long Beach area of İskele district, Northern Cyprus, presented by NorthernLAND Construction LTD as a residential complex built around a beach-style pool. This guide to Grand Sapphire Blu Iskele sets out what the developer’s page publishes, where its language versions disagree, and which sourced rules on buying property apply as of 25 October 2026. The page publishes no price, delivery date, title-deed category or unit area, and the guide states that once instead of filling the gap.

The developer’s English page names the project “Grand Sapphire Blu” under the heading “Live Life In Clear Blu” and places it in “Iskele, Northern Cyprus”, with no street address (NorthernLAND project page). Its map embed is labelled “Grand Sapphire Resort”, the same label used on the developer’s pages for Grand Sapphire Phase 4 Iskele and Grand Sapphire Resort Iskele. Three developer pages therefore appear to describe parts of one resort site, and this guide treats the other two as separate listings.
The developer’s projects list files the scheme under Ongoing Projects. The page’s meta tags give 11 May 2023 as first publication and 17 August 2026 as the last modification; the server sends no Last-Modified header, so those dates come from the tags alone. The English text is written in the present tense, while the Russian text uses the future tense (“will have”, “will be built”). Status is recorded as ongoing because that is the developer’s own list placement, with no completion date.
Grand Sapphire Blu Iskele sits within the Northern Cyprus portfolio of this site. The page also repeats general claims about Northern Cyprus as a place to buy, including rankings, climate, crime and rental-income statements. Those claims cite no usable source and are not repeated here; official statistics are used instead.

The English page shows four floor-plan tabs: 1+1, 2+1, 3+1 and 4+1. Each plan is an isometric render with no printed dimension, room label or area. The gallery shows renders of towers and pool areas, furnished interiors and the four plans, and none of the images is tied to a unit type.
The feature lists under the tabs repeat word for word on the Resort & Residences page, and the four plan images are the same files there, so the lists describe a shared specification and not data measured for one building.

The specification list is a set of finish and systems items: floors, tiling and sanitary ware, fitted kitchen cabinets and a wall cabinet, a balcony, double-glazed windows, composite and glass facade cladding, and central combi, water, internet, satellite, booster and generator systems with air-conditioning infrastructure. Extras listed are an indoor air-conditioner unit, a spa, an infinity pool and an auditorium. No brand, grade or thickness is given for any item.
| Figure | Arithmetic (calculated from the developer’s figures) | Result |
|---|---|---|
| Units: Blu (Russian) against Resort page | 2,345 − 1,630 | 715 more; ratio 1.44 |
| Plot per apartment (Russian page) | 90,727.18 m² ÷ 2,345 | 38.7 m² of plot per apartment |
| Floors in the Russian description | 5 × 28 + 8 × 5 = 140 + 40 | 180 building floors |
| Apartments per floor, Russian figures | 2,345 ÷ 180 | 13.0 on average, if every floor were residential |
| İskele dwellings with final approval, 2021 to 2025 | 264 + 391 + 468 + 389 + 541 | 2,053 in five years |
| Blu (Russian) against five years of completions | 2,345 ÷ 2,053 | 1.14 |
| Resort page against five years of completions | 1,630 ÷ 2,053 | 0.79 |
| Illustration at 2 occupants per apartment (an assumption) | 2,345 × 2 = 4,690; 4,690 ÷ 22,492 | 20.9% of the 2011 district population |
The two unit counts describe different sets of buildings. The Russian Blu page counts five towers of 28 floors and eight buildings of 5 floors; the Resort page counts three towers of 27, 29 and 31 floors, seven buildings of 5 floors and a hotel building, with 1,630 apartments.
Because the English, Polish and Turkish Blu pages print no count at all, the 2,345 rests on one language version and is not used as a fact in this guide. The 13.0 apartments per floor is a lower bound for the average per residential floor: ground levels, a car park and communal floors are not residential, so the real figure per residential floor would be higher.
The completions comparison uses the Statistical Institute’s construction tables, which count only buildings with a final approval certificate. They measure completions, not permits, sales or demand. Against them, 1,630 apartments equal about four-fifths of what the whole district completed in five years and 2,345 exceed it, so a scheme of this size can only be built and handed over in stages. The plot figure of 38.7 m² per apartment is a crude density measure that includes land under amenities and parking; it is not a comparison of plots.
The page gives a long amenity list but none of the numbers needed to price an apartment. A buyer comparing two units in different blocks has no published way to compare them, which is why the list below asks for items in writing before any payment.
The developer places the project in Iskele, and its site-wide promo image adds “Iskele-Long Beach”. “Long Beach” is the name by which the İskele waterfront is generally known. A February 2024 Eastern Mediterranean University master’s thesis studied a 3 km stretch of it, from Pera Mackenzie to the last car park, within a district coastline of about 25 km (EMU repository).
No official source defines the extent of Long Beach, so the name alone does not locate a plot. The site’s İskele page gathers the other listings in the district.
The map pin is the strongest location evidence. It sits at about 35.2503 N, 33.8967 E and lies, by calculation, 0.54 km from the mapped Long Beach roundabout (35.24681 N, 33.90092 E) and 0.78 km from the OpenStreetMap centre point of the Makenzi beach. A pin from an embedded map view is not a boundary, and nothing on the page says whether any block touches the shore.
The developer’s Phase 4 page and group-of-companies listing mention a shuttle service to the beach, and the Blu page states no distance to the sea.
The area research behind this guide files Long Beach-side projects under Ötüken, a mahalle of İskele municipality. The pin’s latitude is, however, north of the 35.2483 N upper edge of the bounding box of OpenStreetMap’s Ötüken boundary, and the same research places the Makenzi beach centre outside that boundary, in the adjoining İskele mahalle by inference. The mahalle is therefore not established. It should be read from the title deed, because the Land Registry district and parcel number, not the marketing area name, identify the property.
The district was split from Gazimağusa in 1998 (Wikipedia). At the 2011 census, the latest available, the district had 22,492 residents, İskele municipality 7,906 across 18 mahalle and Ötüken 550 (census Table 1; Table 3). No later district count exists. Services follow that scale. The Ministry of Health’s list of state hospitals has none in İskele, and the Statistical Yearbook 2024 records zero in-patient beds in the district for 2020 to 2024 (hospital list; Yearbook 2024).
The nearest hospital with beds is the Gazimağusa State Hospital, 10.7 km by road from the roundabout. A Karpaz Hospital is under construction; on 17 August 2026 the Health Minister said the whole building would be finished by the end of 2026, which the pack treats as a ministerial promise (Ministry press item). A mapped sample within 6 km of the roundabout shows seven school tags, nine bank branches, eight pharmacies and four supermarkets. OpenStreetMap is not an official register, so these counts show presence, not capacity.
| Nearby places and distances from the map pin | What it is | Straight-line from the pin (calculated) | Road from the Long Beach roundabout (OSRM estimate) |
|---|---|---|---|
| Long Beach roundabout | Mapped traffic circle on the D950 | 0.54 km | not applicable |
| İskele town (health centre point) | District centre | 4.0 km | 5.7 km, 7 min |
| Salamis site board | Ancient city | 7.0 km | 8.1 km, 9 min |
| Gazimağusa State Hospital | Nearest hospital with beds | 10.6 km | 10.7 km, 12 min |
| Eastern Mediterranean University | Famagusta campus | 11.7 km | 12.0 km, 14 min |
| Famagusta Walled City | City centre point of the area research | 14.5 km | 16.0 km, 19 min |
| Ercan Airport | Flights to and from Türkiye | 37.4 km | 54.7 km, 58 min |
| Larnaca Airport | Republic of Cyprus; the route crosses the Green Line | 49.3 km | 69.0 km, 73 min, queues excluded |

Straight-line figures use the haversine formula with a radius of 6,371.0088 km between the map pin and the coordinates in the area research. Road figures are OSRM estimates on OpenStreetMap data, measured from the roundabout, so they are indicative and exclude traffic and border formalities.
Ercan serves flights to and from Türkiye only. The airport-shuttle operator names no İskele line on its own page, no Gazimağusa municipal line runs to İskele, no official İskele timetable was found, and a 2023 field study recorded no bus station on the waterfront.
Climate matters for a scheme built around outdoor pools.
The nearest World Meteorological Organization station, Paralimni on the Republic of Cyprus coast, shows mean daily maxima of 32.9 °C in July and 33.3 °C in August, a January minimum of 8.1 °C, and about 331 mm of rain a year (2002 to 2011; WMO data). An aggregator puts Famagusta sea temperature at 17.2 °C in February and 29.0 °C in August, which is not station data for Long Beach. Open-air amenities are therefore seasonal, a point that matters for running costs in section 4.
The Environment Protection Department’s 2024 turtle-monitoring note sets rules for nesting beaches in the May to October season, including no umbrellas within 35 m of the sea and shielded lights (department note). The note does not say whether the İskele waterfront falls in a monitored zone, so whether such rules touch an artificial beach or lighting here is a question for the planning permit, not an assumption.
Three developer pages share one map pin, one set of plan files and, between Blu and Resort & Residences, one specification list. The English Blu text puts an infinity pool on the 27th floor; the Russian text puts one on the 28th floor of each tower. The Resort page lists towers of 27, 29 and 31 floors.
The first question for a buyer is therefore simple and unanswered by the pages: which buildings belong to Blu, which to Phase 4 and which to the Resort stage, and in what order will they be built?
The developer’s site-wide pop-up image is headed with the project name and reads “8 year payment plan”: pay up to 70% and take delivery of the home, with the remaining 30% spread over 5 years. The image appears on every NorthernLAND project page, so it is attributed to this project only because of its heading. It gives no deposit, instalment schedule, currency or interest term. It is developer marketing, and the terms are unpublished.
Some arithmetic shows what the wording leaves open. Thirty per cent over 5 years is 60 months, which would be 0.5% of the price a month if the instalments were equal; the image does not say they are. The label “8 year” against a 5-year tail leaves 3 years (8 − 5) before delivery if the tail starts at handover; the image does not say that either. Both readings are calculated from the developer’s figures and are not published terms.
A long instalment tail also meets the legal calendar. Under Decree-Law 89/2026 the stamped sale contract must be registered at the district Land Registry within 1 month, and the Ministry permit applied for in the same month, or the contract is void automatically.
The transfer must then be signed within 1 year of the permit’s publication, and where no mortgage is registered in the seller’s favour the period is described as starting on the date the whole price has been paid. A buyer paying over five years should ask how title passes before the last instalment.
Currency is the other open term. The lira lost value quickly: the TRNC consumer price index rose 35.02% in the 12 months to September 2026 (Statistical Institute). A contract in sterling or euros avoids lira exposure, but stamp duty on foreign-currency amounts is computed in lira at the official effective selling rate on the stamping date. The pop-up names no currency, so the currency of every instalment belongs in the contract.
UK Government guidance lists payment plans that are not included in the contract among the problems met in Cyprus (FCDO guidance). The practical consequence is that the schedule belongs in the registered contract, with dates, amounts, currency and the consequence of a late stage.
Delay and refund terms deserve the same attention: the pages publish no delivery date, so there is nothing yet against which a delay could be measured. A buyer should ask for a delivery date per block and a written remedy, whether an agreed refund, interest or the right to withdraw, if it is missed.
A staged resort adds a sequencing risk of its own. Facilities such as the waterpark, the cinema and the commercial area may be built after the first towers are handed over, and the pages do not say when. Owners who move in early may live beside a building site and pay service charges for amenities that are not yet open. The contract should say which facilities are delivered with which stage, and what the service charge covers meanwhile.
| Grand Sapphire Blu Iskele claim on the page | Gap or conflict | What to request in writing |
|---|---|---|
| Pool area “10000 m²+” and a 4,000 m² “Punta Cana” pool | The Resort page’s Russian text says the pools exceed 7,000 m² | A pool schedule: number, area, depth, heating, opening months |
| Infinity pool on the 27th floor (English, Polish, Turkish) | Russian: the 28th floor of each tower | Which tower holds it and who may use it |
| A hotel and casino in the amenity list | The group-of-companies page lists the hotel and casino as a separate company | Whether hotel guests share the pools and who pays for them |
| Supermarket, shops and hairdresser that “will be just within your reach” | Future tense, with no date | The delivery stage of the commercial area |
| Waterpark, cinema, padel, gym, spa | No operator, price or opening date | The operator and whether use is free for owners |
| 2,345 apartments | Russian only; the Resort page counts 1,630 | A signed unit count per block |
Communal facilities are the largest running-cost question. Pools, a waterpark, lifts in towers of 27 to 31 floors, a generator system and a gym all need staff, energy, water and insurance. The packs contain no official TRNC tariff for service charges, utility connection or legal fees, so no figure can be quoted, and a buyer should see the proposed budget before signing. Seasonality matters: if the pools run from late spring to autumn, the cost per month differs from a full-year pool.
Tall buildings add a structural point. A 2023 statement by the then president of the Cyprus Turkish Chamber of Engineers and Architects said that ground-investigation reports are required for tall buildings and that the İskele area has the most sensitive soil (Yenidüzen report); the 2015 earthquake regulation is the one cited in 2025 (Kıbrıs Gazetesi report). Both are secondary press reports, not the regulation itself.
Sequence of checks for a staged resort, in the order that protects a buyer most:
The order below starts with the payment schedule because the pop-up suggests staged payments for Grand Sapphire Blu Iskele. All law statements are as of 25 October 2026 and depend on Decree-Law 89/2026 (Resmi Gazete No. 147, 7 August 2026) staying in force. It is a Council of Ministers decree whose 90-day validity ends about 5 November 2026 unless Parliament enacts it; the consolidated Law 52/2008 on the legislation site still shows the stricter text (Resmi Gazete 147; Law 52/2008).
| Step | Who | Typical time | Source |
|---|---|---|---|
| 1. Agree the payment schedule and unit in the sale agreement; stamp it | Buyer, developer, Tax Department | No official time; stamp duty is 0.5% of the stated sum up to TL 89,000,000 | Stamp Duty Law |
| 2. Register the stamped contract at the district Land Registry and apply for the purchase permit | Buyer or lawyer | Within 1 month, or the contract is void automatically | Decree-Law 89/2026 |
| 3. Interior Ministry and security checks | Council of Ministers, Property Unit | No official time limit exists in the laws read; one developer elsewhere quotes months | Law 52/2008; Ministry document list |
| 4. Permit published in the Resmi Gazete | Council of Ministers | Starts the transfer clock | Decree-Law 89/2026 |
| 5. Pay transfer fees | Buyer | 75 working days from publication (60 in the 39/2024 text) | Decree-Law 89/2026; Law 52/2008 |
| 6. Sign the transfer at the district Land Registry | Buyer, seller | 1 year from publication (6 months in the 39/2024 text) | Decree-Law 89/2026 |

Land Registry fees on a sale to a foreigner are 4% for the first property, 5.5% for the second and 6% for the third, under a regulation in Resmi Gazete 197 of 7 October 2026 that is valid only to 5 January 2027 (Resmi Gazete 197). Agency pages quote 6%, 9% and 12% from earlier years; the official schedule is the one to use.
Under the decree a foreigner may acquire up to 3 apartments, against 1 in the 39/2024 text, and the Interior Ministry’s list sets the documents needed (document list).
Two cost points complete the picture. Local authorities may not connect permanent or temporary water, and the electricity authority may not connect temporary or permanent electricity, until all taxes and fees on the transfer are paid. If a permit is cancelled for non-payment, re-application costs double fees and a third application for the same property is not allowed (Law 52/2008 as replaced by the decree).
Land Registry work is handled only at the office of the district where the property is registered, as announced on 15 July 2025. Value added tax is 5% on housing up to 300 m² of closed area and 10% from 300 m² (VAT regulation of 7 October 2026); which sales fall inside VAT is not stated in the regulation.
Before applying, condominium title or easement (kat mülkiyeti or kat irtifakı) must exist for the unit under Law 35/2010. The decree allows, for 2 years from its entry into force, an application with a building permit or a Planning Approval from the Town Planning Department where condominium title could not be established. A buyer should ask which route applies and for the document number, not a promise that it will exist.
Residence follows separate rules. Under the Residence and Visa Regulation of 5 October 2026, an owner with title in his or her own name and property worth GBP 300,000 or more can receive a 10-year permit, and below that value a 5-year permit; buying a home does not confer citizenship (regulation text). The site’s citizenship and immigration article covers the wider picture, and the cost article sets out buying costs.
The developer’s page states no title-deed category, so none is assumed. The site’s article on title-deed categories explains the terms used.
The UK Government states that ownership of many properties in the north is disputed, that thousands of claims exist from people displaced in 1974, and that a future settlement could bring restitution plus compensation for land that was Greek Cypriot-owned before 1974 (FCDO guidance). The area research found no decision of the Immovable Property Commission naming İskele town or Ötüken, and no area-specific ruling, so there is no evidence either way for this parcel; the deed and the Land Registry must answer.
The Commission’s own figures, as of 2 October 2026, are 8,807 applications lodged, 3,757 concluded and GBP 768,594,023 awarded in compensation; applications can be made until 21 December 2027 (Immovable Property Commission). The European Court of Human Rights accepted the Commission as the domestic remedy in Demopoulos and Others v. Turkey in 2010.
Two numerical limits also apply. Foreigners may not hold more than 7% of the area of any district or more than 3% of the country, and entries made in breach are void; no published figure shows how much of İskele district has already been sold to foreigners. No agricultural or forest land may be sold to foreigners.
The Court of Justice of the European Union held in Apostolides v Orams (28 April 2009) that a Republic of Cyprus judgment on land in the north can be enforced elsewhere in the EU (press release).
Scale adds its own risks. In a staged scheme the buyer relies on the developer finishing each stage. The Statistical Institute’s final-approval series counts only completed, approved buildings, so a buyer should ask for the final approval certificate of the block, not the resort’s overall status. The UK guidance also names lawyers acting for both vendor and builder and developer mortgages on the land as recurring problems.
| Document or check | Issuing office | Why it matters | Source |
|---|---|---|---|
| Land Registry research document (araştırma belgesi) | District Tapu Amirliği | Shows the registered owner, mortgages and restrictions | Land Registry announcement, 15 July 2025 |
| Kat irtifakı or kat mülkiyeti certificate for the unit | Land Registry | Required before a permit application; selling without it is an offence | Law 52/2008, art. 8(2) |
| Building permit and final approval certificate for the block | Municipality | Separates built stages from planned ones | Statistical Institute bulletin 2025 |
| Title category and pre-1974 history | Land Registry and a lawyer | Restitution and legal-exposure risk | FCDO property guidance |
| Mortgage or charge on the land | Land Registry | A developer mortgage can block clean transfer | FCDO property guidance |
| Written payment schedule inside the registered contract | Developer, lawyer | Plans not in the contract are a recorded problem | FCDO property guidance |
| 80% foreign-sales cap and acquisition limits | Interior Ministry | Selling beyond the limits is an offence | Decree-Law 89/2026 |
| Service-charge budget and operator of the facilities | Developer or management company | No official tariff exists to benchmark against | Packs list no TRNC figure |
An independent lawyer, not the vendor’s, should run these checks. The UK guidance says purchase documents may be presumed to relate to illegal transfers and may be confiscated when crossing the Green Line, and describes a Republic of Cyprus offence in force since 2006. As of 25 October 2026 the two rule sets that most affect cost, the decree and the fee schedule, are both time-limited, so the figures should be re-checked at signing.
The table lists all 17 NorthernLAND listings with what the developer’s pages publish. “Not published” means that no language version read states it. The first three rows share the Long Beach map pin.

This project belongs to the three Long Beach pages, which carry the most text in the portfolio. The Resort page gives a unit count and a structure, Phase 4 gives a block count, and Blu gives amenities and a payment pop-up. Besides the Resort page, only Kentplus states a unit count.
The 13 completed Famagusta, İskele and unlocated listings publish a status and a few photographs, so they cannot be compared on price, size or delivery. Differences in the available data should not be read as differences in quality. For a Long Beach alternative from another developer, the Caesar Resort Iskele guide covers a scheme the developer describes as having 7,000 units.
The developer’s company page says NorthernLAND started its activities in 2003 and describes the company as working in Northern Cyprus on “quality life” housing; it refers to “the past 23 years” of projects (company page). The same page contains self-assessments and superlatives about the company that are not repeated here, and the projects list shows counters for experience, completed projects and customers, which are marketing figures without a stated source. The legal name printed in the footer is NorthernLAND Construction LTD.
The Group of Companies page lists related businesses: NorthernLAND Holiday Rentals and NorthernLAND Rentals, Grand Sapphire Resort & Casino, Grand Sapphire Residences, Grand Sapphire City Hotel in Famagusta, FITPLUS Fitness & Wellness Center, Cyprus Ways Rent a Car and the Pera Mackenzie restaurant at Iskele Long Beach. The FITPLUS entry says the centre operates at two sites, NorthernLAND Premier and Via Park. The Residences entry repeats the pool and shuttle claims already noted above.
For a buyer, the group structure raises operating questions rather than answering them: whether the hotel, casino, restaurant and rental companies share facilities with apartment owners, whether a management company is a group member, and how holiday-rental use of apartments, if any, is regulated. The Holiday Houses Law requires registration and an operating permit for tourism lettings of up to 60 days, and the site has an article on legal compliance for short lets.
Grand Sapphire Blu Iskele is the developer’s page for an apartment project in the Long Beach area of İskele, listed under NorthernLAND’s ongoing projects. The page shows 1+1 to 4+1 plans and a long amenity list built around a beach-style pool. It publishes no price, delivery date, unit area or title-deed category, and its map pin is shared with two other Grand Sapphire pages that this site lists separately, so the three should be read together.
The page says “Iskele, Northern Cyprus” and the promo image adds “Iskele-Long Beach”. The map pin lies about 0.54 km from the mapped Long Beach roundabout, calculated from the centre of the embedded map view, which is not a surveyed point. No street address, parcel number or mahalle is published, so the Land Registry district and the parcel have to be taken from the title deed and checked with a research document.
The English, Polish and Turkish pages print no count. The Russian page says 2,345 apartments in five buildings of 28 floors and eight of 5 floors on a 90,727.18 m² plot. The Resort & Residences page counts 1,630 apartments in a different set of buildings. Because only one language version states 2,345, it is not corroborated, and a signed unit count per block should be requested from the developer in writing.
Only a pop-up image headed with the project name, shown on every NorthernLAND page: pay up to 70% and take delivery, with the remaining 30% over 5 years, labelled “8 year payment plan”. It lists no deposit, instalments, currency or interest term. It is marketing wording, not a contract, so the actual schedule should be written into the registered sale contract with dates, amounts and the currency of each instalment.
None. The four floor plans are isometric renders without printed dimensions, and the feature lists are identical to those on the Resort & Residences page. The page shows 1+1, 2+1, 3+1 and 4+1 types, and the Russian text adds studios and penthouses. Net and gross areas per unit, with block and floor, are the first items to request in writing before any payment is made or any reservation is signed.
No. As of 25 October 2026 no language version of the page, and no other NorthernLAND page read for this guide, states a price or a “from” figure for this project. The only commercial figures are the payment-plan percentages in the pop-up. Any price a buyer is quoted should be confirmed in writing, with the currency, what the price includes and which taxes and fees are extra.
They are three developer pages for one resort site: the same map pin, identical plan files and specification lists on Blu and Resort & Residences, and Phase 4 described as a further stage. How many blocks and apartments belong to each, and in what construction order, is not stated. A site plan with block numbers and the building permit for each block would settle the question, and it should be requested before paying.
The page states none. The UK Government warns that ownership of many properties in the north is disputed and that the title category matters, so the deed, a Land Registry research document and an independent lawyer’s report should be obtained for the exact parcel before paying. The area research found no Immovable Property Commission decision specific to İskele town or Ötüken, which means neither a problem nor a clearance has been shown.
As of 25 October 2026, under Decree-Law 89/2026 (Resmi Gazete 147, 7 August 2026), up to 3 apartments, or 6 for nationals of states that recognise the TRNC. The consolidated Law 52/2008 still shows 1. The decree is a Council of Ministers decree whose 90-day validity ends about 5 November 2026 unless Parliament enacts it, so the position should be re-checked before signing anything.
İskele has a health centre but no state hospital, and the Statistical Yearbook records no in-patient beds in the district for 2020 to 2024. The nearest hospital with beds is Gazimağusa State Hospital, 10.7 km by road from the Long Beach roundabout according to an OSRM estimate. A Karpaz Hospital is under construction, with end-2026 completion promised by the Health Minister, which is a promise and not a fact.
