In Northern Cyprus the title category — not the building — decides how secure your ownership is. We confirm the category for this project in writing before any money moves.
How the four categories differ →Pearl Village Iskele is a villa project that its developer, the Northern Cyprus construction company NorthernLAND Construction LTD, lists as completed, with a map pin at Yeni İskele in the İskele district. This guide to Pearl Village Iskele sets out the little that the developer’s page states, shows where its language versions use different town names, places the pin among sourced area facts, and lists the papers a buyer of a completed villa should ask for. The page publishes no price, unit count, floor area, handover date or title-deed category, so none is estimated here.

The developer runs a page for the project at northernland.com/en/pearl-village. Its English title reads “Pearl Village Villas for Sale in İskele, Northern Cyprus”, and the developer’s projects page files the project under “Completed Cyprus Real Estate Projects” with the short line “Village concept project”. The page metadata gives 5 December 2022 as the first publication date and 17 August 2026 as the latest modification; the server sends no Last-Modified header, so both dates come from the page’s own tags.
The body text is a three-paragraph company statement that is repeated on the developer’s other project pages and says nothing specific about this project. What does relate to it is the page title, a map and three photographs. Everything in the table below therefore rests on a title, a map label and image descriptions, and it is reported at that level of certainty.
The pop-up banner that loads on every page of the developer’s site advertises an 8-year payment plan headed Grand Sapphire Blu. It is not a plan for this project, and no payment plan is published for it. The project has no earlier listing on this site; area context is on the İskele area page and the Northern Cyprus country page, and the other NorthernLAND projects are set side by side in section 7.
| Pearl Village Iskele key facts | As displayed by the developer (northernland.com, 25 October 2026) |

| Map pin | 35.28300 N, 33.91277 E, label “Pearl Village Villaları, Yeni İskele 99850” (centre of the embedded map; approximate) |
| Unit types | Villas (page title only) |

Nothing on the page says how many villas the project holds, how large they are or how many bedrooms they have. The unit-card fields that some developers’ pages carry (area, bedrooms, bathrooms, price) are absent here, so there are no template values to discard either. The first table lists every place where a unit type is named or implied and what that source can bear.
| Unit information by source | What it states | Limit of the source |
|---|---|---|
| English title and meta description | Villas for sale in İskele; the meta line only invites readers to visit the site | Wording of a title; no count, size or type split |
| Polish title | Villas for sale in Iskele (“Wille … na sprzedaż w Iskele”) | Translation of the same title |
| Turkish title and map label | Villas (“Villalar”) in Yeni İskele | Title and label only |
| Russian meta description | A villa project on Northern Cyprus, in wording shared with other project pages | Template sentence; no town |
| Persian and German pages | Title “Pearl Village” only | No type, no town |
| Projects-page line | “Village concept project” | A concept label, not a unit mix |
| Three gallery photographs | A detached white villa with an arched porch and tiled roof; a villa with covered porch, garden lamp post and neighbouring villas; a corner view of a villa with arched terrace and stone columns | Exterior views only; no interior, aerial, pool or plan |
| Floor plans and site plan | None on the page | Nothing to measure from |

That leaves a single fact: the developer presents the project as villas. Whether the scheme also holds other types, how many villas there are, and whether they follow one design or several cannot be read from the page. The three photographs show neighbouring villas, but a photograph cannot establish a count.
The missing numbers are not a formality, because several rules on record turn on them. The second table links each absent figure to the rule or cost that would use it.
| Figure missing from the page | Where it matters | Rate or limit on record | Source |
|---|---|---|---|
| Closed (built) area per villa | VAT band on new housing; annual property tax | 5% VAT for housing up to 300 m2 closed area, 10% from 300 m2 (regulation updated 7 October 2026; whether resales carry VAT was not established officially); property tax base TL 6.60 per m2 up to 120 m2 and TL 7.15 per m2 above (2025 schedule; no 2026 schedule located) | VAT regulation; tax schedule |
| Plot area | Land cap for a foreign buyer | Detached house on land of at most 3,300 m2; building-permit land of at most 1,338 m2 with one house | Resmi Gazete 147 |
| Number of storeys | Villa limit inside a mass-housing project or “site” | Two two-storey detached villas per foreign buyer; three for nationals of states that recognise the TRNC | Resmi Gazete 147 |
| Total villas and the share sold to foreigners | Cap on foreign sales in zoned housing projects | At most 80% of a housing project in a zoned area may go to foreigners | Resmi Gazete 147 |
| Value on which fees are assessed | Land Registry fee by property count | 4% for the first property, 5.5% for the second, 6% for the third (valid to 5 January 2027) | Resmi Gazete 197 |
As arithmetic on the 2025 property-tax rates, a closed area of 120 m2 gives a base of 120 x TL 6.60 = TL 792 before the 10% to 60% surcharges that depend on the property’s category, and every square metre above 120 adds TL 7.15 of base. This shows how the rate works; it is not a quote for any villa, and the 2026 schedule was not located.
A written answer to each of the following closes the gap. Until then, a buyer is comparing an unmeasured villa with other offers.
The only location data on the developer’s page is a map. The embed is centred on 35.28300 N, 33.91277 E and labelled “Pearl Village Villaları, Yeni İskele 99850”; the page prints no street, parcel number or village name. The coordinates are an approximate map pin read from the embed’s parameters, not a surveyed boundary, and every distance below is measured from it.
Place names differ by language but do not appear to conflict. The English and Polish pages say İskele, the Turkish title and the map label say Yeni İskele, and the Russian, Persian and German pages name no town.
The area fact pack lists İskele, Iskele, Trikomo and Yeni İskele as variants for one town, the administrative centre of İskele district, which gained municipality status in 1998 per Wikipedia. An OpenStreetMap lookup of the pin returns the ward Bahçeler inside İskele Municipality with postcode 99850, matching the label. OpenStreetMap wards are volunteer-drawn, and Bahçeler is not among the 18 wards in the 2011 census table, so no census population exists for it.
From the pin, İskele Health Centre, the reference point the area pack uses for the town centre, is 1.4 km away in a straight line and 1.8 km by road. The Long Beach roundabout is 4.2 km straight-line and 5.3 km by road. The pin therefore lies in the town area rather than on the waterfront.
The page makes no distance-to-sea claim and none is computed here, because no coastline measurement is available for the pin. “Long Beach” is the colloquial name of the İskele waterfront; one Eastern Mediterranean University thesis studies a 3 km stretch within a district coastline of about 25 km.
İskele district had 22,492 residents at the 2011 census (Table 1), 7.9% of the TRNC total of 286,257 (calculated), and İskele Municipality, which includes the town, had 7,906 (Table 2). No census has been held since. The Statistical Institute projects 476,214 people for the whole TRNC at the end of 2023 but publishes no district projection, so no current population for İskele exists in official sources.
On health, the Ministry of Health lists six state hospitals and none is in İskele; the Statistical Yearbook 2024 records zero in-patient beds in the district from 2020 to 2024. İskele Health Centre had 15 staff in 2024.
The nearest state hospital with beds is Gazimağusa State Hospital, 14.3 km from the pin in a straight line and 15.9 km by road. A Karpaz hospital is under construction: on 17 August 2026 the Health Minister said it would be finished by the end of 2026, which is a ministerial promise, and its site and capacity are not published.
For schooling, the yearbook shows 4,852 students in İskele district in 2024-25 out of 59,394 in the TRNC (8.2%, calculated). No university campus was found in İskele; Eastern Mediterranean University in Famagusta enrolled 15,729 students in 2024-25, down 5.5% from the 16,640 of 2021-22 (calculated), and lies 15.3 km from the pin in a straight line.
By road, the Famagusta to İskele corridor is mapped as a dual carriageway signed D950 and mostly limited to 90 km/h, per OpenStreetMap. Ercan Airport is 52.6 km by road, about 56 minutes without traffic.
The Larnaca Airport route crosses the Green Line, the estimate omits border queues, and the UK Government entry advice warns that entering the Republic of Cyprus via the north is treated by its authorities as illegal entry. The shuttle operator KIBHAS names no separate İskele line, and the free municipal lines 2 to 5 in Famagusta do not run to İskele; no official İskele timetable was found.
The nearest World Meteorological Organization climate record is Paralimni, on the Republic of Cyprus side of the same coast, 25.8 km from İskele town. For 2002-2011 it shows mean daily maxima of 32.9 C in July and 33.3 C in August, a mean January minimum of 8.1 C and 331.1 mm of rain a year (the sum of the monthly means, calculated); source: the WMO record. The TRNC’s own Gazimağusa station recorded 364.6 mm in 2024 (calculated from the yearbook), a single year.
Completions give a sense of building activity without measuring demand. The Statistical Institute counted dwelling units with final approval in İskele of 264 (2021), 391 (2022), 468 (2023), 389 (2024) and 541 (2025), 2,053 in the five years (calculated), and apartment buildings accounted for 367 of the 541 in 2025. These figures count completions only, not sales, permits or rents. No TRNC height, storey or coastal-setback rule for İskele was found in the Central Legislation Office’s list of laws, so none is stated.

A completed scheme changes the questions. Nothing is being promised for the future, so the weight shifts from the sales contract to the paper that already exists: the title for the exact plot, the final approval of the building, the status of the shared areas, and the position of any contract signed years ago. Pearl Village Iskele is listed as completed with no handover year, so the age of the buildings is unknown, and that date matters under the transitional rules described below.
The first task is to be sure which place and which project are meant. The labels in circulation point to one area but are not interchangeable, and two similar names belong to other developments. The table sorts them.
| Label met in listings and maps | Where it appears | What it points to, per the sources |
|---|---|---|
| İskele / Iskele | English and Polish page titles | The town and district name; the district is the smallest of the five in the 2011 census table |
| Yeni İskele 99850 | Turkish page title and the map label | The same town area; 99850 is the postcode on the label and in the OpenStreetMap lookup |
| Trikomo | Not used by the developer; Greek name of the town | Wikipedia says the town was almost entirely Greek Cypriot before 1974 |
| Bahçeler, İskele Municipality | OpenStreetMap lookup of the pin | A ward mapped in OpenStreetMap but absent from the 2011 census list of 18 wards |
| Pearl Island Esentepe | Another listing on this site, in Esentepe | A studio scheme by a different developer, not related to this page |
| Sea Pearl Residence Iskele | Another listing on this site, at Long Beach | A different developer’s scheme, not related to this page |
Villa ownership differs from apartment ownership in ways that decide what a buyer can do. An apartment cannot be offered for sale before condominium title (kat mülkiyeti) or condominium easement (kat irtifakı) exists under Law 35/2010, and selling without it is an offence. A villa inside a “site” may sit on its own plot or share land with its neighbours, and the page does not say which.
The acquisition rule also counts villas separately: a foreign buyer may hold two two-storey detached villas in a mass-housing project or site, or a detached house on land of up to 3,300 m2, under Decree-Law 89/2026. The page does not show storeys or plot layout, so which limit applies cannot be read from it.
Shared areas are the part of a “village concept” that is hardest to see. The page lists no facility, yet a village-style estate usually has roads, lighting, drainage and green areas that nobody owns individually. The UK Government’s guidance on buying in Cyprus names recurring problems with developments: building without the correct permits, difficulty obtaining final completion certificates and title deeds, and developer mortgages registered on the land. Each can be tested with a document.
Age of contract matters in a completed scheme. A villa may have been sold on a contract years ago and never transferred.
The 2026 decree sets transitional rules for such contracts, as summarised by the pack from Resmi Gazete 147: a six-month window to register the contract and apply for a permit, a 1% fee on the price to notify a contract that exceeds the legal acquisition right (3% if later) with a ten-year use certificate and ownership staying with the seller, a further 24 months to transfer, and 36 months for completed and delivered homes.
The decree’s own text governs; a buyer should ask whether title to the villa has passed and under which rule.
The seller’s own status also matters. A person who sells more than three immovable properties in a calendar year, or more than five in three years, or does so as a profession, is treated as a property trader and taxed on a different basis, and the one-off gains exemption is not open to foreigners. Whether the seller is an individual or a company, and how many properties the seller has sold, are fair questions for a file.
If the villa is to be let, the Holiday Houses Law treats a tourist letting of up to 60 days as a holiday-house letting that needs registration with the Tourism Planning Department, a registration certificate and an operating permit. Rental income carries a 10% withholding that is final tax for individuals, and renting immovable property is at 0% VAT; the legal-compliance article on renting covers the permit route. None of this implies that a villa here can be let or earn any amount.
The ordered checklist below turns these points into requests for a seller, in the order that tends to rule a villa in or out soonest.
The rules below are stated as of 25 October 2026. The numerical limits for foreign buyers come from Decree-Law 89/2026 (Resmi Gazete 147, 7 August 2026), a Council of Ministers decree whose 90-day validity ends about 5 November 2026 unless Parliament enacts it; the consolidated Law 52/2008 on mevzuat.gov.ct.tr still shows the stricter 2024 text. The fee regulation printed in issue 197 of 7 October 2026 applies only until 5 January 2027.
For a villa that already stands, the useful way to read the process is by the clocks that start at signing, because missing one voids a contract or a permit. The table follows that order.
| Clock or checkpoint | What happens | Deadline or timing | Source |
|---|---|---|---|
| Stamp the agreement | The sale agreement is stamped at the Tax Department; the buyer bears the stamp unless agreed otherwise | At signing; 0.5% of the stated sum, converted from foreign currency at the official rate on the stamping date | Stamp Duty Law |
| Register and apply | The stamped agreement is registered at the district Land Registry and the purchase-permit application is lodged, after taxes and fees on the sale are paid | Within 1 month, or the contract is void automatically | Resmi Gazete 147 |
| Permit decision | The Council of Ministers decides; the permit is published in the Resmi Gazete | No official processing time exists in the laws read; the Interior Ministry lists the documents | Interior Ministry list |
| Pay transfer fees | Land Registry fees are paid; until then no water or electricity connection is given | Within 75 working days of the permit’s publication (60 in the 2024 text) | Resmi Gazete 147 |
| Sign the transfer | The transfer declaration is signed before the Land Registry official | Within 1 year of publication (6 months in the 2024 text), counted from full payment where the seller holds no mortgage | Law 52/2008 |
| Title registered | The buyer is entered on the title (koçan) | On transfer, at the district office where the property is registered | Land Registry notice |
| Decree check | Confirm whether Parliament enacted Decree-Law 89/2026 | About 5 November 2026 | Resmi Gazete 147 |
| Fee schedule check | Confirm the schedule that applies on the registration date | Valid to 5 January 2027 | Resmi Gazete 197 |
The permit file is assembled from a list the Interior Ministry publishes: a petition, information forms, a passport copy, a copy of the title, a location plan with the area marked, an original police record and the sale contract. Applications can be made in person, by proxy or through a lawyer, and an online portal exists.
Land Registry fees for foreign buyers are 4% in total for the first property (3% transfer, 0.5% to the Immovable Property Commission and 0.5% to the Housing Acquisition Unit), 5.5% for the second and 6% for the third. Per 100,000 of assessed value that is 4,000, 5,500 or 6,000 in the same currency (arithmetic only). Agency pages quote 6%, 9% and 12% from earlier schedules; none was matched to an official table, so quotations differ.
Other costs follow from the villa’s status. VAT is 5% on housing up to 300 m2 closed area and 10% from 300 m2, but whether a resale carries VAT was not established officially.
On a resale by an owner who is not a dealer, the Income Tax Law treats 20% of the higher of assessed value and price as the gain, exempts 30% of it and withholds 20% of the rest, which works out at 2.8% of the value (calculated). A mortgage registration costs 1% of the secured debt, and a cost guide sets the wider picture. No official tariff for legal, notary or utility-connection fees was found.
Banks may lend against property, but agency pages disagree on terms (75% against 50% of the price), so no financing figure is relied on here. Contract amounts may be expressed in foreign currency under the Foreign Exchange Law; the lira lost value, with consumer prices up 35.02% in the 12 months to September 2026 per the Statistical Institute.
Risk in a completed Iskele villa starts with identity: which parcel, owned by whom, with which category of title. Because the developer’s page gives only an approximate pin and no title statement, the buyer’s file has to supply both. The Wikipedia entry for the town says its population was almost entirely Greek Cypriot before 1974, so pre-1974 ownership claims in the area are plausible; title status remains specific to each parcel and cannot be read from the area.
The UK Government guidance says ownership of many properties in the north is disputed, that the European Court of Human Rights treats pre-1974 owners as continuing legal owners, and that a future settlement could bring restitution plus compensation, particularly for land that was Greek Cypriot-owned and later classed as exchange or gift land.
The Immovable Property Commission reported 8,807 applications and 3,757 concluded as of 2 October 2026, with restitution decisions in 7 cases, restitution and compensation in 8 more, and applications open until 21 December 2027. The Court of Justice of the EU held in the Orams case that judgments of Republic of Cyprus courts on land in the north can be enforced elsewhere in the EU.
Permission is a second risk. The UK guidance notes that a foreign buyer may be refused permission to buy and no reason need be given. A third is the building.
After the 2023 earthquakes the president of the Cyprus Turkish Chamber of Engineers and Architects said, as reported by Yenidüzen, that the İskele area has the most sensitive soil and that supervision matters; the statement is a press report, not a rule. Final approval and the supervision paperwork are the documents that bear on it. The title-deed article explains the categories in more detail.
A purchase does not bring residence for life or citizenship. Property-based short-term residence permits run for 5 or 10 years depending on value and title, with GBP 300,000 as the threshold in the regulation of 5 October 2026; permanent residence requires housing worth at least EUR 125,000, income at the minimum-wage level and six unbroken years of permits (three at age 60 or over).
TRNC citizenship needs five years’ residence or an exceptional Council of Ministers decision, and EU law is suspended in the north. The immigration guide covers the routes.

Read side by side, the 17 pages show how little of the group’s portfolio comes with figures. Pearl Village is the only completed project among them with İskele as its town; the other three İskele pages describe the ongoing Grand Sapphire resort at Long Beach, and eight completed projects are placed in Famagusta.
The completed-project pages mostly consist of the shared company statement, a map and a gallery, so the comparison here is of status and place, not of price or size. Other İskele-area listings on this site include Royal Sun Residence Iskele and Caesar Resort Iskele; the page on villas for sale in Cyprus groups villa listings by country.
Only what the developer’s own pages state is reported here. On its About Us page, NorthernLAND says it started its activities in 2003 with the goal of “quality life”, refers to the past 23 years of building, and describes its designs as environmentally friendly, disabled-friendly and focused on social life. The page claims awards and a leading position but names no award and no ranking, so neither claim is repeated or verified.
The Group of Companies page lists: NorthernLAND Holiday Rentals; Grand Sapphire Resort and Casino; Grand Sapphire Residences at İskele Long Beach; Grand Sapphire City Hotel in Famagusta; FitPlus Fitness and Wellness Center, with branches in NorthernLAND Premier and Via Park; NorthernLAND Rentals; Cyprus Ways Rent a Car; and the restaurant Pera Mackenzie at İskele Long Beach. None of them is stated to serve Pearl Village.
The projects page prints three marketing counters (“23+ Years of Experience”, “30+ Completed Projects”, “1000+ Happy Customers”); another block on the same page says “20+ Years of Experience”, and the page lists 18 projects as completed. None of these figures is independently checked. The footer names the company NORTHERNLAND CONSTRUCTION LTD, and the pages read give no registration number, which a buyer can ask for in writing.
The developer’s English and Polish pages say İskele, the Turkish title and the map label say Yeni İskele, and the map is pinned at 35.28300 N, 33.91277 E with postcode 99850. An OpenStreetMap lookup places that pin in the ward Bahçeler of İskele Municipality. It is 17.8 km in a straight line and 21.2 km by road from the Famagusta Walled City centre point (calculated). The page prints no street or parcel number, so the pin is approximate and cannot identify a plot.
The developer lists Pearl Village Iskele under “Completed Cyprus Real Estate Projects”, and the three photographs show finished villa exteriors. No handover year is published, so the age of the buildings is unknown. A completed project does not mean units are on offer: no availability or price is shown, and a buyer may only find a villa through a resale. The final approval certificate, with its date, is the document that proves completion.
No unit count appears on the English page or on the Russian, Polish, Turkish, Persian or German versions of the Pearl Village Iskele page, and the three photographs cannot establish one. The title says villas, and the projects page calls it a village concept. A buyer should ask in writing for the number of villas, the number of types and a signed floor plan with closed and plot areas for each.
Neither is published. The pop-up banner that loads on every page of the developer’s site advertises an 8-year plan with up to 70% paid before delivery and 30% over five years, but it is headed Grand Sapphire Blu and does not apply to this project. For a resale, the price is the seller’s, and the taxes and fees on top follow the rules in section 5, and the Land Registry fee schedule there is valid only to 5 January 2027.
The developer does not state one. Agency guides use the terms Turkish, exchange and allocation title, but an official definition table was not found online. The category is shown on the deed, and a Land Registry research document confirms owner, mortgages and restrictions. UK Government guidance warns that exchange or gift land carries restitution risk, so a buyer should read the deed and ask about pre-1974 ownership of the plot.
The area pack lists İskele, Iskele, Trikomo and Yeni İskele as variants for one town, the centre of İskele district. The developer’s English and Polish pages use İskele, the Turkish page and map label use Yeni İskele, and all language versions load the same map. Nothing found shows a conflict, but the wording is a reason to ask the seller for the parcel number rather than rely on a town name.
From the map pin, the Long Beach roundabout is 4.2 km in a straight line and 5.3 km by road, and the Famagusta Walled City centre point is 17.8 km and 21.2 km (about 26 minutes). The nearest state hospital with beds is Gazimağusa State Hospital, 14.3 km straight-line and 15.9 km by road. İskele has no state hospital; a Karpaz hospital is under construction with an end-2026 completion promised by the minister.
A foreign buyer needs a Council of Ministers purchase permit, and as of 25 October 2026 Decree-Law 89/2026 allows up to two two-storey detached villas in a mass-housing project, or a detached house on land of at most 3,300 m2. The decree’s validity ends about 5 November 2026 unless Parliament enacts it, and the consolidated Law 52/2008 still shows a one-property rule. Permission can be refused without a reason, and a lawyer should confirm which text applies on the day.
It does not give citizenship. Under the regulation of 5 October 2026, a property-based permit with title in the applicant’s name runs 10 years at GBP 300,000 or more and 5 years below that; a stamped contract alone gives 5 years at GBP 300,000 or more, and proof of income is needed below that. Permanent residence requires housing worth at least EUR 125,000, an income test and six unbroken years of permits. Per UK travel advice, a permit issued in the north is not recognised by the Republic of Cyprus.
A letting to tourists of up to 60 days falls under the Holiday Houses Law, which requires registration with the Tourism Planning Department and an operating permit before letting, with fines for operating without them. Rental income carries a 10% withholding, final for individuals, and renting is at 0% VAT. Any estate rules on letting would appear in the management agreement. No rental income is implied.
