In Northern Cyprus the title category — not the building — decides how secure your ownership is. We confirm the category for this project in writing before any money moves.
How the four categories differ →Sunset Valley Tatlisu is a development of 3+1 villas, each with a private pool, that the developer Carrington shows on a hillside above the Mediterranean in North Cyprus. Its English page places it at Tatlisu in the Famagusta district, while its Turkish, German and Russian pages place it at Bahceli in the Kyrenia (Girne) district, as read on 26 October 2026.

This guide separates what the four language versions of the developer’s page print about Sunset Valley Tatlisu from what they leave out. It sets out the area facts for both readings of the location, explains why the district matters for the paperwork of a villa purchase, and lists the checks that apply to a completed building. Every rule, deadline and rate is quoted as of 26 October 2026.
Carrington (Carrington Group, carringtoncyprus.com) publishes the scheme on its English project page and lists it on the projects list with a “Completed” badge. The Turkish, German and Russian versions of the page (Turkish, German, Russian) carry the same badge on their own lists. All were read on 26 October 2026.
The English text calls the homes 3+1 villas and says each has a large private pool, garden terraces and a barbecue zone, arranged around indoor-outdoor living. It suggests use as a primary residence, a holiday home or a rental property, and prints no figure for any of these uses.

Four points in the developer’s material do not line up, and each is reported here once without choosing a side. The first is the location, which changes with the page language. The second is the status: the badge says Completed, while the text writes about the villas in a way that suits a scheme still to be delivered. The third is the density claim: the page says the layout favours low-density living, yet no villa count exists against which to measure density.
The fourth is the gallery. According to descriptions of the seven gallery images, they show villas with pools on a wooded slope, a villa with a round stone tower, and aerial views of detached villas, a curving road and a car park. Images are not documents, so they do not replace a certificate of completion.
The page also carries a “Why Invest?” paragraph with comparative statements about scarcity, resale and rental demand. It cites no data, and the statements are not repeated in this guide. For regional price context see the North Cyprus property price guide.
The English page names one unit type, the 3+1 villa. No language version prints a unit card, a floor plan or a table for it, and the pages give no interior area, plot area, bathroom count or villa count. The first table lists each attribute a buyer would normally compare, the value printed and where it was printed.
| Attribute | Value printed | Where |
|---|---|---|
| Unit type | 3+1 villa | English text, “Villa Features” list |
| Bedrooms | Three, implied by the 3+1 label and not stated separately | Layout label only |
| Bathrooms | Not published | No card or plan |
| Interior (closed) area | Not published | No card or plan |
| Plot or garden area | Not published; “garden terraces” are named without an area | English text |
| Private pool | “Large” pool for each villa; dimensions not published | English text |
| Barbecue | Dedicated barbecue area or zone | English text |
| Parking | Not published; one aerial image description mentions a car park | Gallery image description |
| Furnishing, air conditioning, heating | Not published | – |

The label 3+1 is not defined on the page. In Turkish and Cypriot listings it conventionally means three bedrooms and one living room, and it is usually read that way here, but the point belongs in the written answer a buyer asks for. A 3+1 villa may be anything from a compact house to a large one, and the page gives no way to tell.
A missing size is more than an inconvenience, because several rules and costs are driven by areas and counts. The second table shows which rule needs which figure, using the rates in the official texts.
| Missing figure | Rule or cost that depends on it | Source |
|---|---|---|
| Closed area per villa | VAT of 5% applies to housing with closed area up to 300 m2 and 10% to housing of 300 m2 or more; whether a resale is within VAT was not established from the regulation | VAT regulation, updated 7 October 2026 |
| Closed area and pool area | Annual immovable property tax in the 2025 schedule: TL 6.60 per m2 up to 120 m2, TL 7.15 above, surcharges of 10% to 60% by category, TL 35.60 per m2 of swimming pool; no 2026 schedule was located | Property tax schedule, effective 1 January 2025 |
| Plot area | A foreign buyer may acquire a detached house on land of at most 3,300 m2, with no second house or apartment on that land (Decree-Law 89/2026) | Resmi Gazete 147, 7 August 2026 |
| Number of villas and site layout | In a mass-housing project or “site” a foreign buyer may take two two-storey detached villas; sales of housing projects in zoned areas to foreigners are capped at 80% | Resmi Gazete 147, 7 August 2026 |
| Title structure | Condominium title or easement must exist for a unit before a purchase-permit application where the law requires it (Law 35/2010) | Law 52/2008, consolidated text |
The property tax shows how the missing areas change a number. As arithmetic only, with assumed areas that the page does not publish, a house of 150 m2 closed area and a 40 m2 pool would give a base of 120 x 6.60 = TL 792 plus 30 x 7.15 = TL 214.50 plus 40 x 35.60 = TL 1,424, a total of TL 2,430.50 before the category surcharge (calculated). The villa’s real areas could move that figure in either direction.
What to request in writing before any payment:
The four language versions give two different places. The English page and card read “Tatlısu, Famagusta”; the Turkish, German and Russian pages and lists read “Bahçeli, Girne”, Bahçeli in Kyrenia. The map embed is empty on every version, and the Turkish, German and Russian pages hold only a one-line tagline, the location and the gallery. No page prints a street, parcel number, distance to the sea or distance to a town, so this section works from the two villages and says so.
Reading one is Tatlisu (Akanthou). At the 2011 census the municipality was in the Gazimağusa (Famagusta) district, Geçitkale sub-district, with 1,459 residents in three neighbourhoods: Aktunç 671, Küçükerenköy 339 and Yalı 449 (census table 3). The municipality’s own fact page puts the village about 40 km east of Kyrenia between the Beşparmak mountains and the sea, with 22 km of coast that is generally rocky with small beaches and coves. Its economy rests on glasshouse vegetables, cattle and small livestock, carob and olives, fishing, tourism and property.
The Tatlisu health centre opened on 21 January 2026 with a doctor for the first time in 12 years: a general practitioner attends five days a week, and an obstetrician-gynaecologist, an internist and a dentist one day each (Kıbrıs Postası). The mayor puts the summer population above 8,000, an unaudited figure beside the census 1,459 and a fact-sheet 2,700. The nearest state hospital with in-patient beds is Gazimağusa State Hospital, 45.0 km by road from the village centre in the routing run used for this guide.
Reading two is Bahceli. Bahçeli is one of four neighbourhoods of Esentepe municipality in the Kyrenia district: the 2011 census gave Esentepe 1,754, Bahçeli 388, Karaağaç 242 and Beşparmak 30, a total of 2,414. Law 15/2022 has since attached Esentepe to the six-village Çatalköy-Esentepe municipality, Bahçeli among them (Law 15/2022), and no post-merger population exists.
Esentepe lies about 23 km east of Kyrenia on the northern foothills of the Beşparmak range (PRIO Cyprus Centre), and its village centre is about 1.2 km from the nearest mapped coastline (calculated from OpenStreetMap data).
Esentepe had 1,543 residents in 1973, all Greek Cypriot and all displaced in 1974, according to the same PRIO source. The Esentepe health centre had eight staff in 2024, including one general practitioner, one dentist and three nurses (Statistical Yearbook 2024). In-patient care is in Kyrenia: the Ministry of Health list names Girne Dr. Akçiçek State Hospital (hospital list), and the New Girne Hospital, planned at about 148 beds, had no opening date in the sources reviewed (BRTK, 28 January 2026).
The two readings differ by 17 to 18 km of road to Kyrenia and to Ercan Airport (calculated from the table below): the Tatlisu centre is 46.0 km from Kyrenia Castle by road and 57.0 km from Ercan, the Esentepe centre 27.7 km and 40.0 km. Both Larnaca routes cross the Green Line, so border formalities and queues are not in the figures.

| Famagusta Walled City | Famagusta reference point | 32.4 km / 50.1 km / 48 | 40.4 km / 58.7 km / 57 |
| İskele town | District town, Famagusta side | 16.3 km / 36.6 km / 36 | 29.2 km / 45.1 km / 45 |
| Bellapais Abbey | Heritage site, Kyrenia side | 36.8 km straight-line (calculated); road not computed | 20.9 km / 25.6 km / 31 |
| Alagadi beaches | Turtle-nesting beaches, Kyrenia coast | 23.9 km / 28.2 km / 29 | not in the pack |
| Çiftlikdüzü coast | Coast area of Tatlisu municipality | 5.0 km / 7.0 km / 8 | not applicable |
| The other village centre | Tatlisu to Esentepe | 15.9 km straight-line (calculated); road not computed | 15.9 km straight-line (calculated) |

Source of the table: straight-line distances are haversine calculations, and road distances come from the OSRM public router on OpenStreetMap data (runs of 17 and 23 October 2026, no traffic, no border queues); example routes: Tatlisu to Kyrenia Castle and Esentepe to Kyrenia Castle; reference points: Tatlisu lookup and Esentepe lookup. These are distances from village centres, not from the villas.
How far apart are the two readings? The village centres are 15.9 km apart in a straight line (calculated). Carrington’s own pages show that its labels do not follow village centres. The map pins on its Tatlisu-labelled Malibu, Malibu Zone 5 and Atlantis Pearl pages, and on the Bahceli-labelled Poseidon page, all lie between the two villages. The Sunset Valley pages print no pin, so the table below shows how the developer applies the labels elsewhere and does not locate this scheme.
The municipality calls Tatlisu the north-westernmost settlement of the Famagusta district, which implies (as an inference) that the next settlements to the west, Esentepe among them, belong to the Kyrenia district. A coastal strip between the two villages is therefore where a district boundary would be expected, and the label a listing carries could follow either side of it.
| Listing and its label | Straight-line to Tatlisu village centre | Straight-line to Esentepe village centre |
|---|---|---|
| Atlantis Pearl Tatlisu (Tatlısu) | 7.1 km | 8.8 km |
| Malibu Tatlisu (Tatlısu) | 9.9 km | 6.0 km |
| Malibu Zone 5 Tatlisu (Tatlısu) | 9.7 km | 6.3 km |
| Poseidon Girne Bahceli (Bahçeli, Kyrenia) | 9.4 km | 6.5 km |
| The Residence Esentepe (Esentepe; body text: Bahçeli, Esentepe) | 18.5 km | 2.7 km |
| Sea Magic Royal Esentepe (Esentepe) | 18.3 km | 2.6 km |
The outdoor-living concept makes climate relevant. The Statistical Yearbook 2024 records monthly mean temperatures at the Girne station of 15.0 C in January and 30.7 C in July, with 510.2 mm of rain in 2024; the Gazimağusa station records 15.0 C and 30.0 C and 364.6 mm. These are single-year values from two stations, not climate normals, and the series has no sunshine hours, so the page’s “year-round” entertaining cannot be tested from official data.
For the wider picture see the Tatlisu city page, the Esentepe city page and the town-by-town buying guide.
The location conflict is more than a labelling matter, because North Cyprus registers property by district. A parcel lies in a Land Registry district, falls under a municipality that issues its building permits, and counts towards a district limit on foreign ownership. On the English reading all three are in the Famagusta (Gazimağusa) district; on the Turkish, German and Russian reading they are in the Kyrenia (Girne) district. The table lists what changes, as far as the sources reviewed show.
| Item | If the villas are at Tatlisu (Famagusta district) | If the villas are at Bahceli (Kyrenia district) | Source |
|---|---|---|---|
| Land Registry office for transfer, mortgage and research document | Gazimağusa district Tapu Amirliği; a Famagusta property is registered there | The Girne district Tapu Amirliği (same district rule applied by inference) | Land Registry notice, 15 July 2025 |
| Municipality that issues building permits | The municipality of the parcel; Tatlisu Municipality publishes its own fact page | Çatalköy-Esentepe municipality, which issues permits for its attached villages (temporary article 8 of Law 15/2022) | Law 15/2022 |
| District limit on foreign ownership | Counts towards 7% of the Famagusta district’s area; no published figure for how much is sold | Counts towards 7% of the Kyrenia district’s area; no published figure for how much is sold | Law 52/2008, art. 4 |
| Lawyer and bar association | Famagusta-district practice; the north has a separate bar association for each district | Kyrenia-district practice, under its own bar association | UK Government guidance |
| Nearest state hospital with in-patient beds | Gazimağusa State Hospital, 45.0 km by road from the village centre | Akçiçek State Hospital, Kyrenia, 26.7 km by road from the Esentepe centre | Ministry of Health list |
| 2011 census population of the municipality | 1,459 for Tatlisu | 2,414 for the pre-merger Esentepe municipality, of which Bahçeli 388 | Census table 3 |
| Earlier history of the village | The municipality and Wikipedia tell it differently; Wikipedia records about 1,300 Greek Cypriots displaced in 1974 | PRIO: wholly Greek Cypriot until 1974, 1,543 residents in 1973 | Wikipedia, Akanthou |

Which reading fits the evidence? The district named on the English page matches the administrative position of Tatlisu village. The label on the other three languages matches the way Carrington writes Bahceli on its Poseidon and The Morlais cards, and the text of The Residence page says “Bahçeli, Esentepe, Girne”, so the developer uses the name for the coast east of Esentepe village. Both could describe real places. No source reviewed maps the district boundary between the two municipalities, so the parcel record is the only reliable answer.
Status is the second open question. “Completed” is a list label: the text gives no completion date, and its feature sentence is written in the future-oriented wording of a scheme still to be delivered. The images suggest built houses but prove nothing about permits. Official statistics count only buildings that hold a final approval certificate (nihai tasvip şahadetname) (Construction and Parcel Statistics 2025), so that certificate is what turns “completed” from a badge into a fact.
If the written answer is that some villas are unfinished, the off-plan buying guide applies to those villas.
A review of the developer’s pages found that a Sunset Valley photograph appears in the Sea Magic community gallery, and that a villa with a round stone tower appears both on this page and on the page for The Morlais Esentepe. Any relationship is unconfirmed. The Morlais card says Bahceli, its text says Esentepe and it is described as next to the Poseidon development. A buyer who sees the same house in two galleries should ask which parcel and which seller the sale contract names.
A villa with a large private pool carries costs that a flat in a shared block does not: water, pool power, chemicals and the pool line of the property tax. Public sources discuss supply without village-level data.
The Çatalköy-Esentepe mayor said in July 2025 that homes and hotels in Çatalköy and Esentepe were not receiving adequate water (Kıbrıs Postası), and Cyprus Mail reported a grid blackout of almost a day in August 2025 and a minister’s warning of energy and water problems in 2026 (Cyprus Mail, 8 December 2025). No equivalent statement about Tatlisu was found, which is a gap and not a clean bill.
The page proposes rental use without figures. A letting of up to 60 days is a holiday-house letting under the Holiday Houses Law and needs a Registration Certificate and an Operating Permit from the Tourism Planning Department before the first guest (Holiday Houses Law). Rent is subject to 10% withholding on gross rent and renting immovable property is at 0% VAT (Income Tax Law, consolidated 25 May 2026). The letting guide sets the rules out in more detail.
If a villa is sold as finished, the contract should describe it by parcel and unit number, state the price and currency, list what is included (pool equipment, kitchen, furniture), say who pays each fee and tax, and annex the final approval certificate.
UK guidance names payment plans left out of contracts as a recurring problem, so any instalment must be written into the contract itself. A sale by the developer and a resale by a private owner can differ on VAT: agencies say VAT applies to new builds sold by developers and not to private resales, which the regulation itself does not settle.
The checks below are ordered so that each rests on the one before it.
The order matters because a payment made before the first two steps is the failure that UK guidance singles out: difficulty obtaining final completion certificates and title deeds.
A purchase by a foreigner follows the sequence below. Law 52/2008 sets the framework, and Decree-Law 89/2026 (Resmi Gazete 147, 7 August 2026) sets the numerical limits and deadlines. The decree is a Council of Ministers decree whose 90-day validity ends about 5 November 2026 unless Parliament enacts it, and the consolidated Law 52/2008 on the legislation site still shows the stricter earlier text, so the table gives both where they differ.
Quantity limits matter first for a villa. Under the decree a foreign buyer may acquire a detached house on land of at most 3,300 m2 with no second house or apartment on that land, or, in a mass-housing project or site, two two-storey detached villas; nationals of states that recognise the TRNC may take three such villas. The consolidated text keeps one property per foreigner. Which limb fits a villa here depends on whether it has its own parcel or stands inside a site, which the page does not say.
The Land Registry fee for foreigners comes from Resmi Gazete 197 (7 October 2026) and is valid to and including 5 January 2027: 4% for a first property (3% transfer, 0.5% Immovable Property Commission, 0.5% Housing Acquisition Unit), 5.5% for a second and 6% for a third. Stamp duty on the sale agreement is 0.5% of the stated sum, paid by the buyer unless otherwise agreed.
Agency figures of 9% or 12% belong to earlier schedules and do not match the official one. The rate after 5 January 2027 is not set in the sources.
The lira is the legal tender and consumer prices rose 35.02% in the twelve months to September 2026 (Statistical Institute). Contract amounts in foreign currency are allowed, but stamp duty on them is computed in lira at the official effective selling rate on the stamping date.
Applications to the Interior Ministry can be made in person, by proxy or through a lawyer (Property Unit page). The step-by-step guide, the taxes and fees guide and the guide for foreign buyers cover the same ground in more depth.
Three dates frame a purchase signed now: about 5 November 2026, when the decree’s 90 days run out unless Parliament enacts it; 5 January 2027, when the fee schedule lapses; and the Resmi Gazete publication date of the permit, from which the one-year and 75-working-day periods run. A contract signed in October could be registered under one rule set and transferred under another. The sources reviewed do not say how a lapse would treat pending cases, so that question belongs with the buyer’s lawyer.

| 8. Connect water and electricity | Owner; local authority and electricity authority | Not possible while taxes and fees are unpaid | Resmi Gazete 147 |
The page states no title-deed category, parcel, permit or certificate. The categories (Turkish title, exchange or equivalent title, allocation, title over former Greek Cypriot land) are used in agency guidance, but no official definition table was found online, and an agency guide advises that the deed should show which one applies. The title-deed check guide explains how to read a deed, and the safety guide covers the wider risk picture.
UK Government guidance says that ownership of many properties in the north is disputed, that thousands of claims exist from people displaced in 1974, and that purchases of such property could have serious financial and legal implications (guidance, last updated 27 November 2019).
The European Court of Human Rights accepted the Immovable Property Commission as the domestic remedy (Demopoulos decision, 2010). The Commission reports 8,820 applications and 3,787 concluded as of 23 October 2026 (statistics page), and its bulletin names no villages, so claims cannot be filtered by place.
The Court of Justice of the EU held in Apostolides v Orams that a Republic of Cyprus judgment over land in the north must be recognised and enforced in other member states (press release, 2009).
The same UK guidance names the practical problems in Cyprus: a lawyer acting for both vendor and builder, building without the correct permits, payment plans left out of contracts, difficulty obtaining completion certificates and title deeds, and developer mortgages on the land. The North and South Cyprus comparison sets the legal differences side by side.
Pre-1974 history is part of the picture under both readings. Esentepe was wholly Greek Cypriot until 1974, and Wikipedia records about 1,300 Greek Cypriots displaced from Akanthou, a history the Tatlisu municipality tells differently. Neither account says who holds title to any parcel, which is why the parcel-by-parcel check in section 4 matters. Applications to the Immovable Property Commission can be filed until 21 December 2027 under Law 67/2005 as consolidated (Law 67/2005).

Fourteen of the 24 listings print a starting price, from GBP 144,950 for Atlantis Pearl to GBP 399,951 for Malibu; Sunset Valley is one of ten that print none. It is one of five that print no unit count, no price and no delivery year, together with Gold Tower, Carrington 11, The Morlais and the Sea Magic community page. In the data reviewed it is also the only listing whose location differs between the English page and the Turkish, German and Russian pages.
With The Morlais it is one of two listings whose only published unit type is the villa. Pine Hills Residence mixes three villas with fourteen apartments, and Sea Magic Deluxe names a villa category beside its apartments. A listing with a price and a count is easier to check, but it is not safer for that reason, and the comparison implies no ranking. For a villa scheme by another developer in the same area see Caesar Bay Tatlisu, and for the wider market the Northern Cyprus country page.
The developer’s About page (read on 26 October 2026) describes Carrington Group as a family-run company that has developed, built and managed villas and apartments in North Cyprus for over 35 years, while the page’s browser title says 30+ years. Neither figure comes with a founding year. The project page for this scheme shows only “Developed by Carrington”.
According to the About page, Carrington works in coastal areas such as Kyrenia and Esentepe and favours horizontal architecture and low-density planning. Tatlisu is not named there, although the developer’s English list places several projects in Tatlisu. The page states that each development uses internationally certified building materials and carries a 5-year structural warranty; no warranty document was seen, so this is the developer’s statement.
It lists services under one corporate structure: site and landscape maintenance, rental and property management, airport transfer coordination, car rental, after-sales technical support and management of the legal and title-deed process. The page says the company has won awards but names none, and it mentions rental yield and capital appreciation potential without a figure.
It gives no count of completed projects or homes and no team size. These points are the developer’s own and have not been verified here; the yield and appreciation statements are not repeated in this guide.
The developer’s English page and list card read “Tatlısu, Famagusta”, and the Turkish, German and Russian pages read “Bahçeli, Girne” (Kyrenia). The two village centres are 15.9 km apart in a straight line (calculated), they lie in different districts, and the map embed is empty, so the page does not settle which is right. The parcel number and district on the title deed do. Until one location is confirmed in writing, distances in this guide are given from both village centres.
The list card carries a “Completed” badge in English, Turkish, German and Russian. The page text gives no completion year and no delivery card, and its feature sentence says the villas are planned to deliver comfort and space. The gallery images are described as showing villas with pools, which suggests built houses, but images are not documents. A certificate of final approval for each villa, with the handover date, is the evidence to request in writing.
No version of the page prints a number. The text speaks of low-density living without a count, and the aerial images are described as showing detached villas, but a picture is not a count. A site plan with numbered villas is the document to request. The number matters for the law as well, because sales of housing projects in zoned areas to foreigners are capped at 80% and a project or site limits a foreign buyer to two villas.
The page and the list card print no price and no payment plan in any language; the page offers a request form, whose text is not reproduced here. When a price is quoted, a buyer should ask for the currency, whether VAT of 5% (closed area up to 300 m2) or 10% is included, the Land Registry fee of 4%, 5.5% or 6% valid to 5 January 2027, and the 0.5% stamp duty on the contract.
None of the four language versions prints an interior area, a plot area or a pool size, and there are no floor plans. The words large pool and garden terraces are descriptions, not measurements. Interior area, covered terraces, plot and pool should be requested for each villa in writing, because they decide VAT, the annual property tax and whether the plot is within the 3,300 m2 limit for a detached house.
The page states no title-deed category. Categories such as Turkish title, exchange title or allocation title carry different risks, and UK Government guidance warns of restitution claims on exchange or gift land. The deed, the Land Registry research document and the parcel’s pre-1974 owner are the evidence, and each should be requested in writing before any payment is made. The title-deed check guide explains how to read them.
In principle yes, with a Council of Ministers purchase permit and within the limits. Under Decree-Law 89/2026 a foreigner may take a detached house on land of up to 3,300 m2, or two two-storey villas in a mass-housing project; the consolidated Law 52/2008 still shows one property. The decree’s 90-day validity ends about 5 November 2026 unless Parliament enacts it, so the limits should be checked again before signing.
As of 26 October 2026: the Land Registry fee of 4% for a first property, 5.5% for a second and 6% for a third (valid to 5 January 2027), stamp duty of 0.5% on the sale agreement, and VAT at 5% or 10% depending on closed area where VAT applies. On a later resale by a seller who is not a property dealer, the formula in the Income Tax Law gives about 2.8% of the value as final withholding (calculated). No official tariff for lawyer or notary fees was found.
From the Tatlisu village centre: Kyrenia Castle 46.0 km by road, Ercan Airport 57.0 km and Gazimağusa State Hospital 45.0 km. From the Esentepe village centre, the nearest reference for Bahceli: Kyrenia Castle 27.7 km, Ercan 40.0 km and Akçiçek State Hospital in Kyrenia 26.7 km. These are routing estimates without traffic or border queues, and they are measured from village centres, not from the villas.
No provision makes buying a home an automatic route to citizenship. A property-based short-term residence permit is available: with title and total property value of GBP 300,000 or more, a 10-year permit with no income test; below that, a 5-year permit (Residence and Visa Regulation, 5 October 2026). Because the page publishes no price, it cannot be said which side of that line a villa falls on. See the citizenship and immigration page.
