Description

Carrington 22 Kyrenia is a seven-storey block of 38 apartments on Şehit Orhan Durusoy Street in central Kyrenia that Carrington Group lists as completed, with a starting price of GBP 290,950 and two different completion years, 2018 and 2019. This guide sets out what the developer’s page publishes as of 26 October 2026, reads its floor plans, tests its printed distances against OpenStreetMap, and adds the purchase rules in force and a checklist for buying a flat in an existing building.

Overview of Carrington 22 Kyrenia

Carrington Group’s project page is headed “Carrington 22 | Luxury City Apartments” and describes a completed residential development in the centre of Kyrenia, “on Şehit Orhan Durusoy Street”, with 38 apartments in one 7-storey block and 1- and 2-bedroom layouts. The projects list files it under Completed. The adjective in the heading is the developer’s wording and is not adopted here.

The header card shows “Starting Price £ 290950” with no unit type attached, so the number is a minimum for an unnamed apartment, not a list price. The card also shows “Delivery Date 2019”, while the text says three times that the building was “Built in 2018”. The page publishes no price list, no floor areas except one drawing, no bathroom counts, no availability and no title-deed category.

Contact details, the enquiry form and the “special offer” form on the page are deliberately not reproduced.

The first table collects every fact the page states, as read on 26 October 2026. The second shows where each completion year appears. The sections after them cover the plans, the location, the date and price questions that matter for a flat in an existing block, the 2026 purchase rules and the documents to ask for. Promotional claims on the page (rental demand, occupancy, value stability, scarcity of supply) carry no figures and are not repeated as findings.

For the wider market, the country overview is on the Northern Cyprus page of this site. The sections below spend time on the floor-plan drawings and on the arithmetic because the text itself is short.

Unit types, plans and sizes at Carrington 22 Kyrenia

The text names two apartment types: one-bedroom apartments, described as “efficient layouts”, and two-bedroom apartments, described as suitable for small families. The FAQ labels them 1+1 and 2+1. The text adds that “select units also benefit from generous terrace areas” and does not say which. No type carries a price, a count, a size or a bathroom number in the text.

The seven floor plans are the richer source. They are numbered ground floor, floors 1 to 5 and the sixth floor, with flats numbered 1 to 38. Only the sixth-floor drawing prints areas. Its four penthouses are labelled “2+1 Penthouse”, “Closed Area 85 m²” and “Terrace Area 28 m²”, which gives 113 m² of closed plus terrace area per penthouse (calculated).

The drawing prints the label Flat 37 beside two different penthouses and a small Flat 36 inside one of them; read together, the labels cover flats 35 to 38.

The guide’s own reading of the drawings is set out below. It is not a developer statement. On floors 1 to 5 each plan shows six flats around a central core: four flats with one bedroom and two end flats with two bedrooms. The ground floor shows four one-bedroom flats and, in the lower part of the drawing, four ground-level spaces labelled Shop 1 and Shop 2. The sixth floor shows the four penthouses.

The reading adds up to the 38 apartments of the text.

Level on the plans Flats Bedrooms as drawn Count Areas printed
Ground floor 1 to 4 One bedroom each; plus four spaces labelled Shop 1 and Shop 2 4 flats None
First to fifth floor 5 to 34 Per floor: four one-bedroom flats and two two-bedroom flats 30 flats (20 and 10) None
Sixth floor 35 to 38 2+1 penthouses 4 flats 85 m² closed, 28 m² terrace
Whole block (calculated) 1 to 38 24 one-bedroom and 14 two-bedroom, penthouses included 38 flats Only the penthouse
Carrington 22 apartment block seen from the street with mountains behind

Two cautions apply. First, the page never states the 24 and 14 split, so a buyer should obtain the unit schedule in writing. Second, the drawings show two lift shafts and one stair in a central core on every floor, which is consistent with the page’s “elevator access”, but the page does not say how many lifts serve the block or who maintains them. The terrace share of a penthouse is 28 of 85 m², or 32.9 percent of the closed area (calculated).

What to request in writing before any payment:

  1. The unit schedule: flat number, floor, bedrooms, registered closed area, terrace area and parking space for each of the 38 flats.
  2. The registered area on the title of the flat, compared with the closed and terrace areas on the sales plan.
  3. Whether the four ground-level spaces on the ground-floor plan are shops, who owns them and what use is permitted.
  4. The price of the specific flat, the currency of the contract and whether the GBP 290,950 on the card applies to it.
  5. The parking allocation: which of the open and covered spaces belong to the flat and whether they are part of the title.

Location of Carrington 22 Kyrenia: Upper Kyrenia, the street and the distances

The page places the building in the centre of Kyrenia, on Şehit Orhan Durusoy Street, “within walking distance of supermarkets, public transport, schools, and essential city services”. It prints eight distances: sea and coastline 2 km, public transport 700 m, Kyrenia Municipality 1 km, Akçiçek Hospital 2.5 km, Kyrenia Harbour 3.5 km, University of Kyrenia 4 km, English School of Kyrenia 5 km, Ercan Airport 46 km and Larnaca Airport 79 km. The page does not say whether these are straight-line or road distances.

The embedded map query cannot be used. Its longitude is a value that does not fall in Cyprus, and the same query appears on the Turkish and German pages, so this guide does not reproduce or rely on it. Instead, OpenStreetMap, read through a Nominatim lookup on 26 October 2026, maps a street called Şht Orhan Durusoy Sokak in the ward Yukarı Girne (Upper Kyrenia), running about 460 m north to south. The distances below start from the middle of that street.

The position of the building along it is not published, so every figure carries an uncertainty of a few hundred metres.

Straight-line figures were calculated with the haversine formula from OpenStreetMap coordinates. Road figures and minutes are public OSRM car-route estimates on OpenStreetMap data, without traffic, border queues or formalities.

Read against the printed list, the table shows that the developer’s figures follow road distance rather than straight line for the municipality (1 km), the hospital (2.5 km), the university (4 km), the school (5 km) and Ercan (46 km), each within about one kilometre of the OSRM value (Larnaca 79 km against 78.0 km). The harbour is the exception: the page says 3.5 km, while the road estimate is 2.0 km.

For Larnaca, the UK entry-requirements page says a person who enters the Republic of Cyprus via the north, for example through Ercan, is regarded by its authorities as having entered illegally. The page’s “sea and coastline 2 km” matches the road distance to the harbour, 2.0 km, which is the nearest stretch of coast that the guide measured, though no coastline distance was computed separately.

The page’s claim that supermarkets are within walking distance can be tested only against map data. Nominatim returns nine named supermarkets within 0.9 km of the street’s middle, the nearest at 0.25 km, and the lookup in the table below shows a pharmacy, a park and two schools. OpenStreetMap is volunteer-mapped, is not a complete list and does not show whether a shop is open, so the table is a test of the claim and not a recommendation of any business.

The page’s 700 m to public transport was not tested.

Girne (Kyrenia) is one of six districts in the north. At the 2011 census, the latest published, the district table gives Girne district 69,163 residents out of 286,257 in the whole TRNC, or 24.2 percent (calculated). In the ward table the ward Yukarı Girne, where OpenStreetMap places the street, had 16,380 people, which is 49.3 percent of the 33,207 counted in the Girne municipality (calculated).

Those figures date from 2011 and predate the municipal map of Law 15/2022 on municipal mergers, which lists 18 municipalities with Girne among them, so they show scale, not the present population.

Two university campuses sit within about four kilometres by road. The Statistical Yearbook 2024, table D10, records students at Girne American University falling from 16,889 in 2020-2021 to 9,953 in 2024-2025, a drop of 41.1 percent, and at the University of Kyrenia rising from 2,807 to 4,155, a rise of 48.0 percent (both calculated). Together the two held 14,108 students in 2024-2025 against 19,696 four years earlier. The yearbook gives enrolment, not housing demand, and no rental claim follows from it.

Health services are the part of the district that official sources cover most fully. The Ministry of Health’s state-hospital list includes the Dr. Akçiçek hospital that appears in the distance table. A larger new hospital in Kyrenia was reported in January 2026 to have finished building work, with equipment and staffing still to come and about 148 beds planned (BRTK report); no opening date was found, so it is not counted as open.

For construction, the 2025 statistics record 344 dwelling units with final approval in urban Kyrenia and 1,460 in rural Kyrenia, compiled only from buildings that obtained a final approval certificate.

Two other Carrington buildings sit in the same part of town. The map pins of Carrington 44 Kyrenia and Elite Residence Kyrenia both lie about 1.0 km north-east of the street’s middle (calculated), so the three are neighbours in the sense of the same central district, not the same block.

A 2018 or 2019 city block from GBP 290,950: dates, price arithmetic and what to verify

Most Carrington pages need their delivery dates reconciled with their build status. This block is a different case: the developer says it is finished, and the questions are about which date “finished” refers to, what the starting price covers, what the ground floor holds and how a one-year instalment plan fits a building that already stands. This section takes those four questions in turn.

Two years for one building

The card says 2019 and the text says 2018. The page does not say what either year counts, and a block of flats has several dates a developer might use: the end of construction, the final approval, the handover to the first owners and the registration of individual titles. On 26 October 2026 the block is eight years past 2018 or seven past 2019 (calculated).

The date matters for three practical reasons. The developer’s shared text refers to a five-year structural warranty; counted from 2018 that period would have ended in 2023, and from 2019 in 2024 (calculated), and the page gives neither a start date nor a scope.

The second reason is the seismic file: the Chamber of Engineers and Architects (KTMMOB) said in November 2025 that its regulation for buildings in earthquake zones dates from 2015, which predates both years, and described in February 2023 how project approval and supervision work. These are secondary statements, but they make the approved project and supervision record a reasonable request. The third is the paperwork: the final approval certificate carries a date and is the document that settles which year is right.

What the starting price is and is not

GBP 290,950 is printed on the card and, as £290,950, on the projects list. Nothing links it to a type, a floor or a size. The table below puts it in the developer’s own context, using only printed from-prices.

Comparison from the developer’s printed figures Printed starting price (GBP) Difference from this block (calculated)
Elite Residence Kyrenia, completed (text: built 2022), also central Kyrenia 189,950 GBP 101,000 lower; this page’s figure is 53.2 percent higher
Carrington 55 Kyrenia, completed (card 2025), central Kyrenia 249,950 GBP 41,000 lower; this page’s figure is 16.4 percent higher
Park Avenue Kyrenia, under construction, Kyrenia 264,950 GBP 26,000 lower
Penthouse of 85 m² closed area, if it cost no more than the card’s floor 290,950 and above At least GBP 3,423 per m² of closed area (290,950 divided by 85), terrace excluded
Residence-permit line for property value (regulation of 5 October 2026) 300,000 GBP 9,050 above the card figure

None of these differences ranks the buildings, because the types, areas and conditions of the units are not comparable from the pages. They show only that the printed minimum for this older block is higher than the one for a newer block in the same town. The Residence Permits and Visas Regulation ties a ten-year permit to a total property value of GBP 300,000 or more with title in the buyer’s name, and a five-year permit below it.

The ground floor the text does not mention

The ground-floor plan labels four spaces Shop 1 and Shop 2 beneath the four ground-floor flats, and the image data for one exterior photograph describes a corner with ground-floor commercial frontage. The text, the card and the FAQ say nothing about shops, and the count of 38 refers to apartments.

For a flat buyer this raises ordinary questions: whether the shops are sold, let or kept by the developer, what uses are allowed, how opening hours, deliveries and extraction affect the flats above, and whether the building’s shared costs are split between homes and shops.

The answers sit in the condominium documents. Under the foreign-acquisition law a unit must have condominium title or a condominium easement before a purchase permit can be sought, and selling without it is an offence (Law 52/2008, art. 8(2) and art. 16(3)). The management plan registered with that title normally sets out the shares of common parts and who pays what; the page publishes none of it.

A one-year plan in a building that already stands

The payment plan is the same shape as on several Carrington pages: a 5,000 deposit in GBP, EUR, USD or cryptocurrency reserves the flat for four weeks, 50 percent is due on signing the contract and the rest is paid over one year without interest.

At the card figure, 50 percent is GBP 145,475 and the remainder over twelve equal instalments would be GBP 12,122.92 a month (both calculated; the page does not state the frequency or whether the deposit counts towards the 50 percent).

Because the building is finished, the instalments are not tied to construction stages, as they are at an off-plan scheme. What they are tied to is the transfer of title. Decree-Law 89/2026 (Resmi Gazete no. 147, 7 August 2026) requires the foreign buyer to register the stamped contract at the district Land Registry and apply for the purchase permit within one month, and gives one year from publication of the permit to sign the transfer.

Where no mortgage is registered in the seller’s favour, that year starts only when the whole price stated in the filed document has been paid. Whether a buyer on instalments gets title at the start, the end or in between is a contract term to read before the deposit.

One practical point belongs in the file for a building with lifts. The transport minister said in December 2025 that the north would face serious energy and water problems in 2026. Ask whether the block has a backup supply for the lifts and common lights, and who pays for it.

A numbered order of work for a flat in an existing block:

  1. Establish which building is meant: parcel number, title number and flat number, tied to the street and not to a project name.
  2. Obtain a Land Registry research document for the parcel at the district Tapu Amirliği, and read the title category and the pre-1974 history (see section 6).
  3. Ask for the final approval certificate, the condominium title or easement of the flat and the registered area, and compare them with the sales plan.
  4. Request the unit schedule and the management plan: who manages the block, what the service charge is and who sets it.
  5. Ask whether the seller is the developer or a private owner, and check meters, arrears and the lift arrangement.
  6. Inspect the flat and the common parts and list defects with a repair deadline in the contract.
  7. Read the payment clauses (when title transfers, the fate of the deposit, a price fixed in GBP), then sign, stamp and register within the deadlines in section 5.

Buying in Northern Cyprus in brief: from the reservation to the title, with the 2026 clocks

The rules in this section are stated as of 26 October 2026. The limits on how much a foreigner may buy come from Decree-Law 89/2026, a Council of Ministers decree published in Resmi Gazete no. 147 on 7 August 2026. A decree of this kind lasts 90 days unless Parliament enacts it, which for 7 August means about 5 November 2026. The consolidated Law 52/2008 on mevzuat.gov.ct.tr still shows the earlier, stricter text. Check which text is in force on the day of signing.

For a flat in a block of 38, three limits shape the order of work. A foreign buyer may hold up to three apartments under the decree, against one in the consolidated text. Foreign buyers who are first-degree relatives or share a nationality may not together buy more than half the units on a parcel, which is 19 of 38 (calculated).

The decree also caps sales of housing projects in zoned areas at 80 percent to foreigners, 30.4 of 38 units (calculated; how the Land Registry rounds is not stated). Ask how many flats have already gone to foreign buyers.

7. Sign the transfer at the Land Registry Buyer and seller Within 1 year of publication (6 months in the older text) Decree-Law 89/2026
8. Connect utilities and apply for residence Buyer Connections only after taxes and fees are paid Residence regulation

Resmi Gazete no. 197 of 7 October 2026 holds the Land Registry fee schedule, which sets 4 percent for a foreign buyer’s first property, 5.5 percent for the second and 6 percent for the third, and is valid to 5 January 2027 inclusive; a purchase finishing after that date needs the schedule checked again. If the fee were charged on the card figure, the first-property rate would be GBP 11,638 (calculated; the base of the fee is not stated in the sources).

Agency pages quote 6, 9 and 12 percent from older tables, so quotations differ and are not used here.

The reservation and the registration clocks need to be read together. The deposit holds the flat for four weeks, while the decree gives one month to register the stamped contract, after the taxes and fees on the sale are paid, and to apply for the permit.

A buyer should therefore agree in writing what happens if the Interior Ministry refuses the permit: the UK guidance says a permit may be refused without a reason being given, the law provides for security and military checks, and the sources do not say who bears the loss of a deposit.

A foreign buyer’s contract that is not registered within that month is void automatically, according to the decree, so the month is a hard deadline and not a guideline. For general steps on this site, see the step-by-step buying guide and the foreign-buyer guide.

Risks, title and due diligence

The page publishes no title-deed category, so none is stated here. In the north the category matters: UK Government guidance says ownership of many properties is disputed, that thousands of claims come from people displaced in 1974, and that land classified later as exchange or gift land carries a risk of restitution to the original owner. The same guidance says that even for pre-1974 Turkish-title land a foreign buyer may be refused permission with no reason given.

The legal frame has three parts a listing page cannot remove. The Immovable Property Commission, described on its home page, takes claims until 21 December 2027 under Law 67/2005. The European Court of Human Rights treated it as an effective remedy in Demopoulos v. Turkey, and the Court of Justice of the EU held in Apostolides v Orams that judgments of Republic of Cyprus courts on land in the north can be enforced elsewhere in the EU.

According to the Commission’s Green Line Regulation page, EU law is suspended in the north.

A building from 2018 or 2019 stands on land with a registered history, and that history is the first thing a lawyer checks: the registered owner, the title category, any mortgage the developer placed on the land and the sequence from the original title to the individual flat titles. The risk is not special to this block, and the page gives no sign of a problem; it also gives no evidence on the point, which is why the document list below exists.

For the wider picture, see the safety guide and the title-deed check guide.

The Republic of Cyprus criminal-code amendment in force since 20 October 2006 makes buying, selling, renting, promoting or mortgaging property without the registered owner’s permission an offence, according to the UK guidance, and a press report of 15 September 2025 recorded the Republic’s statements about arrests linked to Greek Cypriot-owned land in the north. Neither says anything about this building.

They explain why an independent lawyer, not the seller’s, should read the title, and why the UK guidance on carrying purchase documents across the Green Line should be read before travelling.

Within the table, this block is one of six Carrington listings placed in Kyrenia city: Carrington 11 Kyrenia, Carrington 44 Kyrenia, Carrington 55 Kyrenia, Gold Tower Kyrenia and Elite Residence Kyrenia are the others, and Park Avenue Kyrenia is a seventh in the Karakum direction. Of those six, only this page and Elite Residence print a unit count of 38, and this page has the highest printed from-price.

The Tatlisu and Esentepe projects differ in kind: most state a distance to the sea of 100 to 500 m, against 2 km for this block (developer’s figures), and several are still off plan.

The comparison does not rank the buildings. The developer’s pages differ in what they print, so a higher number in a column is not a better building. For the local context of the coastal projects, see the Tatlısu page and the Esentepe page of this site.

Carrington

The developer’s About page describes Carrington as a family-run developer that has been developing, building and managing beachfront properties in North Cyprus for over 35 years, with projects in Kyrenia and Esentepe. It says its developments use low-density coastal design and internationally certified building materials, and that each carries a five-year structural warranty. The page refers to awards but names none, and it states no founding year, number of projects, staff size or office address.

The About page lists services under one corporate structure: site and landscape maintenance, rental and property management, airport transfer coordination, car rental, after-sales technical support, and legal and title deed management. These are the developer’s descriptions of what it offers; this guide has not tested any of them, and none is a statement about how this block is managed.

The company’s figures are not consistent across its own pages. The About page says over 35 years, while the project pages, including the one for this block, say over 30 years of experience. The page also uses rental-demand and value statements without any figures, which are marketing and are not repeated here. Statements on a developer’s own site are a starting point for questions, not documents; the registered owner, the title and the building papers are what a buyer relies on.

Frequently asked questions

What is Carrington 22 Kyrenia?

The block has 38 apartments in one seven-storey building on Şehit Orhan Durusoy Street in central Kyrenia, listed by Carrington Group as completed. The page names 1-bedroom and 2-bedroom layouts, open and covered parking and elevator access, and prints a starting price of GBP 290,950 and two completion years. It is a block in an existing district, about two kilometres from the sea by the developer’s figure, not a resort and not a coastal scheme.

How many apartments does Carrington 22 Kyrenia have, and what types?

The hero text, body and summary all say 38 apartments, and the floor plans number the flats 1 to 38. The text names 1-bedroom and 2-bedroom apartments. The guide’s reading of the drawings gives 24 one-bedroom and 14 two-bedroom flats, including four 2+1 penthouses, but the developer does not print that split. The ground-floor plan also shows four spaces labelled as shops, which the text does not mention.

When was Carrington 22 Kyrenia built, 2018 or 2019?

The page gives both. The header card, the projects list and the Turkish and German pages say Delivery Date 2019, while the English text says three times “Built in 2018”. The page does not explain what each year counts. The final approval certificate of the building, and the handover record of the flat, are the documents that show the date, and they should be requested before any payment.

What does a flat cost, and how does the payment plan work?

The card shows a starting price of GBP 290,950 with no unit type, so it is a minimum, not a list price. The developer’s plan says a 5,000 deposit holds the flat for four weeks, 50 percent is paid on signing the contract and the remaining 50 percent over one year without interest. At the card figure that is GBP 145,475 and GBP 12,122.92 a month if paid in twelve equal parts (calculated). The page does not state the frequency.

Where exactly is the building and what is nearby?

The page says Şehit Orhan Durusoy Street in central Kyrenia. OpenStreetMap maps that street in Upper Kyrenia, and from its middle the municipality building is 0.81 km away in a straight line, the harbour 1.54 km and Akçiçek Hospital 1.57 km (calculated). The page’s own map pin has a longitude that is not a Cyprus value, so it was not used; the building’s position along the street should be confirmed from the parcel number.

Does the page state the title-deed category of this building?

No. The page mentions the project’s 5-year warranty and payment plan but gives no tapu type, parcel number or Land Registry detail. A buyer should obtain a Land Registry research document for the parcel, read the title category, ask about pre-1974 ownership and confirm that the flat has condominium title or a condominium easement. UK Government guidance explains why the category matters in the north.

Can a foreigner buy a flat in Carrington 22 Kyrenia, and how many?

A foreigner can buy, provided the Council of Ministers grants a purchase permit. As of 26 October 2026, Decree-Law 89/2026 allows up to three apartments per foreign buyer, six for nationals of states that recognise the TRNC, while the consolidated Law 52/2008 text still says one. The decree lasts 90 days unless Parliament enacts it, which for a decree of 7 August 2026 means about 5 November 2026. Confirm the rule in force on the signing date.

Which taxes and fees come with a purchase here?

Stamp duty on the contract is 0.5 percent of the sum, about GBP 1,454.75 at the card figure (calculated). The Land Registry fee for a foreign buyer’s first property is 4 percent under the schedule valid to 5 January 2027. VAT: the 7 October 2026 regulation puts housing up to 300 m² closed area in the 5 percent schedule, but the sources do not settle whether a resale falls inside it. Annual property tax follows a 2025 schedule; no 2026 schedule was found.

Does a purchase here give residence rights or citizenship?

Not citizenship, and not EU rights. A property-based residence permit exists (residence regulation): with title in the buyer’s name, a total property value of GBP 300,000 or more gives a 10-year permit and less than that a 5-year permit, under the regulation of 5 October 2026. The card’s starting price is GBP 9,050 below the GBP 300,000 line.

Permanent residence needs housing of at least EUR 125,000 plus six years of residence (Law 51/2015), and the Citizenship Law requires five years of residence.

Can a flat here be let to holiday guests?

A lease for tourism purposes of up to 60 days is a holiday-house letting under the Holiday Houses Law, which requires registration with the Tourism Planning Department and an operating permit before letting. Rent is taxed at 10 percent withholding under the Income Tax Law. The page gives no rental figure, and the building’s management rules may add limits. Check them in the management plan before buying a flat for short lets.
