Description

Gold Tower Kyrenia is a completed apartment building that the developer Carrington lists in the city centre of Kyrenia (Girne), with 1+1, 2+1 and 3+1 apartments, elevator access and on-site parking. The developer’s page publishes no price, unit count, floor area, plan, delivery year or title-deed category.

This guide therefore does two things: it records exactly what the page says and leaves out, and it explains the law that governs an owner of a flat in a multi-storey building in the north, the condominium law, Law 35/2010. Rules and figures are stated as of 26 October 2026.

Overview of Gold Tower Kyrenia

The developer’s project page for Gold Tower Kyrenia has a short card with two entries: location “City Center, Kyrenia” and units “1+1, 2+1, 3+1 apartments”. The projects list marks the project “Completed”. The text beneath the card describes a city-centre block with daily amenities within walking distance, schools, hospitals and universities nearby, public transport and main roads, and a short drive to Kyrenia Harbour and the coast. It names no street, shop, school or hospital and gives no distance.

Almost every figure a buyer would look for is absent. There is no price or “from” figure, no number of apartments, no count per type, no area, no floor plan, no number of floors, no delivery year and no payment amount. The payment section is one paragraph: a reservation deposit secures the unit, a down payment follows at contract stage, and the balance is payable in interest-free instalments “according to availability and unit selection”.

As the page calls the building completed, it publishes no availability or prices, and any unit may be obtainable only on the resale market.

The rest of the page is generic. The page title and the “Why Invest?” section make statements about rental demand, resale liquidity and value preservation, none supported by a figure, and the same wording appears on several other Carrington city-centre pages. Those statements are not repeated here as facts. The Turkish and German versions carry the payment paragraph and the investment text in English, and the Russian version has no card.

The page’s structured data gives 28 February 2026 as the publication date and 14 April 2026 as the last modification; the server sends no Last-Modified header.

The photographs on the page show a tower with curved balconies and glazing, an aerial view with neighbouring buildings and a roundabout, a glazed entrance with the project’s name above it and a marble lobby. Two further images show a meeting room and a reception desk with the developer’s own sign; they are company space, not part of the building as offered, and are not used here. The page’s feature list also opens with a statement about a city-centre location, which describes the site and not a facility.

Gold Tower Kyrenia unit types: three labels and no sizes

The only unit data on the page for the building are three labels: 1+1, 2+1 and 3+1. In the Turkish-Cypriot and Turkish convention the first number counts bedrooms and the +1 stands for a living room, so the labels imply one, two and three bedrooms; the page does not define them and gives no bathroom count. The FAQ answer to the question about unit types says only that the project offers “modern apartment layouts designed for urban living”.

There is no count per type, so the split of apartments across the three types is unknown, and nothing shows that all three types are still unsold or even exist in every floor of the building.

The missing area matters in more than one way. The VAT regulation updated on 7 October 2026 places housing with a closed area up to 300 m2 in the 5% schedule and housing with 300 m2 or more in the 10% schedule, so even the rate that could apply to a first sale depends on a number the page does not print.

Under the condominium law, each flat also carries a land share (arsa payi) fixed in the approved project, and that share decides how much of the repair and insurance bill the owner pays (see section 4). Both the area and the land share should be read from the registered documents, not from marketing text.

Because the page is silent, the list below names what to request in writing for any apartment that is offered, whether by the developer or by a private owner.

  • The apartment number, floor, type and the registered gross and net area, with the balcony or terrace listed separately.
  • A certified copy of the apartment’s part of the approved project; the condominium law says every owner is given one with the title document (article 15(5)).
  • The land share (arsa payi) allocated to the apartment, which should match the condominium title.
  • Which parking space, if any, is registered to the apartment and whether it is a common part or an allocated addition.
  • Whether a storage room or other addition is part of the title or only a verbal promise.
  • The full price, the currency and each payment date in a signed contract, and whether the price includes VAT.
  • Whether the apartment is sold furnished, with an inventory attached to the contract.

For comparison of price levels across the north, see the site’s guide to property prices in North Cyprus, which is general and does not price this building.

Where the tower stands: central Kyrenia, a map without a usable pin and the distances

The developer places the building in “City Center, Kyrenia” and, in the text, in “central Kyrenia”. Four location points follow: walking distance to daily amenities, closeness to schools, hospitals and universities, easy access to public transport and main roads, and a short drive to Kyrenia Harbour and the coast. None is tied to a named place. The page therefore tells a reader that the building is in the middle of the town and nothing about which part of the middle.

The page does embed a map, but the longitude it uses is not a Kyrenia value: the town lies near 33.3 degrees east, and the embedded pin sits at a longitude outside Kyrenia. The developer’s page for Carrington 55 carries the same kind of error. A pin with a wrong longitude cannot be used to find the building, so no coordinates are given in this guide, and the distances below are not measured from the building.

They start from Kyrenia harbour, used here only as a stand-in for the town centre, so they show how the centre relates to other places and not how far the apartment is from them.

Straight-line figures are haversine distances between OpenStreetMap coordinates. Road figures and minutes are public OSRM car-route estimates on OpenStreetMap data, run on 26 October 2026, with no traffic, no border queues and no formalities.

Read as a map of the town centre, the table shows the castle and the state hospital within a kilometre of the harbour and the two university campuses within about five. That is consistent with the page’s wording about hospitals and universities, but it does not test “walking distance to daily amenities”, because the page names no shop, and it says nothing about the position of the building relative to the harbour. Longer distances matter for use of the apartment.

Ercan is about 47 km by road, and the Larnaca route crosses the Green Line: UK Government travel advice says that a person who enters the Republic of Cyprus through the north, for example via Ercan, is considered by its authorities to have entered illegally (see the entry-requirements page).

Girne is one of the six districts of the north. In the 2011 census, the latest, Girne district had 69,163 residents, which is 24.2% of the TRNC total of 286,257 (calculated from the district table); no later census exists, so the figure shows scale and not today’s population.

The 2024 Statistical Yearbook records one state in-patient institution in Girne district with 72 beds and five private ones with 112 beds, and the Ministry of Health’s list of state hospitals names Girne Dr. Akcicek State Hospital among its six. BRTK reported on 28 January 2026 that a second, new Girne state hospital had finished construction, that equipment and staffing were still being installed and that about 148 beds were planned (BRTK report). No opening date turned up, so it is not counted as open.

The yearbook’s Girne weather station recorded monthly means from 15.0 C in January to 30.7 C in July in 2024, and 510.2 mm of rain, of which 197.0 mm fell in January; this is a single year and not a climate normal. The same yearbook counts 79 accommodation establishments with 15,208 beds in Girne district, 54.5% of the TRNC’s 27,910 beds (calculated), which shows how large the visitor economy is around the town.

Construction statistics for 2025 count 344 dwelling units with final approval in urban Kyrenia and 1,460 in rural Kyrenia, against 887 in urban Nicosia; they cover only buildings that obtained final approval (Construction and Parcel Statistics 2025). Whether any of this helps or burdens a city-centre apartment is not something the data answer.

The practical consequence of the page’s silence on position is procedural. A buyer should ask for the parcel number, the sheet and plot reference and the municipality, then confirm them in a Land Registry search at the district office, because the Land Registry says that during the new automation roll-out transfers, mortgages and research documents are handled only at the office of the district where the property is registered (announcement of 15 July 2025).

For central Kyrenia that means the Girne district office, which is an inference from the district rule. UK Government guidance also notes that each district has its own bar association, Kyrenia among them, and recommends independent legal advice (FCDO guidance). For wider context on towns across the north, the site’s comparison of areas to buy in North Cyprus covers the main towns.

Gold Tower Kyrenia as a condominium: what Law 35/2010 means for an owner in a tower

The developer’s page uses the word “tower” in the name, lists elevator access and does not give the number of floors. Whatever the height, a building whose apartments are owned separately is a condominium under the north’s Kat Mulkiyeti ve Kat Irtifaki Yasasi, Law 35/2010. This section reads that law as published on the Central Legislation Office portal, in the consolidated text whose file name is dated 2 July 2026 and which carries amendment markers for Laws 40/2024 and 49/2026.

Article numbers below refer to that text. The wording can change, and an owner’s lawyer should confirm the current version.

Three rules decide whether an apartment in Gold Tower Kyrenia can be bought safely. First, a condominium title (kat mulkiyeti) comes into being only when it is registered, and the Land Registry can complete a sale or transfer only if the unit has its own title deed or a condominium easement (kat irtifaki) is registered; otherwise the contract is invalid, except where the buyer is a TRNC citizen (article 12(1)).

A person who sells or brokers such a sale can be fined up to 500 times the monthly gross minimum wage (article 12(8)). Second, in a completed building held under a condominium easement, the easement must be converted to condominium title within one year of the approval certificate, failing which any co-owner can ask the court to order it (article 16(4)). Third, every owner is entitled to a certified copy of the unit’s part of the approved project (article 15(5)).

Common parts are defined by the law and cannot be contracted away. Foundations, walls, the structural frame, entrances, stairs, lifts, landings, corridors, shared garages, water tanks, shelters, roofs and fire-escape stairs all count as common parts whatever the sale contract says (article 6(1)). For a tower, that makes the lift, the roof and the structure joint property of all owners, with joint costs.

The parking is a separate question: shared garages are common parts, but a place “directly allocated” to one unit is an addition (ilave) and should appear in that unit’s registration, so the page’s “on-site parking” needs to be traced to the title.

Money is shared by formula. Unless the owners agree otherwise, the caretaker, heating, manager, gardener and guard costs are divided equally, while insurance premiums, maintenance, strengthening and repair of the common parts and the running of shared installations are divided by land share (article 22(1)). An owner cannot avoid a share by saying that he or she does not use a facility (article 22(1)(C)).

Illustration with invented numbers, not Gold Tower data: a roof repair costing TL 600,000 charged to an apartment with a 1.2% land share comes to TL 7,200 (600,000 x 0.012), whereas a caretaker’s wage in a building of 40 owners would be one fortieth, or 2.5%, per owner.

Arrears are enforced strongly. Unpaid advances and charges bear compensation at the highest interest rate that banks apply to loans (article 22(2)(B)); a memorandum for the debt can be registered against the apartment at the Land Registry (article 24(2)); and the owners’ claims for common expenses rank ahead of other claims (article 24(3)). A tenant is jointly liable with the owner, up to the rent owed (article 24(1)).

For a buyer this means that a seller’s unpaid charges can follow the apartment, so a written statement of the account from the manager is a normal request before any payment.

Management has set forms. Once a building has more than four units, a manager or a three-person board is mandatory (article 36(2)); the manager is appointed by a majority of owners counted both by number and by land share, and is reappointed at the first meeting each year (article 36(4)-(5)).

The owners’ board meets at least once a year and needs more than half of the owners by number and land share to meet, with a second meeting within 15 days that needs no quorum (articles 31-32). Each owner has one vote regardless of land share, and no owner can cast more than one third of all votes (article 33). Changing the management plan needs two thirds of all owners (article 30(3)).

An owner who attended and voted against a decision can challenge it in court within one month of the decision, an absent owner within one month of learning of it, and in every case within six months of the decision (article 35).

Advertising on walls or roof (article 47) Letting external walls or roof for advertising needs all owners Does anything occupy the facade or roof?
Elevated photo of the tower and a neighbouring building beside a roundabout

A separate point applies to height. The Cyprus Turkish Chamber of Engineers and Architects (KTMMOB) said on 14 February 2023, after the earthquakes in Turkiye, that project approval checks seismic compliance and that ground-investigation reports are required for public buildings, hotels and tall buildings (Yeniduzen report, a press report and so a secondary source). On 12 November 2025 its president said a building regulation for earthquake zones had been published in 2015 with a matching risk map (Kibris Gazetesi report).

The page gives no floor count, so it cannot be said whether the ground-report rule would apply to this tower; the sensible request is for the approved structural project and any ground report.

A numbered order of work for an owner-to-be of an apartment in the tower follows.

  1. Fix the identity of the apartment: parcel, sheet and plot, condominium title number, floor and apartment number.
  2. Obtain a Land Registry research document for the parcel and the unit, showing registered owner, mortgages and restrictions.
  3. Confirm that a condominium title or easement is registered for the apartment and, for a completed building, that conversion to title has been made (articles 12 and 16).
  4. Ask for the final approval certificate (onay belgesi) of the building and the approved project, including the structural and ground reports.
  5. Obtain the management plan, the manager’s contract and name, the last two years of accounts, the current operating project and the decision book.
  6. Get a written statement from the manager that no common charges are owed on the apartment, and check for any memorandum at the Land Registry.
  7. Ask for the building insurance policy, if any, and the lift maintenance and inspection records.
  8. Inspect the apartment and the common parts, list defects, and write a repair deadline into the contract before paying.

Buying in Northern Cyprus in brief: from the unit’s title to the permit

For a completed building the purchase starts with the title, not the contract. The order below is the one that fits an apartment in this tower, where the page publishes no title information. All rules are stated as of 26 October 2026.

The limits on foreign buyers come from Decree-Law 89/2026 (Resmi Gazete No. 147, 7 August 2026), a Council of Ministers decree whose 90-day validity ends about 5 November 2026 unless Parliament enacts it; the consolidated Law 52/2008 on the legislation portal still shows the stricter 39/2024 text. Both versions are given where they differ.

Under the decree a foreign buyer may acquire up to three apartments (six for nationals of states that recognise the TRNC), where the 39/2024 text allows one (three for those nationals). The signed sale contract is stamped at the Tax Department, then registered at the district Land Registry within one month, after the taxes and fees on the sale are paid, and the permit application goes to the Interior Ministry within the same period; otherwise the contract is void.

Once the Council of Ministers permit is published, transfer must be signed within one year (six months in the 39/2024 text), and transfer fees paid within 75 working days (60 in the 39/2024 text).

Step Who acts Typical time or deadline Source
1. Fix the unit and read its title: parcel, condominium title, mortgages Buyer’s lawyer; Land Registry Before any payment Law 35/2010, article 12; Land Registry announcement
2. Test the purchase against the acquisition limits Buyer’s lawyer Before the contract Decree-Law 89/2026 (up to 3 apartments) vs Law 52/2008 (1 apartment)
3. Sign the contract and stamp it Buyer and seller; Tax Department 0.5% of the stated sum up to TL 89,000,000; the buyer pays unless agreed otherwise Stamp Duty Law
4. Register the stamped contract; apply for the permit Buyer or lawyer; Land Registry; Interior Ministry Within 1 month, or the contract is void RG 147; Interior Ministry document list
5. Permit published; sign the transfer Council of Ministers; buyer and seller at the Land Registry 1 year (decree) or 6 months (39/2024 text) RG 147
6. Pay Land Registry fees Person registering title Within 75 working days (decree) or 60 (39/2024 text) RG 197
7. Connect or transfer utilities Buyer; water and electricity authorities Only after taxes and fees are paid RG 147

The fee schedule in Resmi Gazete No. 197 of 7 October 2026 sets Land Registry fees for foreign buyers at 4% in total for a first property (3% transfer, 0.5% Immovable Property Commission, 0.5% Housing Acquisition Unit), 5.5% for a second and 6% for a third; it is valid only until 5 January 2027 inclusive, so a transfer signed after that date falls under whatever replaces it.

Older figures of 6%, 9% and 12% appear on agency pages and were not matched to an official table. Housing with a closed area up to 300 m2 is in the 5% VAT schedule and 300 m2 or more in the 10% schedule (VAT regulation); whether a resale carries VAT was not established in an official source. If the contract is written in a foreign currency, the stamp is still computed in lira, at the official effective selling rate of the stamping date.

The site’s step-by-step guide to buying property in North Cyprus and its page on property taxes and fees follow the same sequence in more general terms. A purchase is not a route to citizenship or EU rights; the site’s citizenship and immigration page covers residence, and the property-based permit rules (a 10-year permit with title and a value of GBP 300,000 or more, otherwise 5 years) are in the Residence and Visas Regulation.

Risks, title and due diligence

The developer states no title-deed category, so the first risk is the one common to every purchase in the north: the category and history of the land. UK Government guidance says ownership of many properties in the north is disputed, that the European Court of Human Rights treats pre-1974 owners as continuing legal owners, and that a future settlement could bring restitution to the original owner (see the FCDO guidance).

The Court of Justice held in Apostolides v Orams that Republic of Cyprus judgments over land in the north can be enforced elsewhere in the EU (press release). Neither source says anything about this building; they set the questions a buyer asks about the parcel.

Kyrenia has its own precedent. In Loizidou v. Turkey the Court found in 1996 that denial of access to plots in Kyrenia breached Article 1 of Protocol No. 1 (judgment). In Demopoulos the Grand Chamber later held that the Immovable Property Commission is an effective remedy (decision); the Commission’s site showed 8,807 applications lodged and 3,757 concluded on 2 October 2026, and its law allows applications until 21 December 2027.

None of this is evidence about the parcel under the tower, and the Commission publishes no data by place. The building’s age is also unknown, so a buyer should ask when the land was registered to the developer and from whom.

Currency is a second risk. The TRNC consumer price index rose 35.02% in the twelve months to September 2026 (Statistical Institute), so a contract in lira carries exposure that a contract in pounds or euros does not; the Foreign Exchange Law lets contracts be expressed in foreign currency (Law 38/1997). Third, the page’s investment claims.

Rental demand, resale liquidity and value preservation are stated without a figure, and no yield is published; they should be treated as marketing and tested against actual rents and resale asking prices for comparable flats.

Purchase permit Council of Ministers via the Interior Ministry Without it title cannot pass to a foreign buyer
Utility accounts and arrears Water and electricity authorities Connections cannot be given until taxes and fees are paid
Photo of the marble entrance lobby with the Gold Tower sign above glass doors

Because the building is already completed, the off-plan risks in the site’s guide to buying off-plan (stage payments against works, bank guarantees) do not apply to a purchase of a finished flat, but the title and management questions do. The site’s pages on checking a title deed, safety of buying and north versus south Cyprus set out the wider risk picture, and the European Commission records that EU law is suspended in the north.

Gold Tower Kyrenia is one of seven Carrington listings in Kyrenia town, alongside Carrington 11, 22, 44 and 55, Elite Residence and Park Avenue; Poseidon is filed under Bahceli. Of those seven, only Gold Tower and Carrington 11 publish neither a unit count nor a price.

The developer’s other projects sit mostly in Esentepe and Tatlisu; see the site’s pages for Esentepe and Tatlisu and the Northern Cyprus country page. The table shows a developer whose pages vary widely in detail; it does not rank the projects. Prices differ by town, status and type, and a from-price on one page cannot be set against an absent price on another.

Carrington, the developer

The developer’s About Us page describes Carrington Group as developing, building and managing beachfront villas and apartments in North Cyprus “for over 35 years”, as family-run, and as award-winning; it names no award, so that description is the developer’s own and is not repeated as fact. The Gold Tower page says “over 30 years” in its developer paragraph, so the two pages give different figures for the same claim. Neither is verified here.

The About Us page says the projects are in coastal areas such as Kyrenia and Esentepe, with horizontal architecture and low-density planning, and lists a 5-year structural warranty, internationally certified materials and a group of services under one corporate structure: site and landscape maintenance, rental and property management, airport transfer coordination, car rental, after-sales technical support, and legal and title-deed process management. The warranty is the developer’s statement; its start date, scope and issuer are not published on either page.

The About Us description is about coastal, low-density schemes, while the page for this project describes a city-centre apartment tower, so the two do not overlap. The page’s own developer paragraph says the group is known for location selection and construction standards; that is a self-description. Service charges, management arrangements and any link between the developer’s property-management service and this building are not stated on the page and would have to be established from the management plan and the manager’s contract.

Frequently asked questions

What is Gold Tower Kyrenia?

It is a completed apartment building that the developer Carrington lists in the city centre of Kyrenia, with 1+1, 2+1 and 3+1 apartments, elevator access and on-site parking. The developer’s page states no unit count, size, price, delivery year or title-deed category, and its map cannot be used to locate the building. Everything beyond the three unit labels and the two amenities has to come from the registered documents, the manager and the seller, and the legal framework is the condominium law, Law 35/2010.

Is Gold Tower Kyrenia completed?

The developer’s projects list marks the building as Completed, and the project text describes an existing building with a lobby and a signed entrance in its photographs. The page gives no delivery year, completion certificate or handover record, and its payment section speaks of availability as if units remained. A buyer should therefore ask for the final approval certificate, the condominium title for the apartment and a handover or inspection record, and should treat the status line as the developer’s description, not as proof.

How many apartments does Gold Tower Kyrenia have?

The number is not published. The page has no unit count on its card, in its text or in its FAQ, and no count appears on the Turkish, German or Russian versions either. The three type labels do not carry counts. Other Carrington Kyrenia buildings print counts of 10, 16, 24 plus 36 commercial units, or 38, but those are different buildings and cannot be used for this one. The unit schedule attached to the condominium registration is the document that settles the number.

What does an apartment in the tower cost?

No price is published on the page, on the projects list or in any language version, and the page states no “from” figure. The payment section describes a reservation deposit, a down payment at contract stage and interest-free instalments according to availability, with no amounts, percentages or dates. Prices on other Carrington pages range from GBP 144,950 to GBP 399,951, but they belong to other buildings and say nothing about this one. Any figure should come in a signed contract, with currency, VAT treatment and each payment date.

What sizes do the 1+1, 2+1 and 3+1 apartments have?

The page publishes no area for any type, no floor plan and no bathroom count. The labels imply one, two and three bedrooms in the usual convention. The registered area matters for VAT, because housing up to 300 m2 of closed area is in the 5% schedule and 300 m2 or more in the 10% schedule, and for the land share that decides a share of repair and insurance costs.

A buyer should ask for the certified copy of the apartment’s part of the approved project, which the owner is entitled to receive.

Which title deed does the building have?

The page states no title-deed category, and a buyer should not assume one. The category and the pre-1974 history of the land are read from the title and a Land Registry research document at the district office, with an independent lawyer. For the apartment itself, the condominium law requires a separate title deed or a registered condominium easement before a sale to a foreign buyer can be completed; a contract without one is invalid, and a TRNC citizen buyer is the only exception.

Who runs the building and what does an owner pay?

The page names no manager or management company and gives no service charge. Under Law 35/2010 a building with more than four units must have a manager or a three-person board, chosen by a majority of owners by number and by land share and reappointed each year. Staff costs are shared equally unless the plan says otherwise, while insurance, repairs of common parts and shared installations follow land share.

Request the management plan, the manager’s contract, the last two years of accounts and a statement that nothing is owed on the apartment.

Can a foreigner buy an apartment there?

In principle yes, with a Council of Ministers purchase permit. Under Decree-Law 89/2026 (Resmi Gazete No. 147, 7 August 2026) a foreign buyer may acquire up to three apartments, while the consolidated Law 52/2008 text still shows one; the decree’s 90-day validity ends about 5 November 2026 unless Parliament enacts it. The stamped contract then has one month to be registered at the Land Registry. The site’s page on whether foreigners can buy property in North Cyprus sets out the rules in general terms.

Can the apartment be let to holiday guests?

A lease for tourism purposes of up to 60 days is a holiday-house letting under the Holiday Houses Law, and the owner must register the unit and obtain a registration certificate and an operating permit before letting. Rent is subject to 10% withholding, and renting immovable property is at 0% VAT. The developer’s page speaks of year-round rental demand but publishes no rent or occupancy figure, and none is relied on here.

The building’s management plan may also restrict use, so it should be read first; see the site’s guide to renting out property in North Cyprus.

How does this tower differ from the other Carrington buildings in Kyrenia?

This tower and Carrington 11 are the two Kyrenia-town pages that publish neither a unit count nor a price. Carrington 44 prints 16 units and a 2019 delivery year but no price, Carrington 55 prints a price and ten apartments, and Carrington 22 prints a price, 38 apartments and a 2019 card year against a text that says 2018. The comparison table in section 7 lists all 24 listings; it records the differences and does not rank the buildings.
