In Northern Cyprus the title category — not the building — decides how secure your ownership is. We confirm the category for this project in writing before any money moves.
How the four categories differ →The Morlais Esentepe is a group of villas that the developer Carrington lists on the Esentepe coast of the Kyrenia (Girne) district in Northern Cyprus, next to its Poseidon development. The developer’s projects list marks it Completed, and its page prints no price, villa count, size or completion year as of 26 October 2026.

This guide separates what that page states from what it leaves out. It explains why the labels Bahçeli and Esentepe both appear, measures the distances that the developer does not publish and sets out the checks that the purchase of a finished villa needs under the rules in force on that date. Where The Morlais Esentepe has no published figure, the guide says so once and does not fill the gap.
Carrington (Carrington Group, carringtoncyprus.com) shows the scheme on its project page under the title "The Morlais | Exclusive Seafront Luxury Villas" and uses a shorter name in the body. Its projects list carries a Completed badge (both pages read on 26 October 2026). The page is short: an overview, a location section, a features list, a developer box, a summary, three questions with answers and three photographs.
The page does state a concept and a setting. It describes a boutique, low-density villa development with private gardens, spacious terraces and Mediterranean architectural design, in the Esentepe coastal area next to Poseidon, with access to beaches and the Esentepe marina and a short drive to a golf resort that it spells "Korenium".
What it does not state is longer. There is no number of villas, bedrooms, bathrooms, built area or plot area, no price, no payment plan, no completion or delivery year and no title-deed category, and no distance is measured. The text never says that the villas are completed, built or delivered; the badge on the list is the only status. The header card says "Bahçeli, Kyrenia" and the body says "Esentepe, Kyrenia".
The page also contains marketing statements about future value, rental demand, scarcity of villas and the worth of neighbouring projects, and a developer box that mentions a structural warranty. They come without figures or documents and this guide does not repeat them as facts. The country context is on the Northern Cyprus page of this site.

The page names one kind of home, villas, and describes it only in general terms: "spacious interiors, open-plan living" and outdoor features that use the Mediterranean climate, with private gardens and spacious terraces. There is no unit card, no floor plan and no site plan.
The three photographs show finished-looking villas. According to the alt notes prepared for the listing images they show a white villa with a round stone tower in a garden, a villa with a round stone tower at the end of a paved driveway and an aerial view of a villa with a terracotta roof, a garden and a private swimming pool.
The text lists no swimming pool, so a pool is not treated here as a published feature, although one villa in the aerial image has one. A photograph of one villa does not show whether every villa has the same garden, terrace or pool.
A villa with a round stone tower also appears among the photographs of the developer’s Sunset Valley page, which the English version places in Tatlısu and the Turkish, German and Russian versions place in Bahçeli. The developer does not say whether the two schemes are related, and this guide does not treat them as one.

Each missing figure has a use beyond comfort. The next table sets the gaps against the rules that read them, as of 26 October 2026; the rules are explained in sections 5 and 6.
| Missing figure | Rule that reads it | Source |
|---|---|---|
| Closed area of the villa | The VAT regulation of 7 October 2026 puts housing with a closed area up to 300 m2 in the 5% schedule and housing of 300 m2 or more in the 10% schedule. Whether VAT applies to a resale is not stated in the regulation. | VAT regulation |
| Closed area and pool area | The annual immovable property tax is charged per square metre: TL 6.60 up to 120 m2 and TL 7.15 above it, and TL 35.60 per m2 of swimming pool, with surcharges of 10-60% by category (2025 schedule; no 2026 schedule was located). | Property tax schedule |
| Plot area | Decree-Law 89/2026 lets a foreigner buy a detached house on land of at most 3,300 m2, or land with a building permit of at most 1,338 m2 with one house on it. | Resmi Gazete 147 |
| Number of villas, storeys | In a mass-housing project or "site" the decree allows 2 two-storey detached villas per foreign buyer (3 for nationals of states that recognise the TRNC). | Resmi Gazete 147 |
| Parcel and title form | Condominium title or easement must exist before a permit application, and foreigners may not buy share-title interests in land. | Law 52/2008 |
What to put in writing before any payment:
The page places the villas in three ways. The header card and the list say "Bahçeli, Kyrenia". The body and the FAQ say they are in Esentepe, Kyrenia, next to the Poseidon development, and the features list calls the position seafront-adjacent. The page gives no street, no parcel number and no distance. Its map embed holds a latitude and a longitude value with six digits before the decimal point, which is not a valid longitude, so there is no usable pin.
One reading of that value, taking the digits as degrees, minutes and seconds, would fall about 76 m from the pin of the Poseidon listing. The page does not say so, and no location is claimed from it. Poseidon’s own pin (35.3577 N, 33.6517 E) is valid, and an OpenStreetMap reverse lookup puts it on a residential road in the village of Bahçeli, in Çatalköy-Esentepe municipality, Girne district.
Both labels can therefore be right. The 2011 census lists the former Esentepe municipality as 2,414 residents: Esentepe 1,754, Bahçeli 388, Karaağaç 242 and Beşparmak 30 (Statistical Institute, census table 3). Law 15/2022 puts Bahçeli among the six villages of Çatalköy-Esentepe municipality (Law 15/2022).
Bahçeli is the village, and Esentepe is the larger neighbouring village and the second name of the municipality. The labels are not exact, however: the developer’s Residence page also writes "Bahçeli, Esentepe", yet its map pin lies about 9 km west of Poseidon’s and about 3 km west of the centre of Esentepe village.
The district matters because a transaction is handled at the Land Registry office of the district where the property is registered (Land Registry notice, 15 July 2025). The developer files its Malibu Zone 5 scheme (Malibu Zone 5 Tatlisu) under Tatlısu, Famagusta district, and the pin on that page is about 1.4 km from Poseidon’s. A parcel next to Poseidon is expected to lie in Girne district, and the parcel number settles it.
Esentepe (Greek Agios Amvrosios) lies on the northern foothills of the Beşparmak range, about 23.7 km east of Kyrenia Castle in a straight line. It was an entirely Greek Cypriot village until 1974, with 1,543 residents in 1973, and the Turkish name was adopted in 1975 with settlers from Paphos (PRIO Cyprus Centre). No census has been held since 2011, and no official population exists for the merged municipality.
Esentepe Health Centre had 8 staff in 2024, including one general practitioner and one dentist. Girne district had one state in-patient institution with 72 beds and five private ones with 112 beds (Statistical Yearbook 2024). The New Girne Hospital was reported in January 2026 to have equipment being installed, with about 148 beds planned and no opening date (BRTK), and the Ministry of Health list read on 23 October 2026 still names the existing hospitals only.
The nearest official climate station is Girne. Its 2024 monthly means average 22.0 C (July 30.7 C, January 15.0 C), and its 2024 rainfall was 510.2 mm; these are single-year values, not a climate normal.
Water and power supply are recurring concerns in local reports. The Çatalköy-Esentepe mayor said on 2 July 2025 that not enough water was reaching the storage tanks of homes and hotels (Kıbrıs Postası), and a substation explosion in August 2025 took the whole northern grid offline for almost a day (Cyprus Mail). Neither report measures Bahçeli.
The wider setting is tourist and residential. Girne district had 79 accommodation establishments with 15,208 beds at the end of 2024, and the same mayor called Çatalköy and Esentepe part of a tourism region, with hotels under construction adding load on water and infrastructure. Neither figure says anything about demand for villas. Town overviews are on the pages for Esentepe and Tatlısu, and the town-by-town guide compares the coast.
The table gives distances from Poseidon’s published pin, the nearest valid pin the developer offers, because The Morlais page has none. The villas are described as next to Poseidon, but the gap between the two groups is not published, so every figure is indicative. The developer publishes none of these distances.

Straight-line figures are calculated for this guide with the haversine formula (earth radius 6,371.0088 km) from Poseidon’s pin to coordinates read from OpenStreetMap. Road figures come from the public OSRM router on OpenStreetMap data, run on 26 October 2026, with no traffic, border formalities or queues. Ercan Airport is 26.6 km away in a straight line but 56.2 km by road, so the road figure is the one that applies to a journey.
The marina point sits, on the lookup used, inside the Tatlısu municipality boundary although the map names it Esentepe, and the OpenStreetMap tag says nothing about facilities. The distance to the sea was not measured: the developer publishes none and the coastline service did not answer.
The title and strapline of the page use "seafront". The features list and the FAQ say "seafront-adjacent", and the location text says "close proximity to the Mediterranean coastline" and "easy access to beaches and Esentepe Marina". None of the three wordings carries a distance. The table sets this against the way the developer words the distance and the title on its other pages.
| Developer’s page | Distance to the sea as printed | Sea wording in the title or heading |
|---|---|---|
| Malibu | "just 100 meters from the Mediterranean coastline" | "Seafront Apartments 100m from the Sea" |
| Atlantis Beach Apartments | "just 100 meters from the sea"; the FAQ says "directly on the seafront" | "Ready Seafront Apartments" |
| Sea Magic Park | "only 100 meters from the beach" | "Seafront" |
| Sea Magic Royal | "just 100 meters from the Mediterranean coastline" | "Ready Sea View Apartments 100m from the Beach" |
| The Residence | "just 200 meters from the Mediterranean coastline" | "Seafront" |
| Lagoon | "just 200 meters from the Mediterranean coastline" | "200m from the Sea" |
| Malibu Zone 6 | "approximately 250 meters from the Mediterranean coastline" | "250m from the Sea" |
| Atlantis Pearl | "approximately 450 meters from the Mediterranean coastline" | "Sea View Apartments 450m from the Coast" |
| Sea Magic Garden | "just 500 meters from the sea" | "Sea View Apartments Near the Coast" |
| Park Avenue | "850 meters from the Mediterranean coastline" | No sea wording |
| Elite Residence | "1.5 km from the sea" | No sea wording |
| Pine Hills Residence | "2 km from the Mediterranean" (features list) | No sea wording |
| Sea Magic Deluxe | "directly on the Mediterranean coastline" | "Seafront Living" |
| Poseidon | "along the Kyrenia and Esentepe coastline"; no figure | "Seafront" (title) |
| The Morlais | No figure; "seafront-adjacent" in the features and FAQ | "Seafront" in the page heading; the browser title has no sea wording |
In this developer’s titles, seafront goes with printed distances of 100 m (Malibu, Atlantis Beach, Sea Magic Park) and 200 m (The Residence), with "directly on the coastline" (Sea Magic Deluxe) or with no figure at all (Poseidon).
Pages that print 200 m to 500 m (Lagoon, Malibu Zone 6, Atlantis Pearl, Sea Magic Garden) say "from the sea", "sea view" or "near the coast" instead. On that internal pattern the heading of The Morlais suggests a short distance, but the page prints nothing that confirms it, and a heading is not a measurement. Pages that print 850 m, 1.5 km and 2 km show how wide the range is across the portfolio.
No TRNC coastal setback rule was found (the area pack records that none could be located), so no legal minimum distance can stand in for the measurement, and Turkish or Republic of Cyprus setback distances do not apply here. The number has to come from a site plan with a scale and from a visit to the plot.
A second question is how each villa is registered. A foreign buyer may hold a detached house on land of at most 3,300 m2, or, inside a mass-housing project or "site", two two-storey detached villas; the choice depends on the form of the scheme, and the page does not say whether the villas stand on separate parcels or in one estate.
If they share land, roads, lighting and drainage need an owner or a management company, and a villa sold as a share in the estate land would run into the rule that foreigners may not buy share-title interests in land (Decree-Law 89/2026; Law 52/2008).
A third is completion. The badge says Completed and the photographs show finished villas, but a finished look is not a permit. Statistics on final approvals are published only by district: in 2025 Kyrenia district recorded 344 dwelling units with final approval in urban areas and 1,460 in rural areas, counted only for buildings that obtained the final approval certificate (Construction and Parcel Statistics 2025). No public series can therefore confirm the villas of one village, and the certificate for the villa itself has to be seen.
A fourth is the seller. The page refers to a price list, floor plans and payment terms that it does not publish, and it does not say whether any villa is unsold. A purchase may be from the developer or from a later owner, and the registered owner, any mortgage on the parcel and the form of title differ in each case.
Poseidon’s page prints a starting price of GBP 399,950, but Poseidon and The Morlais are different products on different pages, so that figure is not an indicator of a Morlais price. Other developers’ villa schemes on this site, such as CataLux Villas Çatalköy and Aloha Homes Esentepe, are listed with their own figures and serve only as context.
Running costs follow from the garden, terrace and pool. The 2025 property tax schedule charges TL 35.60 per m2 of pool against TL 6.60 or TL 7.15 per m2 of housing, with a 15% reduction for buildings of 2000 or earlier. Water supply is the practical question given the 2025 reports above, so the source of the water and the meter record matter.
The Statistical Institute’s official construction cost for a dwelling was TL 34,917 per m2 in 2025; that is a cost, not a price, but it is a public reference for a rebuild value when insurance is discussed. No official insurance tariff was found.
The ordered checklist below turns these points into steps for a villa on this page.
A finished villa is bought in a different order from an off-plan flat, because the object already exists. The first questions are what exactly is sold, who owns it and whether the buyer may hold it; money and permits follow. The rules below are those in force on 26 October 2026, and each depends on the instrument named.
Decree-Law 89/2026 (Resmi Gazete 147, 7 August 2026) sets the limits now in use. It re-issues Decree-Law 63/2026 and is a Council of Ministers decree, so its 90-day validity ends about 5 November 2026 unless Parliament enacts it; the sources read for this guide do not establish that it has. The consolidated Law 52/2008 on the legislation portal still shows the stricter text of Law 39/2024: one property per foreigner, land of 1,338 m2 with one house, or a detached house on up to 3,300 m2.
The villa limits quoted in this guide follow the decree and change if the decree lapses.
The clocks start at signing. The stamped agreement must be registered at the district Land Registry within one month, after the taxes and fees due on the sale are paid, and the purchase-permit application is made within the same month, or the contract is void.
After the permit appears in the Resmi Gazete the transfer is signed within one year (six months in the Law 39/2024 text) and the transfer fees are paid within 75 working days (60 in that text). Until the fees are paid, permanent water and electricity connections cannot be given. The step-by-step guide and the guide to foreign buyers cover the same sequence.
An existing owner who signed before the 2024 amendment may fall under the decree’s transitional rules, which allow completed and delivered homes under older contracts to be transferred within 36 months, so the date of the owner’s own contract is worth asking for. The Land Registry fee schedule of 7 October 2026 (Resmi Gazete 197) is valid only until 5 January 2027, so a transfer that slips past that date needs the new schedule checked. The taxes and fees guide sets out the rates.

| 7. Sign the transfer declaration at the Tapu Amirliği | Buyer, seller | Within 1 year of publication (6 months in the 39/2024 text) | Law 52/2008 |
| 8. Pay the transfer fees (4% first property, 5.5% second, 6% third for foreigners) | Person registering the title | Within 75 working days of publication (60 in the 39/2024 text) | Resmi Gazete 197 |

Money moves through banks. Under the Foreign Exchange Law holding foreign currency and stating contract amounts in foreign currency are free, and remittances in and out are free provided that banks are used and the names and addresses of sender and recipient are recorded. The UK Government guidance recommends independent legal advice and notes that the north has a separate bar association for each district, Kyrenia among them.
The Morlais Esentepe page states no title information, so every point below starts as a question. The UK Government’s guidance on the north of Cyprus says that ownership of many properties is disputed, with thousands of claims by people displaced in 1974, and that purchases of such property could have serious financial and legal implications (UK guidance).
Esentepe was a Greek Cypriot village until 1974, which does not decide the title of any parcel but is the reason the category and the pre-1974 owner of the villa’s parcel have to be established.
Three legal sources frame the risk. The European Court of Human Rights treats pre-1974 owners as continuing legal owners and the Immovable Property Commission as the remedy to use first (Demopoulos, 2010).
The Court of Justice of the EU held in 2009 that a Republic of Cyprus judgment about land in the north can be enforced in other member states (Apostolides v Orams). The European Commission records that EU law is suspended in the north (Green Line Regulation page). On 23 October 2026 the Immovable Property Commission’s statistics page showed 8,820 applications lodged and 3,787 concluded (IPC statistics).
Building risk is separate. The UK guidance lists problems such as building without correct permits, payment plans left out of contracts, difficulty obtaining final completion certificates and title deeds, and developer mortgages on the land. For a finished villa the permit file and the final approval certificate answer the first and the third, and a Land Registry search answers the last.
The developer’s statements about a structural warranty and about experience carry no terms on the page, so what the warranty covers, for how long and from which date has to be in writing.
Currency and price risk also apply. The TRNC consumer price index rose 35.02% in the twelve months to September 2026 (Statistical Institute). A contract in sterling avoids lira exposure, but stamp duty on a foreign-currency sum is computed in lira at the official effective selling rate on the stamping date. The title deed guide, the safety guide and the comparison with the south go further into these points.

Sixteen of the 24 listings carry a Completed badge, four are marked Under Construction and four Off Plan. Fourteen print a starting price and ten do not, and The Morlais is among the ten. Six pages print no completion or delivery year anywhere, and five print no unit count; The Morlais Esentepe is on both lists, together with Gold Tower, Carrington 11, the Sea Magic overview and Sunset Valley.
Among the pages that show villas, the plan of Pine Hills Residence shows three villas among its 17 units, with a 2031 card, while The Morlais and Sunset Valley describe villa groups without counts. Poseidon, the stated neighbour, prints 48 units, a 2024 card and a starting price. These are differences in what the pages publish and say nothing about the quality of any scheme.
The developer’s About Us page says that Carrington Group has been developing, building and managing villas and apartments in North Cyprus for over 35 years, while the project pages, including The Morlais page, say over 30 years. The About page calls Carrington a family-run, award-winning developer; it names no award, and this guide treats the description as the developer’s own wording. It says its projects are in coastal areas such as Kyrenia and Esentepe.
The About page describes its expertise as coastal developments with horizontal architectural concepts and low-density planning, and lists internationally certified building materials, workmanship standards, a 5-year structural warranty and statements about rental and appreciation potential. The warranty terms and the rental and appreciation statements are not documented on the page, and no figure is repeated here.
The About page also lists services provided under one corporate structure: site and landscape maintenance, rental and property management, airport transfer coordination, car rental, after-sales technical support, and legal and title deed process management. It gives no company registration, directors or accounts. Because the developer offers a legal service of its own, the point in the UK guidance about lawyers acting for both vendor and builder is worth keeping in view; an independent lawyer is the usual protection.
The developer’s header card says Bahçeli, Kyrenia and its text says Esentepe, Kyrenia, next to the Poseidon development. Bahçeli is a village in Çatalköy-Esentepe municipality in Girne district, so both labels can describe the same area. The page gives no street, parcel number or valid map pin. The parcel number, checked at the Land Registry, is what settles the exact place and the district. Distances in this guide are measured from Poseidon’s published pin and are indicative.
The developer’s page does not publish a number. It describes a boutique, low-density development and gives no villa count, no bedroom count and no plot or built area. The projects list gives no unit count either. A number can be established from the Land Registry by finding how many parcels or condominium units the scheme comprises, and from the approved plans in the permit file, which show how many villas were permitted.
The page publishes no price and no payment plan. It refers to a price list and payment terms that are not on it. The only price on a neighbouring page is Poseidon’s starting price of GBP 399,950, which belongs to a different product and is not an indicator. Any figure should be obtained in writing with the currency, what the price includes, the seller’s name and the registered owner of the parcel.
The projects list carries a Completed badge, which is the only status the developer gives. The page text never says completed, built or delivered, and gives no year. The three photographs show finished-looking villas. A finished look is not evidence of a final approval certificate, so the certificate, the approved plan and the title status of the villa are the documents that establish completion.
The page heading says seafront, while the features list and the FAQ say seafront-adjacent, and no distance is given. On the developer’s other pages seafront appears in titles beside distances of 100 m and 200 m, and sea-view wording beside 450 m and 500 m. No TRNC coastal setback rule was found, so no legal minimum fills the gap. The distance should be measured on a scaled site plan from the plot boundary to the shore and checked on the ground.
The page states no title-deed category. Esentepe was a Greek Cypriot village until 1974, and the UK Government warns that exchange or gift land can carry restitution risk. A Land Registry research document shows the registered owner, mortgages and restrictions, and the title category and the pre-1974 owner should be established from the title file by an independent lawyer before any payment.
Under Decree-Law 89/2026 (Resmi Gazete 147, 7 August 2026) a foreigner may buy a detached house on land of at most 3,300 m2, or two two-storey detached villas in a mass-housing project or site; nationals of states that recognise the TRNC may buy three such villas. The decree is a Council of Ministers decree valid for about 90 days, to about 5 November 2026 unless Parliament enacts it, and the consolidated Law 52/2008 still shows one property.
As of 26 October 2026 the Land Registry fee schedule in Resmi Gazete 197 gives foreigners 4% on a first property, 5.5% on a second and 6% on a third, valid to 5 January 2027. Stamp duty is 0.5% of the stated sum, paid by the buyer unless agreed otherwise. VAT is 5% for housing up to 300 m2 of closed area and 10% from 300 m2; whether a resale carries VAT is not stated. On GBP 100,000, 0.5% is GBP 500 and 5% is GBP 5,000 (arithmetic only).
The developer’s FAQ says the area suits short-term holiday rentals, without figures or sources. Under the Holiday Houses Law a letting of up to 60 days needs registration with the Tourism Planning Department, a registration certificate and an operating permit, and operating without them is an offence. Rent is subject to 10% withholding tax and renting immovable property is at 0% VAT. Section 6 lists the documents; the renting guide covers the rules.
Not by itself. The property-based short-term permit in the Residence and Visa Regulation of 5 October 2026 requires a suitable home used for residence, one-third of the price paid if bought by contract, and a purchase-permit application. A title in the applicant’s name and property worth GBP 300,000 or more gives a 10-year permit, and below that a 5-year permit. The price of a Morlais villa is not published, so the threshold cannot be tested; see the citizenship and residence page.
