In Northern Cyprus the title category — not the building — decides how secure your ownership is. We confirm the category for this project in writing before any money moves.
How the four categories differ →Pine Hills Residence Esentepe is a 17-unit hillside scheme that Carrington lists in Esentepe, in the Kyrenia (Girne) district of Northern Cyprus, with a card delivery year of 2031 and a starting price of GBP 269,950 on the developer’s page as of 26 October 2026.

This guide sets out what the developer publishes about Pine Hills Residence Esentepe, the places where its own versions disagree, where the site lies and what the 2026 purchase rules mean for a flat or villa that would be handed over in 2031. Rules and rates are quoted as of 26 October 2026.
Carrington (Carrington Group, carringtoncyprus.com) shows the scheme on its project page under the title “Pine Hills Residence | Peaceful Hillside Living in North Cyprus” and on its projects list with an “Off Plan” badge (both read on 26 October 2026). The card prints a starting price of GBP 269,950, a delivery year of 2031, the location “Esentepe, Kyrenia” and “17 Units”.
The text describes a boutique, low-density development on a hillside slightly above the coast, with sea and mountain views, landscaped communal areas, an outdoor swimming pool and on-site parking.
Three things in the developer’s material do not line up. The title says “Pine Hills”, the body text says “Pine Hill” and the floor-plan images are headed “Esentepe Hills”. The English unit-type text (1+1 and 2+1 apartments, garden floor units, penthouses) differs from the plan legend and from the Turkish and German cards, which show 2+1 and 3+1 homes and private villas. And the English text still contains an editing note addressed to the page’s author, which suggests that the page may not be final.
The unit section below sets the three versions side by side.
The payment-plan section is a placeholder without figures, no title-deed category is stated and no unit areas are printed. Where the developer does not publish a figure, this guide says so once and does not fill the gap. Developer marketing statements about rental positioning, capital growth and scarcity of supply are not repeated.

The developer gives three different descriptions of the homes in this scheme. The English card and text list “1+1 Apartments”, “2+1 Apartments” with terrace options, “Garden Floor Units” and “Penthouse Apartments”. The Turkish and German cards list 2+1 and 3+1 garden and penthouse apartments, 3+1 loft garden and loft penthouse apartments, and 2+1 and 3+1 private villas with infinity pools. The floor-plan image supplied with the page is headed “Esentepe Hills” and has a legend of six apartment types.
The plan and the Turkish and German cards agree with each other and do not contain a 1+1.
| Source | What it lists | Observation |
|---|---|---|
| English card and text | 1+1; 2+1 with terrace options; garden floor units; penthouses | No villas on the English card; no 1+1 on any plan |
| English feature list | “Infinity pool villas”; roof terraces with jacuzzi infrastructure | The only English mention of villas |
| Turkish and German cards | 2+1 and 3+1 garden and penthouse apartments; 3+1 loft types; 2+1 and 3+1 private villas with infinity pools | Consistent with the plan legend |
| Plan legend (image “Esentepe Hills”) | Type 1: 2+1 Garden; Type 2: 3+1 Loft Garden; Types 3 and 4: 3+1 Loft Penthouse; Types 5 and 6: 2+1 Penthouse | Block A units 1-14 and Villas 1-3 |
| Areas | None printed in text, cards or legend | A size list has to be requested in writing |

The plan images allow one calculation that the text does not give. Reading the colour coding of the ground-floor and upper-level drawings, units A1, A2, A5 and A6 are Type 1, units A3, A4 and A7 are Type 2, A8 and A12 are Type 3, A9 and A13 are Type 4, A10 and A14 are Type 5 and A11 is Type 6.
These counts are calculated from the drawing and are not printed by the developer, so they need to be confirmed against a unit-by-unit price list.
| Unit group (calculated from the plan) | Plan type and label | Units | Share of 17 |
|---|---|---|---|
| Garden level | Type 1, 2+1 Garden | 4 | 23.5% |
| Garden level | Type 2, 3+1 Loft Garden | 3 | 17.6% |
| Penthouse level | Types 3 and 4, 3+1 Loft Penthouse | 4 | 23.5% |
| Penthouse level | Types 5 and 6, 2+1 Penthouse | 3 | 17.6% |
| Villas | Villas 1-3 (bedroom counts not on the plan) | 3 | 17.6% |
| Total | 17 | 100.0% |
Taken as drawn, Block A holds seven garden-level homes and seven penthouse-level homes (4 + 3 and 4 + 3). Seven of the 14 apartments are labelled 2+1 and seven 3+1, so no apartment on the plan carries a label below 2+1. The three villas make up 3 of 17 units, or 17.6%, and 82.4% of the scheme is therefore apartments (14 of 17).
A buyer who read only the English card, with its 1+1 homes, would be looking for a type that the plan does not contain.
The starting price of GBP 269,950 cannot be matched to any of these groups, because the card does not say which type it refers to. The smallest label on the plans is 2+1, but the page does not say that the figure relates to a 2+1, and it may relate to a garden unit, a penthouse or a villa. The comparison with the other Carrington listings in the comparison section uses the figure only as the developer’s printed minimum.
What to request in writing before any reservation payment:
The developer’s card gives the location as “Esentepe, Kyrenia”, and the Turkish and German versions say “Girne”, which is the Turkish name of the same town. The body text places the scheme “along the Kyrenia coastline corridor”, close to beaches, restaurants, local markets and the Korenium Golf Resort, and the feature list states “2 km from the Mediterranean”. The page does not print a street, a parcel number or a plan reference.
It embeds a map pin at 35.34568 N, 33.58662 E, the same in the English, Turkish and German pages.
That pin lies 0.8 km from the centre of Esentepe village, calculated with the haversine formula from OpenStreetMap coordinates, so the Esentepe label and the pin agree. A fact pack prepared from an OpenStreetMap coastline query puts the village centre about 1.2 km from the nearest mapped coastline (crowd-sourced data).
The developer’s figure of 2 km is measured from a reference point that the page does not name, so a buyer who cares about the distance should measure from the parcel itself on a survey plan.
Esentepe (Agios Amvrosios in Greek) belongs to Girne district. Since Law 15/2022 it has been part of the merged Çatalköy-Esentepe municipality of six villages, and the same law gives the merged municipality the power to issue building permits for its attached settlements. The village sits on the northern foothills of the Beşparmak (Five Finger) range about 23 km east of Kyrenia according to the PRIO displacement project, a secondary source.
The pin is 24.0 km from Kyrenia Castle in a straight line and about 27.9 km by road.
| Official population figures near the site | Figure | Source and date |
|---|---|---|
| Esentepe municipality (pre-merger boundaries) | 2,414 residents | Census of 4 December 2011, table 3 |
| Esentepe village | 1,754 | Census 2011, table 3 |
| Bahçeli / Karaağaç / Beşparmak | 388 / 242 / 30 | Census 2011, table 3 |
| Çatalköy-Esentepe municipality (6 villages) | 8,066 (sum of two 2011 municipalities, calculated) | Law 15/2022; census 2011 |
| Girne district | 69,163 | Census 2011, table 1 |
| Girne share of the TRNC total of 286,257 | 24.2% (calculated) | Census 2011, tables 1 and 3 |

No census has been taken since 2011 and no official population exists for the merged municipality. A figure of up to about 2,000 residents in holiday months appears in the PRIO text, but it is an undated estimate and not a count.
Services follow the same pattern as the rest of the coast. The 2024 statistical yearbook lists one state health institution in Esentepe, a health centre with 8 staff (one general practitioner, one dentist, three nurses, one pharmacist assistant and two others). The Ministry of Health’s list of state hospitals names the Girne Dr. Akçiçek hospital in Kyrenia. The yearbook records one state in-patient institution with 72 beds and five private in-patient institutions with 112 beds in Girne district in 2024.
A converted building, the New Girne Hospital, was reported complete by BRTK on 28 January 2026 with about 148 beds planned; the Ministry’s list still names the existing hospitals without it, so it is not treated as open here.
The climate record nearest to the site is the Girne station. In the 2024 yearbook its monthly mean temperatures run from 15.0 C in January to 30.7 C in July, with a mean of the twelve months of 22.0 C (calculated), and its rainfall for 2024 totals 510.2 mm (calculated sum). Both are single-year figures, not climate normals.
Girne district held 79 accommodation establishments with 15,208 beds at the end of 2024, which is 54.5% of the TRNC’s 27,910 beds (calculated), so the coast around the project is a tourism area; the yearbook gives no breakdown by village.
Utilities deserve a plain statement. On 2 July 2025 the mayor of Çatalköy-Esentepe said, as reported by Kıbrıs Postası, that water reaching the area’s storage tanks was inadequate and that new hotels would add strain, a public complaint reported by the press and not a measured shortage. The north’s entire electricity grid went offline for almost a day after a substation explosion in August 2025, according to Cyprus Mail.
Neither report is specific to the pin, but both justify asking for the water source, the storage tank and the electricity connection in writing.
On building rules, a search of the TRNC legislation lists found no coastal setback instrument, so no distance from the shoreline can be quoted as a TRNC rule. The permit authority for an Esentepe plot is the municipality, and the zoning of the specific parcel has to be requested from the Town Planning Department.
For scale, the Statistical Institute’s construction bulletin counts final approvals for 344 urban and 1,460 rural dwelling units in Kyrenia district in 2025, 1,804 in total (calculated), so 17 units equal about 0.9% of that year’s district total.
Esentepe was an exclusively Greek Cypriot village until 1974, with 1,543 residents in 1973 who all left that year, and Turkish Cypriots displaced from Paphos were settled there in 1975. That history says nothing about any individual parcel, but it is the reason the title section below asks for a parcel-by-parcel check rather than a village-level assurance.
The table below lists the places that matter most for access. Straight-line figures are calculated from the developer’s map pin and OpenStreetMap or Wikipedia coordinates; road figures come from the public OSRM router on OpenStreetMap data, with no traffic or border queues, and the road distance to nearby places is left out because the access road to the pin is not published.
| Nearby places and distances for Pine Hills Residence Esentepe | What it is | Straight-line km | Road | Label and source |
|---|---|---|---|---|
| Esentepe village centre | Village, health centre and municipal area | 0.8 | — | Straight-line calculated from the pin; OpenStreetMap coordinates |
| Korineum Golf & Beach Resort | Golf course named on the developer’s page as the Korenium Golf Resort | 7.0 | — | Straight-line to the centre of the OpenStreetMap course polygon (way 32518315) |
| Kyrenia Castle | Town landmark used as the Kyrenia reference point | 24.0 | 27.9 km, 32 min | Straight-line calculated; road from OSRM, car, no traffic |
| Akçiçek Hospital, Kyrenia | State hospital in the Ministry of Health list | 23.7 | 26.9 km, 30 min | Straight-line calculated; road from OSRM |
| Bellapais Abbey | Kyrenia-side heritage site | 21.4 | — | Straight-line calculated |
| Ercan Airport | Northern Cyprus airport | 22.8 | 40.0 km, 58 min | Straight-line calculated; road from OSRM |
| Nicosia (Lefkoşa) | Capital | 27.8 | 55.9 km, 64 min | Straight-line calculated; road from OSRM |
| İskele town | District centre to the east | 29.1 | 42.1 km, 41 min | Straight-line calculated; road from OSRM |
| Gazimağusa State Hospital | Nearest state hospital on the Famagusta side | 35.8 | — | Straight-line calculated |
| Famagusta Walled City | City centre point used in the packs | 40.5 | 55.6 km, 53 min | Straight-line calculated; road from OSRM |
| Larnaca Airport | Republic of Cyprus airport, reached through a crossing point | 52.9 | 83.7 km, 85 min | Border formalities and queues not included |
Two limits apply to these figures. OpenStreetMap is crowd-sourced, and the pin is a point in the developer’s embedded map and not a surveyed boundary. The Nominatim reference lookup, the golf-course search and the OSRM links in the table allow every number to be repeated.
The 2031 on the card is a year and not a date. Among the 24 Carrington listings, it is the latest delivery year printed anywhere; the next latest is 2030 on the Atlantis Pearl card, which that page’s text contradicts with 2028. Counted from 26 October 2026, a handover on 1 January 2031 is about 4 years and 2 months away and a handover on 31 December 2031 about 5 years and 2 months away (calculated).
The page gives no start-of-works date, no stage list and no building-permit reference. Its structured data shows publication on 13 April 2026 and a last modification on 14 April 2026, and the projects list marks it “Off Plan”.
The plan images raise a smaller question about age. They sit in a February 2026 upload folder, yet their file names carry the date 5 July 2024. That does not show that the drawings are out of date, but it is a reason to ask for the drawings approved by the municipality, with their approval date, and to check that the unit numbers on the contract schedule match them.
The three villas are the least documented part of the page. They appear in the English feature list as “Infinity pool villas”, on the Turkish and German cards as 2+1 and 3+1 private villas with infinity pools, and on the plan as Villas 1 to 3, but not on the English card. The page prints no villa area, no plot area and no bedroom split per villa.
Under Decree-Law 89/2026 a foreign buyer’s rights differ by category: up to three apartments, or a detached house on land of up to 3,300 m2, or two two-storey detached villas in a mass-housing project. Which category a villa at this site falls into depends on whether each villa stands on its own plot and whether the scheme counts as a mass-housing project, and the page answers neither question.
Whether a buyer may combine a villa with an apartment is also not something to assume; the Land Registry or a lawyer should confirm it before a contract is signed.
Scale makes the sales-cap arithmetic visible. The decree caps sales of housing projects in zoned areas at 80% to foreigners and bars foreigners who are first-degree relatives or of the same nationality from buying more than half the units on one parcel.
If those rules apply to this scheme, 80% of 17 units is 13.6, so at most 13 whole units could go to foreign buyers, and a same-nationality group could hold at most 8 of 17 (calculated; the rules count by project and by parcel, which the page does not describe). Each unit is 5.9% of the scheme (1 of 17, calculated), so a handful of sales can reach a cap that a larger scheme would take much longer to meet.
A buyer can ask which units are already contracted and to whom the developer expects to sell.
The payment section is a placeholder. It lists a reservation deposit, a down payment at contract stage and “interest-free installments” for the balance, “subject to availability and current phase structure”, and no figure. The page describes one block and three villas and names no phase, so the phrase does not tell a reader whether construction is staged.
Instalments over a five-year wait are the part of an off-plan purchase most exposed to disagreement, and the UK Government’s guidance on buying in the north lists payment plans that are left out of contracts, building without correct permits, difficulty obtaining completion certificates and title deeds, and developer mortgages on the land among the recurring problems. The contract should therefore state each instalment, its due date and the construction stage it is tied to.
The developer’s repeated “5-year structural warranty” is a claim on every Carrington project page, and the page does not say who issues it, what it covers or when it starts. Counted from a 2031 handover, five years would end in 2036 (calculated), but the start date is not published. Title timing depends on the same dates.
Under the decree, the year for signing the transfer starts when the permit is published or, where no mortgage is registered in the seller’s favour, when the whole price stated in the filed document has been paid. With instalments running to delivery, the contract should say when the last payment falls due and who applies for the permit and pays which fee.
A five-year horizon also crosses legal dates. The acquisition limits come from Decree-Law 89/2026, issued by the Council of Ministers in Resmi Gazete 147 on 7 August 2026, and its 90 days run out around 5 November 2026 unless Parliament turns it into law. The Land Registry fee schedule in Resmi Gazete 197 (7 October 2026) is valid to 5 January 2027, and pre-1974 owners can apply to the Immovable Property Commission until 21 December 2027.
A sterling price protects the buyer from lira exposure, but the TRNC consumer price index rose 35.02% in the 12 months to September 2026, so the contract should say who bears any change in taxes, fees or conversion costs.
| Stage of the purchase | Document or fact | Why it matters here | Basis |
|---|---|---|---|
| Before any payment | Parcel number, district Land Registry search, owner of record | The page prints no parcel; Esentepe parcels need a title history | Land Registry notice; UK Government guidance |
| Before any payment | Condominium easement or title for all 17 units | Required before a purchase-permit application; the villas need their own status | Law 52/2008, art. 8(2) |
| Contract | Unit number, price, currency, VAT, stage dates, handover date, penalty for delay | The 2031 card has no stage dates | Resmi Gazete 147 |
| Within 1 month of signing | Registration of the stamped contract and permit application | Otherwise the contract is void automatically | Resmi Gazete 147 |
| During construction | Proof that each instalment matches a completed stage | Protects against paying ahead of works | UK Government guidance |
| Before handover | Final approval certificate, utility connections, snagging list | Connections can be refused until all fees are paid | Resmi Gazete 147 |
| After handover | Transfer declaration signed within the permitted year, title issued | Clock may start only on full payment | Resmi Gazete 147 |

An ordered checklist that follows from the points above:
The sequence below follows the order in which money and deadlines arrive for an off-plan purchase with a long wait. Rules are stated as of 26 October 2026 and the acquisition limits rest on Decree-Law 89/2026, which depends on Parliament enacting it by about 5 November 2026. The consolidated Law 52/2008 on the legislation portal still prints the stricter earlier text, so both versions are shown where they differ.
| Step | Who | Time limit (decree / older text) | Source |
|---|---|---|---|
| 1. Identify the parcel and the district office | Buyer’s lawyer; Girne district Land Registry | Before payment; since 15 July 2025 searches and transfers are handled at the district office of the property | Land Registry notice |
| 2. Confirm condominium easement or title | Developer; Land Registry | Before a permit application; selling without it is an offence | Law 52/2008 |
| 3. Sign and stamp the sale agreement | Buyer and seller; Tax Department | Stamp duty 0.5% of the stated sum up to TL 89,000,000, normally paid by the buyer | Stamp Duty Law |
| 4. Register the agreement and apply for the permit | Lawyer; Land Registry; Interior Ministry | Within 1 month, after sale taxes and fees are paid; otherwise the contract is void | Resmi Gazete 147 |
| 5. Council of Ministers permit | Interior Ministry Property Unit | No legal time limit for the decision | Property Unit document list |
| 6. Pay the transfer fees | Buyer | Within 75 working days of publication (60 in the older text) | Resmi Gazete 147 |
| 7. Sign the transfer declaration | Buyer and seller at the Land Registry | Within 1 year of publication (6 months in the older text) | Resmi Gazete 147 |
Fees follow the number of properties. The schedule in Resmi Gazete 197 sets 4% for a foreign buyer’s first property, 5.5% for the second and 6% for the third, valid to and including 5 January 2027, and nothing in the official texts says what happens after that date.
The pack does not state the base on which the percentage is charged, so the arithmetic is illustrative: 4% of the starting price of GBP 269,950 would be GBP 10,798, and stamp duty at 0.5% would be GBP 1,349.75, converted to lira at the official rate on the stamping date (both calculated). VAT is 5% for housing up to 300 m2 of closed area in the 7 October 2026 regulation; whether the price includes it is a question for the price list.
Eligibility comes before all of this. A foreign buyer needs a purchase permit. The decree allows up to three apartments or the land, house and villa alternatives described above, while the older consolidated text allows one apartment, or three for nationals of states that recognise the TRNC.
The application needs a passport copy, a location plan, a police record from the applicant’s country and the sale contract, and the service fee is half of the gross monthly minimum wage, which is TL 35,446.50 at the July 2026 wage (calculated). For the wider process, see the step-by-step buying guide and the guide to buying off plan.
No page of the developer states a title-deed category for Pine Hills Residence Esentepe, and the English, Turkish and German versions of the page do not mention the type of deed. The absence is not a defect in itself but it leaves the main risk of Esentepe unanswered.
The village was entirely Greek Cypriot before 1974, and the UK Government’s guidance says that ownership of many properties in the north is disputed, that the European Court of Human Rights treats pre-1974 owners as continuing legal owners and that purchases of such properties could have serious financial and legal implications.
The court record makes the risk concrete without singling out this parcel. The Court of Justice held in Apostolides v Orams that a Republic of Cyprus judgment against buyers of land in the north must be recognised in other member states. In Demopoulos the European Court accepted the Immovable Property Commission as an effective remedy and rejected applicants who had not used it.
The Commission’s statistics show 8,820 applications lodged and 3,787 concluded as of 23 October 2026, and its bulletins carry no village or parcel names, so no public source shows whether a claim touches an Esentepe parcel. Only a parcel-level search can.
Other risks are practical. Instalments paid to a developer over several years are exposed to the developer’s finances unless the contract ties them to construction stages. Utility connections can be withheld until all fees are paid. Water and electricity supply in Esentepe have drawn public complaints, and a hillside site depends on its own access road and retaining structures, which the page does not describe.
The starting price of GBP 269,950 is also below the GBP 300,000 threshold in the Residence and Visa Regulation; at that value a property-based residence permit runs for 5 years with a title deed, and with only a stamped contract it needs proof of income, according to the regulation as consolidated on 5 October 2026.

Fourteen of the 24 listings print a starting price, from GBP 144,950 for Atlantis Pearl to GBP 399,951 for Malibu. Pine Hills Residence Esentepe is the ninth lowest of those 14, and its GBP 269,950 is GBP 12,500 above the median of GBP 257,450, the midpoint of GBP 249,950 and GBP 264,950 (calculated). Only three of the nine Esentepe-labelled listings print a price: Sea Magic Garden at GBP 199,950, this scheme and Sea Magic Royal at GBP 369,950.
At 17 units it is smaller than every count the developer prints for the Esentepe group, which runs from 20 to 110, with the exception of the 12 that one Sea Magic Royal statement gives.
The comparison shows differences of kind and not of rank. Four listings carry the “Off Plan” badge and four carry “Under Construction”, and the rest are listed as completed or, for the community page, as mixed, so the 2031 card is the furthest-dated of all.
The completed Esentepe schemes with a stated year were built between 2008 and 2019 according to their own text (the Sea Magic Royal card says 2021), whereas the Esentepe schemes still under way are Sea Magic Deluxe, Sea Magic Garden and this one. A buyer comparing Esentepe with other towns may look at the Esentepe city page, the Tatlisu city page and the Northern Cyprus country page; for a larger Esentepe scheme by another developer see Aloha Homes Esentepe or Caesar Cliff Esentepe.
The developer’s About page (read on 26 October 2026) describes Carrington Group as a family-run company that has been developing, building and managing beachfront villas and apartments in North Cyprus for over 35 years. The developer box on the project page for this scheme says “over 30 years” instead, so the two pages of the same developer give different figures, and neither names a founding year.
According to the About page, Carrington works in Kyrenia and Esentepe and favours coastal developments with horizontal architecture and low-density planning. It states that each development uses internationally certified building materials and carries a 5-year structural warranty. It lists services under the same corporate structure: site and landscape maintenance, rental and property management, airport transfer coordination, car rental, after-sales technical support and management of the legal and title-deed process.
The page calls the company award-winning but names no award, and it cites rental yield and capital appreciation potential without any figure. The page does not give a number of completed projects or homes, or a team size. These points are the developer’s own statements and none of them has been independently verified here; the claims about yield and appreciation are not repeated in this guide.
The developer’s card, in the English, Turkish and German versions, says 17 units. The floor-plan image supports that figure: it shows Block A with units 1 to 14 and three villas, which makes 17. Counting the colour coding on the plan, the block holds seven garden-level homes and seven penthouse-level homes. The page does not give a total area, a plot area or an availability count, and it does not say how many units are already sold or reserved.
The versions differ. The English card lists 1+1 and 2+1 apartments, garden floor units and penthouses. The Turkish and German cards, and the plan legend, show 2+1 and 3+1 garden, loft garden and penthouse apartments plus private villas with infinity pools. No plan shows a 1+1. The page prints no area for any type, so a buyer should ask for a unit-by-unit schedule before relying on any description.
The card and the projects list print GBP 269,950 as the starting price as of 26 October 2026. The page does not say which unit type the figure refers to, whether VAT is included, or whether any unit is still available at that price. It also prints no price list. The figure is therefore the developer’s published minimum and not an offer, and a written price list is needed to compare units.
The card and the projects list give 2031 and nothing more precise, and no other date appears in the text. The projects list labels the scheme “Off Plan”. A handover in 2031 would be between about 4 years 2 months and 5 years 2 months after 26 October 2026 (calculated). The developer publishes no construction stages, so a buyer should request a dated programme and have it written into the contract.
The feature list says “2 km from the Mediterranean”, while an OpenStreetMap check puts the centre of Esentepe village about 1.2 km from the nearest mapped coastline, so the reference point of the developer’s figure is unclear. The map pin is 0.8 km from the village centre, 24.0 km from Kyrenia Castle in a straight line and about 27.9 km by road (calculated). Measure the sea distance from the parcel itself.
No. The English, Turkish and German versions do not mention the type of deed, and the page prints no parcel number. Esentepe was a Greek Cypriot village until 1974, and the UK Government’s guidance warns that ownership of many properties in the north is disputed. A buyer should obtain the parcel number, have a lawyer request a Land Registry search and ask about the title category and history in writing.
Only a placeholder: a reservation deposit, a down payment at contract stage and the balance in interest-free instalments, “subject to availability and current phase structure”. The page gives no percentages, amounts or dates, and the Turkish and German payment sections contain only a placeholder word. A buyer should ask for a dated instalment table tied to construction stages before paying a deposit.
The answer depends on Decree-Law 89/2026, which lists separate categories: up to three apartments, a detached house on land of up to 3,300 m2, or two two-storey detached villas in a mass-housing project. The page does not say which category the three villas fall into, so the combination should be confirmed with a lawyer and the Land Registry before signing, and the decree may change after about 5 November 2026 if Parliament does not enact it.
As of 26 October 2026, the Land Registry fee for a foreign buyer’s first property is 4%, the second 5.5% and the third 6%, valid to 5 January 2027 under Resmi Gazete 197. Stamp duty is 0.5% of the stated sum, normally paid by the buyer, and VAT is 5% for housing up to 300 m2 of closed area. On GBP 269,950, 4% would be GBP 10,798 and 0.5% would be GBP 1,349.75 (illustrative, calculated).
A property purchase does not give citizenship, and EU law is suspended in the north. Under the Residence and Visa Regulation text of 5 October 2026, owning property worth GBP 300,000 or more gives a 10-year permit with a title deed, and below GBP 300,000 a 5-year permit. The starting price of GBP 269,950 is GBP 30,050 below that line (calculated). The conditions for a contract-only owner differ and include proof of income.
