Description

Atlantis Pearl Tatlisu is an off-plan scheme of 176 apartments in eight two-storey blocks, built above parking on a 32,000 m² site, that Carrington Group lists in Tatlısu on the north coast of Northern Cyprus. This guide sets out what the developer’s page publishes as of 26 October 2026, including a from-price of GBP 144,950 and two different completion years, 2028 and 2030. It adds sourced area facts, the purchase rules in force and a written checklist of what to document before the first payment.

Overview of Atlantis Pearl Tatlisu

Carrington Group’s project page is headed “Atlantis Pearl | Sea View Apartments 450m from the Sea”. It describes an off-plan residential development in Tatlısu with 176 low-rise apartments, a landscaped site of 32,000 m² and the Mediterranean about 450 m away. The projects list files it under off-plan, and the page text uses the same word.

The card shows “Starting Price £144950” with no unit type attached, so the figure is a minimum for an unnamed apartment, not a list price. The page publishes no unit price list, no floor areas, no bathroom count, no availability and no title-deed category. The page also contains investment and rental-demand statements that carry no figures; they are not repeated in this guide.

The page prints two completion years, and the second table shows where each appears. The guide gives both and does not choose. The first table collects every fact the page publishes, with the same date of reading, 26 October 2026. Contact details on the page are deliberately not reproduced, and so are its enquiry and offer forms. The sections that follow cover the unit types, the location, the staged payment plan, the 2026 purchase rules and the checks that apply to an unfinished building.

Unit types, plans and sizes at Atlantis Pearl Tatlisu

The developer names three apartment types: one-bedroom apartments on the first floor, one-bedroom penthouses with private roof terraces, and two-bedroom penthouses with private roof terraces. The meta description labels the range “1+1 and 2+1”. Nothing else is attached to the types: no floor area, no terrace area, no bathroom count, no price and no number of units per type.

Two floor plans are published as images. One is titled “Ground Floor” and numbers the units 1 to 12; the other is titled “First Floor” and numbers them 13 to 22. That makes 22 numbered units per block, and 8 blocks at 22 units give 176, the same total as the card (calculated from the plans). Neither plan prints an area, a unit type or a legend for its colour coding, so a unit number cannot be matched to a type.

The ground-floor numbers also raise a reading question. The type list names first-floor apartments and penthouses but no ground-floor type, while the ground-floor plan shows 12 numbered units. The page does not say which numbers belong to which type. The image file names are in Turkish, “first floor” and “second floor”, while the drawings are labelled Ground Floor and First Floor; this guide follows the labels printed on the drawings.

What to request in writing before any payment, because the page leaves each item open:

  • The unit number, floor and type of the apartment, matched to the numbers on the plans.
  • Net internal area, balcony or terrace area and, for penthouses, roof-terrace area, each stated separately and in square metres.
  • The number of bathrooms and the specification list (finishes, kitchen, air conditioning, whether furniture is included).
  • The price of that unit, the currency of the contract and the price list behind the “starting” figure.
  • Whether a parking space under the block is included, and if so its number.
  • Which of the three pools and which communal rooms the unit may use, and from what date.
  • The completion date for the block that contains the unit, not for the project as a whole.

Location of Atlantis Pearl Tatlisu: the Tatlısu coast east of Esentepe

Tatlısu in Gazimağusa district

The card places the scheme in “Tatlısu, Famagusta”, which agrees with the official picture. The 2011 census puts the Tatlısu municipality in Gazimağusa district (Geçitkale sub-district), not in İskele or Kyrenia district, and counted 1,459 residents in three wards: Aktunç 671, Küçükerenköy 339 and Yalı 449. The municipality’s own page calls the village 40 km east of Kyrenia, between the Beşparmak mountains and the sea.

The same page gives a municipal area of about 66 km² and a 22 km coast that it describes as generally rocky, with small beaches and coves. It lists greenhouse farming, livestock, carob and olive growing, fishing, tourism and real estate as the economy.

It quotes 2,700 residents, about 1,200 of them non-citizens, without a date, and the mayor said in January 2026 that the population rises above 8,000 in summer. Those are municipal statements, not counts. The coast is better read as rocky and small-scale than as a long sandy resort strip.

The Çiftlikdüzü excavation site, whose earliest settlement traces the municipality dates to the Neolithic, around 8,000 to 10,000 years ago, lies on the coast about 5 km from the village centre. The municipality also lists the ancient city of Molulos and an open-air museum.

The map pin and the developer’s distances

The developer’s page embeds a Google map at 35.360357 N, 33.676696 E. A reverse lookup in the OpenStreetMap Nominatim service on 26 October 2026 returns the Tatlısu boundary (Tatlısu Belediyesi, Gazimağusa ilçesi) for that point. Measured from the pin, Tatlısu village centre is 7.1 km away in a straight line and 10.5 km by road, and Esentepe village centre is 8.8 km in a straight line and 12.5 km by road (calculated; road figures from the OSRM public router, which ignores traffic and border queues).

The nearest coastline in OpenStreetMap’s coastline ways is 0.56 km from the pin in a straight line (calculated), against the developer’s “approximately 450 meters”. The page does not say where on the plot the 450 m is measured. Other Carrington pins lie close by: Atlantis Beach Apartments Tatlisu is 0.42 km away and Malibu Zone 6 Tatlisu 0.45 km; Poseidon Girne Bahceli is 2.3 km, and Lagoon Tatlisu and Malibu Tatlisu are 2.9 km and 3.0 km (all calculated from the pins on the developer’s pages).

The developer’s distances to Kyrenia, Ercan, Larnaca and Alagadi match the router’s road estimates from the pin to within about 1 km (36 against 36.0, 53 against 53.9, 74 against 75.1, 19 against 18.2), which suggests they are road distances.

The Ercan route, the Kyrenia route and the hospital route can be rerun from the same pin. A Larnaca journey crosses the Green Line, and the UK Government’s entry guidance says that a person who enters the Republic of Cyprus through the north, for example via Ercan, is treated by its authorities as having entered illegally.

Health care, water and power

No hospital is listed for Tatlısu. The Tatlısu Health Centre opened on 21 January 2026 with a doctor for the first time in 12 years, according to a press report: a general practitioner five days a week and three specialists one day each. The 2024 yearbook shows one staff member at the centre.

The nearest in-patient state hospital is Gazimağusa State Hospital, which had 161 beds in 2024; the only state in-patient hospital in Girne district had 72. A Karpaz Hospital is promised by the end of 2026 in a Ministry of Health press item of 17 August 2026, with site and capacity unpublished, so it is a target, not a nearby facility.

The nearest official weather station in the yearbook is Girne, about 32 km west of the pin in a straight line. In 2024 its monthly means ran from 15.0 °C in January to 30.7 °C in July, with 510.2 mm of rain (single year, not a climate normal).

Water and power are the services to ask about. In neighbouring Esentepe the mayor said on 2 July 2025 that not enough water was reaching storage tanks and that new hotels would add strain. Cyprus Mail reported on 8 December 2025 that an August 2025 substation explosion took the whole grid offline for almost a day. No Tatlısu-specific outage record was found.

For a scheme with three pools, ask the source of the water supply and the size of the storage tanks. The turtle-nesting season rules of the Environment Protection Department (no umbrellas within 35 m of the sea in May to October, shielded lights) apply on nesting beaches; whether the shore nearest the pin is one is not stated. Other developers’ Tatlısu schemes on this site include Caesar Bay Tatlisu and Caesar Breeze Tatlisu.

A 176-unit off-plan scheme: the 2028 and 2030 dates, three years of instalments and what to document

The largest gap on the page is the completion year. The card prints “Delivery Date 2030”, while four passages of the body text and the meta description say 2028. Both sit on the same English page, and the Turkish and German cards also print 2030.

The page does not say whether 2028 refers to the first blocks and 2030 to the last, to completion of works as against handover, or to an older plan. The server sends no Last-Modified header, and the page’s structured data dates the English page 15 April 2026 and the Turkish page 5 June 2026, so the two years cannot be placed on a timeline. This guide gives both and chooses neither.

The gap matters because of the payment plan. The developer states a 5,000 deposit, 35 percent within four weeks and the other 65 percent over three years without interest. If a contract were signed in December 2026 and the 35 percent paid in January 2027, three years of instalments would end around January 2030.

That is after a 2028 handover and before a 2030 one (an illustration; the page gives no instalment dates). Under the first reading the buyer would still be paying for a year or more after receiving the keys; under the second, payments would end before delivery. Only the contract can say which applies.

Arithmetic from the developer’s figures Figure How it is derived
Deposit as share of the from-price 3.45 percent 5,000 ÷ 144,950 (currency of the from-price and of the deposit assumed equal)
35 percent down payment on the from-price GBP 50,732.50 144,950 × 0.35; the page does not say whether the deposit counts towards it
65 percent balance on the from-price GBP 94,217.50 144,950 × 0.65, over three years
Balance in 36 equal monthly instalments GBP 2,617.15 94,217.50 ÷ 36; an illustration, the page does not state the frequency
Units per block 22 176 ÷ 8, matching plan numbers 1-12 plus 13-22
Site area per unit 181.8 m² 32,000 ÷ 176; gross, includes communal areas, pools and roads
Share of one year of district completions 11.8 percent 176 ÷ 1,492, the 538 urban plus 954 rural dwelling units with final approval in Gazimağusa district in 2025
Units open to foreign buyers under an 80 percent cap 140 whole units 176 × 0.80 = 140.8; whether the cap counts units or area is not established

The 11.8 percent share comes from the Statistical Institute’s 2025 construction bulletin, which counts only buildings that have received a final approval certificate, so it measures completions, not permits or sales. One scheme equal to about an eighth of a district’s yearly completions raises a practical question: whether the eight blocks are built in sequence, and whether the page’s date refers to the first block or the last. Per-block delivery dates are not published.

The 80 percent figure comes from the foreign-sales cap for housing projects in zoned areas, in Decree-Law 89/2026 (Resmi Gazete no. 147, 7 August 2026). Separately, foreigners may hold no more than 7 percent of a district’s area and 3 percent of the country’s. Both are legal conditions that the developer’s contract and the buyer’s lawyer should address.

One legal detail interacts with a three-year plan. Under the decree, a foreign buyer’s permit lapses unless the transfer is signed within one year of its publication (6 months in the consolidated text). Where no mortgage is registered in the seller’s favour, that period starts when the whole price stated in the document filed with the Ministry has been paid.

For instalments that run for three years, a lawyer should map when the permit is applied for and published, when the last payment falls and when the clocks start, because the order of events in the contract and in the Gazette can differ.

Running costs are unpublished. The scheme lists two outdoor pools, one indoor pool, a pool bar, massage rooms and an outdoor fitness area; the page names no management company, no service charge and no operator. The 2025 immovable property tax schedule includes a separate rate for swimming pools; how communal pools are apportioned among owners is not stated in the sources reviewed.

The developer also mentions a 5-year structural warranty on all developments, with no document shown. The detail on off-plan contracts is in the off-plan buying guide, and price context is in the price guide.

The shared facilities raise a separate timing question. The page lists three pools, a pool bar, massage rooms, an outdoor fitness area and a playground for 176 homes, but it does not say whether they are delivered with the first block, with the last or on their own timetable.

An owner in an early block could be living beside a building site for years. Ask for the completion date of each facility, for the name of whoever operates the indoor pool and massage rooms, and for the rule on who pays their costs.

A checklist of documents to obtain, in the order a buyer can usually ask for them:

  1. The land title: a Land Registry search report for the parcel showing the registered owner, title category, mortgages and restrictions.
  2. Proof that the developer owns, or has the right to build on, the whole 32,000 m² site, and whether any bank mortgage secures the land or the construction loan.
  3. The building permit and approved plans for all eight blocks, with areas.
  4. Evidence that condominium easement or title has been established for the blocks, or the date it will be.
  5. A dated delivery schedule per block, with the remedy for late delivery written into the contract (penalty, refund or termination).
  6. A payment schedule that states each instalment date and amount, and whether instalments are linked to construction stages.
  7. A statement of when title transfers in relation to the last instalment, and who holds the title until then.
  8. The receipt for the deposit, with currency and rate; if cryptocurrency is used, how it is recorded (the sources reviewed say nothing on cryptocurrency).
  9. The wording and issuer of the 5-year structural warranty, and what it covers.
  10. The management company, the service-charge budget and the rules for the pools and communal rooms.

Buying in Northern Cyprus: a calendar of clocks for an unfinished block

For a unit that does not yet exist, the legal steps are easiest to read as a set of clocks that start on different days. All figures are as of 26 October 2026. The limits on foreign buyers come from Decree-Law 89/2026, a Council of Ministers decree whose 90-day validity ends about 5 November 2026 unless Parliament enacts it; the earlier decree 63/2026 lapsed after 90 days and was re-issued. The consolidated Law 52/2008 text still shows stricter limits, so both versions are given.

Step Who Time limit or typical time Source
Independent legal check before signing Buyer and own lawyer Before the first payment UK Government guidance
Stamp the sale agreement Buyer pays unless agreed otherwise; Tax Department 0.5 percent of the stated sum Stamp Duty Law
Condominium easement or title for the unit Developer Must exist before the permit application Law 52/2008, art. 8(2)
Lodge the stamped contract at the district Land Registry and file the permit application Buyer, or a lawyer or proxy acting for the buyer One month from signing; the contract lapses automatically if missed Decree-Law 89/2026
Council of Ministers purchase permit published in the Gazette Interior Ministry No official processing time exists Law 52/2008 and decree
Pay transfer fees Buyer and seller 75 working days after the permit appears in the Gazette; the consolidated text says 60 Decree-Law 89/2026
Sign the transfer at the Land Registry Buyer and seller One year after publication; the consolidated text says 6 months Decree-Law 89/2026
Render: aerial view of the apartment blocks with the sea and coast beyond

A foreign buyer may hold up to three apartments under the decree (one in the consolidated text), or a detached house on land of up to 3,300 m². The Land Registry fees come from Gazette issue 197 of 7 October 2026: 4 percent in total on a foreigner’s first property, 5.5 percent on the second and 6 percent on the third, valid only to 5 January 2027 inclusive.

Stamp duty is 0.5 percent. Under the VAT regulation updated 7 October 2026, housing up to 300 m² of closed area is in the 5 percent schedule; agencies say VAT applies to developer sales, which the regulation does not itself state.

For an unfinished block, condominium title cannot yet exist for a unit, which is why the decree allows, for two years from its entry into force, an application supported by a building permit or a Planning Approval from the Town Planning Department where condominium title could not be established. A buyer should ask the lawyer which route the developer is using for each of the eight blocks, and when the condominium easement will be registered.

Currency is a second practical point. The page prints its prices in pounds, and the Statistical Institute’s consumer price index rose 35.02 percent in the 12 months to September 2026. A contract in GBP or EUR avoids lira exposure, but stamp duty on a foreign-currency amount is computed in lira at the official effective selling rate on the stamping date. The page does not say in which currency the instalments are fixed.

Until taxes and fees are paid, local authorities may not connect water and the electricity authority may not give a connection. The full sequence is in the step-by-step guide, the rules for foreigners in the foreigners guide and the cost detail in the taxes and fees guide.

Risks, title and due diligence

The developer’s page publishes no title-deed category and no parcel number. The UK Government’s buying-property guidance says that ownership of many properties in the north is disputed, that the European Court of Human Rights has treated pre-1974 owners as continuing legal owners, and that land which was Greek Cypriot-owned before 1974 and later classified as exchange or gift land can carry restitution risk. The same guidance lists payment plans not written into contracts, building without correct permits, and developer mortgages on the land as common problems.

For Tatlısu, Wikipedia says about 1,300 Greek Cypriots were displaced from Akanthou in 1974, while the municipality tells the earlier history differently; neither says anything about a given parcel. The Immovable Property Commission reports on its home page 8,820 applications lodged and 3,787 concluded as of 23 October 2026, with GBP 783,124,123 awarded; its bulletin names no villages, so outcomes cannot be broken down for Tatlısu. Applications are open until 21 December 2027 under Law 67/2005.

The Republic of Cyprus can pursue disputes in its own courts. The Court of Justice of the EU held in Apostolides v Orams (28 April 2009) that such a judgment on land in the north must be enforced in other member states, and the UK guidance describes a Republic of Cyprus criminal offence in force since 20 October 2006.

The developer’s About page lists “legal and title deed process management” among its own services, while the UK guidance names a lawyer acting for both vendor and builder as a general problem, so independent advice is the safer course. More on the title question is in the title deed guide and the safety guide.

Building quality is the other half of due diligence for an unfinished block. The Cyprus Turkish Chamber of Engineers and Architects said in February 2023 that all structures must have static calculations to the earthquake regulation, that project approval checks seismic compliance and that municipalities are bound to have supervision done by the project authors.

Its president said in November 2025 that the earthquake-zone building regulation dates from 2015 with a matching risk map (press reports). A buyer can ask for the structural project approval and the name of the supervising engineer; no Tatlısu-specific soil or seismic report was found.

Atlantis Pearl carries the largest printed unit count of the 24 pages, 176 against 110 on the Sea Magic Garden card and 98 at Sea Magic Park. Its from-price is the lowest of the 14 printed from-prices, which run up to GBP 399,951, but the pages do not state the unit type behind each price and print almost no areas, so no price per square metre can be derived.

Eight of the 24 pages are listed as off-plan or under construction. The same deposit, 35 percent and 65 percent over three years wording appears on five pages (Pearl, Malibu, Lagoon, Zone 6 and Garden), so the plan reads as a template, not as terms tailored to one block. Within Tatlısu, Atlantis Beach Apartments is the nearest finished Carrington building by pin, and the pins on the developer’s other mapped Tatlısu pages form two clusters about 3 km apart.

Carrington Group

Everything in this section comes from the developer’s About page. It says Carrington Group has developed, built and managed beachfront villas and apartments in North Cyprus for over 35 years, calls itself family-run, refers to awards without naming any, and names Kyrenia and Esentepe as the areas of its projects. The Atlantis Pearl page says the company has over 30 years of experience; the two pages give different figures. Atlantis Pearl itself is in Tatlısu.

The page lists its expertise as coastal developments with horizontal architectural concepts and low-density planning, internationally certified building materials, and a 5-year structural warranty. It describes an integrated structure in which site and landscape maintenance, rental and property management, airport transfer coordination, car rental, after-sales technical support and legal and title deed process management are delivered within the same company group.

The About page gives no company registration number and no directors’ names, and the warranty and materials statements carry no documents. They are the developer’s statements, not verified facts. The developer’s projects list shows the 24 projects used in the table above; its completed buildings print years from 2008 to 2025 where a year is stated. Anyone relying on a warranty or on the integrated services should request their written terms, as the contract is the only document that binds the company.

Frequently asked questions

Where is Atlantis Pearl Tatlisu and how far are the airport and the sea?

The developer’s card says “Tatlısu, Famagusta”. Tatlısu municipality is in Gazimağusa district on the north coast, about 40 km east of Kyrenia. The page puts the Mediterranean about 450 m away and lists 53 km to Ercan, 74 km to Larnaca and 36 km to Kyrenia harbour. Router estimates from the map pin give 53.9 km to Ercan, 75.1 km to Larnaca and 36.0 km to Kyrenia Castle by road, excluding traffic and border queues. The nearest mapped coastline is 0.56 km in a straight line.

How many apartments are there, and what types?

The page states 176 apartments in eight two-storey blocks above parking, on 32,000 m². It names first-floor one-bedroom apartments and one-bedroom and two-bedroom penthouses with private roof terraces. No sizes, bathroom counts or numbers per type are published. The two floor plans number units 1 to 12 on the ground floor and 13 to 22 on the first, which gives 22 per block and 176 for eight blocks. The plans carry no areas, and the ground-floor units are not assigned to any named type.

What does Atlantis Pearl Tatlisu cost?

The card shows “Starting Price £144950” as of 26 October 2026, with no unit type, size or unit number, so it is a minimum, not a list price. No price list is published. On that figure the 35 percent down payment would be GBP 50,732.50 and the 65 percent balance GBP 94,217.50 (calculated). Taxes and fees are extra, and they are set out in the buying section above.

When will Atlantis Pearl Tatlisu be finished?

The page gives two years. The card and the projects list print 2030, while four passages of the text and the meta description say 2028. No stage of construction, block-by-block schedule or handover document is published. A buyer should ask for a dated delivery per block in the contract, together with the remedy for delay, because the three-year payment plan would end after a 2028 handover or before a 2030 one.

How does the Atlantis Pearl payment plan work?

The developer states a 5,000 deposit (GBP, EUR, USD or cryptocurrency), 35 percent within four weeks and the remaining 65 percent over three years without interest. Not published are the instalment frequency, whether the deposit counts towards the 35 percent, whether instalments follow construction stages, when title transfers and what happens on late payment. UK Government guidance lists payment plans that are not written into contracts as a general problem in Cyprus.

Is the title deed category of Atlantis Pearl Tatlisu published?

No. The page names no category (Turkish title, exchange title or other) and no Land Registry parcel number. UK Government guidance says exchange or gift land in the north can carry restitution risk, so a buyer needs a Land Registry search report, the title category and the pre-1974 ownership history of the parcel from an independent lawyer before paying. The Tatlısu history given by Wikipedia and by the municipality differs, which is a further reason to verify rather than assume.

Can a foreigner buy here, and how many apartments?

Yes, once the Council of Ministers has granted a purchase permit. Under Decree-Law 89/2026 (Resmi Gazete 147, 7 August 2026) a foreign buyer may hold up to 3 apartments, and 6 for nationals of states that recognise the TRNC; the consolidated Law 52/2008 on mevzuat.gov.ct.tr still shows one. As of 26 October 2026 the decree’s validity runs to about 5 November 2026 unless Parliament enacts it, so the text in force on the signing date should be checked.

What taxes and fees come with a purchase here?

As of 26 October 2026, Gazette 197 sets Land Registry fees for foreign buyers at 4, 5.5 and 6 percent for the first, second and third property, valid to 5 January 2027. Stamp duty on the agreement is 0.5 percent, paid by the buyer unless agreed otherwise. On GBP 144,950 the 4 percent and 0.5 percent would be GBP 5,798 and GBP 724.75 (calculated; the base may be an assessed value, converted to lira). VAT of 5 percent covers housing up to 300 m² of closed area.

Does buying give residence or citizenship?

Not automatically. Under the 5 October 2026 residence regulation, a title deed in the buyer’s name with property worth under GBP 300,000 gives a 5-year permit without an income test, and GBP 300,000 or more gives 10 years.

With only a stamped contract, a third of the price must be paid and the permit application lodged, and below GBP 300,000 proof of regular income is also required. Permanent residence needs housing worth EUR 125,000, six years of permits and income. The Citizenship Law has no purchase route, and the European Commission records that EU law is suspended in the north.

May an apartment be let to holiday guests?

Only after registration. Under the Holiday Houses Law a tourist letting of up to 60 days, arrival and departure days included, needs a Registration Certificate and an Operating Permit from the Tourism Planning Department; letting without them is an offence with a fine of up to 10 times the gross monthly minimum wage. Rent carries a 10 percent withholding under the Income Tax Law, and renting immovable property is at 0 percent VAT. The developer’s page publishes no rental terms, management scheme or figures.
