Dovec Group North Cyprus: who the developer is and what it builds
Dovec Group North Cyprus is the name we use for Döveç Group, a construction and real estate group based in Sakarya, Famagusta, that says it has worked in North Cyprus since 1989. According to the developer’s own About page, the group started by parcelling land, set up Döveç Brothers Ltd. in 1994 and Döveç Construction Ltd. in 2003, and today runs 16 companies with more than 2,500 specialists and a record of more than 5,000 homes delivered. The property side of the business sells apartments, lofts, penthouses, duplexes and villas on the east and north coast of the island, mostly in the İskele district around Long Beach, with further projects in Tatlısu, Ötüken and Famagusta. That is why Dovec Group North Cyprus has its own profile in our developers section.
The developer’s projects page lists 12 projects: six under construction and six delivered. Our site carries a listing for every one of them. The six ongoing projects are La Casalia and Natulux in Tatlısu, Querencia and D-Point at Long Beach in İskele, Four Seasons Life III in İskele and Courtyard Platinum in Boğaz. The six delivered projects are La Isla Villas in Ötüken, Four Seasons Life II, Panorama, Courtyard Long Beach and Four Seasons Life I in İskele, and Sky Sakarya in Famagusta. Where the developer prints a unit count, the eight projects with counts add up to 3,891 homes: 3,351 in the ongoing projects and 540 in the two delivered projects that publish a figure.
This profile covers Dovec Group North Cyprus in the order a buyer usually asks questions: the company and its group, a table of key facts, the projects grouped by town, a chronology from the developer’s own pages, the way a purchase from a developer is handled in North Cyprus, the ownership route and the residence-permit conditions our guides set out, a list of key facts, how the group sits beside other developers we profile, a checklist for reservation day and a set of frequently asked questions. Everything was checked on 26 October 2026 against dovecgroup.com and the public sources listed at the end. Where the developer states something, we say so. Every project name links to its listing on our site, and prices are shown in pounds sterling exactly as the developer prints them. For the wider market, see our North Cyprus country page and the Real estate developers in North Cyprus hub.

Company, ownership and group behind Dovec Group North Cyprus
The developer’s About page traces the company to 1989, when it began parcelling land in Northern Cyprus. In 1994 Döveç Brothers Ltd. was established and launched a major residential project in Yeniboğaziçi, and in 1998 the company moved to a larger office in Gazimağusa because of growth. Döveç Construction Ltd. followed in 2003 and began developments in Yeniboğaziçi, İskele and Karpaz. The page names Muharrem Döveç as the founder, and it carries a message signed by Burçin Döveç as chairman of the board. In an interview published by Para Dergi on 21 April 2026, Burçin Döveç is described as chairman of the board of a group with more than 35 years of experience across real estate, construction, tourism, education, energy, software and automotive. The same article quotes more than 100 completed projects, an investment volume of 2 billion pounds sterling, more than 5,000 homes handed to their owners, more than 10,000 investors from over 50 countries, 16 group companies and more than 2,500 professionals.
The About page lists the group companies that sit beside the property developer. Named there are Arredo Design (furniture and interiors), AutoTrend (automotive), Alfam (student residence), Döveç Fitness, DCS, Döveç Ventures, Courtyard, Delicious Courtyard and D-Mar. The page also mentions Döveç Academy, launched in 2025 as the group’s knowledge hub, and the Dovec Life app for residents. According to the developer, the group formed a strategic partnership with Eastern Mediterranean University in 2015, the year Alfam Student Residence and Döveç Fitness launched, and moved into automotive and furniture in 2017.
For a buyer, the practical meaning of the structure is simple. The sale contract for a unit is signed with the company named in the reservation paperwork, and the project pages on dovecgroup.com carry the Döveç name throughout. Our profile treats Dovec Group North Cyprus as one developer and uses the project names exactly as the developer prints them: La Casalia, D-Point, Natulux, Querencia, Four Seasons Life III, Courtyard Platinum, La Isla Villas, Four Seasons Life II, Panorama, Sky Sakarya, Courtyard Long Beach and Four Seasons Life I. La Casalia shows a sales start in October 2023 on its page, and D-Point shows a construction start in May 2025.
Dovec Group North Cyprus projects we list, grouped by town
The 12 projects are grouped below by the town the developer’s project page gives. Unit counts, delivery targets, sizes and starting prices are the developer’s figures as read on its project pages on 26 October 2026. Prices are “starting from” figures in GBP for the smallest or least expensive unit of each type, so they describe an entry point and not a fixed offer. Where our own listing page quotes an older figure, the developer’s current figure is the one used here. A price per square metre is shown where the developer prints both a price and a size for the same unit type, and it is the price divided by the size.

How to read the table: prices are the developer’s “starting from” figures on each project page as read on 26 October 2026, in pounds sterling. A dash means the developer’s page prints no figure for that column. Sizes are the range of unit sizes the page prints. For title-deed category, see the ownership section below: the category is recorded for each unit in the contract and the Land Registry documents.
Price per square metre of the entry units
For the six ongoing projects, the developer prints both a price and a size for the entry unit. The table divides the printed price by the printed size, so it describes the smallest unit and not the project as a whole.
| Project | Entry unit | Printed price (GBP) | Printed size (m²) | Price per m² (price divided by size) |
|---|---|---|---|---|
| La Casalia | Grand studio | 178,000 | 47 | GBP 3,787 |
| Natulux | 1+1 | 214,000 | 52 | GBP 4,115 |
| Querencia | Studio | 146,000 | 39 | GBP 3,744 |
| D-Point | 1+0 | 132,000 | 34 | GBP 3,882 |
| Four Seasons Life III | Studio | 135,000 | 36 | GBP 3,750 |
| Courtyard Platinum | Studio | 127,000 | 36 | GBP 3,528 |
Unit types and starting prices in the ongoing projects
The developer’s price data lists a starting price for each unit type it is currently selling. The table gathers the types where both a size and a price are printed. Types the developer names without a size, such as the penthouse types at Querencia, are described in the project text above.

On its projects page the developer uses the filter labels “Ongoing” and “Completed”, and it counts 12 projects in total. The company-wide counters on its pages, including more than 5,000 homes delivered, are the developer’s own figures; the 12 projects here are the ones named on its projects page, and the group’s earlier work in Yeniboğaziçi and Karpaz is described on the About page without individual project names.
The group’s press coverage adds context without changing the project list. The Para Dergi interview of April 2026 says the group combines real estate with tourism, service and commercial spaces and cites energy efficiency, harmony with nature and durable construction as criteria, and it quotes the chairman on a plan for a more integrated structure with a stronger international presence. The developer’s Long Beach page describes the area as a three-kilometre stretch of sand on the east coast of İskele, with walking and cycling paths, beach clubs and restaurants, and it lists Querencia, D-Point, Courtyard Platinum, Four Seasons Life III and La Isla Villas as its projects in the area.
How buying works with Dovec Group North Cyprus
A purchase from Dovec Group North Cyprus follows the usual sequence for a new build in North Cyprus. Our step-by-step buying guide sets out ten steps; the version below applies them to a developer sale and uses the guide, checked on 24 October 2026, as its fact base. The developer’s own project pages show prices in pounds sterling, delivery targets and unit tables, and the reservation and contract terms for each unit are agreed in the paperwork. Foreign currency contracts are permitted under the Foreign Exchange Law, as the guide notes.
- Choose a unit and check the paperwork. The developer’s price data gives a starting figure per unit type, and the actual price depends on the unit, floor and availability. The guide recommends an ownership search at the district Land Registry and a check that condominium title or an easement exists, together with the title category, before the permit application.
- Reserve the unit. The reservation form records the unit, the price and the deposit agreed with the developer. For a project under construction the payment schedule is set in the reservation form and sale contract for that unit.
- Sign the sale contract. The contract states the price, the unit description, the payment schedule and the delivery date. Under the guide, signing starts a one-month clock for registration.
- Stamp the contract. The agreement is stamped at the Tax Department; the guide gives stamp duty of 0.5% of the stated sum up to TL 89,000,000 and 0.1% above that, paid by the buyer unless agreed otherwise. A price in sterling is converted at the official effective selling rate on the stamping day.
- Register the contract and apply for Permission to Purchase. A foreign buyer needs Permission to Purchase from the Council of Ministers, applied for through the Interior Ministry under Law 52/2008. The stamped contract is registered at the District Land Registry (İlçe Tapu Amirliği) and the permit application is lodged within one month of signing. The application fee in the guide is TL 35,446.50, half the gross monthly minimum wage of TL 70,893 valid from 1 July 2026. The Interior Ministry document list is the reference for the application papers.
- Wait for the decision and the Gazette. The Council of Ministers decides after a security review; the law sets no time limit for the decision. The permit is published in the Resmi Gazete, which starts the transfer periods.
- Pay the Land Registry fees. Under the fee schedule in Resmi Gazete No. 197, valid to 5 January 2027, the fee on a sale to a foreign buyer is 4% for the initial property (3% transfer fee, 0.5% Immovable Property Commission and 0.5% Housing Acquisition Unit), 5.5% for a second and 6% for a third. The guide notes the decree’s period for paying is 75 working days from publication.
- Complete the instalments and take handover. The delivery targets on the project pages, such as December 2026 for Four Seasons Life III and Courtyard Platinum, are the developer’s targets, and the sale contract should state the delivery date for your unit. For completed buildings the guide refers to the final approval (nihai tasvip), and it suggests tying handover to it in the contract.
- Transfer the title. The transfer declaration is signed and the title registered at the Land Registry within the period the decree sets, one year under Decree-Law 89/2026. Permanent water and electricity connections in the buyer’s name follow once taxes and fees are paid.
Other costs in the guide are VAT on housing at 5% up to 300 m² of closed area and 10% from 300 m², mortgage registration at 1% of the loan, an annual immovable property tax by area, and legal and notary fees that have no official tariff and are agreed with the lawyer. The guide describes a sample instalment structure from another project to show how plans are shaped, and the plan for each Dovec unit is the one written into its own contract. For buyers who plan to hold more than one home, the number and type of units a foreign buyer may hold are covered in the next section and in our guide on whether foreigners can buy property in North Cyprus.
Ownership route, title deeds and residence permits for Dovec Group North Cyprus buyers
Foreign buyers of Dovec Group North Cyprus units follow the ownership route set out in our guide, which cites Law 52/2008, the consolidated text on the legislation portal and the decree published in Resmi Gazete No. 147. Under Decree-Law 89/2026, published on 7 August 2026, a foreign buyer may hold up to three apartments (six for nationals of states that recognise the TRNC), land of up to 1,338 m² with one house, or a detached house on land of up to 3,300 m², and two two-storey villas in a mass-housing project (three for nationals of recognising states). The guide notes that the consolidated Law 52/2008 shows narrower limits, that the decree’s 90-day validity runs to about 5 November 2026 unless Parliament enacts it, and that the current text should be confirmed at signing. Agricultural land, forest land and military prohibited and security zones are excluded, and foreigners may hold no more than 7% of any district and 3% of the country. Housing projects in zoned areas may be sold to foreigners up to 80% under the decree. For Dovec Group North Cyprus, the villa and duplex types at La Isla Villas, La Casalia and Natulux, and the apartment types elsewhere, each fall into the categories the decree names, and the lawyer checks which applies to a given unit.
The title-deed category of a unit is recorded in the deed and in an official search, and the guide names the Turkish title, the exchange title and the allocation category, which it explains through the Land Registry’s distinction between land under a Final Disposition Certificate and points held under Value Documents. The category for a unit comes from the Land Registry documents and from the written confirmation you request before you reserve. Our country page lists the four categories that agencies use, from the Turkish title to the TRNC allocation title, and a Land Registry notice of 15 July 2025 explains where transfers and searches are handled.
On residence permits, our residence permit guide sets out the TRNC conditions, which come from the Residence and Visa Regulation consolidated on 5 October 2026. The guide treats TRNC permits as a separate system. The table repeats the property-based short-term permit conditions as the guide states them.
| Evidence of ownership | Value | Permit duration | Conditions stated in the guide |
|---|---|---|---|
| Title deed in the applicant’s name | GBP 300,000 or more | 10 years | No income test; a home suitable for residence and used for it |
| Title deed in the applicant’s name | Below GBP 300,000 | 5 years | No income test |
| Stamped and approved sale contract only | GBP 300,000 or more | 5 years | Purchase-permit application lodged; one-third of the price paid |
| Stamped and approved sale contract only | Below GBP 300,000 | – | Proof of monthly income equal to one minimum wage; one-third of the price paid; purchase-permit application lodged |
For permanent residence, the guide cites Law 51/2015: housing worth at least EUR 125,000, evidence of income, TRNC health insurance and six continuous years of permits (three for applicants aged 60 or over). The guide states plainly that buying a home is not a residence permit or a citizenship route, and our citizenship and immigration guide and residency programme overview describe the separate procedures. Where a Dovec Group North Cyprus unit is priced at or above GBP 300,000, such as the 3+1 types at Courtyard Platinum, the larger Natulux types or the Querencia duplexes, the value tier in the table is read against the value of the home as the permit rules define it, and a lawyer should confirm the position for the specific unit and date.
