| Type | Size | Price (Min - Max) |
|---|---|---|
| 1+1 | 75 - 83 M² | $394,000 - $496,000 |
| 2+1 | 113 - 119 M² | $606,000 - $706,000 |
This page lists the project under the name Maslak Vision Istanbul; the developer’s official project name is Maslak Dream, a residential tower of one-bedroom and two-bedroom apartments on the Hadım Koruyolu axis in Maslak, in the Sarıyer district on the European side of Istanbul. This guide separates what the developer’s own site publishes from what only agencies, a directory and the 2023 press state, shows where those sources disagree and lists what a buyer can request in writing. Rules, rates and prices are given as of 24 October 2026.
The official site, maslakdream.com.tr (with a Turkish version), is a short sales site. It describes a boutique scheme with a limited number of units in the Maslak–Ayazağa corridor, names reception and concierge service, round-the-clock security, indoor parking and social areas, and lists nine apartment types, every one of them a one-bedroom (1+1), each with its gross area for sale.
It names no company and states no construction status, delivery date, unit total, floor count, permit or price. It prints a sales-office address and telephone number, which this guide does not reproduce.
On the name: the images on the listing carry the label Maslak Dream, the listing’s distance list matches line for line the list on Nevita’s page for Maslak Dream, and the amenity names used in the listing (roof, pool, fitness, lounge) are the Dream names quoted in the 2023 launch coverage.
The listing card’s map pin (41.11517 N, 29.00107 E) lies inside the boundary of Maslak Mahallesi in OpenStreetMap data, the neighbourhood named in the developer’s sales-office address. The pin comes from a broker feed and is not a parcel coordinate. The identification is rated high.
No company is named on the official site. Skyline Holding lists YU Group as the construction company, and the 2023 launch reports describe a YU Group scheme sold as “Maslak Dream by NEW INN”, with serviced-apartment operation by New Inn. Section 8 sets out these attributions; the identification of the developer is rated medium.
Status and delivery are unresolved. Agency and directory pages give 30 June 2025 (Skyline), 31 December 2025 (Insaattan) and “within 24 months from the licence” (Nevita); the 2023 reports quote a 24-month target; the listing text gave December 2025 with no year and its card field “Year Built” reads 2025. All of these dates are in the past on 24 October 2026 and none is a developer announcement of handover.
The card shows USD 394,000 to USD 706,000, per our listing card, as of 24 October 2026; these are broker-feed prices, not a developer price list.
Wider context is on the Türkiye country page and the Istanbul city page.

The developer publishes one table of facts about the apartments: nine plan types, each marked “Type” with a code and the “gross area for sale” (satışa esas brüt alan) in square metres. All nine are 1+1. The table below reproduces them from the English page, checked against the Turkish page. The page does not give net areas, balcony or terrace areas, floors, orientations or the number of units of each type.
| Maslak Vision Istanbul apartment types | Rooms | Gross area for sale (m²) | Source |
|---|---|---|---|
| Type 1A | 1+1 | 81.31 | Official site |
| Type 1B | 1+1 | 81.40 | Official site |
| Type 2A | 1+1 | 74.83 | Official site |
| Type 2B | 1+1 | 74.61 | Official site |
| Type 2C | 1+1 | 76.01 | Official site |
| Type 2D | 1+1 | 74.76 | Official site |
| Type 3A | 1+1 | 74.97 | Official site |
| Type 3B | 1+1 | 74.97 | Official site |
| Type 4 | 1+1 | 81.31 | Official site |
| 2+1 (not on the official site) | 2+1 | 113-119 | Listing card; Nevita: 4 units of 113-119 m² |
| Range quoted at launch | 1+1 and 2+1 “suites” | 57-120 | YU Group chairman in the June 2023 press, no type list |
Three points stand out. First, the smallest official type is 74.61 m², so the launch-press lower bound of 57 m² matches no type that the developer lists today. Second, the card gives 1+1 apartments as 75 to 83 m²; the largest official gross area is 81.40 m², so the card’s upper figure is 1.60 m² higher than anything on the developer’s page. Third, a 2+1 appears on the card and on two third-party pages but not on the official page, which makes the 2+1 the least documented type.
The numbers can be put through a few simple calculations. They use only the figures printed above and the card; they describe the documents, not the market, and they are not a valuation.
| Maslak Vision Istanbul size and price arithmetic | Calculation | Result |
|---|---|---|
| Average of the nine official gross areas | 694.17 m² total / 9 | 77.13 m² |
| Spread of the nine areas | 81.40 – 74.61 = 6.79 m²; 81.40 / 74.61 | 6.79 m², 9.1% above the smallest |
| Card 1+1 price per card m², low end | USD 394,000 / 75 m² | USD 5,253 per m² |
| Card 1+1 price per card m², high end | USD 496,000 / 83 m² | USD 5,976 per m² |
| Card 2+1 price per card m², low end | USD 606,000 / 113 m² | USD 5,363 per m² |
| Card 2+1 price per card m², high end | USD 706,000 / 119 m² | USD 5,933 per m² |
| 2+1 against 1+1 at the card minimum | 606,000 / 394,000 and 113 / 75 | Price 1.54 times, area 1.51 times |
| 2023 press rate on official areas | USD 5,500 x 74.61 m² and x 81.40 m² | USD 410,355 and USD 447,700 (illustration only) |
| Sum of areas if Skyline’s 124 apartments were all 1+1 | 124 x 74.61 and 124 x 81.40 | 9,252 to 10,094 m² gross; 5.1 to 5.5 times the 1,828 m² plot |
| Sum of areas on Nevita’s split | 146 x 75 + 4 x 113 | 11,402 m²; 6.2 times the plot (6.9 with the card’s upper sizes) |
| Nevita’s floor plan arithmetic | 8 suites x 17 normal floors | 136 suites, against the 150 stated |
| Lowest 1+1 card price against USD 400,000 | 400,000 – 394,000; 6,000 / 400,000 | USD 6,000 below, 1.5% |
| Lowest 2+1 card price against USD 400,000 | 606,000 – 400,000 | USD 206,000 above |
| USD 400,000 in lira | 400,000 x 49.6540 | TL 19,861,600 |
The card does not say which size goes with which price, so the price-per-metre rows pair the lowest price with the smallest size and the highest with the largest; they show a range of about USD 5,250 to 6,000 per card square metre, nothing more.
The 2023 press quoted USD 5,500 per square metre as the starting rate; applied to the official gross areas it gives the two figures in the table, which lie close to the card’s lowest 1+1 price without matching it. Neither figure is a developer price list, and the dates differ by more than three years.
The rows on floors and totals concern the building’s volume. The source totals imply between five and eight apartments per floor in a single block (124 to 170 homes over 23 floors, or 150 over 17). Nevita’s text of eight suites per floor in four types gives 136 suites over 17 floors, not the 150 it states, and the official page lists nine types, not four. Gaps like these are settled by one document: the approved architectural project with its unit schedule.
Two descriptions of the views also differ. The 2023 press quotes “forest-view” suites, and Insaattan speaks of Belgrade Forest views, whereas the official page makes no view claim. Orientation depends on the floor and the type, so it should be confirmed in writing for the individual unit.
Citizenship and residence rules attach to the unit, not to the project. As of 24 October 2026 the property route is Article 20(2)(b) of the Citizenship Regulation, issued under Law 5901 Article 12. Decision 5554 (Resmî Gazete 13 May 2022, no. 31834) set the amount at USD 400,000, and Decision 7938 (12 December 2023, no. 32397) limited the route to units with kat mülkiyeti or kat irtifakı and plots with a building, with a three-year no-sale annotation. At the CBRT rate of 49.6540, USD 400,000 is TL 19,861,600.
The card’s lowest 1+1 price is USD 6,000 (1.5%) below that amount and its lowest 2+1 price is USD 206,000 above it. These are arithmetic comparisons of broker-feed prices, not findings: eligibility depends on the valuation report, the purchase price and payment method, and approval by the authorities, to be checked per unit. The citizenship page summarises the programme. A short-term residence permit for owners rests on Law 6458 Article 31, where the Ministry sets the value; Cumhuriyet reported USD 200,000 for deeds from 16 October 2023.
Maslak is a neighbourhood (mahalle) of the Sarıyer district on the European side of Istanbul. Wikipedia, citing TÜİK registration data of 31 December 2022, gives Maslak Mahallesi 12,260 residents, and the district article gives Sarıyer 350,454. The district article says the neighbourhoods of Maslak, Ayazağa and Huzur passed from Şişli to Sarıyer in 2012. A 2025 district table from TÜİK was not retrieved for this page, so these figures are dated 2022 and secondary.
For Istanbul as a whole, two press reports of the TÜİK 2025 results disagree by 413 people: Karar gives 15,753,640 and Ekonomist gives 15,754,053. Either way the province is home to about 15.75 million registered residents, which is the context for the traffic and transport figures below. The Sarıyer municipality, at sariyer.bel.tr, is the body that issues zoning certificates for the parcel.
Every distance below is measured from the listing card’s map pin (41.115169 N, 29.001070 E). The pin was supplied by a broker feed; it is not a developer coordinate and the parcel number is not published. In OpenStreetMap data it lies inside Maslak Mahallesi, although the building mapped at that point carries an Ayazağa Mahallesi address, because the two neighbourhoods meet here. Straight-line figures use the haversine formula on OpenStreetMap coordinates. Road figures are car-routing estimates from the OSRM demonstration server, without traffic, and are not walking times.
Education is the closest category. The Ayazağa–Maslak campus of Beykent University is 0.32 km away in a straight line, MEF University 1.01 km, the Maslak campus of Işık University 2.14 km and the Ayazağa campus of Istanbul Technical University 2.39 km. The Council of Higher Education (YÖK) publishes the official list of universities and programmes. The presence of campuses says nothing about tenant demand, and this guide draws no conclusion about rental use from it.
Rail is further away than the straight-line figures suggest. The nearest M2 stations are Seyrantepe (1.62 km straight-line, 4.8 km by road), İTÜ-Ayazağa (1.84 km, 4.7 km) and Atatürk Oto Sanayi (1.96 km, 6.3 km). According to Wikipedia, M2 opened on 16 September 2000 and the Seyrantepe branch on 11 November 2010. The Nevita list gives 2.0, 2.8 and 3.1 km for the same stations, between the two calculated values, without stating a method. Walk the route before relying on a station.
For health care, OpenStreetMap maps the Seyrantepe Hamidiye Etfal Training and Research Hospital, tagged as operated by the Ministry of Health, 1.34 km away (2.1 km by road), the private Acıbadem Maslak Hospital at 2.44 km (5.1 km) and the public Sarıyer Hamidiye Etfal hospital at 5.24 km (8.4 km). The Istanbul Provincial Health Directorate publishes the official hospital lists. An agency list also names a medical centre at 180 m; that entry was not matched to an official list and is not repeated in the table.
Shopping and offices sit within about two kilometres: Vadi İstanbul shopping centre is 1.43 km away and the Sun Plaza office and retail complex in the Maslak business district 1.62 km. Wikipedia describes Maslak as a business district that competes with nearby Levent for new tower projects and says the İTÜ-Ayazağa and Atatürk Oto Sanayi stations serve it. Daily commuting patterns are not published for this project, so none are assumed.
The bridges and airports are the long-distance reference points: the Fatih Sultan Mehmet Bridge is 5.71 km away in a straight line (9.6 km by road) and the 15 Temmuz Martyrs Bridge 8.24 km (10.2 km). Istanbul Airport is 28.7 km away in a straight line and 34.8 km by road; Sabiha Gökçen Airport is 35.8 km and 56.3 km. Road times (about 40 and 49 minutes) are free-flow estimates and will be longer in the traffic of the Maslak axis.
The developer’s English page says that Ayazağa, next to Maslak, offers closeness to business centres, social areas and universities with reduced density. That is the developer’s description. A buyer can test it on site at different hours and can ask the municipality for the zoning status of the neighbouring parcels, since the permitted height of neighbouring buildings affects light and views.

The listing’s earlier text spoke of a “Serviced Apartment concept”. The official Maslak Dream page does not use that term; it lists reception and concierge, 24/7 security, indoor parking and social areas and presents a boutique, low-density scheme. The serviced-apartment idea comes from the June 2023 launch coverage, where the project was named “Maslak Dream by NEW INN” and New Inn, a company of Fuzul Grup, was presented as the partner providing the accommodation service (Yeni Birlik, Ekonomi Gazetesi, Milliyet, Türkiye Gazetesi).
Nevita describes it differently. Its page tags the project “Rental Guarantee”, says the building is expected to be run by a professional international brand and names Newinn Serviced Apartments as a partner. The developer’s page uses language about investment and rental potential, and the press quotes the operator’s own payback estimates and daily-income figures. This guide does not repeat or test those statements, because no contract, occupancy data or audited figure is published.
A serviced-apartment building sits between a residence and a hotel, and three texts decide what is allowed: Law 7464 on tourism-purpose rental, in force since 1 January 2024, its Regulation, and the Condominium Law 634. Law 7464 applies to stays of 100 days or fewer; a letting of more than 100 days in one go is outside it, although letting the same home more than four times a year on such contracts carries a fine (Art. 4(1)(g)).
| Route to short lets in a building like this | What the text requires | Source | Question for this building |
|---|---|---|---|
| Owner lets the unit | A Ministry permit before the contract; a unanimous decision of all unit owners of the building; one landlord may hold permits for at most 25% of the units in a building of more than three units; above five units a business licence | Law 7464 Art. 3(1), 3(3), 3(4) | Has any owner decision been taken, and how many units does the developer keep? |
| Someone else acts for the owner | Only through a travel agency of group A; the duty to hold the permit stays with the landlord | Law 7464 Art. 3(5) | Is the operator a licensed agency, and in whose name is the permit? |
| Guest or tenant re-lets | Prohibited, except for the residence-operator route below | Law 7464 Art. 3(7), 3(10) | Does the operator lease units and re-let them, or act as agent? |
| High-quality residence | Several units; a management plan clause allowing short lets; reception, security and daily-cleaning areas; services of the kind the Law lists; permit without the unanimity decision and the 25% limit; operator company may hold the permit | Law 7464 Art. 3(10); Regulation Art. 5(3)-(4), 6(7) | Will the plan contain the clause, and has an application been filed? |
| Lettings above 100 days | Outside Law 7464; more than four lettings of the same home in a year, each above 100 days, is fined | Law 7464 Art. 1(3), 4(1)(g) | Is the operator contract longer than 100 days per guest or owner? |
The fourth row is the one a serviced scheme is likely to rely on. Article 3(10) describes a “high-quality residence” (yüksek nitelikli konut): a building of several units whose management plan under Article 28 of the Condominium Law permits short-term letting, with reception, security and daily-cleaning areas and services such as health, dry cleaning, laundry, transport, meals and shopping, a gym and a swimming pool.
According to the Regulation as summarised in the site’s Airbnb-law guide, the Ministry itself examines these applications and at least two listed services must be provided.
The Ministry’s public register of permitted homes held 1,253 records of this type on 17 October 2026, covering 9,304 homes nationally, of which 4,015 homes were in Istanbul (figures from the same guide). Whether Maslak Dream is or will be registered is not published. The register can be filtered by province, district, type and permit number. The application page explains who examines which applications.
The management plan is the document that makes or breaks this route. Under Article 28 of Law 634 the plan is a contract binding all unit owners and their successors; changing it needs the votes of four-fifths of all owners; and its date, and the date of any change, are entered in the condominium register. Article 12 requires the plan to be prepared when unit ownership is established. A plan without a short-let clause is therefore hard to change later, and a plan with one is inherited by every buyer.
The same plan decides who pays for the lobby, reception staff, daily cleaning, pool and gym. Charges follow land shares under Article 20 unless the plan says otherwise; late payment attracts compensation of 5% a month; a tenant is jointly liable up to the rent owed, and a statutory mortgage can be registered after a court fixes the debt (Art. 22).
Law 7579 of 7 May 2026 changed Article 37, so that where an operating budget exists, a provisional budget cannot rise by more than the annual revaluation rate.
Three further points belong to this concept. First, Skyline lists 12 commercial units besides the apartments; the plan should show how their share of the costs is set. Second, the Regulation (Art. 5(2)(c)) asks for a title record showing residential condominium easement or ownership before a permit can be issued, so the use category of each unit matters.
Third, residence permits. According to the Presidency of Migration Management’s document list, as read for the site’s Airbnb-law guide, a dwelling used for a property-based residence permit must be used by the foreigner and may not be used for rent or similar income. That may not fit a unit placed in an operator programme; the Presidency decides each application.
Tax is the last open point. The Airbnb-law guide records that a Revenue Administration letter of 24 January 2025 treated permit holders as commercial taxpayers, that press reports of June and July 2026 say the Council of State stayed it, and that the position of any one letting is not settled.
A change of landlord must be notified within 30 days of registration, and the permit lapses if the new owner does not apply for its transfer in the following 30 days (Art. 4(2)(b), 5(1)(c)), which makes the resale of a unit in a programme a documented event.
Start from the document you would sign, not from the price. With an unconfirmed building, the likely document for Maslak Vision Istanbul is a prepaid-housing sale contract under Law 6502 (Arts. 40-45). The seller must give a pre-information form at least one day before signing; no prepaid sale may be contracted before the building licence exists; the sale is registered in the title register; no payment may be requested before a valid contract exists; and the buyer has 14 days to withdraw without reason.
Delivery is capped at 48 months from the contract date, and a consumer may withdraw without giving a reason for 24 months, the seller’s claim being limited to 2%, 4%, 6% or 8% of the price according to how late the withdrawal comes. Above a size set by the Ministry, the seller must provide completion insurance or equivalent cover. Ask which cover applies to a single tower and request the document.
Foreign individuals of nationalities allowed by Presidential decision may buy under Article 35 of the Land Registry Law, within 30 hectares per person and 10% of a district’s privately ownable area, outside military and special zones. The title office applies those checks, so a seller’s assurance is not the final word. No residence permit is needed to buy, according to the TKGM guide. The buying guide walks through the same rules.
The title deed fee is 2% from each side on a declared price not below the municipal tax value, under the Law on Fees; an under-declaration carries a 100% penalty since 19 December 2025 (Law 7566). On the card’s entry price of USD 394,000 the buyer’s 2% is USD 7,880, or TL 391,273 at the CBRT rate of 49.6540 per dollar (bulletin 2026/201, 23 October 2026). The property tax calculator turns the other rates into estimates.
VAT on a new home is 10% on the first 150 m² net and 20% above for licences issued after 1 April 2022 (VAT Law 3065 and the 2022 and 2023 decisions); every official type here is below 150 m² gross. The card does not say whether its prices include VAT. If USD 394,000 is before VAT, the invoice would be USD 433,400; if it includes VAT, the price is USD 358,182 plus USD 35,818.
An exemption for non-resident foreigners exists under Article 13(1)(i) with conditions, including a three-year disposal rule. For lira-versus-dollar instalment contracts see the installments guide.

| 3. Settle the operator question | Operator agreement, management-plan clause and permit route (section 4) | Seller; operator; Ministry | Law 7464; Law 634 Art. 28 |
| 4. Fix currency and schedule | Currency of the price and each instalment, no payment before a valid contract, delivery date within 48 months | Buyer; seller | Law 6502 Arts. 41, 44, 45 |
| 5. Prepare the foreign-buyer papers | Currency-sale document, valuation report, DASK policy, municipal value statement, passport translation, apostilled power of attorney if represented | Buyer; title office; bank | TKGM guide; DASK |
| 6. Pay fees and VAT | Title deed fee 2% each side; VAT as invoiced; notary fee if a contract is notarised | Buyer; seller | Law 492; VAT Law 3065 |
| 7. Sign at the title office | Floor easement (kat irtifakı) entry before completion; unit ownership (kat mülkiyeti) after the occupancy permit | Land Registry | Law 634; Law 3194 |
Identity comes first. The listing name is not the developer’s name, the official site names no company, and the operator is described differently by different sources. Searching the MERSIS registry and the Trade Registry Gazette for the seller’s company, and asking who signs the contract, closes this gap before any payment.
Second, status. The launch press of June 2023 gave a 24-month target, which ended in mid-2025; now, 40 months after that coverage, no document opened for this page confirms an occupancy permit or handover, and the unit totals range from 124 to 170. A buyer should ask for the licence, the occupancy permit if one exists, and the unit schedule. An unfinished unit is bought under the prepaid-housing rules; a finished one should show unit ownership in the title record.
Third, the title category. The planned use of each unit, residence or other, affects the short-let permit, the insurance and the citizenship and residence rules. Ask for the planned title record and the licence date: the Turkish Building Earthquake Code (Resmî Gazete no. 30364 repeated, 18 March 2018, effective 1 January 2019) applies according to the permit date, and AFAD and its hazard map page describe the framework.
A compulsory DASK policy covers a sum far below the card prices; the maximum was TL 2,552,268 for policies from 1 October 2026.
Fourth, money. Contracts denominated in dollars carry exchange-rate exposure against a lira cost base; the lira lost 15.5% of its dollar value in the twelve months to 23 October 2026, per the CBRT rates cited in the buying guide. Fifth, rule changes: the payment-system transition date for property sales moved to 1 December 2026, Law 7579 changed the Condominium Law in May 2026, and a bill on foreign accommodation platforms is before parliament with planned entry into force on 1 January 2027, according to the Airbnb-law guide.
Finally, claims. One agency page calls the project suitable for citizenship and another carries a tag on rental terms; neither claim is made on the official site. Treat each as a question to be answered by a document, not as a feature.

Read side by side, the table shows how this project differs. It shares the Sarıyer district with the JW Marriott listing, but the two sit in different neighbourhoods with different sources: JW Marriott publishes four sample plans and a unit count by use, while this project publishes nine plan areas and no count. By lowest card entry it is sixth of eleven, and the one nearest below USD 400,000, 1.5% under it.
Only the two Referans projects have a regulated company report that states construction status. See also the apartments for sale in Istanbul page and the guide to the cheapest and most expensive cities in Turkey.
The official site does not name the company behind the project. The attributions below therefore come from other pages.
Skyline Holding lists YU Group as the construction company. The 2023 launch reports say YU Group launched the project as “Maslak Dream by NEW INN” and put the investment in the project at USD 80 million; the chairman said in Milliyet that the land had been bought two years earlier and that the group had worked with the New Inn brand before on a hotel project in Sakarya. Ekonomi Gazetesi presents New Inn as a company of Fuzul Grup, founded in 2020 according to its chairman, providing the serviced-apartment service.
YU Group’s own Turkish history page says the group began operating in 1997, has built housing, shopping centres, offices, headquarters buildings, business centres and industrial plants in Türkiye and abroad, and continues real estate, energy and industry investments in Azerbaijan, Russia, Turkmenistan and Dubai. It also says it built the 2015 European Games venues in Azerbaijan and took the construction and ten-year operation work for the 2016 Formula 1 races there.
The page carries a 2017 copyright line. The group home page lists a Maslak project among its ongoing projects without naming Maslak Dream.
Nothing in these pages states the legal entity that owns the land or will sign the sale contract. That entity, and any link between it and YU Group or New Inn, should be confirmed from the contract and the company registries before payment.
On the evidence available, yes. The listing’s images are labelled Maslak Dream, its distance list matches the Nevita page for Maslak Dream line for line, its amenity names are the Dream names, and its map pin lies inside Maslak Mahallesi, the neighbourhood named in the developer’s address. The identification is rated high. The listing title and web address stay as they are; this page uses the developer’s name when it quotes the developer.
The official site names no company. Skyline Holding lists YU Group as the construction company, and the June 2023 launch press describes a YU Group project sold as Maslak Dream by NEW INN, with New Inn as serviced-apartment partner. The identification of the developer is medium confidence. Neither source states which legal entity owns the land or signs the sale contract; that entity should be confirmed from the contract and a company registry search.
That is not published. The official site gives no status or date. Agencies give 30 June 2025, 31 December 2025 or “within 24 months from the licence”, and the press target of June 2023 was 24 months; all these dates have passed without a handover announcement that this page could open. Ask for the occupancy permit and the unit-ownership entry; if neither exists, the sale is a prepaid sale under Law 6502 Articles 40 to 45.
The developer publishes nine 1+1 types with gross areas for sale from 74.61 to 81.40 m². No 2+1 appears on the official page, although the listing card shows 113 to 119 m² and Nevita counts four such units. The 2023 press quoted 57 to 120 m². Net areas, balconies and unit numbers per type are not published and should be requested in writing.
The official site mentions neither. The 2023 press names New Inn as serviced-apartment partner, and Nevita carries a tag on rental terms and mentions an international brand; the two descriptions differ and no terms are published. Any programme would need to fit Law 7464, the building’s management plan and the owner’s tax position, so the operator agreement should be requested and read before signing.
For stays of 100 days or fewer, Law 7464 requires a Ministry permit and, for an apartment in a multi-unit building, a unanimous decision of all unit owners, unless the building meets the definition of a high-quality residence in Article 3(10), including a management-plan clause. Whether this building will meet it is not published. Longer lettings are outside the Law, with a fine for more than four lettings of the same home in a year.
No conclusion can be drawn from the project. The regulation sets USD 400,000 for a unit with kat mülkiyeti or kat irtifakı and a three-year no-sale annotation, and eligibility depends on the valuation report, the purchase price and payment method, and approval by the authorities, to be checked per unit. The card’s lowest 1+1 price is USD 394,000, 1.5% below that figure; its lowest 2+1 is USD 606,000.
Law 6458 Article 31 lets owners apply for a short-term permit, and the Ministry sets the value; USD 200,000 was reported for deeds from 16 October 2023. The Presidency of Migration Management’s document list, as read for the Airbnb-law guide, says the dwelling may not be used for rent or similar income, which may not suit a unit placed in an operator programme. The Presidency decides each application.
The buyer’s 2% share of the title deed fee, a DASK policy, a valuation report, translations and, for a new home, VAT of 10% on the first 150 m² net if the licence is dated after 1 April 2022. On USD 394,000 the 2% fee is USD 7,880. The card does not say whether its prices include VAT, so ask for an invoice-basis price in writing.
From the card pin the nearest M2 station, Seyrantepe, is 1.62 km in a straight line and about 4.8 km by road; İTÜ-Ayazağa is 1.84 km and 4.7 km. Istanbul Airport is 28.7 km in a straight line and about 34.8 km by road, Sabiha Gökçen 35.8 km and 56.3 km. Figures come from OpenStreetMap coordinates and OSRM estimates and ignore traffic.
