Description

This page lists the project under the name Evler Residences Istanbul; the developer’s official project name is Avrupa Residence Yamanevler, four 34-storey blocks in the Yamanevler neighbourhood of Ümraniye, built under the Avrupa Konutları brand of Artaş Holding.

The match is rated high: the developer’s pages give the same 343 homes, 34 floors and street as the earlier listing text. This guide sets out what the developer publishes, which figures conflict and what to request in writing, with every rule and figure dated 24 October 2026.

Overview of Evler Residences Istanbul

The developer’s project page presents Avrupa Residence Yamanevler as a scheme of homes and shops: 343 homes, 7 offices and 16 commercial units in four blocks of 34 floors, on a plot of 13,137 m² with 81,912 m² of construction area. It names unit types from 1+1 to 3+1, sizes from 74.40 to 361.93 m² and a position on Alemdağ Caddesi, with the Yamanevler and Çakmak metro stations which it describes as within walking distance. The pages list no amenities apart from the commercial units.

Status is the main change in the record. The project site uses present-tense wording and gives no completion date. Two pages of the developer group do. Artaş Holding’s milestones page records, under 2024, that construction of Avrupa Residence Yamanevler, with 343 homes, 7 offices and 16 commercial units, was completed. The Avrupa Konutları project list places it under “Satışı Tamamlanan Projeler”, projects whose sales are completed.

No occupancy permit number, handover date or unit availability is published. A trade-press item of 9 October 2024 quoted the Artaş Holding chair saying that the project would be handed over before the end of that year (Yeni Birlik).

The card on this site still shows “Starting from” USD 370,000 and “Up to” USD 2,200,000, sizes of 74-460 m² and a year-built field of 2024, per our listing card, as of 24 October 2026. The card is a broker feed last edited on 26 August 2026 and it lists duplex types that the developer does not publish.

Read together, these facts suggest that a unit offered now is a resale or stock held by an owner or company, which the seller should confirm in writing. The Türkiye country page and the Istanbul city page give wider context.

Unit types and sizes at Evler Residences Istanbul

The developer publishes one range for the whole scheme: unit types 1+1 to 3+1 and sizes from 74.40 to 361.93 m². The plan page shows image files for a 1+1, a 2+1 and a 3+1 and prints no area in text.

The pages do not say whether the sizes are net or gross and give no count per type. The largest published size is 4.9 times the smallest (361.93 / 74.40 = 4.86), so the 3+1 group must cover very different homes, and an entry price says little about a large one.

The card is wider. It has five rows: 1+1 of 74-84 m², 2+1 of 112-142 m², 3+1 of 174-361 m², “4+1 DBX” of 422-492 m² and “5+1 DBX” of 460 m², with “from” prices of USD 370,000, 490,000, 630,000, 1,800,000 and 2,200,000, per our listing card, as of 24 October 2026.

The 3+1 maximum of 361 m² matches the developer’s top size of 361.93 m². The two DBX rows (read here as duplex, an abbreviation the card does not define) show types and sizes that the developer does not publish.

Dividing each card price by its row’s smallest size gives a ranking aid and not a quotation: USD 5,000 per m² for the 1+1, 4,375 for the 2+1, 3,621 for the 3+1, 4,265 for the 4+1 DBX and 4,783 for the 5+1 DBX (calculated).

The 3+1 row is lowest per m² because its size range is the widest. At the CBRT rate of USD/TRY 49.6540 (bulletin 2026/201 of 23 October 2026) the 1+1 entry price equals TL 18,371,980. Card prices are broker-feed figures and not developer prices.

One further reading of the card concerns the citizenship threshold. The table below is arithmetic on card prices and does not decide eligibility. As of 24 October 2026 the property route in Art. 20(2)(b) of the Citizenship Regulation sets a value of USD 400,000 (Decision 5554, Official Gazette of 13 May 2022, no. 31834) for a unit with kat mülkiyeti or kat irtifakı or a plot with a building (Decision 7938, Official Gazette of 12 December 2023, no. 32397).

Whether a unit counts depends on the valuation report, the purchase price and payment method and approval by the authorities, and has to be checked per unit.

Card prices against the USD 400,000 figure (arithmetic only) “From” price (USD; per our listing card, as of 24 October 2026) Difference from USD 400,000 “From” price in TL at 49.6540 Reading
1+1 370,000 30,000 below (7.5% of the figure) 18,371,980 Card minimum is under the figure
2+1 490,000 90,000 above (22.5%) 24,330,460 Card minimum is over the figure
3+1 630,000 230,000 above (57.5%) 31,282,020 Card minimum is over the figure
4+1 DBX 1,800,000 1,400,000 above (350%) 89,377,200 Type not published by the developer
5+1 DBX 2,200,000 1,800,000 above (450%) 109,238,800 Type not published by the developer

The decree counts the value found in the valuation report, not the card figure, and the card is not a price list. Treat the table only as a reason to ask the seller for the exact unit price in writing.

What to request in writing about the unit

  • the block, floor and door number of the unit, with the page of the approved architectural project that shows it;
  • the unit type as written in the deed and management plan, beside the marketing type (for example “1+1” or “DBX”);
  • net, gross and common-area share of the area, stated separately;
  • the title record showing kat mülkiyeti, the land share (arsa payı) and the accessories, such as a parking space or storage room;
  • the seller’s status (owner, company or developer) and whether the price includes VAT;
  • the latest operating budget and a dues statement signed by the manager.

Location of Evler Residences Istanbul: Yamanevler, Ümraniye and the M5 line

Ümraniye is a district of the Asian side of Istanbul, on high ground inland from Üsküdar (Wikipedia). Wikipedia lists 37 neighbourhoods, one of which is Yamanevler. The newspaper Karar, reporting the 2025 address-based population results that TÜİK published on 9 February 2026, names Ümraniye among Istanbul’s five most populous districts (Karar); the district figure itself should be read from TÜİK’s data portal.

Three coordinates exist for the project and they differ. The card pin is at 41.02497 N, 29.10952 E. The sales-office point that the developer’s site links on Yandex Maps is at 41.024797 N, 29.112897 E, which is 0.28 km from the card pin.

The marker on the Avrupa Konutları project page is at 41.03122 N, 29.10871 E, 0.70 km north of the card pin. No parcel number is published. All distances below are measured from the card pin and are indicative until the parcel is confirmed on the TKGM parcel query.

Transport. The developer states that the Yamanevler metro station is 200 m and the Çakmak station 300 m from the project. Both belong to the M5 line from Üsküdar towards Sultanbeyli; the district municipality’s infrastructure and transport document describes a driverless metro line that runs from Üsküdar through the district centre to Çekmeköy. Wikipedia gives 15 December 2017 as the opening of the first section, ending at Yamanevler, and 21 October 2018 for the section to Çekmeköy (M5 page).

OpenStreetMap, a volunteer map, places the Yamanevler station 0.11 km and the Çakmak station 0.85 km from the card pin in a straight line, and 0.35 and 0.60 km from the sales-office point.

By road from the card pin the stations are 0.8 and 1.6 km away, because the street layout adds distance: the road figure for Yamanevler is about seven times its straight-line figure. The developer’s 200 m and 300 m cannot be reproduced from both points, which is one more reason to confirm the block’s position.

The same Wikipedia table lists 31 İETT bus lines at the Yamanevler station; the current network is on iett.istanbul. A second metro line, M12 from Göztepe to Ümraniye, is under construction; Wikipedia, citing press, reports 97% completion in April 2026 and an expected start of operation on 19 December 2026 (M12 page). Its Çarşı station on Alemdağ Caddesi lies about 1.0 km from the card pin. The operator’s site could not be opened from the research environment, so the date is unconfirmed.

Roads and centres. The municipality names the TEM and Şile motorways among the district’s roads. The developer lists the E80 motorway at 1 km and the D100 at 7 km, the 15 Temmuz Martyrs’ Bridge at 8.7 km and the Fatih Sultan Mehmet Bridge at 13.7 km, without saying whether the figures are straight-line or road distances.

The table sets them beside measured values: the developer’s bridge figures lie between the straight-line and the road result, and its Kadıköy figure of 8.5 km is close to the straight-line 8.2 km.

Services. The district’s education directorate shows 484 schools and institutions, 4,124 classrooms, 5,094 teachers and 122,779 pupils on its home page (read on 24 October 2026; undated), which gives 29.8 pupils per classroom as a district average (calculated).

OpenStreetMap carries 18 school-tagged entries within 1 km of the card pin, one of them an exam hall; the nearest are the Atakent Doğa Koleji (0.36 km), the Ümraniye Merkez İmam Hatip Ortaokulu (0.42 km), the 75. Yıl Cumhuriyet Mesleki ve Teknik Anadolu Lisesi (0.51 km) and the Ümraniye Merkez Anadolu Lisesi (0.53 km). Public or private status is not shown for most entries.

Health and work. The Ümraniye Training and Research Hospital, a Ministry of Health hospital, is 1.05 km away in a straight line and 3.1 km by road. The Istanbul Finance Centre (ifm.gov.tr), which the developer’s pages call “Ataşehir Finans Merkezi” at 5 km, is 2.6 km away to the centre point of its OpenStreetMap boundary and 4.0 km by road to that point.

Method. Straight-line distances are haversine values on the coordinates cited above (radius 6,371.0088 km). Road distances come from the OSRM demonstration router (driving profile, free-flow) and are not travel times in traffic. Coordinates come from OpenStreetMap, which is community-edited; see its copyright page. The developer’s figures are copied from the project site, which does not state its measuring method.

Evler Residences Istanbul as a household purchase: unit mix, schools, transport and resale

A household buying into a finished complex needs four answers: which homes fit its size, how children and commuters travel, what the shared costs depend on and how a later sale works. The sources answer some of these directly and others only through the law. This section keeps the two apart.

Unit mix. The official range ends at 3+1, so the largest household type the developer publishes is a 3+1; the card adds “4+1 DBX” and “5+1 DBX”. Without a count per type, the share of 3+1 homes among the 343 is unknown.

Split evenly, the 343 homes would give about 86 homes per block (calculated; the blocks may differ), and the 366 units of all uses stand on 1.3137 hectares, which is 279 units per hectare (calculated). That density is a number to compare with neighbouring complexes and not a verdict.

The milestones page lists two earlier phases of Avrupa Konutları Yamanevler, a development with its own entry in the developer’s list and its own management office: 545 homes completed in 2020 and 960 homes with 14 commercial units in 2021.

Together they are 1,505 homes (calculated), so the group’s three schemes in the neighbourhood total 1,848 homes with this project. The developer’s lists show the earlier phases as separate entries; whether they share management with this project is not stated, so a resale buyer can ask the manager what dues and works those buildings have.

Schools and transport. District data are in section 3. Two points matter to a household. Public-school enrolment is handled by the education directorate under its own rules, so the nearest school on a map is not necessarily one a child can enter; the directorate answers that.

And OpenStreetMap lists private campuses and public schools alike, while fees, quotas and curricula are not published in any source used here. For transport, the Yamanevler station is the nearest rail stop on every measure, but the walking route should be tested on site, since the road figures in the table are longer than the straight lines on every row.

Shared costs. Under the Condominium Law (Law 634, Art. 20) janitor, heating, gardener and guard costs are shared equally unless owners agree otherwise, while insurance, maintenance of common areas, the manager’s fee and the running costs of common facilities follow land shares. A manager is mandatory when a building has eight or more independent sections (Art. 34).

The management plan binds all owners and their successors and changes only with four fifths of all owners (Art. 28), and the operating budget is approved by the owners’ general assembly (Art. 37, as amended by Law 7579 of 7 May 2026). A buyer therefore inherits the plan.

Seven offices and 16 commercial units share the plot, and the plan decides what they pay. The site-management page of Avrupa Konutları describes technical, landscape, cleaning and security teams in its projects and a “low dues” tradition; no amount is given, and the developer’s site lists a site-management office under the project’s name (contact list, office details not reproduced).

Resale. The developer’s list shows sales as completed, so an offer today most likely comes from an owner. Law 634 (Art. 8) states that the other owners have no right of first refusal when a unit in a kat mülkiyeti building is sold, and the seller’s unpaid dues are secured by a statutory lien on the unit (Art. 22), so the buyer should see a dues statement.

Nationally, TÜİK’s September 2026 release, as reported by DHA, counted 90,871 second-hand sales against 51,519 first-hand sales, 63.8% of 142,390 (calculated); no figure for Ümraniye was found.

Where is the gathering area in a disaster? The municipality’s list names Orhangazi Parkı on Ayfer Sokak for the Yamanevler neighbourhood Municipality disaster document Distance from the block; AFAD’s own query

Safety and daily services complete the picture. The municipality’s disaster document lists Orhangazi Parkı on Ayfer Sokak as the gathering area named for the Yamanevler neighbourhood, and AFAD offers a query that returns the area assigned to an address; the two should be compared once the block is known.

Clinics and shops are not tabulated here, but OpenStreetMap shows at least 20 supermarket-tagged entries and 3 clinic or family-health-centre entries within 1 km of the card pin, a map count that a visit can confirm or correct.

A viewing checklist for a household follows, in the order that avoids paying for a mistake.

Household checklist for a viewing

  1. Get the parcel (ada/parsel), block and door number and check them on the TKGM parcel query and a map.
  2. Ask for the title record showing kat mülkiyeti, the land share, the accessories and any annotation or mortgage.
  3. Ask for the occupancy permit (yapı kullanma izin belgesi) of the block, with its number and date.
  4. Obtain the management plan, the latest operating budget and a dues statement signed by the manager.
  5. Ask what the offices and shops pay and how the plan divides common costs.
  6. Walk the route from the door to the Yamanevler station and to the nearest school at the hours your household would use them.
  7. Ask the district education directorate which public schools serve the address.
  8. Confirm in writing whether the seller is an owner, a company or the developer, and whether the price includes VAT.
  9. Check the gathering area for the address on the AFAD gathering-area query on the e-Devlet portal.
  10. Ask for the DASK policy details and the lift-maintenance and fire-equipment records of the block.

Buying in Türkiye in brief: the order of steps for a completed complex whose sales are listed as closed

A purchase here starts with a question that a new launch does not raise: who is the seller. The developer’s list shows sales as completed, so a unit offered now belongs to a private owner, to a company or to stock that the developer or its group has kept. The answer changes the paperwork.

A private owner’s occasional resale carries no VAT, while a first delivery from a developer may carry 10% on the first 150 m² net and 20% above for licences issued after 1 April 2022, with a conditional exemption for qualifying non-resident foreigners (VAT Law 3065, Art. 13(1)(i); rates as of 24 October 2026, per the buying guide). The licence date of this project is not published, so the VAT position has to be asked.

Because the building is reported complete, the title should already be unit ownership (kat mülkiyeti), which the Condominium Law allows only for a completed building, converted from a floor easement on the strength of the occupancy permit (Law 634, Arts. 1, 3 and 12).

The developer’s pages do not say whether the conversion has been made; the title record does. Under the Zoning Law 3194 (Art. 31) a building without an occupancy permit cannot be connected to electricity, water or sewerage, so the permit and the connections are one check.

The remaining steps follow the TKGM guide. A foreign individual may buy if the nationality is permitted and the parcel lies outside military and special zones (Land Registry Law 2644, Art. 35). The title deed fee is 2% from each side on a declared price that cannot be below the tax value (Law 492).

At the card entry price of USD 370,000 the buyer’s 2% is USD 7,400, or TL 367,440 at 49.6540, a worked figure on the card price and not a quotation. Instalment structures are in the installments guide.

Step Who What happens Source
1. Identify the seller Buyer, seller Establish owner, company or developer, and whether the price includes VAT VAT Law 3065, Art. 13(1)(i); Law 6502, Art. 3
2. Fix the parcel and the unit Buyer, title office Obtain ada/parsel, block and door number; check the parcel and the zone TKGM parcel query; Law 2644, Art. 35
3. Read the title record Land Registry Check kat mülkiyeti, land share, accessories, mortgages and annotations TKGM guide; Law 634
4. Check permit and management Municipality, manager Occupancy permit, management plan, operating budget, dues statement Law 3194, Arts. 30-31; Law 634, Arts. 22, 28, 37
5. Agree price and currency Buyer, seller Written contract with the unit data; ownership passes only by deed TKGM guide
6. Currency proof and valuation report Bank, licensed valuer Foreign currency sold into lira; valuation report requested through the title systems TKGM circulars as described in the buying guide; Citizenship Regulation Art. 20, para. 10 (citizenship route only)
7. Earthquake policy DASK Compulsory policy, premium by the tariff of 1 October 2026 DASK tariff page
8. Fees and deed Both parties, title officer 2% buyer plus 2% seller; circulating-capital fee; deed signed Law 492
9. After the deed Buyer, manager, utilities Subscriptions, registration with the manager, property-tax instalments Law 634; Law 1319, Art. 30

The citizenship and residence routes are not features of the project. As of 24 October 2026 the threshold in Art. 20(2)(b) of the Citizenship Regulation is USD 400,000 (Decision 5554), limited by Decision 7938 to a unit with kat mülkiyeti or kat irtifakı or a plot with a building, with a three-year no-sale annotation reported by Cott Group. Eligibility depends on the valuation report, the purchase price and payment method and approval by the authorities.

The short-term residence permit for owners rests on Law 6458, Art. 31, with the value set by the Ministry; USD 200,000 for deeds from 16 October 2023 was reported by Cumhuriyet. See the citizenship and immigration page.

Risks, title and due diligence

Data risk comes first. The card and the developer disagree on types and sizes, the three coordinates differ by up to 0.8 km, and no source gives a count per type, a permit date or an occupancy-permit number. The catalogue states that its information and images are for promotion and that the builder may make changes during construction, so the approved project and the deed, not the brochure, define the unit.

Building risk. Istanbul lies in an earthquake zone, and AFAD publishes the national hazard map. The municipality’s Mw 7.5 scenario (June 2020) counts for the Yamanevler neighbourhood 1 very heavily, 5 heavily, 47 moderately and 185 lightly damaged buildings; it predates this project, covers the buildings that stood in 2020 and says nothing about this one.

The Turkish Building Earthquake Code was published in the Official Gazette of 18 March 2018 and applies from 1 January 2019. The permit date of the project is not published, so ask for it and for the structural documents.

DASK cover is compulsory but capped: the maximum sum insured on the 1 October 2026 tariff is TL 2,552,268, about USD 51,400 at 49.6540 (calculated), a small fraction of card prices from USD 370,000. The tariff also sets 12,039 TL per m² for reinforced concrete.

Currency. The dollar rose from TL 41.9797 on 23 October 2025 to TL 49.6540 on 23 October 2026, 18.3% (calculated from CBRT rates), so a price fixed in dollars and a budget held in lira have moved apart.

Use and letting. Short stays of 100 days or fewer need a permit under Law 7464 and, in a building with several owners, the unanimous consent of all owners, as the Airbnb law guide explains. Art. 24 of Law 634 also requires a unanimous decision to open a shop or similar business in a unit registered as a residence, so ask what the 16 commercial units are registered for.

Read side by side, this project is one of four listings on the Asian side, with Hayat Vision, Modasehir Residences and Benlexa. For completion, this project’s record comes from the developer group’s own pages, the Ataşehir Modern scheme’s from Anadolu Agency and the Bomonti scheme’s from the operator’s page; most other rows have no such source.

Only the two Referans projects have a listed company’s regulatory report that states construction status. By card entry price it is fifth lowest of eleven, counting the lira-priced Hayat Vision (about USD 119,225 at 49.6540) as lowest. These facts describe the listings and do not rank them. The developer: Avrupa Konutları and Artaş Holding

Everything here is attributed to the group’s own pages, read on 24 October 2026. Artaş Holding says its foundations were laid in 1977 and that it works in real estate, retail, tourism, energy and venture capital (about page). Its milestones page lists Atakent 1, with 1,368 homes, as the first Avrupa Konutları-branded housing project, completed in 2006. The group states that 45,000 homes have been built under its housing brands; that is the group’s own figure and is not verified here.

In Yamanevler the milestones page records a first phase of 545 homes in 2020, a second phase of 960 homes and 14 commercial units in 2021 and, in 2024, the 7 offices, 16 commercial units and 343 homes of Avrupa Residence Yamanevler. The real-estate affiliate Avrupakent GYO was founded in 2010 and floated in 2023, according to the group’s real-estate page. The project and group pages read here name no architect, contractor or building-permit date for this project.

“Avrupa” in the brand name is a label; the project stands on the Asian side of Istanbul, and the developer’s own pages say so. The catalogue notes that the project was designed on the “Oryataş” plot. The developer’s site-management page describes teams and a “low dues” tradition without any figure.

Frequently asked questions

What is Evler Residences Istanbul?

Evler Residences Istanbul is the name under which this site lists the project that the developer calls Avrupa Residence Yamanevler. It has 343 homes, 7 offices and 16 commercial units in four 34-floor blocks on a 13,137 m² plot in Yamanevler, Ümraniye, according to the project data sheet. The developer is Avrupa Konutları, a brand of Artaş Holding. The listing card shows prices from USD 370,000, per our listing card, as of 24 October 2026; the developer publishes no price.

Is Evler Residences Istanbul finished, and can a unit still be bought?

Artaş Holding’s milestones page records the construction of Avrupa Residence Yamanevler as completed in 2024, and the Avrupa Konutları project list places it among projects whose sales are completed. The listing card still shows the project as for sale. No source used here publishes unit availability, a handover date or an occupancy-permit number, so the seller should state in writing whether the unit is a resale or developer-held stock and show the permit before any payment.

Which unit types and sizes does the developer publish?

The developer’s pages publish unit types from 1+1 to 3+1 and sizes from 74.40 to 361.93 m², without saying whether the figures are net or gross, and with plan images for a 1+1, a 2+1 and a 3+1. The card adds “4+1 DBX” and “5+1 DBX” rows of 422-492 m² and 460 m², which are larger than the developer’s top size and are not published by the developer. Ask which source a quoted type or area comes from.

Does buying at Evler Residences Istanbul lead to Turkish citizenship or a residence permit?

No purchase leads to either automatically. As of 24 October 2026 the citizenship regulation sets USD 400,000 for the property route, limited to a unit with kat mülkiyeti or kat irtifakı, with a three-year no-sale annotation. Whether a unit counts depends on the valuation report, the purchase price and payment method and approval by the authorities, so it is checked unit by unit. The owner’s residence permit is a separate route whose value the Ministry sets.

What do the prices on the card mean?

The card shows “Starting from” USD 370,000 for the 1+1, 490,000 for the 2+1, 630,000 for the 3+1, 1,800,000 for the 4+1 DBX and 2,200,000 for the 5+1 DBX, per our listing card, as of 24 October 2026. These are per-type entry figures from a broker feed last edited on 26 August 2026; they are not developer price lists, not unit prices and not offers. At USD/TRY 49.6540 the 1+1 figure equals TL 18,371,980.

How far is the metro from the project?

The developer’s pages state 200 m to the Yamanevler station and 300 m to the Çakmak station. Measured on OpenStreetMap points, the Yamanevler station is 0.11 km and the Çakmak station 0.85 km from the card pin in a straight line, and 0.8 and 1.6 km by road. From the sales-office point that the developer links they are 0.35 and 0.60 km. The parcel number is not published, so an exact figure can only be measured once the block’s position is confirmed.

Which costs apply when buying a resale unit?

As of 24 October 2026 the title deed fee is 2% of the declared price for each side, the price cannot be below the municipal tax value, and a DASK earthquake policy is compulsory. A notarised contract costs 1 per thousand, between TL 500 and TL 4,000; an agent’s fee is up to 4% excluding VAT. An occasional sale by a private owner carries no VAT. The buying guide gives worked examples and the property tax calculator the annual rates.

Does the mix of homes, offices and shops affect the dues?

It can. Under Law 634, Art. 20, janitor, heating, gardener and guard costs are shared equally unless owners agree otherwise, and other common costs follow land shares. The management plan, which binds all owners and their successors (Art. 28), may treat commercial sections differently. The developer lists 7 offices and 16 commercial units beside 343 homes but publishes no dues, so a buyer should read the plan and the latest operating budget. The group describes a “low dues” tradition without figures.

Can a unit be let to tourists?

Letting a dwelling to guests for 100 days or fewer needs a permit under Law 7464 and its regulation, and in a building with several owners the unanimous consent of all owners is required, as the Airbnb law guide explains. The developer’s pages say nothing on short stays. Long-term letting has its own tax rules: for 2026, TL 58,000 of residential rent is exempt, per the buying guide, followed by a 15% flat deduction or documented costs.

What should I see before paying a deposit for Evler Residences Istanbul?

Ask for the title record showing kat mülkiyeti and land share, the occupancy permit, the management plan and latest operating budget, a dues statement signed by the manager, the seller’s identity or company registry extract, any power of attorney, and the approved plan page with net and gross areas. Compare the unit’s type, area and parcel with the developer’s pages. The deed signed at the title office, not a notarised promise, transfers ownership.
