Al Osool Oman covers the Muscat property group that markets two projects at Muscat Hills in the Al Irfan district: Golf Hills, a three-tower apartment scheme beside the Muscat Hills Golf and Country Club, and The Pearl at Muscat Hills, a mixed-use building whose ground floor holds a gallery of retail shops. Al Osool Group is an Omani real estate and facilities management business established in 2006, according to its own website. Al Osool Properties is the development arm that launched The Pearl and is part of MJS Group of Companies, according to the Oman Observer. Hassan Mohammed Juma is named in the sources for both.

Ownership, history and backing of Al Osool Oman

The Al Osool Oman name has three strands, and each is documented separately. The first is Al Osool Group. Its website says that Al Osool Real Estate was established in 2006 and works in real estate and facilities management in the Sultanate. The group describes itself on its About page as a RICS regulated integrated services provider with a real estate ecosystem. Its service lines are brokerage for rentals and sales, property management, integrated facility management, valuation and advisory services, project marketing and landscaping. Its LinkedIn company page gives Muscat as the headquarters, lists 2006 as the founding year, mentions RICS regulation and ISO certification, and gives a Dubai office at iRise Tower on Hessa Street.

The second strand is leadership. The group’s About page names Hassan Mohammed Juma as Chairman and Managing Director and as the founder of the business. It says he has more than 25 years of experience across real estate, project management, hospitality and banking, that he previously chaired the Oman Real Estate Association, and that he received a Business Leader of the Year recognition in 2018. The group’s Dossier Magazine 2025 page adds that its chairman was featured among the personalities profiled in that magazine’s influential-personalities feature. In the press coverage of The Pearl in 2018, the Oman Observer quotes Hassan Juma as Managing Director of Al Osool Properties. In the 2026 coverage of Golf Hills, Trade Arabia quotes Hassan bin Mohammed Juma as a board member of Al Osool Hills.

The third strand is MJS Group of Companies, also written as Mohamed Juma Sultan Group. The Oman Observer’s July 2018 report on The Pearl says that Al Osool Properties belongs to MJS Group and has developed residential, commercial and retail projects. The company directory Protenders uses the same words, calling Al Osool Properties the development and ventures arm of MJS Group of Companies. Our listing for The Pearl repeats that description. The Oman Observer report also says that ERA Al Osool Real Estate handles marketing, sales, leasing, property management, valuation and facility management for the project, which fits the service lines that Al Osool Group lists on its own site.

In practical terms, the Al Osool Oman name is attached to two kinds of company. Al Osool Group is the real estate services business that has operated in Oman since 2006 and that lists Golf Hills units on its own website. Al Osool Properties, part of MJS Group, is the name used for the development side in the 2018 coverage of The Pearl. The 2026 Golf Hills launch was announced under the Al Osool name. The sale and purchase agreement for each unit names the selling company.

Leadership statements about the projects

The statements attributed to the developer describe what Al Osool Oman is building. In 2018 Hassan Juma described the proposition of The Pearl as quality, convenience and location, according to the Oman Observer. At the same event the project was reported as about 60 percent sold, with residents from 19 nationalities among the buyers. In 2026 the Golf Hills statement spoke of residence and investment and of a layout designed around privacy, comfort and quality of life, according to Trade Arabia. A May 2025 interview in OER Live, featuring Mr. Juma, described Golf Hills as a project of golf and sea view apartments. These are the developer’s own descriptions, quoted as such.

Al Osool Oman projects: Golf Hills and The Pearl at Muscat Hills

Both Al Osool Oman projects sit inside Muscat Hills, a freehold community built around an 18-hole golf course. The community is described by Gulf News as a 1.2 million square metre development on a hillside with views over the mountains and the Gulf of Oman, with villas, apartments, an 18-hole golf course and a country club. A 2018 report from Gulf News records a 20-year management agreement between IHG and Muscat Golf Course Project LLC for an InterContinental resort of 250 rooms next to the clubhouse. Madinat Al Irfan, the district that contains the Boulevard, is described in the Gulf Construction Online report on The Links as the New Downtown area of Muscat Hills, a place where all nationalities can own freehold property.

Golf Hills, Muscat Hills

Golf Hills was unveiled in 2026. Trade Arabia reports that it was unveiled in February 2026 under the patronage of Sayyid Ibrahim bin Saeed bin Ibrahim al Busaidi, Minister of Heritage and Tourism. Gulf Construction Online carried the announcement on 1 March 2026. The coverage describes a contemporary-style scheme on 11,000 square metres in Al Irfan City, with three residential towers and one-, two- and three-bedroom apartments that face the golf course and landscaped greenery. The whole scheme has 366 apartments, according to the developer’s launch announcement. Unit sizes and prices are on our Golf Hills listing.

Press coverage gives these journey times from the site: 15 minutes by car to Azaiba Beach, 18 minutes to City Centre Muscat, 12 minutes to the Oman Convention and Exhibition Centre and 12 minutes to Al Mouj Golf. Our listing gives 14 minutes to Muscat International Airport, 2 minutes to the National University of Science and Technology, 3 minutes to ABA Oman International School, 4 minutes to Al Zahra College for Women, 8 minutes to the Military Technological College and 10 minutes to Muscat Grand Mall and Qurum Natural Park.

The unit sizes and prices on our page are as follows. The one-bedroom apartment is 644 square feet (about 60 square metres) and starts from OMR 62,900 ($163,590). The three-bedroom apartment is 1,667 square feet (about 155 square metres) and starts from OMR 195,200 ($507,676). A 2,151 square foot apartment of about 200 square metres is also listed, with its price given on request. Price per square foot is the OMR price divided by the internal area: 62,900 divided by 644 is OMR 97.7 per square foot, or $254, and 195,200 divided by 1,667 is OMR 117.1 per square foot, or $305. Al Osool Group’s own website lists a two-bedroom Golf Hills apartment from OMR 78,500 ($204,163), described as two ensuites plus a powder room.

The payment plan is a six-step schedule set by dates after booking. It asks for 20 percent on booking, then 15 percent at 6, 12, 18 and 24 months, then 20 percent on completion. For a one-bedroom at OMR 62,900 that is OMR 12,580 ($32,718) on booking, four instalments of OMR 9,435 ($24,539) and OMR 12,580 ($32,718) on completion. For a three-bedroom at OMR 195,200 it is OMR 39,040 ($101,535) on booking, four instalments of OMR 29,280 ($76,151) and OMR 39,040 ($101,535) on completion. The percentages add to 100, with 80 percent paid before the handover target. Handover is Q4 2028 according to the developer’s price list. The service charge on the price list is OMR 6.5 per square metre. On the sizes above that is roughly OMR 389 for the one-bedroom, OMR 1,007 for the three-bedroom and OMR 1,299 for the 2,151 square foot apartment, which is our arithmetic from the rate and the area. Amenities named by the developer are an infinity pool with a children’s section, a fitness room, an open-air yoga terrace, landscaped gardens, a children’s playground, 24-hour security and underground parking, with one space per apartment and two for a three-bedroom. The finishing described on our page includes porcelain flooring, a kitchen with a built-in refrigerator, stove and extractor hood, walk-in wardrobes in the bedrooms, panoramic windows, an open balcony and a laundry room in every layout. The apartments are fully finished and unfurnished.

Tenure is freehold, open to all nationalities, with title registered in the purchaser’s name. The apartments overlook the Muscat Hills Golf and Country Club, and club membership is arranged with the club.

The Pearl at Muscat Hills (retail shops)

The Pearl was introduced in 2018. The Oman Observer’s 11 July 2018 report introduces it as freehold residential and commercial units on Muscat Hills Boulevard in Madinat Al Irfan, open to citizens and residents of all nationalities. The residential block has 298 apartments in one-, two- and three-bedroom layouts, with a swimming pool, garden, play area and jogging track. In 2018 the apartments started from OMR 59,600 for a 74 square metre one-bedroom. That is OMR 805 per square metre, or about $195 per square foot ($155,008 for the unit at the 2.6008 peg), according to the launch coverage. The report puts the commercial area at 4,000 square metres, which it expected to become a dining and shopping destination.

Our Pearl listing covers the commercial part of the building. It describes a ground-floor retail gallery of 37 shops across about 4,000 square metres, with a 366-space basement car park serving the residents and the shops. The listing gives the year built as 2025. Shop prices depend on unit size, frontage and position, and are offered on a price-on-request basis. Prices are quoted per unit by the sales team from the current schedule. The listing states that shops are sold on full freehold title to buyers of any nationality with no Omani sponsor or local company required, within the Muscat Hills ITC.

A shop purchase follows the same steps as an apartment purchase, in this order: a reservation agreement and down payment secure the chosen unit, the full sale and purchase agreement follows, instalments run to handover, the buyer takes possession for fit-out and tenant leasing, and title registration completes. Our listing notes a one-time 3 percent transfer fee for foreign buyers and no annual property tax or capital gains tax on freehold real estate. It adds that Oman places no restriction on repatriating rental income or sale proceeds. Service charges on commercial units are set separately from the apartment rate. Alongside its development projects, Al Osool Group publishes market commentary. Its news page lists market updates dated April, June and August 2026 on Oman’s real estate market, including an August 2026 update on first-half sales. An article on the group’s site reports that the overall real estate price index rose 17.3 percent in 2025, with apartments up 22.4 percent, and transaction values of OMR 235.8 million by January 2026 against OMR 185.5 million a year earlier. These are the group’s published summaries of market data and are cited as such. The group’s own website also carries a Golf Hills two-bedroom listing.

Muscat Hills and its neighbours

Because both projects stand inside Muscat Hills, the surrounding record helps a buyer place them. The community is owned, according to Gulf News in 2018, by Rawy Kais Al Said under the Muscat Golf Course Project LLC. The Links at Madinat Al Irfan, developed by Badr Group, received its main contract in December 2015, according to Gulf Construction Online. In February 2019 the Oman Observer described the Boulevard Tower, a seven-storey building with 176 apartments and 15 retail units developed by ASAS Oman Group. In April 2018 the Oman Observer reported that Maysan Properties had signed a development agreement for an 11,000 square metre parcel in Muscat Hills. These entries show a district built in stages by several developers around one golf community, with Al Osool Oman among them.

How buying works with Al Osool Oman

Off-plan buying in Oman follows a sequence that is the same across developers. The steps below describe the normal sequence and the way it applies to Al Osool Oman.

  1. Choose the unit. On Golf Hills that means the tower, the floor and the orientation toward the fairway. On The Pearl it means the shop position, frontage and size.
  2. Reserve. A reservation form and a deposit hold the unit. For Golf Hills the booking instalment is 20 percent of the price under the published plan.
  3. Sign the sale and purchase agreement (SPA), which records the unit, the price, the payment dates and the handover date.
  4. Pay the instalments into the project escrow account. Under the new real estate law, escrow is required for off-plan projects.
  5. Inspect the unit at completion and agree a snagging list with the developer.
  6. Pay the final instalment, take the keys and register the title.

Royal Decree 79/2025, issued on 10 September 2025 and published in the Official Gazette on 14 September 2025, is the Law Regulating Real Estate. According to the decree’s entry on decree.om it takes effect 180 days after publication, around mid-March 2026, and repeals the earlier escrow system for real estate development projects issued by Royal Decree 30/2018, bringing escrow rules into the unified law. Buyers can ask the developer for the escrow bank and the account details in writing before they pay the booking instalment.

Reading the Golf Hills schedule

The Golf Hills plan is a calendar schedule. Four instalments of 15 percent are tied to months 6, 12, 18 and 24 after booking, and the final 20 percent falls due on completion. With a handover target of Q4 2028, a buyer who books in the first half of 2026 would complete the fourth instalment before the end of 2028. The exact dates are written into each SPA, so the buyer can lay the dated schedule next to the handover date.

Taxes, fees and ongoing costs

Our Pearl listing states a one-time property transfer fee of 3 percent of the purchase price for foreign buyers and no annual property tax or capital gains tax on freehold real estate. The service charge on Golf Hills is OMR 6.5 per square metre on the developer’s price list. Buyers should also expect the usual registration, notary and brokerage costs set out in the SPA. Because the rial is pegged to the dollar, buyers paying from dollar-pegged currencies see a stable conversion, while buyers paying from the euro, the pound or the rouble convert at the market rate on each payment date.

Exit and resale

Before completion, an off-plan buyer who wishes to sell usually assigns the contract to a new buyer, subject to the developer’s assignment policy and fee, which the SPA sets out. After completion and title registration, the apartment can be sold on the open market. Ownership route and residency for Al Osool Oman buyers

Muscat Hills is a designated Integrated Tourism Complex, which is what allows non-Omanis to own freehold units there. The legal basis is Royal Decree 12/2006 as amended by Royal Decree 76/2010, together with Ministerial Decision 191/2007 as amended by Ministerial Decision 109/2022, according to the Times of Oman explainer of 25 July 2026. Under that framework non-Omanis may acquire built units or plots in an ITC for residential or investment purposes, and owners of units receive renewable residency for themselves and first-degree relatives. Golden Residency and the Owner Visa

The two residency routes are separate, and our comparison guide covers them in full. Golden Residency needs a single ITC property worth at least OMR 200,000 ($520,160) and is decided by the Royal Oman Police. The Owner Visa has no minimum value. Applied to Al Osool Oman prices:

  • A Golf Hills one-bedroom from OMR 62,900 is below OMR 200,000, so the Owner Visa is the relevant route at that price.
  • A Golf Hills three-bedroom from OMR 195,200 is below OMR 200,000. The larger layout is priced on request, and the price on the SPA sets which route applies.
  • The Pearl shops are priced on request. A single shop priced at or above OMR 200,000 would meet the value condition for Golden Residency, and the decision still rests with the Royal Oman Police.
