In Northern Cyprus the title category — not the building — decides how secure your ownership is. We confirm the category for this project in writing before any money moves.
How the four categories differ →Elite Residence Kyrenia is a completed residential development of two seven-storey apartment blocks in the centre of Kyrenia (Girne), Northern Cyprus, built by Carrington Group according to the developer’s own page. This guide to Elite Residence Kyrenia sets out what that page publishes as of 26 October 2026, including a starting price of GBP 189,950 and a conflict between 38 and 16 units, then adds official statistics for Kyrenia, the purchase rules in force and a due-diligence list. Legal points are stated as of 26 October 2026.

Carrington describes the scheme on its project page as a completed development built in 2022, made up of 38 apartments in two 7-storey blocks with 1, 2 and 3 bedroom units in Type A and Type B layouts. The text places it at the corner of Yenice Street and Kantarcılar Street in central Kyrenia, and the project card gives the location as “City Center, Kyrenia”. It is one of seven Carrington pages for Kyrenia city; section 7 lists all 24 Carrington projects on this site.
The page contradicts itself on the number of homes. The prose, the summary and the structured data embedded in the page say 38 apartments, while the project card shows “16 Units”. The same figure of 16 appears on the card of Carrington 44, another Carrington building whose map pin lies about 80 m away (calculated from the two published pins), and the developer does not say what either number counts. This guide reports both values and does not choose between them.
The card and the developer’s projects list show a starting price of GBP 189,950 without naming a unit type; the identical figure is printed on the card of Malibu Zone 5 Tatlisu. The payment section lists a reservation deposit of 5,000 in GBP, EUR, USD or cryptocurrency, a 50% down payment and the remaining 50% over one year without interest. All of this is the developer’s data as shown on 26 October 2026.
The page also makes statements about rental demand and long-term value; they are marketing, no rent or occupancy figure accompanies them, and this guide does not repeat them as findings. The table below records what is published and what is missing.

The developer names three layouts. One-bedroom apartments are given as 60 to 67 m2 of internal area with terrace options up to 65 m2, two-bedroom apartments as 70 to 85 m2 of internal area with terraces, and three-bedroom apartments as 100 m2 of internal area with a terrace. The same sizes appear on the card and in the prose. The FAQ lists the types as 1+1, 2+1 and 3+1, while the Turkish and German cards list only 2+1 and 3+1.
| Unit type | Internal area | Terrace | Where it is stated | Not published |
|---|---|---|---|---|
| 1 bedroom (1+1) | 60-67 m2 | “Terrace options up to 65 m2” | Card and prose (EN) | Number of flats, floors, bathrooms |
| 2 bedroom (2+1) | 70-85 m2 | “Spacious terrace layouts”; no area | Card and prose (EN); also on the Turkish and German cards as 2+1 | Number of flats, terrace areas, floors |
| 3 bedroom (3+1) | 100 m2 | “With terrace”; no area | Card and prose (EN); also on the Turkish and German cards as 3+1 | Number of flats, terrace area, floors |
| All flats | 38 (prose) or 16 (card) | – | Prose, summary, structured data against card | Split by type or by block |

Read literally, a terrace of up to 65 m2 beside an internal area of 60 to 67 m2 would make the terrace between 97% and 108% of the interior (65 / 67 and 65 / 60, calculated). That would be unusual for a city flat, and the page does not say whether the 65 m2 belongs to a particular flat, to a roof or ground-floor unit, or is a ceiling across several flats. It is printed here as published and is a question for the seller.
The page publishes no per-flat plans. A site plan image is shown, and the page links a brochure PDF of 8.3 MB and a site-plan PDF; neither file was downloaded for this guide, so nothing inside them is reflected here. A buyer who wants an area for a named flat therefore needs the approved plan for that flat or the unit record at the Land Registry, which should state the area of the registered unit.
If the GBP 189,950 starting price applied to a one-bedroom apartment, it would equal GBP 2,835 to GBP 3,166 per m2 of internal area (189,950 / 67 and 189,950 / 60, calculated; the assumption is not stated by the developer). The arithmetic is shown only so that a written offer for a named flat can be tested against it, including whether the price is for internal area, gross area or the area on the title.
What to request in writing for any flat at Elite Residence Kyrenia, before a deposit is paid:
Kyrenia (Girne) is the administrative centre of Girne district on the north coast. The 2011 census, the latest the Statistical Institute has published, counted 69,163 residents in the district (24.2% of the TRNC total of 286,257, calculated) and 33,207 in the Girne municipality, of whom 16,380 lived in the Yukarı Girne ward and 4,471 in Aşağı Girne. See the census Table 3 (municipalities) and Table 1 (districts). No later census has been published, so current population is not stated here.
The page embeds a map at 35.3358 N, 33.3201 E. An OpenStreetMap reverse lookup run on 26 October 2026 places that point on Cemal Gürsel Caddesi, in the Yukarı Girne Eski Türk Mahallesi neighbourhood of Girne Municipality. The streets named in the page text could not be matched to that point from open data.
OpenStreetMap lists streets called Yenice Sokak in Alsancak, in Yukarı Girne Değirmentaşı and in Karakum, and a search for Kantarcılar Sokak in the Kyrenia area returned nothing. A buyer should take the parcel number from the title deed and ask the municipality to confirm the address. Place coordinates used in this guide come from the OpenStreetMap lookup.
The developer lists distances to the sea, shops, a hospital, schools, the harbour and two airports without saying whether they are straight-line or by road. The table sets them beside figures calculated on 26 October 2026 from the page’s pin to OpenStreetMap place points, with road distances from the public OSRM router. Some of the developer’s figures are close to the calculated road distances and some differ by up to a factor of three.
The pin is approximate, a place can be measured to different points, and the developer does not explain its method, so none of the differences is treated as an error. The table is a reading aid, not a survey.

For healthcare, the Ministry of Health lists six state hospitals, one of them the Girne Dr. Akçiçek State Hospital (Ministry of Health list, read on 26 October 2026). The yearbook records one state in-patient institution in Girne district with 72 beds in 2024 and five private in-patient institutions with 112 beds, and Dr. Akçiçek Hospital had 189 staff.
A New Girne Hospital was reported on 28 January 2026 to have finished construction, with about 148 beds planned (BRTK report); it is not on the Ministry’s list, so this guide does not call it open.
Kyrenia also hosts universities that carry its name. The yearbook’s higher-education table shows Girne American University falling from 16,889 students in 2020-21 to 9,953 in 2024-25 (a fall of 41.1%, calculated) and Kyrenia University rising from 2,807 to 4,155, while total TRNC enrolment moved from 114,000 in 2021-22 to 104,873 in 2024-25. The table counts enrolments, not residents of the city, and it does not give campus addresses; the figures are context and imply nothing about rental demand. See the Statistical Yearbook 2024.
For travel, Ercan Airport lies in Nicosia district, and UK Government travel advice says the Republic of Cyprus considers a person who enters through the north, for example via Ercan, to have entered illegally (FCDO entry requirements). Crossing to Larnaca therefore means using a crossing point, and the road distance in the table excludes the border. The operator Akgünler lists passenger routes between Girne and Türkiye (operator site); timetables were not checked.
Two further official series put the city in context. Girne weather station recorded a mean of monthly means of 22.0 C and 510.2 mm of rain in 2024, a single year and not a climate normal. The Statistical Institute counted 344 urban and 1,460 rural dwelling units with final approval in Kyrenia in 2025, but only completed and certified buildings enter that count, so it says nothing about buildings under construction (construction bulletin). Neither series is specific to Elite Residence Kyrenia.

The page says the building was “built in 2022” and its FAQ calls the project ready for immediate delivery. Neither statement is a document. In the TRNC a finished building receives a final approval certificate (nihai tasvip), and the Statistical Institute’s construction statistics count only buildings that hold one (bulletin). A buyer of a completed flat therefore starts by asking for the certificate’s number and date and the list of units it covers.
The condominium title is also the way to settle the unit count. Before a foreign buyer can apply for a purchase permit, condominium title (kat mülkiyeti) or a condominium easement must exist for the unit (Law 52/2008, art. 8(2)); selling without it is an offence. The number of separate unit records on the parcel or parcels at the Land Registry office is therefore the legally relevant count. For Elite Residence Kyrenia, the register can show whether 38, 16 or another number of flats has its own record.
The arithmetic shows why the two figures are not interchangeable. Thirty-eight flats in two blocks average 19 per block, or about 2.7 per floor in each 7-storey block (38 / 2 / 7, calculated); 16 flats would average 8 per block, or about 1.1 per floor. Neither pattern can be tested without floor plans, and the developer’s page for Carrington 22 also says 38 apartments, there in a single 7-storey block. A buyer comparing the pages should ask for the register count and not rely on any card.
| Document or record | What it shows | Where to ask | Why it matters here |
|---|---|---|---|
| Final approval certificate (nihai tasvip) | That the building was finished and approved, with date and units covered | Developer; the municipality’s planning records | Turns “built in 2022” into a dated document |
| Condominium title record per flat | A separate registered unit with its area and share of common parts | Girne Land Registry office (Tapu Amirliği) | Gives the register’s count against 38 and 16 |
| Land Registry research document (araştırma belgesi) | Registered owner, mortgages and restrictions for each parcel | District Land Registry office | Shows whether a developer mortgage still sits on the land |
| Approved plans and unit schedule | Blocks, floors, layouts and areas | Developer; municipality | Allows each card figure to be tested |
| Stamped sale contract with unit number | The flat, area, price, payment dates | Tax Department stamp; Land Registry registration | Starts the one-month registration clock |
| Management statement and service-charge history | Who runs the lifts, cleaning and parking, and what owners pay | Management company or the owners’ committee | The page publishes no running costs |
| Water and electricity connection status | Whether the flat is connected in its own name | Local authority and the electricity authority | Connections cannot be given until taxes and fees are paid (decree art. 8) |
Foreign-purchase caps interact with the unit count. As summarised from the decree text, Decree-Law 89/2026 (Resmi Gazete No. 147, 7 August 2026) caps the share of a housing project in a zoned area that may be sold to foreigners at 80% (decree text). It also bars first-degree relatives, or buyers of the same nationality, from taking together more than half the units on one parcel.
At 38 flats, 80% is 30.4, so at most 30 flats (rounding down is assumed), and half is 19; at 16 flats the figures are 12 and 8. How the cap is measured is a question for the Land Registry and a lawyer.
A seven-storey building has running costs that a ground-floor villa does not: lifts, common stairs, lighting, a water supply for upper floors and the parking area. The page names KONE lifts and on-site parking and nothing else about the common parts. A buyer asks who maintains the lifts, whether a building insurance policy exists, how the service charge is set and whether unpaid charges by earlier owners follow the flat.
On structure, the Cyprus Turkish Chamber of Engineers and Architects has said that static calculations are required and that project approval checks seismic compliance (Yenidüzen, 14 Feb 2023; Kıbrıs Gazetesi, 12 Nov 2025). Those are chamber statements, not a certificate for this building. A buyer asks for the supervision records and the structural engineer’s sign-off.
The developer’s 5-year structural warranty is a company-wide statement. If a five-year period ran from a 2022 completion, it would end in 2027 (calculated; the page does not say when it starts). A buyer asks for the document itself: who gives it, what a structural defect means in it, when the period starts and whether it passes to a later owner.
Payment timing matters more than on a completed resale. The page’s plan has 50% due within four weeks or at signature and the rest over a year. Under the decree, where no mortgage is registered in the seller’s favour, the one-year period for signing the transfer starts on the date the whole price has been paid (Resmi Gazete No. 147).
A buyer on an instalment plan should therefore ask when the title is transferred, what protects the instalments paid until then and whether the seller may sell or mortgage the flat in the meantime.
The checklist below puts these points in the order a buyer of a completed flat can act on them.
The sequence below follows what a buyer of a completed flat can do in order, with documents before money. Its time limits come from the 2026 decree and the Land Registry schedule, and both instruments are temporary.
Decree-Law 89/2026 (Resmi Gazete No. 147, 7 August 2026) is a Council of Ministers decree whose 90-day validity ends about 5 November 2026 unless Parliament enacts it, so a buyer signing near that date should check what applies. The consolidated Law 52/2008 on the legislation site still shows the stricter text (consolidated Law 52/2008).
| Step | Who | Deadline or usual duration | Source |
|---|---|---|---|
| 1. Search the register for the parcel and the flat | Buyer’s lawyer; district Land Registry office | Before any payment | Land Registry announcement, 15 July 2025 |
| 2. Obtain a written offer naming flat, area, price and currency | Seller | Before the 4-week reservation | Developer page: deposit holds 4 weeks |
| 3. Sign the sale contract and pay stamp duty (0.5% of the stated sum) | Parties; Tax Department | At signing | Stamp Duty Law |
| 4. Register the stamped contract and apply for the purchase permit | Buyer or lawyer; Land Registry; Interior Ministry | Within 1 month or the contract is void (decree) | Resmi Gazete No. 147 |
| 5. Permit decision published in the Resmi Gazete | Council of Ministers | No official time limit found | Interior Ministry document list |
| 6. Pay transfer fees | Buyer and seller as agreed | Within 75 working days of publication (60 in the Law 52/2008 text) | Resmi Gazete No. 147 |
| 7. Sign the transfer declaration before the Land Registry official | Parties | Within 1 year of publication (6 months in the Law 52/2008 text) | Law 52/2008 |
| 8. Receive the title; connect utilities in the owner’s name | Land Registry; utilities | After step 7 | Resmi Gazete No. 147 |

Under the decree a foreign buyer may acquire up to three apartments (six for nationals of states that recognise the TRNC); the consolidated text shows one (three for those nationals). Land Registry fees for foreigners come from a Council of Ministers schedule in Resmi Gazete No. 197 of 7 October 2026, valid to 5 January 2027: 4% for a first property, 5.5% for a second and 6% for a third (schedule text).
As an illustration of scale only, 4% of GBP 189,950 is GBP 7,598 and 5.5% is GBP 10,447 (calculated), and stamp duty of 0.5% on the same sum is GBP 949.75 before conversion into lira at the official rate. The base on which the fee is levied should be confirmed with the Land Registry.
A buyer who wants a loan should note that foreigners may mortgage property after paying the Land Registry fees, and the registration fee is 1% of the secured debt (Resmi Gazete No. 197). The sources consulted disagree on how much banks lend to foreigners, so no loan-to-value figure is given.
Sums are transferred through banks that record the sender and recipient (Foreign Exchange Law 38/1997), and a financial transactions tax of 0.1% on foreign-currency sales has applied to exchange transactions since 1 October 2026 (Law 62/2026); its effect on a buyer was not verified.
Value added tax is listed at 5% for housing up to 300 m2 of closed area in the October 2026 regulation (regulation); whether a particular sale carries it must be confirmed in writing. For the full cost picture see the guides on taxes and fees and buying step by step.
Title is the first risk. The page states no title-deed category, and the categories (Turkish, exchange, allocation and others) describe the history of the land, which a listing cannot settle. UK Government guidance says that ownership of many properties in the north is disputed, that thousands of claims exist from people displaced in 1974, and singles out land that was Greek Cypriot-owned before 1974 and later classified as exchange or gift land (GOV.UK property guidance).
The Immovable Property Commission accepts applications until 21 December 2027 (Commission statistics page).
Buyers read the deed and the research document, not the brochure. Here the page leaves the category open, and the guide to a title deed check explains how the categories are described.
Enforcement risk sits outside the TRNC. The Court of Justice held in the Orams case that a judgment of a Republic of Cyprus court about land in the north must be recognised in other Member States (press release 39/09), and the European Court of Human Rights treats the Immovable Property Commission as the remedy to use first (Demopoulos decision). The guide on whether it is safe to buy sets this out.
Specific to a city block: the register may still hold a developer mortgage on the land, which UK guidance lists among the general problems in Cyprus, and the page does not say whether a management company exists.
Currency matters too. The consumer price index rose 35.02% in the 12 months to September 2026 (Statistical Institute), so a price fixed in sterling avoids lira exposure, but stamp duty on foreign-currency sums is computed in lira at the official rate on the stamping date. The sources consulted say nothing about cryptocurrency, so a deposit paid that way needs a written receipt naming the amount, the rate and the account.
Finally, the legal base can move. Decree-Law 89/2026 lapses about 5 November 2026 unless enacted, the fee schedule ends on 5 January 2027, and the UK says it can give only limited consular help in the north. UK guidance recommends independent legal advice and notes that each district has its own bar association.

Of the 24 pages, seven are Kyrenia city buildings: this one, Carrington 22, Carrington 55, Carrington 11, Gold Tower, Park Avenue and Carrington 44. Carrington 22 and the prose of this page both say 38 apartments, and Carrington 44 and the card of this page say 16. The other projects stand in Tatlisu (city page), Esentepe (city page) and Bahceli.
Several figures repeat between pages, such as GBP 189,950 on this page and on Malibu Zone 5, so a figure should be tested against a written offer for a named unit.
No page here is ranked above another. Differences are of status (completed, under construction, off plan), of location and of how much each page publishes; the country overview is on the Northern Cyprus page and the comparison of areas in the guide to places to buy in North Cyprus.
The developer’s About page describes Carrington as a family-run developer that has been developing, building and managing beachfront properties in North Cyprus “for over 35 years” and refers to awards without naming any. The homepage and the Elite Residence page say “over 30 years” instead, so the page set gives two figures, and no founding year is stated. Both are the developer’s own marketing wording.
The About page lists projects in coastal areas, naming Kyrenia and Esentepe, with a low-density, horizontal design approach, and says materials are internationally certified without naming a certificate. It states a 5-year structural warranty and lists services under one corporate structure: site and landscape maintenance, rental and property management, airport transfers, car rental, after-sales technical support, and legal and title-deed process management.
The pages reviewed do not state a number of completed projects, a count of homes delivered, named directors or the name and address of a registered company. A buyer who wants to know who the contracting party is, which company holds the land and which company gives the warranty should ask for the company name and registration details in the sale contract and check them independently.
Elite Residence Kyrenia is a completed residential development of two 7-storey apartment blocks in central Kyrenia, built in 2022 according to the developer, Carrington Group. The page lists 1, 2 and 3 bedroom apartments of 60 to 100 m2 of internal area, a starting price of GBP 189,950 and a payment plan of 50% within four weeks and 50% over one year. It publishes no title-deed category, no service charge and no per-flat plans, so buyers confirm those points from the register and the contract.
The developer’s page gives two figures. The prose, summary and structured data say 38 apartments in two blocks, while the project card says 16 units, the same figure that appears on the card of Carrington 44. The page does not explain the difference. The number that matters legally is the number of separate condominium title records on the parcel or parcels at the Girne Land Registry office, which a lawyer can establish with a research document.
The card and the projects list show a starting price of GBP 189,950 as of 26 October 2026, without a unit type. The identical figure is printed for Malibu Zone 5 Tatlisu. No price list per type or per floor is published, so a buyer needs a written offer naming the flat, its area and what the price includes. Land Registry fees (4% for a first property, valid to 5 January 2027) and stamp duty (0.5% of the agreement) are costs in addition to the price.
The page says the project was built in 2022 and is ready for immediate delivery, and the projects list marks it Completed. The documents that prove it are the final approval certificate (nihai tasvip) and the condominium title for each flat. A buyer asks for the certificate’s date and number, checks it against the register and inspects the common parts, lifts, parking and utility connections before paying the last instalment.
The page lists a reservation deposit of 5,000 in GBP, EUR, USD or cryptocurrency that holds the flat for four weeks, then a 50% down payment, with the remaining 50% over one year without interest. One section says the down payment is due within four weeks and another says upon contract signature, and the FAQ says payment options may be available depending on availability. The plan should be written into the contract with dates and amounts.
The developer’s page does not state one. The categories used in the market (Turkish, exchange, allocation and others) describe the history of the land, and UK Government guidance singles out former Greek Cypriot land later classed as exchange or gift land. A buyer’s lawyer reads the deed, obtains the research document from the district Land Registry office and asks who owned the parcel before 1974 and whether any claim has been filed with the Immovable Property Commission.
The page places it at the corner of Yenice Street and Kantarcılar Street in central Kyrenia and gives distances to the sea (1.5 km), Akçiçek Hospital (3 km), the harbour (4 km) and Girne American University (3.5 km). Calculated from its map pin, the castle is 0.69 km and the hospital 0.53 km away in a straight line, and Ercan Airport is 46.7 km by road. The street names could not be matched on open maps, so the address needs checking.
Foreign buyers need a permit issued by the Council of Ministers before title can pass. Decree-Law 89/2026 (Resmi Gazete No. 147, 7 August 2026) allows up to three apartments per foreign buyer, while the consolidated Law 52/2008 text shows one; the decree’s 90-day validity ends about 5 November 2026 unless Parliament enacts it. The sale contract must be registered at the Land Registry within one month. A lawyer should confirm which text applies on the signing date.
Property can support a residence permit but gives no automatic right. Under the Residence and Visa Regulation of 5 October 2026, a title deed for property worth GBP 300,000 or more gives a 10-year permit and below that a 5-year permit, with no income test. A stamped contract alone needs one-third of the price paid and, below GBP 300,000, proof of income. Permanent residence is a separate route that requires housing worth at least EUR 125,000 and six years of continuous permits. Citizenship does not follow automatically from a purchase.
The developer’s rental statements are marketing, and no rent or occupancy figure is published. Under the Holiday Houses Law, a letting for tourism of up to 60 days needs registration with the Tourism Planning Department and an operating permit. Rent is subject to 10% withholding, and VAT on rental of immovable property is 0%, according to the 2026 texts. Rules for long-term tenancies were not checked for this guide, and owners ask the management company whether house rules limit short lets.
