Telal Al Qurm is the Integrated Tourism Complex taking shape between Wattayah and Qurum in central Muscat — a 164,900 m² mixed-use district by Alargan Towell, the Omani developer formed in 2003 through a partnership between Kuwait’s Alargan International Real Estate and Oman’s W.J. Towell Group. The completed masterplan is planned to hold more than 1,500 apartments, 46 townhouses and 190 serviced apartments, alongside two four-star hotels, an aqua park, a cinema complex and commercial space. The currently released phase offers 346 homes, of which 25 remain available, priced from $200,100.
This is the masterplan that gives the district its name and its legal footing. Telal Al Qurm secured an Integrated Tourism Complex licence, announced on 15 July 2024, from the Ministry of Housing and the Ministry of Heritage and Tourism — the designation that opens full freehold ownership to non-Omani buyers with a residency pathway attached. Because Telal Al Qurm holds an Integrated Tourism Complex licence, a non-Omani buyer can take outright freehold title here, registered in their own name — the same clear position as Al Mouj, Muscat Bay or Yamal, and quite unlike the Surooh citizen-housing schemes at Husn Al Zain and Nismat Zain. The licence announcement of 15 July 2024 covers the full 164,900 m² site, of which about 49,920 m² is given over to roads, gardens and walkways.
On residency, the arithmetic here is worth setting out precisely, because it produces a result that surprises most buyers:

Not even the largest published unit reaches the Golden Residency threshold — the four-bedroom townhouse falls OMR 28,591 short, which is close enough that it is worth raising directly with the developer, since a larger or higher-specification unit within the same scheme may well clear it. What every purchase here does support is the Owner Visa (ROP Decision 87/2026): sponsor-free residency tied to ownership, valid six months to a year and renewable, extending to a spouse and first-degree relatives, with no minimum property value. That is a genuine benefit and sufficient for many buyers — but it is not the ten-year permit, and the two should never be conflated. Have an independent Omani lawyer confirm the title designation for your specific unit at the Ministry of Housing and Urban Planning before you commit.
The sales sheet lists 346 units with 25 available. Official descriptions of Telal Al Qurm describe a very different scale — more than 1,500 apartments, 46 townhouses and 190 serviced apartments. Both are accurate; they simply describe different things:

The practical consequence matters more than the arithmetic. Buying into an early phase of a district that will eventually hold well over 1,700 homes plus hotels means years of construction around you after your own handover, followed by a substantially deeper amenity base than exists on day one. Ask for the phasing programme, find out what is scheduled on the plots adjoining your building, and establish when the hotels and aqua park are due — those are the elements that will transform the district, and also the ones that will take longest.

All conversions use 1 OMR = 2.6008 USD. Note that the published size range runs from 667 sq ft, but the cheapest unit with a published price is the 958 sq ft two-bedroom — the one-bedroom apartments have no listed price at all. If a smaller budget is what brings you here, that is the first thing to ask for.
Now the comparison that a buyer in this district should actually run. Alef Qurum Residence is a 32-apartment building by Rozal Development sitting 166 metres away inside the same ITC, with the same title basis, the same district and a handover only one quarter later:

Telal Al Qurm carries a premium of roughly 17% on two-bedroom stock and 21% on three-bedroom over its immediate neighbour. That is not necessarily overpricing — you are buying into the masterplan itself, with its hotels, aqua park, cinema, clubhouse and parks, rather than a single boutique building that will benefit from those amenities without funding them. But it is a real and quantifiable difference, and any buyer looking at one of these two should look at both. Alef also delivers a year later, which cuts the other way.
The sales sheet records a January 2025 starting price of OMR 42,780 — about $111,262 — against a current entry price of $200,100, or OMR 76,938. Taken at face value that is an 80% increase in roughly nineteen months, which is far beyond any plausible market movement in Muscat over that period.
The likelier explanation is that the two figures describe different products: OMR 42,780 was probably the launch price of a one-bedroom apartment (the unpriced 667 sq ft unit), while $200,100 is today’s cheapest available unit, a two-bedroom, after the smaller stock sold out. That is a composition effect rather than price inflation. But the documentation does not say so, and the distinction is worth several tens of thousands of rials. Ask for the price history of the specific unit type you want, not the headline “from” figure.
The developer publishes four representative plans, and they are unusually detailed — every room is dimensioned.

Three observations the marketing does not make. First, both townhouse types include a maid’s room with its own bathroom, and both put a genuine second living area upstairs — the family living room on the first floor is what separates these from a standard three-bedroom apartment. Second, the four-bedroom townhouse’s 106 m² backyard is exceptional for central Muscat; it is larger than the entire footprint of many apartments in the same district and is the strongest single argument for the larger unit. Third, the three-bedroom townhouse’s 179 m² across two floors is more usable space than the 1,432 sq ft (133 m²) three-bedroom apartment at a price point worth comparing directly.
We check the documents against each other, and two inconsistencies are worth knowing before you read any listing for this project:
The sales sheet also lists the 4-bedroom under the heading “apartments” in its price table, when every other source calls it a townhouse.
The payment structure is short and unusually back-loaded for Oman: instalments over six months after handover, with full settlement due by June 2028. That is a genuine post-handover element, though a modest one compared with the six- and eight-year plans offered at Yamal.
It also creates an arithmetic problem worth resolving. The two sources give different completion dates — the sales sheet says Q1 2028, the developer brochure says Q2 2027. Six months after a Q2 2027 handover is the end of 2027, which does not reach June 2028; six months after a Q1 2028 handover lands in mid-2028, which fits. The June 2028 backstop is therefore consistent with the later date and not with the earlier one. Establish the contractual handover date in writing before anything else, because it determines both when you take possession and when the balance falls due.
The service charge is OMR 4.5 per m², marginally below the OMR 5 charged at neighbouring Alef Qurum. Applied to the published sizes:

Confirm in writing that OMR 4.5 per m² is an annual rate rather than monthly, ask whether increases are capped, and establish what it covers — a masterplan with hotels, an aqua park and extensive parkland has a much larger shared cost base than a single building, and it is worth knowing which elements residential owners fund. For buyers who prefer conventional financing, Omani banks lend to non-residents at around 70% loan-to-value near 6.00% per annum; benchmarks come from the Central Bank of Oman. Budget separately for the 3% transfer fee that applies to foreign buyers.
The plus code decodes to 23.5996° N, 58.5035° E, in the corridor between Wattayah and Qurum, with the Muscat Expressway and Sultan Qaboos Street both close by. Our measurements put it 3.8 km from Ruwi, 4.7 km from Shatti Al Qurum beach, 7.5 km from the Royal Opera House and 22.3 km from the airport. This is genuinely central Muscat — an established, high-amenity district rather than a new suburb, which is exactly what makes an ITC designation here valuable.

Because Alef Qurum Residence publishes its own drive times from a point 166 metres away, the two sets can be compared directly — and they do not agree:

Two addresses 166 metres apart cannot genuinely differ by seven minutes to the airport. What this shows is that published drive times in Omani marketing are estimates, not measurements, and they vary by whoever compiled the sheet. Only the Grand Mosque figure agrees exactly. Treat all of them as indicative, and if a particular journey matters to you, drive it at the hour you would actually travel. The one solid conclusion is that this district puts you within a quarter of an hour of most of central Muscat and roughly 25 minutes from the airport.
The buildings are contemporary rather than traditional: five to six storeys, composed in bands of grey stone-textured cladding and white render with deep-set balconies in dark frames and generous glazing. Windows are panoramic; apartments are handed over finished in a light-brown palette. It is a more angular, urban idiom than the curved white forms at Alef Qurum next door.

The hotels are the structural difference between this and a standalone building. A four- and five-star hotel inside your community brings serviced-apartment management, food and beverage, and a level of maintained public realm that a 32-unit block cannot fund on its own. It also brings traffic and visitors. Whether that reads as an amenity or an intrusion depends on the buyer, and it is worth asking exactly where the hotel plots sit relative to the residential buildings.
Alargan Towell was established in 2003 as a partnership between Alargan International Real Estate Company of Kuwait and W.J. Towell Group of Oman — one of the Sultanate’s oldest and best-known family conglomerates. The company focuses on residential and mixed-use communities, and its portfolio includes Al Waha in Barka, Beyout Al Faye, Qurum Gardens in Muscat and Alargan Village in Al Bustan.
That is a materially stronger profile than a first-time developer: two decades of Omani delivery, an established local partner, and completed communities a buyer can visit. Telal Al Qurm is also its flagship — an award-winning, ITC-licensed district in the middle of the capital. The standard checks still apply: confirm that buyer funds sit in a regulated escrow account, ask for addresses of completed Alargan Towell projects, read the delay-compensation clause, and get the contractual handover date fixed given the Q2 2027 / Q1 2028 discrepancy.

Among the ITC options, Telal Al Qurm’s distinguishing feature is centrality. Al Mouj, Muscat Bay, Barr Al Jissah and Jebel Sifah are coastal resort communities twenty to forty minutes from the city; Yamal is a large waterfront destination west of the capital. Telal Al Qurm is the one that puts freehold title in the middle of the working city, five minutes from a supermarket and a quarter-hour from the beach, the golf club and the schools. That, and the two hotels, are what you are paying the premium for.
The tenant case here is unusually solid. Qurum and Wattayah are long-established diplomatic, corporate and professional neighbourhoods — embassies, head offices, international schools and the city’s best-known retail are all within a short drive — and the supply of newly built, properly finished apartments in that specific corridor is limited, because most of the housing stock is older. A well-specified two-bedroom with covered parking in a managed ITC community should let readily to exactly the tenant base that already lives here.
Three things to weigh against that. Handover is 2027 or 2028, so you are underwriting a market two to three years out. The masterplan will release well over a thousand more homes into the same district over the following years, which is a substantial supply pipeline in one location. And the service charge in a hotel-anchored masterplan is a genuine unknown until the schedule is published — model it conservatively. Oman levies no personal income tax on individuals’ rental income, which materially improves net returns; official statistics come from the National Centre for Statistics and Information and investor incentives from Invest Oman.
Oman’s capital makes a quieter case than its Gulf neighbours, and for a certain buyer that is the appeal. Muscat ranks among the safest cities in the world in Numbeo’s crime and safety indices; living costs sit below neighbouring Gulf capitals; and the city has kept its low-rise character and its landscape, with the Hajar mountains directly behind the built-up area and a long coastline in front. English is used routinely in business, the international school network feeds into British and American university systems, and there is no personal income tax on rental income.
