In Northern Cyprus the title category — not the building — decides how secure your ownership is. We confirm the category for this project in writing before any money moves.
How the four categories differ →Sea Magic Deluxe Esentepe is a 20-unit project in Esentepe, in the Kyrenia (Girne) district of Northern Cyprus, that its developer Carrington presents as a boutique coastal development and lists under “Under Construction”. This guide to Sea Magic Deluxe Esentepe sets out what Carrington’s project page prints (three unit types, area figures and a 50/50 payment plan), where the text and the floor plans disagree, what the page leaves out, and what official statistics show for Esentepe. Figures are given as of 26 October 2026.

Carrington calls the project “a boutique coastal development” with “20 total units”, “Block H garden residences and penthouses” and private villas, a type the page heads with a promotional adjective that this guide does not repeat. The page was read on 26 October 2026. Its structured data gives 13 April 2026 as the publication date and 14 April 2026 as the last modification, and the server sends no Last-Modified header.
The projects list on the same site files the project under “Under Construction”. The payment-plan paragraph on the detail page says the plan lets buyers “secure a completed seafront residence”. Both statements are on Carrington’s own pages and the page prints no delivery date, so the conflict is reported here once and examined in section 4.
What the page publishes is narrow: three unit types with closed, terrace and total areas, four floor-plan sheets (basement, ground, mezzanine and first floor), a deposit and instalment structure, and a one-line location. What it leaves out is longer, and the table below lists each gap once: price, delivery date, title-deed category, availability, a valid map pin, a distance to the sea in metres, the seller’s company name and a facility list.
Sections 2 to 4 test the figures that do exist. Sections 5 and 6 cover the purchase process and the checks that a page like this cannot answer, and sections 7 to 9 place the project among Carrington’s other listings, describe the developer and answer common questions.

Carrington’s page prints area figures for three unit types under the heading “Unit Types”. Four floor-plan sheets sit lower on the page, and two of them carry area boxes. The tables below set the two sets of figures side by side without choosing between them. All areas are in square metres as printed; sums, shares and ratios are calculated from the developer’s figures so that each can be checked.
| Unit types as printed | Bedrooms | Closed area | Terrace | Roof terrace | Total as printed | Where printed |
|---|---|---|---|---|---|---|
| Garden Residences (Block H) | 4 | 145-150 | 40 | none printed | 185-190 | Page text, “Unit Types” |

| Mezzanine sheet | not printed | no area box | – | – | – | Mezzanine plan image |
| Basement sheet | not printed | no area box | – | – | – | Basement plan image |

| Check (calculated from the developer’s figures) | Garden Residences | Penthouse Apartments | Villas |
|---|---|---|---|
| Sum of printed parts, low to high end | 145 + 40 = 185 to 150 + 40 = 190 | 95 + 20 + 60 = 175 to 100 + 20 + 60 = 180 | 270 + 100 + 130 = 500 |
| Printed total against the sum at the top of the range | 190 against 190 (difference 0) | 185 against 180 (difference 5) | 500 against 500 (difference 0) |
| Terrace and roof terrace as a share of closed area | 26.7% to 27.6% | 80.0% to 84.2% | 85.2% |
| Closed area per printed bedroom | 36.3 to 37.5 | 47.5 to 50.0 | 67.5 |
| Closed area as a share of the printed total | 78.4% to 78.9% | 54.1% to 54.3% | 54.0% |
| Plan sheet total against text total | 200 against 185-190 (10 to 15 more) | 160 against 175-185 (15 to 25 less) | no sheet |
| Plan sheet terrace against text terrace | 50 against 40 (10 more) | 10 against 20 (10 less); roof 50 against 60 | no sheet |
Three points stand out. First, the garden and villa totals add up, but the penthouse total does not: the parts at the top of the printed range sum to 180, not to the printed 185. Second, the plan sheets disagree with the text. The ground-floor sheet is headed “Garden apartments” and prints 150 closed, 50 terrace and 200 total; the first-floor sheet prints 100 closed, 10 terrace, 50 roof terrace and 160 total.
The first-floor sheet is headed “First floor”, not “Penthouse”, so pairing it with the penthouse type is a reading of the figures and not a label on the drawing. The page also points to “the availability table in the brochure”. No brochure or table is reproduced on the page, and this guide neither requests nor reproduces one.
Third, bedrooms. The text gives four bedrooms for the garden residence and for the villa. As read from the drawings, the ground-floor and first-floor sheets each mark a living-kitchen area with one room labelled “Bedroom” and a bathroom, the mezzanine sheet marks a bedroom and bathroom, and the basement sheet marks “Room 1”, “Room 2” and “Room 3” with bathrooms. Whether basement rooms are counted among the four bedrooms is not stated.
Fourth, counting. The page says 20 units without a split by type. Each of the four sheets draws nine units in three stepped groups of three, which is a count from the images and not a figure the developer prints, and no sheet shows a villa. Only a numbered unit schedule can reconcile 20 with the drawings, and with the 500 m2 villa total, which has no plan to check it against.
What to request in writing before relying on any area:
Carrington gives the location as “Esentepe, Kyrenia” and describes the project as “directly on the Mediterranean coastline”. It publishes no street address, parcel number or distance. The map embed is written as two numbers in degrees-minutes-seconds without separators, which does not read as a valid decimal pin, so this guide publishes no coordinates. Every distance below is measured from the centre of Esentepe village (an OpenStreetMap point), not from the plot.
Esentepe (Greek: Agios Amvrosios) lies in the Girne sub-district on the northern foothills of the Five Finger (Beşparmak) mountains, about 23 km east of Kyrenia according to the PRIO Cyprus Centre displacement record. The 2011 census counted 2,414 residents in the Esentepe municipality, and Girne district had 69,163, which is 24.2% of the TRNC total of 286,257 (calculated, from Table 1). No later census exists.
Under Law 15/2022 the village belongs to the Çatalköy-Esentepe municipality, one of six merged villages, and merged municipalities issue building permits for the settlements attached to them. A permit for a plot attached to Esentepe would therefore come from this municipality; the parcel number settles which authority applies. No official post-merger population figure exists.
Esentepe was an entirely Greek Cypriot village until 1974, with 1,543 residents in 1973, all of whom left that year, according to PRIO; Turkish Cypriots displaced from Paphos were settled there in 1975. That history does not say who holds title to any parcel, but it is why the title category matters here (section 6). Other schemes in the village are listed on the Esentepe city page, for example Aloha Homes Esentepe by a different developer.
The page mentions a private beach but gives no distance. The nearest mapped coastline lies about 1.2 km north of the village centre in a straight line (OpenStreetMap coastline query, crowd-sourced), so a plot on the shore is not at the village centre and the figures below will differ from distances measured at the plot.
No TRNC rule setting a minimum building distance from the shoreline was found in the sources read, so the “directly on the coastline” statement cannot be tested against a setback; the zoning plan and permit for the parcel are the documents to ask for.
Health services in the village are modest: the Statistical Yearbook 2024 lists one state health centre in Esentepe with 8 staff (1 general practitioner, 1 dentist, 3 nurses, 1 pharmacist assistant and 2 others). Girne district had one state in-patient hospital with 72 beds and five private institutions with 112 beds in 2024.
A new Girne hospital of about 148 beds was reported as nearing completion in January 2026, but the Ministry of Health’s hospital list of 23 October 2026 still names six hospitals without it, so it is not treated as open.
Esentepe is 22.1 km in a straight line from Ercan Airport but 40.0 km by road, about 54 minutes before traffic. UK Government travel advice states that a person who enters the Republic of Cyprus via the north, for example through Ercan, is considered by its authorities to have entered illegally (entry requirements).
Girne, 23.7 km away, is the nearest official weather station: its 2024 monthly means ran from 15.0 C in January to 30.7 C in July, and rainfall totalled 510.2 mm (calculated), a single year and not a climate normal. Girne district had 79 accommodation establishments with 15,208 beds at the end of 2024, 54.5% of the TRNC total (calculated). In July 2025 the municipal mayor said hotels under construction would add strain on water supply (Kıbrıs Postası).
Two further reports give context rather than a rating. The agriculture minister said 44 million cubic metres of water were used from Türkiye in 2024, against 13 million from local sources (Cyprus Mail), and the north’s grid went offline for almost a day in August 2025 (Cyprus Mail). Neither is a village survey, so meter numbers and connection receipts are the better evidence. Other areas are set side by side in the town-by-town comparison of buying locations.

Straight-line figures are haversine distances between OpenStreetMap points (point lookup); road figures are estimates from a public routing service without traffic or border queues. All are measured from the village centre, not from the plot.

| Ercan International Airport | 37 km | 39 km (Park and Premium pages) |
| Larnaca International Airport | not printed | 85 km (Park and Premium pages) |
These are Carrington’s figures for other phases, taken from the Garden, Park, Premium and Royal pages; the Deluxe page prints none of them. The Ercan figure moves from 37 km to 39 km between pages, against the 40.0 km road estimate from the village centre, so the printed numbers are page-specific and approximate.
The first fact a buyer needs about this project is the stage of the building, and Carrington’s own pages give two answers. The projects list tags the project “Under Construction”. The payment-plan paragraph on the detail page says the plan lets buyers “secure a completed seafront residence”. The page contains no delivery date, no permit number and no site photograph: the ten gallery pictures are renders. Neither statement is a document, and the page alone cannot settle which one holds.
Carrington’s other Sea Magic pages show a pattern worth recording. The community overview says completed phases carry shorter instalment structures and newer phases such as Sea Magic Garden carry longer ones during construction. Garden, filed as under construction, prints 35% down and 65% over three years.
Sea Magic Park and Sea Magic Royal, filed as completed, print 50% down and 50% over one year. Sea Magic Deluxe prints 50% and 50% over one year, the shape the developer attaches to completed phases, while its list badge matches Garden’s. This is an observation about two sets of marketing text, not evidence about the building.
A single label may also hide a split. The page covers three unit types under one status, and a scheme of this kind can have one block finished while villas are still at an earlier stage. The better question is whether each of the 20 units, identified by number, has been built, has final approval and has its own deed. The Statistical Institute’s construction statistics count only buildings that hold a final approval certificate (nihai tasvip), which makes that certificate the TRNC’s own test of completion.
If the answer is completed, the questions concern handover and ownership. Law 35/2010 (article 12(1)(B)) says a unit can be sold and transferred at the district Land Registry only if it has its own title deed or a registered floor easement (kat irtifakı), and contracts made otherwise are invalid; the rule does not apply to a buyer who is a TRNC citizen.
Article 16(4) requires a completed building with a floor easement to be converted to condominium title (kat mülkiyeti) within one year of the approval document, failing which any co-owner can apply to a court.
Management is the other completed-building question. Where the owners have not adopted an operating project, the manager prepares one with the estimated annual income and expenses and each owner’s share (article 39), so a buyer can ask for the draft or adopted version and for the service charge it implies.
Water and electricity connections cannot be given until all taxes and fees on the transfer are paid, except site connections during construction, according to Resmi Gazete No. 147, so connection receipts and meter numbers are part of the handover file.
If the answer is under construction, the questions concern contract protection. Under the decree a foreign buyer must register the stamped sale agreement at the district Land Registry within one month, or the contract is void automatically. Holders of a floor easement can demand that the building be started and finished within the time written in the contract, and if the work programme or contract is not followed they can appoint a manager to complete it (Law 35/2010, article 19).
The UK Government’s property guidance lists payment plans left out of contracts, missing completion certificates and developer mortgages on the land among the problems seen in Cyprus. The off-plan buying guide covers the contract points in more detail.
Arithmetic on the page’s plan, with no price published: the balance is 50% of the price, so 12 equal monthly instalments (the page does not say the instalments are monthly) would each be 4.17% of the price (50 / 12, calculated).
The deposit of 5,000 in GBP, EUR, USD or cryptocurrency “secures the reservation”; the page does not say whether it counts towards the 50% or is refundable. The sources read contain no TRNC rule on cryptocurrency receipts, so receipt, valuation and refund of a crypto deposit are contract questions.

Ten checks for a project whose status is disputed, in the order they are usually possible:
A mixed answer is legitimate: some units finished, others not. If so, the contract for each unit should describe that unit’s own stage, and the payment schedule should not treat the project as a single status.
The page’s payment terms run on weeks and months; the law runs on its own clocks. The table lays the second on the first, in the order a buyer meets them, with rules as of 26 October 2026. Two instruments are time-limited: Decree-Law 89/2026 (Resmi Gazete No. 147, 7 August 2026), a Council of Ministers decree whose 90-day validity ends about 5 November 2026 unless Parliament enacts it, and the Land Registry fee schedule of Resmi Gazete No. 197 (7 October 2026), valid to 5 January 2027 inclusive.
The fuller sequence, with a worked cost example, is in the step-by-step purchase guide.
| Step in the purchase | Who acts | Time limit or typical time | Source |

| 1. Identify the seller, parcel and district; order a search | Buyer’s own lawyer; district Tapu Amirliği | Before any payment; since 15 July 2025 searches, transfers and mortgages are handled only at the district of registration | Land Registry notice |

| 3. Sign and stamp the sale agreement | Buyer, seller; Tax Department | Stamp duty 0.5% of the stated sum up to TL 89,000,000, paid by the buyer unless agreed | Stamp Duty Law |
| 4. Down payment of 50% | Buyer | Page: within 4 weeks | Developer page |
| 5. Register the stamped agreement and lodge the permit application | Lawyer; Tapu Amirliği; Interior Ministry | Within 1 month of signing, after sale taxes and fees are paid; otherwise void automatically | Resmi Gazete 147 |
| 6. Council of Ministers permit, published in the Gazette | Interior Ministry | No statutory time limit found; document list on the Ministry site | Document list |
| 7. Pay the transfer fees | Buyer | Within 75 working days of publication (about 15 weeks, calculated); 60 in the consolidated text | Law 52/2008 |
| 8. Balance instalments | Per contract | Page: 12 months | Developer page |
| 9. Sign the transfer declaration | Buyer, seller at the Tapu Amirliği | Within 1 year of publication (6 months in the consolidated text); where no mortgage is registered for the seller the year starts when the whole price is paid | Resmi Gazete 147 |
| 10. Registration on the title; connections | Land Registry; utilities | Connections withheld until all fees are paid | Resmi Gazete 147 |
The consolidated Law 52/2008 text on the legislation portal still shows the stricter 39/2024 version, so sources differ depending on which text they quote. Under the decree a foreign buyer may hold at most three apartments, or land of up to 1,338 m2 with one house, or a detached house on up to 3,300 m2, or two two-storey detached villas in a mass-housing project; the consolidated text shows one apartment.
Housing projects in zoned areas may be sold to foreigners only up to 80%, and relatives or same-nationality buyers may not together take more than half the apartments on a parcel; for a 20-unit scheme those are 16 and 10 units (calculated). Which limit applies to a villa or an apartment depends on how each unit is registered.
Land Registry fees for a foreign buyer are 4% in total on the first property, 5.5% on the second and 6% on the third, paid by the person registering title. VAT is 5% for housing up to 300 m2 of closed area and 10% from 300 m2 (VAT regulation), but the regulation does not say which sales fall within VAT, so whether VAT is inside any quoted price is a written question.
The villa’s printed closed area of 270 m2 sits 30 m2 below the 300 m2 threshold (calculated), so how the permit counts basement and mezzanine floors could matter. The tax side is set out in the taxes and fees guide.
A property-based residence permit depends on the document held (Residence and Visa Regulation). With title in the applicant’s name it runs 10 years at a property value of GBP 300,000 or more and 5 years below that, with no income test.
With only a stamped contract, at least one-third of the price paid and the permit application lodged, it runs 5 years at GBP 300,000 or more, and below that proof of monthly income is required. Buying does not give citizenship; the residence and citizenship page explains the routes.
The page names no title-deed category. Agency guidance groups TRNC deeds as Turkish title, exchange (equivalent) title and allocation title, but no official definition table was found, so a category must be read from the deed and the Land Registry record and not from a brochure. Article 159 of the Constitution vests in the State property found abandoned on 13 February 1975, and the UK Government’s property guidance says ownership of many properties in the north is disputed, with thousands of claims from people displaced in 1974.
The Immovable Property Commission reports 8,820 applications lodged and 3,787 concluded as of 23 October 2026, and applications are open until 21 December 2027 (Commission statistics; Law 67/2005). The European Court of Human Rights treated the Commission as an effective remedy in Demopoulos (2010), and the Court of Justice held in Orams (2009) that Republic of Cyprus judgments on land in the north can be enforced in other member states.
The Commission publishes no village data, so no outcome can be tied to Esentepe. The safety guide and the north and south comparison set out the wider position, and the title-deed check lists the categories.
Three page-specific risks follow from the data. Information risk: the area figures conflict, the unit split is missing and the status is stated twice. Overlap risk: Carrington’s About page lists “legal and title deed process management” among its services, and the UK guidance names a lawyer acting for both vendor and builder as a recurring problem, so a buyer’s own lawyer, registered in the district, keeps the checks independent.
Currency risk: the lira is the legal tender and the TRNC consumer price index rose 35.02% in the 12 months to September 2026 (Statistical Institute); a sterling plan avoids lira exposure on the price, but stamp duty on foreign-currency amounts is converted into lira on the stamping date.

Sea Magic Deluxe is one of six Carrington pages that carry the Sea Magic name, and the developer’s pages show the relationship only partly. The community overview lists four components: Sea Magic Villas, Sea Magic Premium, Sea Magic Park and Sea Magic Garden, the last called the newest phase.
It names neither Deluxe nor Royal, and none of the 24 project pages is called “Sea Magic Villas”. Sea Magic Royal’s FAQ calls Royal a completed phase within the Sea Magic project. The Deluxe page calls itself part of the established Sea Magic community and lists villas among its types, without saying whether they are the overview’s villas.

Sea Magic Deluxe is among the smaller projects that print a unit count: 20 units, against 17 at Pine Hills Residence, 16 at Carrington 44 and 10 at Carrington 55, and well below the 110 on the Sea Magic Garden card and 98 at Sea Magic Park. Six of the nine Esentepe pages print no from-price, Deluxe among them, while Garden prints GBP 199,950, Pine Hills GBP 269,950 and Royal GBP 369,950. Deluxe is the only Sea Magic page that prints villa areas.
Its 50/50 one-year payment plan matches Park, Premium (in the body), Royal, The Residence, Elite Residence and Carrington 22, and differs from the 35/65 three-year plan on the off-plan pages. The Tatlisu schemes in the table are covered on the Tatlisu city page, the portfolio as a whole on the Northern Cyprus country page, and listed price levels by town in the price guide. No page is ranked here: the pages differ mainly in which figures they choose to print.
Carrington’s About Us page says that Carrington Group has been developing, building and managing beachfront villas and apartments in North Cyprus “for over 35 years” and describes the company as family-run. The page title says “30+ Years”, and the developer box on each project page, this one included, says “over 30 years”, so the developer’s own pages give both 30 and 35 as the span. The About page also calls the company award-winning but names no award, and it prints no registered company name or number.
It lists services delivered “under one roof”: site and landscape maintenance, rental and property management, airport transfer coordination, car rental, after-sales technical support, and legal and title deed process management. It states that developments use internationally certified building materials and carry a five-year structural warranty. These are the developer’s statements; no warranty document or certificate is published on the page.
The page says the company specialises in coastal developments with a horizontal architectural concept and low-density planning, in areas such as Kyrenia and Esentepe. Its statements about returns and appreciation are marketing and are not repeated here. The site presents the brand as Carrington Group and as Carrington Cyprus, and the footer line reads “Carrington Group. All rights reserved.” A buyer who needs the contracting entity should read it from the contract and the permit, as section 4 sets out.
Sea Magic Deluxe Esentepe is a project of 20 units in Esentepe, in the Kyrenia district, presented by Carrington as a boutique coastal development with Block H garden residences, Block H penthouse apartments and villas. The page prints areas for each type, four floor-plan sheets and a payment plan. It prints no price, no delivery date and no title-deed category. The developer says it belongs to the established Sea Magic community, a group of neighbouring Carrington projects described in section 7.
Carrington’s pages say both. The projects list shows “Under Construction”, while the payment-plan text refers to securing “a completed seafront residence”. The page gives no delivery date, permit number or site photograph, and the gallery images are renders. The documents that would settle it are a final approval certificate (nihai tasvip) and a deed or floor easement for each unit; section 4 lists the checks.
The page says 20 total units without a split by type. Printed closed areas are 145-150 m2 for garden residences (four bedrooms), 95-100 m2 for penthouses (two bedrooms) and 270 m2 for villas (four bedrooms), with printed totals of 185-190, 175-185 and 500 m2 including terraces. Two floor-plan sheets print totals of 200 m2 and 160 m2, which differ from the text. A numbered unit schedule from the developer is needed to match areas to unit numbers.
A deposit of 5,000 in GBP, EUR, USD or cryptocurrency reserves the unit, 50% is due within four weeks, and the remaining 50% is payable over one year with interest-free instalments. The page publishes no price, so amounts cannot be calculated; on twelve equal instalments each would be about 4.17% of the price (calculated). Whether the deposit counts towards the 50%, whether it is refundable and the instalment dates are not stated.
The page publishes no valid pin or distances. Measured from the centre of Esentepe village, Kyrenia Castle is 23.7 km in a straight line and 27.7 km by road (about 33 minutes), and Ercan Airport is 22.1 km straight and 40.0 km by road (about 54 minutes). Larnaca Airport is 86.8 km by road across a crossing point. The plot is on the coast, so its own distances will differ from these village-centre figures.
The developer’s community overview names Villas, Premium, Park and Garden as components and calls Garden the newest phase; it does not name Deluxe or Royal. Royal’s page calls it a completed phase within the Sea Magic project, and Deluxe’s page calls itself part of the established Sea Magic community. Premium, Park and Royal print build years of 2014, 2016 and 2019 (Royal’s card says 2021); Deluxe prints none. The pages do not state a legal or ownership link between the phases.
The page does not say. Agency guidance describes Turkish title, exchange (equivalent) title and allocation title, but no official definition table was found, so the category must be read from the deed and a Land Registry research document at the district office. The buyer’s lawyer should also establish who owned the parcel before 1974, whether any mortgage is registered, and whether each unit has its own deed or floor easement.
In principle, with a Council of Ministers purchase permit. As of 26 October 2026, Decree-Law 89/2026 (valid to about 5 November 2026 unless Parliament enacts it) allows up to three apartments among other options, or two two-storey detached villas in a mass-housing project; the consolidated Law 52/2008 text still shows one apartment. Sales to foreigners in a zoned housing project are capped at 80%, which is 16 of 20 units (calculated). The foreign-buyer eligibility guide sets out the limits.
A numbered unit schedule, the building permit number and date, the final approval certificate or a dated programme, a Land Registry research document, the deed or floor-easement reference for the unit, the legal name of the seller, the written payment schedule with dates and currency, and the deposit terms including refund. Section 4 and the Land Registry notice explain how the search works. A registered contract and permit application within one month of signing are required for a foreign buyer.
A lease of up to 60 days of a unit built as housing falls under the Holiday Houses Law: the owner needs a registration certificate and an operating permit, and letting without them can bring a fine of up to ten times the gross monthly minimum wage. Rent carries 10% withholding, final tax for individuals (income tax text), and renting is at 0% VAT. The rental guide covers the rules; the page’s rental statements carry no figures.
