Ownership, History and Backing of Dream Villa Oman
Dream Villa Oman presents itself as a single-point-of-contact builder. The company’s home page describes “a fully integrated design and build real estate developer” whose designs are “dynamic, lifestyle-focused, and detail-oriented”, and says it blends international trends with Arabic and Omani heritage. Its “Why Dream Villa” page gives a mission to meet the needs of clients as a design-and-build and real estate development firm, and a vision to become a trusted destination for lifestyle innovation in Oman, particularly in residential and hospitality development. It also says the team numbers 80 engineers, designers, project managers and construction workers.
The company is led by Qais bin Azzan Al Bahri, who is named as chief executive in the company’s own news posts. In March 2024 he signed the development and partnership agreement for the Sultan Haitham City neighbourhood, and at the August 2024 launch of the Al Ahlam sales centre he described the project as a way to deliver sustainable, high-quality family villas in line with Oman Vision 2040. In May 2026 he took part in a panel at Oman Design and Build Week on the role of building regulations in property value, safety and sustainability, according to the company’s news page.
Dream Villa Oman operates as an Omani developer and contractor under its own name. Its contact details, including the Madinat Al Irfan address in the Muscat Hills area, appear on every page of dreamgroup.om.

Where Sultan Haitham City fits
Dream Villa Oman builds inside a city that the government itself is planning. According to the Wikipedia summary of the master plan, Sultan Haitham City covers about 14.8 square kilometres in Al Seeb, is designed for about 100,000 residents and about 20,000 homes, and is phased from 2024 to 2045. The Oman Observer reported that 6,986 residential units had been signed in the first year after the May 2023 launch, across neighbourhoods allocated to developers including Al Siyabi International Group, Rumman International, ASAAS, Sarooj Construction, Adrak Developers, Al Ahly Sabbour and Tibiaan, as well as Dream Villa Development for Neighbourhood 6B. The Times of Oman described more than 35 development and partnership agreements worth OMR 1 billion signed under the Ministry’s auspices in February 2024 for the first phase.
In practice, each neighbourhood is a separate project with its own developer, price list, payment plan and handover target. A buyer who compares Al Ahlam District with other projects in the city is comparing different companies as well as different homes. Al Ahlam District (in Arabic, Hay Al Ahlam, “the district of dreams”) is Neighbourhood 6B of Sultan Haitham City. The developer’s Al Ahlam page describes the district with more than 4,000 square metres of green space divided among three parks, a green walkway, 47 villas and a ratio of built area to land area of 50%. The developer’s sales-centre announcement of August 2024 gives the district’s size as 33,579 square metres. By our arithmetic, 33,579 square metres across 47 villas is an average of about 714 square metres of district area per villa, including roads, parks and the walkway.

The sizes run from 4,216 to 4,464 square feet, a difference of 248 square feet. A buyer choosing between a 3-bedroom and a 5-bedroom layout is therefore choosing how a similar envelope is divided, and the floor plans for each concept show the room layout. Each plot, its orientation, its design concept and its terrace area are set out on the reservation form.
Design: nine concepts in one architectural language
The main design idea of Al Ahlam is that no single villa type is repeated across every plot. According to the developer, the district uses nine distinct design concepts drawn into one visual language: ivory-toned, stone-effect facade slabs inspired by Oman’s desert landscape, fine horizontal banding and perforated decorative screens. Windows are floor-to-ceiling throughout. Interiors are specified in milky and creamy tones, with marble-effect tiled flooring and ivory decorative wall panelling. The plan shown on the developer’s page labels each villa with a concept code in the “Dream 101” to “Dream 303” series, which is how the nine concepts are tracked across the 47 plots.
The developer’s sales-centre announcement adds that the villas include a majlis, generously sized rooms, barbecue areas and roof gardens, and that the district has modern security systems and a green walkway for sport and walking. Each villa has a staff room and an open-air private terrace.
Smart-home system and thermal insulation
Every villa is delivered with a smart-home system that controls lighting, climate and appliances from one interface, together with an air-treatment system, according to the developer’s materials. In its October 2025 announcement the company describes programmable lighting that saves energy and climate controls that regulate temperature. The villas also use enhanced thermal insulation in the ceilings, windows and roof, specified to reduce the cooling load. Buyers who want the details normally request the insulation specification and the glazing performance figures as part of the specification schedule attached to the sale agreement.

The list shows a medical centre, a nursery, a supermarket and three educational institutions within eight minutes by car, and the airport at 25 minutes. The city’s own plan adds schools, health centres, a central park and a government university, as the Times of Oman described when the first-phase agreements were signed.
Payment plans: Stage 1 and Stage 2
Al Ahlam is built in two stages, and each stage has its own instalment schedule on our listing. Stage 1 runs over two years with eight instalments; Stage 2 runs over three years with twelve quarterly instalments. Both schedules itemise 80% of the price in instalments, and the final 20% completes it; the sale agreement sets out when that balance falls due. Stage 1 therefore starts with a 15% payment of $74,865 on booking, while Stage 2 opens at 10%, or $49,910, spread over a longer period. Financing announced by the developer
At Oman Design and Build Week in May 2026, the developer announced that it had signed a financing agreement for Al Ahlam District with Alizz Islamic Bank, described in the post as a step to offer accessible financing solutions to buyers and investors. The same post announced a strategic design partnership with an Italian firm transliterated in the post as Schiattarella, for Dream Villa’s future projects. Buyers who want to use bank financing ask the sales team for the current terms and eligibility, since the agreement’s conditions are the bank’s.

It shows the company’s developer-led work in a five-villa format with a shared design idea.
From individual villas to a 47-home community
Al Ahlam District adds shared parks, a walkway, landscaping and infrastructure to the homes themselves. According to the company, the Ministry of Housing and Urban Planning selected it as developer of Neighbourhood 6B, and the Oman Observer reported the agreement as OMR 6.6 million for 47 units. At Oman Design and Build Week 2026 the company announced a bank financing agreement and an international design partnership. The reservation and sale documents describe the escrow account and the project arrangements that apply to each villa.

How Buying Works With Dream Villa Oman
Al Ahlam District is an off-plan project in which villas are sold before they are complete, so the sequence follows the normal Omani off-plan pattern. The steps below describe the usual process, and each document confirms the details that apply to a specific villa.
- Choose from the available villas. With 47 villas and nine design concepts, a buyer usually starts from the plot plan, which shows which villas and which concepts remain, together with the orientation of each.
- Select the stage and the payment plan. Stage 1 runs over two years from a 15% booking payment; Stage 2 runs over three years from 10%.
- Sign the reservation form and pay the first instalment. The form names the plot, the built area, the terrace area, the design concept and the price.
- Sign the sale and purchase agreement. The agreement states the payment schedule, the specification, the handover date and the escrow arrangements.
- Pay the instalments into the escrow account. Payments follow the schedule, and the escrow details are confirmed in writing before the first transfer.
- Snag and take handover. Before handover the buyer inspects the villa against the specification and records any finishing points on a snagging list for the developer to complete.
- Register the title. The freehold title is registered in the buyer’s name at the land registry.
On protection, the legal frame changed recently. Royal Decree 79/2025, issued on 10 September 2025, promulgated the new law regulating real estate in Oman, and repealed, among other instruments, the escrow account system for development projects that Royal Decree 30/2018 had created. The decree text says it takes effect 180 days after publication in Official Gazette issue 1613 of 14 September 2025, which is mid-March 2026. Paying from abroad
Prices on our listing are quoted in US dollars and settled in Omani rials, and the rial has been pegged to the dollar at 2.6008 for decades, so a dollar-based buyer carries no currency conversion between the two across the schedule. Buyers paying from another currency convert at the transfer date, and some buyers arrange the exchange rate for larger instalments through their bank. Service charges and running costs
A gated community with three parks, a walkway and shared infrastructure normally has an annual service charge, set per square metre or per villa and paid to the community’s management company. The sales team provides the written estimate for a specific villa, and the schedule is attached to the reservation documents. Ownership Route and Residency for Dream Villa Oman Buyers

On residency, this site’s rule is that the Golden Residency needs a single Integrated Tourism Complex (ITC) property worth at least OMR 200,000 and is decided by the Royal Oman Police, while the Owner Visa has no minimum. The entry price above is the starting price on our listing, and the exact price of a villa depends on its size and concept. The Golden Residency condition is a single property of at least OMR 200,000 in an ITC, so separate purchases do not combine.
