The name belongs to a joint venture, Alargan Towell Investment Company, formed in 2003 between the Kuwaiti developer Alargan International Real Estate Company and the family-owned Omani group W.J. Towell. Ownership and History: What Stands Behind Alargan Towell Oman
The most useful single document on the structure is the 2012 annual report of Alargan International, which describes the group in its own words. According to that report, Alargan was established in 1994 by its chairman Khaled Khudair Al-Mashaan as a contracting company building middle-income housing in Kuwait, became a closed Kuwaiti shareholding company in 2002, set up Alargan Towell Investment Company in Oman in 2003, followed with Alargan Bahrain in 2005 and Alargan Projects in Saudi Arabia in 2006, and listed on the Kuwait Stock Exchange in 2007. A 2014 NBK Capital research note, Kuwait in Focus, repeats the same sequence, and Forbes Middle East also dates the Kuwaiti company to 1994.
The Omani partner is the older name. W.J. Towell describes itself on its own website as a family-owned group established in Muscat in 1866 by William Jack Towell, bought by Mohamed Fadhel in 1914, with seven divisions that include engineering, automotive, real estate and FMCG. On a separate page the group lists Al Argan Towell as a real estate joint venture and states that it was set up in 2003 as an alliance between the Al Argan real estate company and the Towell Group, with a core focus on affordable and middle-income housing. That page also credits the venture with a 2005 Euromoney award for best housing developer and a 2006 Islamic Real Estate Finance Middle East award; we repeat those as the company’s own statements.
The 2012 annual report lists Al Argan Towell Investment Co. W.L.L. as an associate in which Alargan International held 50 percent in both 2011 and 2012, carried at KD 6,288,530 at the end of 2012. The same report gives the venture’s 2012 total assets as KD 48.05 million, its revenue as KD 1.86 million and its profit as KD 1.14 million, of which Alargan’s share was KD 571,312.
The next layer concerns Telal Al Qurm itself. In the same report, a company called Telal Alqurom Real Estate Co. S.A.O.C. appears among new Omani subsidiaries established in 2012 and 99 percent owned by Alargan International. The 2014 NBK note lists Telal Al Qurm as a project in which Alargan’s share is 100 percent, and it shows the Alargan Towell venture as a separate vehicle that carries stakes in other projects: the note lists Alargan’s effective shares as 7.5 percent of Beyout Al Faye, 37.5 percent of Al Waha (25 percent direct and 12.5 percent through the venture) and 30 percent of a Barka resort scheme. Those effective shares are consistent with Alargan owning half of the venture. A tender-platform listing for the Telal Al Qurm townhouse phase names the client as Telal Al Qurm Real Estate Company, a subsidiary of Alargan International, and a January 2017 report on regional awards, carried by the Kuwait Times, credits Alargan Towell with the Al Waha prize and Telal Al-Qurm Real Estate Company separately with the Telal Al-Qurm prize.

The brand Alargan Towell Oman covers two related things. The joint venture built the Omani middle-income housing portfolio from 2003 onward, and it signed a development contract for Telal Al Qurm in 2012. The Telal Al Qurm owner and seller is a project company in the Alargan International group, and since at least 2023 the project has been presented under the plain Alargan name: the Muscat Municipality approval for the project’s access crossing was reported under the Alargan name in August 2023, and the Kuwaiti group’s website carries a Telal Al Qurm project page. Our own listing and our developers guide use the label Alargan Towell for Telal Al Qurm, which is how many brokers use it, and we keep that label in this profile because it is what buyers search for. The sale and purchase agreement names the contracting company, which may be the project company.
The 2012 report also gives a sense of ambition and scale. It says the venture’s projects accumulated over 2,186,000 m², that it was developing a flagship called Qurm Hills on 165,000 m² in the Qurm area, and that it had sold every residential unit in five of the eleven buildings under way on an 11,000 m² part of that site. The area is almost identical to the 164,900 m² later quoted for Telal Al Qurm, the location is the same and the report records the Telal Al Qurm contract in the same year. The report adds that the venture exited the Oberoi Resort project at Al Kiran in 2012 and “turned debt free at corporate level” that year; both are the company’s statements in a Kuwaiti annual report.
Public sources name the following leadership over time. The Oman Observer January 2017 anniversary article named Husain Jawad al Lawati as chairman and Hisham Moussa as chief executive since April 2016. By January 2019 the Oman Observer was quoting Mohammed bin Moosa al Abri as chief executive, and by 2023 the Telal Al Qurm bridge announcements quoted Maher Joujou as acting general manager of Alargan.
Projects: What Alargan Towell Oman Sells Today
We list two projects, both inside the Telal Al Qurm masterplan. They differ in size, price and handover date. The figures below come from our two listing pages, which are the authority for prices on this site. Dollar amounts use the peg of 2.6008 and are rounded; the rial peg guide explains why that rate is stable.
Telal Al Qurm, Muscat
Telal Al Qurm is a mixed-use masterplan on 164,900 m² between Wattayah and Qurum, about 3.8 km from Ruwi and 4.7 km from the Shatti Al Qurum beach by our listing’s measurement. The developer-side description, repeated by Alargan and by trade press, is more than 1,500 apartments, 46 townhouses, 190 serviced apartments, two four-star hotels with 370 keys in total, an aqua park, a cinema complex and commercial space. World Construction Network quoted 1,584 apartments in 2023. The masterplan is phased over a long horizon: our Alef listing quotes roughly 15 years and a cost of about OMR 230 million.
On our listing, the current offer is a phase of 346 units with 25 available. Published prices are: a two-bedroom of 958 sq ft at OMR 76,938 ($200,100), a three-bedroom of 1,432 sq ft at OMR 116,310 ($302,499), and a four-bedroom townhouse of 2,282 sq ft at OMR 171,409 ($445,801). The per-square-foot rates work out at OMR 80.31, OMR 81.22 and OMR 75.11, in dollars $208.9, $211.2 and $195.4, calculated as price divided by built-up area in square feet.
Target handover on our listing is Q2 2027 to Q1 2028 per the developer’s materials, and the payment schedule runs as instalments over six months after handover, with full settlement by June 2028. The service charge on the listing is OMR 4.5 per m² per year, which gives about OMR 401 for the two-bedroom and OMR 954 for the four-bedroom townhouse. Tenure is freehold under the integrated tourism complex licence for Telal Al Qurm, which was reported in July 2024. TradeArabia and Kanebridge News both reported that the licence was granted in coordination with the Ministry of Housing and the Ministry of Heritage and Tourism, that freehold is open to Omani and non-Omani buyers, and that the licensed area is 164,900 m² of which 49,920 m² is allocated to roads, gardens and walkways. Alef Qurum Residence, Telal Al Qurm
Alef Qurum Residence is a boutique building of 32 apartments inside the same ITC, five residential floors with 11 ground-floor retail units, about 166 metres from the Telal Al Qurm listing point according to our Telal listing. Our listing gives eight apartment types: two 674 sq ft one-bedrooms (type E, 62.6 m²), two 718 sq ft one-bedrooms (type F, 66.7 m²), twenty two-bedrooms from 950 sq ft to 1,110 sq ft, and eight three-bedrooms from 1,335 sq ft to 1,378 sq ft. Entry prices are OMR 42,987 ($111,801) for the one-bedroom, OMR 64,980 ($169,000) for the two-bedroom and OMR 90,011 ($234,101) for the three-bedroom, which work out at OMR 63.78, OMR 68.40 and OMR 67.42 per sq ft, or $165.9, $177.9 and $175.4. Our listing says 26 of the 32 units were available.
The payment plan at Alef Qurum Residence is: an OMR 2,000 booking fee, 20 percent down, ten quarterly instalments of 6.5 percent (65 percent in total) and 15 percent on completion, which adds to 100 percent. Handover is Q2 2029 and the service charge is OMR 5 per m² per year, about OMR 441 for the 88.25 m² type A two-bedroom.
Our Alef listing names Rozal Development as the developer, describing it as a Muscat builder active since 2006 with a portfolio of more than 80 properties. Its own website, rozaldevelopment.com, describes a Muscat residential developer with over a decade in the market and lists Muna Hills, Parkside Villas, Yass Al Azaiba and an “ITC Project” among its current developments. We include Alef in this profile because it sits inside the Telal Al Qurm masterplan and because buyers searching for Alargan Towell Oman will meet it.

Alargan Towell Oman has an operating history in Muscat and Barka that reaches back more than two decades, and trade press recorded sell-outs of early phases. Al Waha’s second phase was announced in December 2016 with plots from RO 14,500, and the 2016 operations report, summarised by the Arab Times, says phase 1 of Telal Al Qurm was complete and all its units sold, and that phase 2 was 60 percent built. Phases 5 and 6 were at design stage in 2016, and the masterplan is a long-term programme of more than 1,500 apartments.
The tender listing for the townhouse phase, on METenders, describes 46 townhouses in two rows of 23 in three- and four-bedroom layouts, on 6,324 m² of net land with a 2,500 m² park, a clubhouse, a gym and a pool, and marks the project as ongoing. US-EcoLogic, a sustainability consultancy, lists one Telal Al Qurm townhouse as certified LEED for Homes 2008 Platinum.
How Buying Works With Alargan Towell Oman
This section describes what our listing pages state. For Alef Qurum Residence the sequence is a fixed OMR 2,000 ($5,202) booking fee, a 20 percent down payment, ten quarterly instalments of 6.5 percent and 15 percent on completion. For Telal Al Qurm our listing states that the balance is paid as instalments over six months after handover, with settlement by June 2028 (see our payment plans guide for the usual patterns in Oman).
Oman’s off-plan framework changed in 2025. Our guide to Royal Decree 79/2025 for off-plan buyers summarises it; the main points are that buyer payments for an off-plan unit are paid into a regulated escrow account, that milestone releases are certified, and that delay remedies are written into the contract.
At handover, buyers normally agree a snagging period and a written defects liability term, and receive a list of what is included in the unit. Service charges are OMR 4.5 per m² at Telal Al Qurm and OMR 5 per m² at Alef, the figures our listings give.

Ownership Route and Residency for Alargan Towell Oman Buyers
Both projects sit inside Telal Al Qurm, which holds an integrated tourism complex licence announced on 15 July 2024. Under the freehold rules explained in our freehold guide, that licence allows non-Omani buyers to hold title. It is a different route from the ordinary market in which foreigners cannot buy in many areas. ITC status attaches to the licensed land and not to the brand; our Alef listing recommends confirming the boundary at the Ministry of Housing.
Residency depends on price. The Golden Residency needs a single ITC property worth at least OMR 200,000 ($520,160); the Owner Visa has no minimum value. The highest published unit, the Telal Al Qurm four-bedroom townhouse at OMR 171,409, is 85.7 percent of the OMR 200,000 figure, and the Alef Qurum Residence three-bedroom entry price of OMR 90,011 is 45.0 percent. The threshold applies to one property, not to a combination of purchases. The Owner Visa is available on any unit, and its terms and renewal conditions are set by the Royal Oman Police.
