Central 7 is a seven-storey business centre in Knowledge Oasis Muscat, the one-million-square-metre technology park at Rusayl in the western Muscat governorate. The complex covers 24,000 m² and is built for a specific tenant: branches of international corporations, regional headquarters, banks, financial and investment firms, and IT companies. Completion is set for Q4 2026.

Two things make this listing different from everything else we cover in Oman, and both need stating before anything else.

First, this is a commercial building, not a home — and Knowledge Oasis Muscat is not an Integrated Tourism Complex. The freehold route that lets a foreign buyer own an apartment at Al Mouj or a villa at Jebel Sifah does not apply here. Second, the current broker data sheet records zero available units and no published price, and marks the project as one the brokerage does not transact. Central 7 is, in practice, a developer-direct and corporate-leasing proposition. This page is written as market intelligence on that basis, not as an invitation to reserve a unit.

Ownership: why this is not a freehold purchase

Every other Omani project we cover sits inside an Integrated Tourism Complex, the designation under which Oman permits outright foreign freehold. Knowledge Oasis Muscat is a technology park, not an ITC — so a non-Omani, non-GCC individual cannot simply buy a floor of Central 7 the way they can buy an apartment at Al Mouj.

The practical consequence is that Central 7 is a business decision before it is a property decision. If you want space here, the question is whether you are leasing it for an operating company, or structuring a longer-term interest through an Omani entity. Neither resembles buying a holiday apartment.

The current data sheet lists no available units, no starting price, and flags the project as one the brokerage does not transact on. With completion in Q4 2026 — a matter of months — that pattern usually means one of three things.

Two specifications carry real commercial weight. A 4-metre ceiling is unusual and valuable — it permits raised floors, deep service voids, mezzanines and trading-floor layouts that a 2.8 m slab-to-slab simply cannot accommodate. And 6,000 KVA of transformer capacity with a backup generator and perimeter fibre is a specification written for tenants who cannot tolerate an outage: banks, data-adjacent operations and IT companies. Those two lines tell you more about the intended tenant than the marketing copy does.

The certification claim needs care. The developer’s material describes Central 7 as the country’s first office building to earn a Tier I certification for eco-efficiency and smart design, and the data sheet says a LEED Gold certificate has been applied for. Those are two different statements, and only the second is verifiable from the documents: an application is not an award. LEED is administered by the US Green Building Council and certification is granted on completed, verified performance.

If green credentials matter to your business — and for many multinational tenants they now determine whether a lease can be signed at all — ask for the certification status in writing and the target date, and treat “applied for” as pending until the plaque exists.

The ground floor: a working high street

The ground-floor plan is the most revealing document in the pack, because it shows the building was designed to function without anyone leaving it. Twenty-two commercial units are laid out around a double-height lobby.

The Sanad centre is the line worth pausing on. Sanad offices handle government transactions — visas, permits, registrations, ministry paperwork — and having one inside the lobby removes a recurring administrative errand for every company in the building. Combined with two bank branches and a customs payments office among the wider amenities, this is a building designed around the friction of actually operating a company in Oman, not just around desks.

Provision of both male and female prayer rooms, at near-equal size, is another detail that signals the design was drawn for the local market rather than imported wholesale.

A swimming pool and spa in an office building is unusual anywhere. An on-site kindergarten is rarer still, and more consequential: it materially changes the commute calculus for staff with young children, which in a tight professional labour market is a recruitment argument as much as a perk.

The currency exchange counters and customs payments office point again at the intended tenant — businesses trading internationally, moving money and goods across borders, for whom those functions are weekly rather than occasional.

That 10:1 spread is deliberate. It lets a company enter small — a licence address and a couple of desks — and expand within the same building as the Omani operation grows, without renegotiating a location. For a market-entry strategy, that flexibility is worth more than a headline rent.

Two thousand spaces for a 24,000 m² building is a generous ratio by any standard, and three dedicated bays per office is the number to hold the developer to in writing. In a car-dependent city with no metro, parking allocation is one of the most contested clauses in an Omani commercial lease — settle it in the heads of terms, not later.

This is the strongest part of the Central 7 case, and it has nothing to do with the building. You are buying into an established cluster, not a speculative location. Oracle, Microsoft, Huawei and Ericsson are already at KOM; ITHCA Group, Oman’s government-aligned ICT investment vehicle, is itself based at KOM-5. Background on the park is on its Wikipedia entry.

The two colleges inside the park matter commercially: they are a graduate pipeline on the doorstep, and for an IT or engineering employer that is a recruitment advantage no downtown tower can replicate. The proximity of Sultan Qaboos University, eight minutes away, extends it.

Twenty-five minutes to the airport is the number that matters for a regional headquarters. Central 7 sits roughly 12 km from the terminal in a straight line, on the Muscat Expressway, which is why the drive is short despite the distance from the old city centre. For a business flying staff and clients in and out, that beats a Corniche address on every metric except prestige.

A university teaching hospital eight minutes away is the other quietly useful entry — relevant to staff welfare policies and to any employer weighing duty-of-care obligations.

Wujha is a considerably younger and smaller company than the developers behind our other Omani listings — eleven years old, against Orascom’s presence since 1989 — and it does not have a government shareholder on the register the way Muriya does. That is not a criticism; it is a different risk profile, and it should shape your diligence.

The most useful check is the one you can do yourself: go and look at Uptown Muscat. It is Wujha’s delivered residential flagship, it is in Muscat, and walking a finished building tells you more about a developer than any brochure. Ask also for the contractor’s name and their completed project list — on a Q4 2026 delivery the contractor’s track record is now more predictive than the developer’s.

What it costs — and what is not published

There is no published price for Central 7, no rate per square foot and no starting figure. The only commercial term disclosed is the payment structure.

A 20% deposit is higher than the 10% that opens every residential project we cover, which is normal for commercial stock. What the schedule does not say is whether anything is retained at handover — and on a commercial fit-out, retention is the mechanism that gets snagging fixed. Do not sign a schedule that reaches 100% before practical completion.

Ask separately for the service charge, which is not published either. On a building with a pool, spa, gym, valet parking and 2,000 basement bays, common-area costs will not be trivial, and in commercial leases they are usually recovered in full from tenants. Risks and open questions

No published price and no availability. Everything commercial is unknown until you approach the developer directly.

LEED Gold is applied for, not awarded. If your lease depends on certification, this is a condition to write in rather than assume.

“Tier I” is a marketing term here. It is not a recognised office-grading standard in the way LEED is a recognised environmental one — ask what body issues it and on what criteria.

Foreign ownership is restricted. KOM is not an ITC; take Omani legal advice on structure before commercial negotiation.

The lift count is inconsistent. The data sheet says eight passenger lifts; the ground-floor plan labels seven. For a seven-storey building with 2,000 parking bays, lift provision affects peak-hour waiting times — get it confirmed.

Retention at handover is not stated. The schedule discloses only a 20% deposit and quarterly instalments.

Service charge is not published. On a building with this amenity load, it will be material.

The developer is young. Founded 2014, no state shareholder, and a shorter delivery record than the developers behind our other Omani listings.

Why Muscat for a regional office

Oman’s appeal to a business is not the same as its appeal to a homebuyer. There is no personal income tax, the rial has been pegged to the US dollar for decades, and the country’s safety indicators place it among the calmest in the world on international crime indices — which matters for staff relocation. Where your staff will live

An office decision in Muscat is half a housing decision, because the city has no metro and your staff will drive. Central 7 sits in the western governorate, which puts a specific set of residential districts within a sensible commute and rules others out.

The nearest established freehold community is Al Mouj, on the coast north-east of KOM, which combines apartments with a marina, a golf course and international schooling — the default choice for relocated senior staff. Further south-east, Sultan Haitham City is the government-backed new district and currently the cheapest freehold entry in the market at around $100 per square foot, which makes it the realistic option for mid-level hires. The Sustainable City at Yiti offers net-zero homes for employers whose relocation policy has an environmental dimension, though the drive is longer.

Anything on the far coastal stretch — Barr Al Jissah, Jebel Sifah, Yiti — is a weekend proposition rather than a daily commute to Rusayl.
