Marina Property in Oman: Six Waterfront Communities Compared
This guide was checked on 16 October 2026 and covers marina property in Oman: homes inside freehold Integrated Tourism Complexes (ITCs) that sit in, beside or near a working or planned marina. It draws on the operators’ own marina pages, the Ministry of Transport, Communications and Information Technology fee schedule for registering a boat, a 2026 ministerial decision on foreign vessels, and the prices, sizes, handover dates and service charges on our listing pages for Al Mouj, Jebel Sifah, Barr Al Jissah, Hawana Salalah and Yamal.
By the end you will know which Omani communities have a marina and what the operator says about it, what each home costs per square metre on the listing pages, how service charges and berth fees add up in worked arithmetic, what the Maritime Law and the registration portal require from a boat owner, and which units clear the Golden Residency threshold or only the Owner Visa. All prices are shown in Omani rials with US dollars in brackets, using the peg of 2.6008 dollars to the rial, and they are the figures on each listing page on 16 October 2026.
What Marina Property in Oman Actually Means
A marina is a harbour for pleasure craft: pontoons or quays, fuel, water and electricity at the berth, a harbour master and, usually, a breakwater. In Oman the word is attached to a handful of master-planned coastal communities rather than to a property type. A buyer is not purchasing a marina; a buyer is purchasing an apartment, townhouse or villa in a development whose master developer also runs, or plans to run, a marina. That distinction matters for everything that follows, because the marina is owned and operated separately from the building and its owners’ association.
Foreign buyers can hold freehold title in Oman only in designated zones, chiefly the ITCs created under Royal Decree 12/2006 and widened by later decrees. Our guide to freehold property in Oman explains the mechanism, and our comparison of Oman’s Integrated Tourism Complexes sets the complexes side by side. Every community in this article is described on its listing page as an ITC. The difference is stage: Yamal is still at the sales and construction stage, so its marina is a plan rather than an operating facility.
The communities covered here are Al Mouj Muscat, Jebel Sifah, Barr Al Jissah, Hawana Salalah and Yamal, plus Muscat Bay as a waterfront comparison that has a lagoon but no marina on its own pages. Taqah, on the Dhofar coast, is not included: one of our two Taqah beachfront listings declares a 99-year leasehold, which is a different legal footing from ITC freehold. The wider coastal ladder is in our article on beachfront property in Oman; this article goes further on the marina side.
Marina Property in Oman at a Glance: Six Communities
The table below puts the marina property in Oman side by side, with the marina facts as each operator or source states them. Berth counts differ between the operator’s website and independent yachting directories, so the table names the source next to each figure. A buyer who needs a berth, rather than a view of one, should ask the operator for the number currently in service and the berth lengths available.
| Community | Marina facts as stated | Source | Distance reference |
|---|---|---|---|
| Al Mouj Muscat (Seeb) | “Over 400 berths” for pleasure craft, yachts and superyachts; yachts of 8 to 65 m; 5 Gold Anchor accreditation; fuel station; tours to the Daymaniyat Islands | Al Mouj website and Al Mouj Marina website | About 15 minutes from the airport (our Al Mouj guide) |
| Al Mouj Muscat (directory listings) | 132 berths, yachts up to 40 m, 2 km breakwater, 24-hour dock master, VHF channel 74 | PredictWind, TYHA and Dockwalk marina entries | Same marina |
| Jebel Sifah | 84 wet berths and 115 dry berths; fuel berth, metered water and electricity, floating pontoons, slipway, VHF channel 73; 5.5 km of beachfront | Jebel Sifah website | About 45 minutes from Muscat by car |
| Barr Al Jissah (Al Mina) | 55 berths for vessels up to 40 m, depth about 5 m, full breakwater, water and electricity at each berth, fuel station | Developer figures on our Al Mina listing page | About 30 minutes from Muscat city centre |
| Hawana Salalah (Dhofar) | 170 wet berths plus space for 30 yachts in dry berths; yachts up to 60 m; service pillar at each berth; 24-hour security | Hawana Salalah website | Near Salalah airport, about 8.7 km (our Mira listing page) |
| Yamal (Al Seeb) | International marina and yacht club planned, with saltwater lagoons and canals; 1,760 m of shoreline on a 2.21 km2 site | Developer figures on our Yamal listing page | About 27 km from the airport per the developer |
Two further points about reading the table of marina property in Oman. First, a berth count is not a measure of the homes around it: Jebel Sifah has 118 homes in The Beachfront and four remaining villas in Raya on the listing pages, while Al Mouj has several thousand residences. Second, none of the operators quoted here publishes a price list for every berth type on the pages checked, except Hawana Salalah, whose rates appear further down.
Al Mouj Muscat: Marina Homes in Seeb
Al Mouj is a freehold waterfront community on the Gulf of Oman in Seeb, established in 2006. According to the Al Mouj website it covers a 6 km waterfront, has about 8,000 residential properties and more than 19,000 residents, and includes an 18-hole oceanfront golf course, 90 retail and dining outlets and an international school and nursery. Its owners are Majid Al Futtaim (50 percent), OMRAN (40 percent) and Tanmia (10 percent), per our Azura listing page. Our Al Mouj guide covers the districts: Masra is the marina-front district, Ghadeer is lakeside, Shatti is the beach and Golf surrounds the course.
The marina itself is described by the Al Mouj Marina website as accepting yachts from 8 to 65 metres, with a fuel station, round-the-clock security and a concierge, and it carries the 5 Gold Anchor accreditation. The Superyacht Ready label of the Yacht Harbour Association (TYHA) was awarded in September 2024, according to its directory entry. Marine tours and dive charters run from the marina to the Daymaniyat Islands Nature Reserve. Depth and berth numbers vary between sources, as the table above shows, which is a reason to ask for the current berth plan rather than to rely on a brochure figure.
Five of our Al Mouj listings are marina property in Oman close enough to the water to compare. The table gives each project’s entry unit as listed, the walking or driving time to the marina where the page states one, and the handover.
| Project (listing) | Entry unit and price | Marina distance on the page | Handover |
|---|---|---|---|
| Azura Beach Residences | Apartments from OMR 85,000 ($221,000) | Near the marina, no figure given | Within three years of the tender phase, per an October 2025 Oman Observer report |
| ALMAR Residences | OMR 99,131 ($257,820) one-bedroom with full upfront payment | 400 m | Q2 2029 |
| Bellevue | One-bedroom from 936 sq ft, $337,800 (OMR 129,883) | 15 minutes on foot | Q4 2027 |
| Vistal | One-bedroom from $364,100 (OMR 139,995) | 6 minutes | Q4 2029 |
| The St. Regis Residences | One-bedroom from $882,000 (OMR 339,126) | 10 minutes by car | Resort opened June 2024, per the developer |
The payment structures differ sharply. ALMAR takes 10 percent on signing, six payments of 9 percent tied to construction milestones and 36 percent at handover, so on the OMR 99,131 entry unit the signing payment is about OMR 9,913, each milestone payment about OMR 8,922 and the final payment about OMR 35,687. Bellevue asks 15 percent on signing (including an OMR 3,000 booking fee), 15 percent in each of the next three instalments five months apart, 20 percent on completion and 20 percent six months after handover. The St. Regis Residences list 40 percent down and 20 percent a year for three years after delivery. The same percentage means a very different cash call on a $337,800 unit and an $882,000 unit, so the schedule on each listing page is the document to read.
Distances in the table are the figures printed on each page and use different bases: ALMAR’s is given in metres, Bellevue’s as a walk, the St. Regis figure as a drive and Vistal’s without a stated mode. A one-bedroom at ALMAR is therefore not directly comparable to one at Vistal on distance alone, and a buyer who plans to use a berth every weekend can measure the route personally.
Jebel Sifah: A Smaller Marina Town South-East of Muscat
Jebel Sifah is a Muriya community on the coast about 45 minutes from Muscat by car, according to the Jebel Sifah website, which describes 5.5 km of beachfront, a nine-hole golf course designed by Harradine Golf and the Sifawy Boutique Hotel. The golf page adds that the course can be played as 18 holes at par 72 from five tees ranging from 5,686 to 7,268 yards. Muriya is a joint venture of Orascom Development (70 percent) and OMRAN (30 percent). Our Jebel Sifah guide describes the community, and this section concentrates on the marina and the three current listings of marina property in Oman at Jebel Sifah.
The marina page on the Jebel Sifah website gives 84 wet berths and 115 dry berths, a fuel berth with petrol and diesel, metered electricity and water, floating pontoons with stern-to-quay berthing, a slipway and VHF channel 73. When the marina opened in 2012, according to a Superyachts.com report of 16 April 2012, it was built with Orascom Marina Management and held berths for boats of 6 to 60 metres plus a dry-storage facility for 120 more. Dry storage matters to owners who keep a trailerable boat out of the water for the summer heat, and it is the reason the berth count has two numbers.
| Project (listing) | Entry price | Sizes | Payment terms on the page | Handover |
|---|---|---|---|---|
| The Beachfront | Apartments from OMR 55,000 ($143,000); townhouses from OMR 62,500 ($162,000); villas from OMR 151,000 ($393,000) | 40 to 162 m2 across 118 residences | 10 percent down, instalments up to four years | Phase 2 selling |
| Solaris (Solar Residences) | Studio from OMR 50,000 ($130,040), September 2024 price | 37.4 to 85.3 m2 | 10 percent on booking, ten quarterly instalments of 7.5 percent, 15 percent at handover | Q4 2027 |
| Raya | Villa from OMR 189,200 ($492,100) | 1,690 to 1,970 sq ft; four villas remain | 10 percent booking, then 7.5 percent quarterly, 85 percent before handover | Q4 2027 |
Arithmetic on the Solaris plan shows how an 85/15 schedule works. The studio at OMR 50,000 takes OMR 5,000 on booking, then ten payments of OMR 3,750 each (OMR 37,500) over about 30 months, so OMR 42,500 is paid before handover and OMR 7,500 at handover. Solaris is classed as a secondary-market listing on its page, meaning the units come from resale or released stock, so the September 2024 price is the published starting figure rather than a current developer price list. Raya’s page puts the marina and the golf club each at five minutes by car, which is the only marina distance printed for the three projects.
The Raya figure sits OMR 10,800 below the OMR 200,000 line used for Golden Residency, a point developed in the residency section below. The Beachfront’s villas start at OMR 151,000, so only a villa priced at OMR 200,000 or more on its registered value could meet that line.
Barr Al Jissah and Al Mina: The Marina Residences
Barr Al Jissah is a resort on the coast south-east of Muscat. The Barr Al Jissah website describes a 450,000 m2 waterfront destination with three Hilton-branded hotels, the Al Mazaar Entertainment Centre, a private marina called Al Mina and the Al Mina residences. According to a Hilton release dated 5 January 2026, the Zubair Corporation owns the resort and Hilton became operator in January 2026, with Al Husn Hotel Muscat due to be rebranded as a Waldorf Astoria after renovation in 2027. The resort opened in 2006 and Shangri-La managed it until December 2025, according to the Barr Al Jissah resort entry on Wikipedia.
Our Al Mina listing page gives the most complete set of marina-home numbers of any project in this article. There are 76 homes in six low-rise buildings along the marina, 41 of them available on the page, with handover in Q1 2027 per the developer. The marina has 55 berths for vessels up to 40 m with an average depth of about 5 m, water and electricity at each berth, a fuel station and 24-hour mooring assistance. The listing says berth allocation, whether a berth is leased or bought separately, and its price are set outside the home contract.
| Unit | Size | Starting price | Price in OMR | Price per m2 (OMR, derived) | Annual service charge at OMR 8 per m2 |
|---|---|---|---|---|---|
| One-bedroom | 115 m2 | $479,200 | 184,251 | 1,602 | OMR 920 |
| Two-bedroom | 165 m2 | $776,900 | 298,716 | 1,810 | OMR 1,320 |
| Three-bedroom | 218 m2 | $966,100 | 371,463 | 1,704 | OMR 1,744 |
| Penthouse | 281 m2 | $1,868,200 | 718,317 | 2,556 | OMR 2,248 |
| Beachfront villa | 589 m2 | $4,183,000 | 1,608,351 | 2,731 | OMR 4,712 |
The price per square metre in the fifth column is the starting price divided by the starting size, converted at 2.6008; the listing page quotes the same figures in dollars per square foot. The service charge column multiplies each size by the OMR 8 per m2 per year that the page states, calculated on gross area excluding balconies and terraces, which reproduces the page’s own OMR 920, OMR 1,744 and OMR 4,712 examples.
The payment plan is front-loaded and finishes before the building does. The page states 20 percent plus a flat OMR 10,000 as the down payment, followed by five instalments of 16 percent each, so 100 percent is paid before completion. On the one-bedroom at $479,200 that is $95,840 for the 20 percent plus about $26,008 for the OMR 10,000, a $121,848 first payment, and then five payments of $76,672. Payments go to the project escrow account under Royal Decree 79/2025, and the listing page cites an Oman Observer report of 5 January 2026 that put the development about 65 percent complete.
Hawana Salalah: The Marina on the Dhofar Coast
Hawana Salalah is a Muriya ITC on the Arabian Sea about 8 km west of Salalah. The Hawana Salalah website describes more than 7 km of sandy beach and a marina, and the marina page says it is the only marina in Salalah, with 170 wet berths, space for 30 yachts in dry berths, yachts of up to 60 m (berthing above 40.50 m is by arrangement), a service pillar for water and electricity at every berth and 24-hour security. A water taxi links the marina with the community’s hotels. Our Hawana Salalah guide covers the complex itself.
Hawana is the only operator checked that prints berth rates, which makes it the only place in this article where the running cost of a berth for marina property in Oman can be stated rather than estimated. The marina’s own schedule lists the following minimum rates in Omani rials on 16 October 2026; each is a “from” figure and water and electricity are billed by metered consumption.
| Boat length | Wet berth: daily | Wet berth: monthly | Wet berth: yearly | Dry berth: yearly |
|---|---|---|---|---|
| Under 6 m | OMR 7 | OMR 110 | OMR 552 | OMR 662 |
| 6 to 12 m | OMR 23 | OMR 124 | OMR 607 | OMR 729 |
| 12 to 18 m | OMR 60 | OMR 216 | OMR 1,018 | OMR 1,221 |
| 18 to 24 m | OMR 111 | OMR 324 | OMR 1,526 | OMR 1,832 |
| Above 24 m | OMR 176 | OMR 450 | OMR 2,290 | OMR 2,748 |
The schedule contains three details that change the arithmetic. A yearly wet berth for a 6 to 12 m boat is OMR 607, against 12 months at the monthly rate of OMR 124, which is OMR 1,488; the yearly rate is OMR 881 lower, about 59 percent. The yearly dry berth is higher than the yearly wet berth in every length band, which is the opposite of what many boat owners expect. The schedule also adds 60 percent for alongside berthing and 40 percent for catamarans berthed stern-to, gives residents 10 percent off, and states that fees are paid in advance, late payments accrue 3 percent interest and paid fees are not refunded.
Two of our listings share the Hawana shore. Mira Ocean Estates sits at the eastern end of Hawana, adjacent to the Amazi quarter and just east of the marina, with a studio from AED 550,000 (OMR 57,574, $149,738), a one-bedroom from AED 1,100,000 (OMR 115,147) and a two-bedroom from AED 1,800,000 (OMR 188,423). It has 263 residences, a Q4 2028 target handover, furnished delivery and a 50/50 schedule in which the last 50 percent falls due at handover; on the studio that final payment is AED 275,000, or OMR 28,787. Amazi lists a one-bedroom villa from OMR 78,000 ($202,862), a three-bedroom from OMR 214,000 and a four-bedroom from OMR 321,000, with 10 percent on booking and then 7.5 percent every three months for three years, and Muriya said in September 2026 that the first phase was close to 80 percent complete with handover due in Q1 2027.
Yamal and Muscat Bay: Waterfront Without a Working Marina
Two further communities sell waterfront homes without an operating marina on the pages checked. Yamal, in Al Seeb, is developed by Talaat Moustafa Group with Saudi Arabia’s Al Muhaidib Group as a partner. The listing page gives a 2.21 million m2 site with 1,760 m of shoreline, about 6,200 residential units per the developer, an international marina and yacht club among the planned features, and saltwater lagoons and canals that create an internal waterfront. The developer’s own website lists an international marina among the features of Yamal, without saying where it sits or how large it is. Muscat Daily reported on 8 February 2026 that Hamptons International Oman had been appointed exclusive sales agent for Yamal and its sister project Jood.
Yamal’s entry unit is a one-bedroom of 69 m2 at OMR 63,750 ($165,800), or OMR 924 per m2, with a developer target of Q4 2029. The page offers four payment plans. The 4.5-year plan takes 2.5 percent on booking and 17.5 percent within a month, so 20 percent in the first month (OMR 12,750); the 6-year plan takes 12 percent (OMR 7,650); and the two 8-year plans take 8.5 percent (OMR 5,419). The eight-year plans run past the target handover, which means the dated schedule in the sale and purchase agreement is the document that decides what is due when. Because the marina is a plan, a buyer here is relying on a masterplan, not on a harbour that can be visited today.
Muscat Bay, in Bandar Jissah, is a finished ITC with the Zaha Waterfront residences on the water and the Nameer Island villas on a man-made island in a lagoon. The listing says 15 homes remain, with a one-bedroom from $234,100 (OMR 90,011) for 850 sq ft, a two-bedroom from $382,000 (OMR 146,878) for 1,238 sq ft and a villa from $897,000 (OMR 344,894) for 3,330 sq ft. The adjoining Luma Residence lists 240 homes: a two-bedroom of 113 m2 from $300,500 (OMR 115,541), a townhouse of 242 m2 from $568,400 and a villa of 278 m2 from $650,200, which is OMR 250,000, with handover in Q1 2029. Neither listing mentions a marina; Luma’s page describes Bandar Jissah as a coastal pocket enclosed by the Hajar mountains, and Qantab Beach is six minutes by car.
What a Marina Home Includes and What It Does Not
In every piece of marina property in Oman above, buying a home does not automatically include a berth. The Al Mina page states that berth allocation, the choice between a lease and a separate purchase, and the rate are confirmed separately from the home. The Hawana schedule treats a berth as a service rented by the day, month or year. Al Mouj’s marina pages describe berths as a marina service. A buyer who expects a berth with the apartment should therefore ask for the berth right in writing, with its length limit, its term and any transfer rule on resale.
The home, by contrast, carries the rights described in the sale and purchase agreement and registered in the Ministry of Housing and Urban Planning’s register. Royal Decree 79/2025, which came into force in March 2026, repealed the 1986 brokerage law, the 1989 apartment and floor ownership system and the 2018 escrow system for development projects, according to the Official Gazette summary on Decree.om. A law-firm commentary by BSA says it requires each project to hold buyers’ payments in a project escrow account, withdrawn only against approved construction phases, and to form an owners’ association, and adds that developers need a prior licence before starting a project, that sales of subdivided units in off-plan projects must be registered, and that anyone engaged in brokerage or marketing needs a Ministry licence. Our article on Law 79/2025 for off-plan buyers goes through the rules in detail, and the step-by-step purchase process is in the guide to buying off-plan property in Oman.
Marina facilities themselves sit in the owners’ association or in the master developer’s hands. The Al Mina page lists hotel benefits for residents, among them a 25 percent discount on hotel services, access to hotel pools and sports facilities, a 600 m private beach and dive centre facilities, and says the written terms come with the reservation documents. Those are stated resident benefits rather than ownership rights. The hotels were run by Shangri-La until 31 December 2025 and by Hilton since 1 January 2026, so the date on any written benefit terms is worth checking against the current operator.
Service Charges and Berth Fees on Marina Property in Oman
Service charges are the continuing cost that surprises buyers most, and marina communities tend to carry them at the upper end because of the shared amenities. Our article on service charges in Oman real estate explains how an owners’ association sets them, why a reserve fund matters and what is billed on top. The rates printed on the listing pages in this article are collected below, each as an annual rate per square metre and normalised to a 100 m2 home so they can be compared directly.
| Project (listing) | Rate stated | Annual cost for 100 m2 | Five-year cost for 100 m2 |
|---|---|---|---|
| Barr Al Jissah, Al Mina | OMR 8 per m2 | OMR 800 | OMR 4,000 |
| Luma Residence, apartments | OMR 8.27 per m2 | OMR 827 | OMR 4,135 |
| Luma Residence, villas | OMR 6.27 per m2 | OMR 627 | OMR 3,135 |
| Muscat Bay, apartments | OMR 8.72 per m2 | OMR 872 | OMR 4,360 |
| Muscat Bay, villas | OMR 6.01 per m2 | OMR 601 | OMR 3,005 |
| Bellevue, Al Mouj | From OMR 10 per m2 | From OMR 1,000 | From OMR 5,000 |
| Vistal, Al Mouj | OMR 1.65 per m2 per month, OMR 19.8 a year | OMR 1,980 | OMR 9,900 |
| The St. Regis Residences (two-bedrooms) | USD 70 per m2, about OMR 26.91 | About OMR 2,691 | About OMR 13,457 |
The spread is wide: for a 100 m2 home the annual charge runs from OMR 601 at the Muscat Bay villas to about OMR 2,691 at the St. Regis two-bedrooms, a ratio of about 4.5 to 1. The branded and hotel-serviced buildings sit at the top because the charge covers hotel-managed services; the page for the St. Regis Residences says so directly. The figures are rates printed on the listing pages, not quotes, and the owners’ association sets the final amount in the budget it approves.
Worked arithmetic for a single purchase shows the scale. A one-bedroom at Al Mina is 115 m2 at OMR 8, so OMR 920 a year and OMR 4,600 over five years. The transfer fee that the listing pages describe for foreign buyers is 3 percent of the registered value, which on the OMR 184,251 starting price is about OMR 5,528 once. A one-bedroom at Vistal of about 68 m2 at OMR 19.8 is roughly OMR 1,346 a year, or OMR 6,732 over five years, against a 3 percent fee of about OMR 4,200 on OMR 139,995. Over five years the charge exceeds the transfer fee at Vistal and stays below it at Al Mina, which is why the first-year figure on its own is not a full cost picture.
A berth adds to these. At the Hawana schedule’s minimum yearly rate a 6 to 12 m wet berth costs OMR 607 and a 12 to 18 m wet berth OMR 1,018. Over five years that is OMR 3,035 and OMR 5,090 respectively before the surcharges and discounts described above. Our comparison of Oman property prices per square metre places these purchase prices against the wider market, and the rial peg that fixes the dollar conversions in this article is explained in the piece on the Omani rial peg.
Price per Square Metre Across the Marina Communities
The next table derives a comparable price per square metre for the entry unit of each project from the starting price and the starting size printed on its listing page, converting square feet at 0.0929 m2 per square foot and dollars at 2.6008 per rial. The figures are “from” prices for the smallest or cheapest unit, so they describe where each project of marina property in Oman begins, not what an average unit costs.
| Project and entry unit | Starting price (OMR) | Size | Approx. price per m2 (OMR) |
|---|---|---|---|
| Yamal, one-bedroom | 63,750 | 69 m2 | 924 |
| Luma Residence, villa | 250,000 | 278 m2 | 899 |
| Luma Residence, two-bedroom | 115,541 | 113 m2 | 1,022 |
| Muscat Bay, one-bedroom | 90,011 | 850 sq ft (79 m2) | 1,140 |
| Muscat Bay, two-bedroom | 146,878 | 1,238 sq ft (115 m2) | 1,277 |
| Solaris, studio | 50,000 | 37.4 m2 | 1,337 |
| Bellevue, one-bedroom | 129,883 | 936 sq ft (87 m2) | 1,494 |
| Al Mina, one-bedroom | 184,251 | 115 m2 | 1,602 |
| Vistal, one-bedroom | 139,995 | 737 sq ft (68 m2) | 2,045 |
| The St. Regis Residences, one-bedroom | 339,126 | 1,540 sq ft (143 m2) | 2,370 |
Read from the bottom, the ladder runs from about OMR 900 per square metre at Yamal and the Luma villas to about OMR 2,370 at the St. Regis Residences, a ratio of about 2.6 to 1. The projects at the lower end are the ones without an operating marina on their own pages, and the projects at the upper end are branded or hotel-serviced, so the marina is not the main price driver in this data. ALMAR’s page quotes OMR 1,275 to OMR 1,580 per m2 of gross sellable area for one-bedrooms, which lands in the middle of the ladder. Our listing prices differ in date and basis, so the table is a comparison of starting points, not a valuation.
Registering and Licensing a Boat in Oman
A boat is a separate legal object from a home. Under the Maritime Law, issued as Royal Decree 19/2023, no ship may fly the Omani flag unless it is entered in the official register kept by the Directorate General of Maritime Affairs or an authorised entity, according to a legal commentary published in Times of Oman on 4 July 2026. The same commentary says an owner must apply within 30 days of building or acquiring the ship in Oman, with the 30 days running from receipt for a ship built or acquired abroad; temporary registration of up to 90 days is possible; a used ship may be no more than 20 years old; and changes to registered details must be reported within 10 working days. A ship on temporary registration may not be used for any purpose unless a navigation licence has been obtained.
The government portal gov.om describes the service as a permanent vessel registration certificate issued by the Ministry of Transport, Communications and Information Technology. It lists these conditions: the applicant must be the owner or an authorised representative; the applicant must be an Omani citizen or a resident of Oman; the vessel must not be on the prohibited list; and the vessel must pass inspection. The documents include a customs declaration, a sale agreement or shipbuilding certificate, an insurance policy, a radio equipment licence from the Telecommunications Regulatory Authority and a certified document showing owners and shares. The portal gives six steps (sign in, fill in the form, inspection, application approval, fee payment, certificate issued) and an indicative time of about 20 minutes for the online part. A buyer who holds neither Omani citizenship nor a residence permit would need to ask the Ministry whether the owner’s visa status meets the residency condition before buying a boat.
The fee schedule for recreational craft is short, and it can be turned into worked figures.
| Recreational craft category | Registration fee on the portal | Worked example |
|---|---|---|
| Recreational boat under 5 tonnes | OMR 20 | 4 tonnes: OMR 20 |
| Tourist boat under 5 tonnes | OMR 30 | 4 tonnes: OMR 30 |
| Recreational or tourist vessel of 5 to 50 tonnes | OMR 50 plus OMR 0.500 per tonne above 50, maximum OMR 5,000 | 30 tonnes: OMR 50 |
| Recreational or tourist vessel above 50 tonnes | OMR 50 plus OMR 0.500 per tonne above 50, maximum OMR 5,000 | 80 tonnes: OMR 65; 120 tonnes: OMR 85; 200 tonnes: OMR 125 |
| Jet ski or sailing boat under 5 tonnes | OMR 20 | OMR 20 |
The formula reaches its OMR 5,000 ceiling only at 9,950 tonnes, which is far above a pleasure yacht, so for recreational craft the fee is effectively OMR 50 plus 500 baisa per tonne above 50. Registration also recurs: a Times of Oman report of 9 November 2022 states that the renewal period should not exceed one year under Article 26 of the Maritime Law, and that the Ministry had waived renewal fees and fines for pleasure boats only until 31 December 2022. The portal fees are the Ministry’s published schedule on 16 October 2026; the berth, insurance and survey costs are separate.
Foreign-flag yachts are governed separately. Muscat Daily reported on 1 February 2026 that Ministerial Decision 30/2026, issued on 26 January 2026, requires foreign ships and marine units to hold a navigation licence for any activity in Omani waters, in single-voyage, multiple-voyage or scheduled-cruise forms. The ship’s agent applies at least three days before entry with the registration certificate, proof of insurance and a protection and indemnity certificate; the vessel must keep its automatic identification system active and obtain a departure certificate; and fines run from OMR 500 to OMR 5,000, with OMR 2,000 for operating without a licence. The report does not mention pleasure yachts by name, so an owner of a foreign-flag recreational boat should ask the maritime authority whether the decision covers the craft.
Residency: Which Marina Units Clear OMR 200,000
Buying marina property in Oman does not by itself give residency. Two routes exist and they are different. The Golden Residency is a 10-year renewable permit that requires a single ITC property worth at least OMR 200,000 (about $520,000), decided by the Royal Oman Police; two smaller purchases are not added together, and fees such as the transfer fee, VAT and legal costs do not count towards the threshold, per the Amazi listing page. The Owner Visa, introduced by Royal Oman Police Decision 87/2026, has no minimum value, needs no sponsor, is tied to the property and ends automatically if the property is sold. Our guide to Golden Residency versus the Owner Visa sets out both, and the table compares the entry or named units in this article with the OMR 200,000 line, using the listed “from” prices.
| Unit (listing) | Starting price (OMR) | Against OMR 200,000 |
|---|---|---|
| Solaris studio | 50,000 | OMR 150,000 below |
| Yamal one-bedroom | 63,750 | OMR 136,250 below |
| Mira studio | 57,574 | OMR 142,426 below |
| Mira two-bedroom | 188,423 | OMR 11,577 below |
| Raya villa | 189,200 | OMR 10,800 below |
| Bellevue two-bedroom | 169,486 | OMR 30,514 below |
| Al Mina one-bedroom | 184,251 | OMR 15,749 below |
| Vistal one-bedroom | 139,995 | OMR 60,005 below |
| Vistal two-bedroom | 235,005 | OMR 35,005 above |
| Luma Residence townhouse | 218,548 | OMR 18,548 above |
| Amazi three-bedroom villa | 214,000 | OMR 14,000 above |
| Al Mina two-bedroom | 298,716 | OMR 98,716 above |
| The St. Regis one-bedroom | 339,126 | OMR 139,126 above |
The ALMAR page adds that nine of its 36 priced units meet the OMR 200,000 line, and that unit 331 at OMR 199,368 falls OMR 632 short, which shows how narrow the margin can be. The Royal Oman Police decide on the registered value of the property in question, so the price on a brochure is not the final test. The Owner Visa, according to the Solaris page, covers a spouse and first-degree relatives, lasts six months to one year and is renewable, with stays of up to three months per entry. Oman’s personal income tax under Royal Decree 56/2025, which starts on 1 January 2028 at 5 percent above OMR 42,000 a year and includes rental income, also bears on owners who let a marina home, and our article on renting out an Oman property from abroad covers the lettings side.
Seasons, Storms and Access to the Water
A marina is useful only when the sea is usable. The Mira Ocean Estates page describes the Dhofar khareef season as running from roughly June to September, with ocean swimming from October to May, which is the seasonal frame for the fishing trips, dolphin watching and island excursions that the Hawana marina page describes. On the Muscat coast, the Al Mouj Marina website points to tours and dive charters to the Daymaniyat Islands Nature Reserve, which a visitor reaches by boat from the marina.
Storm exposure is a property question as much as a boating one. Muscat Daily reported on 24 October 2023, citing the Ministry of Agriculture, Fisheries and Water Resources, that 176 cyclones formed in the Arabian Sea over 76 years and 30 of them hit Oman directly, and that cyclones reach the southern coast every five to seven years; that is about one direct impact every 2.5 years nationally. Our article on cyclones and flash floods in Oman lists Gonu (June 2007), Phet (June 2010), Mekunu (May 2018 in Dhofar), Shaheen (October 2021 on the Batinah and Muscat coast) and Tej (October 2023), and adds that Jebel Sifah’s risk comes more from mountain wadis behind the coast than from surge. Those events are the reason the checklist below asks about drainage, finished-floor levels and building insurance.
For a marina, storms add questions that a home alone does not raise: whether the breakwater is designed for storm surge, where the haul-out and dry-storage areas sit relative to the shoreline, and what the marina’s own insurance and evacuation rules require of berth holders. These are questions for the operator.
Document Checklist Before Signing
The documents below turn the statements in this article into things a buyer of marina property in Oman can hold. They are listed neutrally, in the order a transaction usually reaches them.
- ITC designation: the name of the licensed complex and the Ministry document that designates it, so the freehold status is on paper and not only in a brochure.
- Sale and purchase agreement: the counterparty’s name, the dated payment schedule, the handover date and the delay clause, plus the escrow account name under Royal Decree 79/2025.
- Registered value in rials: the figure that will appear on the title, particularly where a price is quoted in dirhams or dollars, because the Royal Oman Police assess residency against the registered value.
- Service charge: the rate per square metre, the area it is applied to, the reserve-fund share and the association’s last approved budget.
- Berth right, if wanted: a written statement of berth length, term, fee and whether it transfers on sale, separate from the home contract.
- Marina operator terms: the current berth plan, fuel and haul-out services, insurance requirements and storm procedures.
- Resident benefits: the written terms for any hotel or club benefits and the date they were issued, particularly where an operator has changed.
- Boat papers, if relevant: the registration certificate, customs declaration, insurance policy and radio licence listed on the registration portal.
The developer sections of our Oman developers directory give the master developer behind each community, which is useful for checking who runs the marina and who builds the homes.
Frequently Asked Questions
Can foreigners buy marina property in Oman?
Yes. Foreigners can buy marina property in Oman inside designated Integrated Tourism Complexes, where buyers of any nationality can hold freehold title according to the listing pages. Al Mouj, Jebel Sifah, Barr Al Jissah and Hawana Salalah are described as ITCs. Outside an ITC the options differ, as the guide to freehold property in Oman explains.
Does a marina home come with a boat berth?
Not on the pages checked. The Al Mina listing says berth allocation, the choice between lease and separate purchase, and the rate are set apart from the home, and the Hawana schedule treats berths as a rented service. A buyer who wants a berth should have the right in writing.
How many berths do the marinas have?
The Al Mouj website says over 400 berths, while directory entries list 132; Jebel Sifah lists 84 wet and 115 dry berths; Al Mina has 55 berths; Hawana Salalah has 170 wet berths and space for 30 yachts in dry berths. Yamal’s marina is planned.
How much does a berth cost?
Only Hawana Salalah prints rates on the pages checked: yearly wet-berth rates start at OMR 552 for boats under 6 m, OMR 607 for 6 to 12 m and OMR 1,018 for 12 to 18 m, with metered water and electricity extra.
How do I register a pleasure boat in Oman?
Through the Ministry of Transport, Communications and Information Technology portal on gov.om, which lists an Omani citizen or resident as the eligible applicant, an inspection, the supporting documents and a fee of OMR 20 for a recreational boat under 5 tonnes or OMR 50 plus 500 baisa per tonne above 50 for larger craft.
Does buying a marina apartment give residency?
A purchase supports the Owner Visa, which has no minimum value, needs no sponsor and ends if the property is sold. The 10-year Golden Residency needs a single ITC property worth at least OMR 200,000 and is decided by the Royal Oman Police. For example, the Al Mina one-bedroom at OMR 184,251 is below that line and the two-bedroom at OMR 298,716 is above it.
What is the cheapest home near a marina on these listings?
Among the listings of marina property in Oman, by starting price, the Solaris studio at Jebel Sifah is OMR 50,000 ($130,040) on its September 2024 figure, and The Beachfront apartments start at OMR 55,000. Yamal’s one-bedroom is OMR 63,750 but its marina is planned and the handover target is Q4 2029.
Are service charges higher in marina communities?
For marina property in Oman, the rates on the listing pages range from OMR 6.01 per m2 at the Muscat Bay villas to about OMR 26.91 at the St. Regis two-bedrooms. Al Mina is OMR 8 per m2, which makes a 100 m2 home about OMR 800 a year before any berth.
Which marina community is closest to Muscat?
Al Mouj is about 15 minutes from the airport per our guide, Barr Al Jissah about 30 minutes from the city centre per the Al Mina page, and Jebel Sifah about 45 minutes by car per the Jebel Sifah website. Hawana Salalah is near Salalah, not Muscat.
Does the Royal Decree 79/2025 protect marina-home buyers?
For marina property in Oman, as for other off-plan homes, the law, in force since March 2026, requires project escrow accounts, developer licences and owners’ associations. Payments for off-plan homes go into the escrow account and are released against approved construction phases, according to the BSA commentary.
